Cancellation of paper PTS and introduction of electronic document from July 1, 2021

Attention! The entry into force of the decision to abolish paper vehicle passports has been postponed from July 1, 2016 to November 1, 2021.

Good afternoon, dear reader.

This article will consider a regulatory legal document - the Decision of the Board of the Eurasian Economic Commission “On approval of the Procedure for the functioning of systems of electronic passports of vehicles (electronic passports of vehicle chassis) and electronic passports of self-propelled vehicles and other types of equipment.”

This document is valid from October 28, 2015, i.e. starting from this date, vehicle passports in Russia can be issued electronically.

Cancellation of paper vehicle passports from November 1, 2020

First of all, let’s consider subparagraph a of paragraph 2 of the Decision of the Board of the Eurasian Economic Commission:

2. Establish that:

a) until November 1, 2021, it is allowed to issue vehicle passports (vehicle chassis passports) in the form and in accordance with the rules established by the legislation of the member state of the Eurasian Economic Union (hereinafter referred to as the member state);

It follows from this paragraph that starting from November 1, 2021, PTS will be issued only in electronic form. Those. All new cars will have an electronic passport; paper documents will not be issued.

Replacing a paper PTS with an electronic one

The replacement of paper PTS with electronic ones is regulated by subparagraph d:

d) replacement of vehicle passports and passports of self-propelled vehicles and other types of equipment issued before the entry into force of this Decision, as well as in accordance with subparagraphs “a” - “c” of this paragraph with electronic passports of vehicles and electronic passports of self-propelled vehicles and other types of equipment is carried out at the request of the owner of the vehicle (self-propelled vehicle and other type of equipment);

If desired, any car owner can change the vehicle's paper passport to an electronic one.

At the same time, many drivers are concerned about the following question. Is it necessary to change a paper PTS to an electronic one? Regulatory documents do not require mandatory receipt of electronic PTS. Therefore, the paper version can be used until it runs out of space for new owners.

How to get an EPTS for a new car (from the manufacturer)

The initial issuance of passports still lies with the manufacturing plant. It’s just that now they enter data not on paper, but into the database of the SEP portal, where all issued EPTS are stored. Thus, new cars arrive at dealerships with an already existing digital passport.

Previously, the buyer of a new car had to pay 350 rubles to make changes to a paper passport. Today, the name of the new owner is entered into the electronic document independently through the portal. The unique EPTS number is indicated in the sales contract, which the buyer presents to register the car in his name.

Thus, obtaining an electronic title for a new car comes down to the following steps:

  • You purchase a new car from a dealer;
  • You draw up a purchase and sale agreement (it specifies the EPTS of this machine);
  • You register your car with the traffic police.
  • Register on the SEP portal: https://portal.elpts.ru/portal/index?1. Access to the passport will be possible through your personal account. There, the name of the new owner (buyer) and other necessary data are entered into the digital document;
  • You can also always view the electronic document at any convenient time.

What is an electronic PTS?

An electronic PTS is a record in a database that contains information about the car, as well as its owners. A complete list of information contained in the ePTS is given in Appendix 3 to the Procedure for the functioning of electronic vehicle passport systems (electronic vehicle chassis passports) and electronic passports of self-propelled vehicles and other types of equipment.

List of information in ePTS

If you wish, you can study the list of information that should be contained in the electronic PTS. For comparison, I suggest you pick up a regular PTS. You will notice that a paper passport contains much less data.

Moreover, after issuing an electronic PTS, the owner of the car receives an extract that he can print. This extract will be analogous to a paper PTS. In this case, the extract contains only part of the information from the electronic PTS. The contents of the extract are given in Appendix 1.

Please note that the extract from the electronic PTS contains only a small amount of information. For example, unlike a paper PTS, the owner and manufacturer of the vehicle are not indicated in the extract. On the other hand, electronic PTS, in addition to the driver’s license category, will also contain the vehicle category from the technical regulations.

So the introduction of electronic PTS will help solve the problem of determining the category of a vehicle in controversial cases. The fact is that some foreign cars can be classified in Russia as both buses and trucks. Moreover, in practice, government officials usually classify a car into the group where payments to the budget (customs, taxes, etc.) are higher. The introduction of a new form of PTS will make it possible to unambiguously classify a vehicle into one category or another.

About electronic PTS

An electronic vehicle passport (hereinafter referred to as EPTS) is an analogue of a paper PTS, which contains all the information about the car, including:

  • identification features;
  • general and technical characteristics;
  • description of marking;
  • administrative information;
  • registration information;
  • information from the manufacturer and credit institution;
  • mandatory technical inspection; insurance.

The main advantage of EPTS is the ability to consolidate and store the entire life history of a vehicle from the moment of production and import into the territory of the Customs Union to disposal or export from the vehicle, which helps protect consumer rights.

Changing data

Information in the electronic passport will be entered gradually throughout the life of the car and cannot be adjusted. Primary data is entered by the manufacturer, importer or testing laboratory, secondary (administrative information) - by government agencies. In the future, technical inspection operators, insurers and service stations will be responsible for updating the information.

Change of owner

The creators of the EPTS system have developed three ways to re-register a vehicle to another person:

  1. Through SEP: https://elpts.ru/. Note: the owner must have an electronic signature.
  2. Through identification of the owner on the government services portal: https://www.gosuslugi.ru/. Note: this option is under development.
  3. Through the MFC, where, by analogy with consignment stores, a specialist carries out all the necessary operations.

Is it necessary to switch?

The validity period of paper PTS is unlimited, so there is no need to replace them.

Receipt

You can apply for an EPTS based on one of three reasons:

At your own request (the document is prepared by authorized inspection operators). When purchasing a new vehicle (cars are sold already with EPTS, the numbers of which are specified in the purchase and sale agreements). When independently importing a car from abroad of the member states of the Eurasian Economic Union (can be done in any testing laboratory that has received the appropriate authority from the Ministry of Industry and Trade of the Russian Federation).

Service cost

Registration of an EPTS through government services costs 560 rubles (including a 30% discount valid for electronic submission of an application and non-cash payment).

Who can receive information from the electronic PTS

Clause 12 of the Operating Procedure for electronic PTS systems contains information about who can obtain information from an electronic passport free of charge. Let's consider subparagraphs d and d related to ordinary drivers:

12. Participants in electronic passport systems for use exclusively for their own needs and (or) for the implementation of tasks assigned to them in accordance with this Procedure and (or) the legislation of the Member State, without charging a fee, are provided with the following information upon request: ... d) the owner vehicle (chassis, machine) - information in the amount provided for in Appendices No. 1 and 2 to this Procedure;

e) to other persons - information about the status of the electronic passport upon request containing:

identification number (VIN) of the vehicle (chassis), chassis number (frame) or body number (cabin, trailer) - for the vehicle (chassis);

vehicle identification number or body number (cabin, trailer) - for the vehicle.

Let's consider this point from the point of view of completing a car purchase and sale transaction.

A potential buyer can only obtain information about the status of the electronic vehicle title using the VIN number of the vehicle. Those. the buyer can find out that the PTS is in one of the following statuses:

  • unfinished;
  • active;
  • canceled;
  • canceled;
  • recycled.

When purchasing a car with an electronic PTS, I recommend that the buyer check the status of the document. The correct meaning in this case is “active”. If the title is in a different status, it is better to refrain from buying a car.

Apart from the status, the buyer cannot receive any additional information from the electronic PTS. Those. the buyer does not have confirmation that the vehicle actually belongs to the seller.

However, the seller can confirm that he is the owner of the vehicle. To do this, he must make a request to receive an extract from the electronic PTS. This information is issued only to the owner of the vehicle. Therefore, its presence can serve as a guarantee that the car is being sold by its current owner.

In addition, the buyer can access information for a fee:

13. Participants in electronic passport systems are provided, on a contractual basis, with access to the information contained in electronic passports and to the services of electronic passport systems to the extent, in the manner and on the conditions determined by the administrator, except for the cases provided for in paragraph 12 of this Procedure.

In this case, the list of information that can be obtained on a contractual basis is determined by the system administrator.

Where can I get an Electronic PTS?

In most cases, when purchasing a new car, it will already come complete with an EPTS issued by the manufacturer. Cars will be delivered to dealers with ready-made Electronic Vehicle Titles. At the end of the transition period, by July 1, 2021, information about all organizations connected to the automated system “Electronic Passport System” and from which it will be possible to obtain an EPTS will be available on the official website of JSC “Electronic Passport”, which is the administrator of the system. It is also planned to publish all authorized organizations on the website of the Ministry of Industry and Trade of the Russian Federation.
