The concept of the subject
For motor vehicles, the duty is charged:
- for registering a car;
- for issuing a Russian and/or international driving license;
- for issuing documents, including duplicates of documents;
- for issuing license plates, including transit plates;
- for making changes to the vehicle passport.
Payers of state duty are:
- individuals who are owners of movable property;
- legal entities whose balance sheet contains movable property registered in accordance with the established procedure.
The amount of state duty collected for performing any actions is established by Article 333.33 of the Tax Code of the Russian Federation.
Payment of the fee is made by property owners before contacting the traffic police or other organizations.
State duty for making changes to the PTS
The amount of the state fee for making changes to the PTS is 350 rubles (Tax Code of the Russian Federation, part 2, article 333.33, paragraph 38).
Please note that if you change the personal data of the owner of the vehicle, you will also need to replace the vehicle registration certificate .
The state duty for a paper STS is 500 rubles, for a plastic one - 1,500 rubles (Tax Code of the Russian Federation, part 2, article 333.33, paragraph 36).
It is possible to receive a 30 percent discount when paying the above fees. To do this, you need to pay for them through the government services portal.
Reasons for replacing a document
So, the vehicle title is the main document required for:
- car registration;
- sales, donations, inheritance, rent, etc.;
- issuing an MTPL insurance policy.
The absence of a PTS does not allow the owner to perform these actions. If the document is missing for some reason, then you need to obtain a duplicate.
A duplicate PTS is issued for the following reasons:
- The original document was lost by the owner. Many car owners carry their title with them, which leads to its loss;
- the original PTS was stolen;
- the document has become unusable due to wear and other factors. The information specified in the document cannot be read;
- There are no free fields in the vehicle passport to indicate the registration data of the new car owner when the owner of the movable property changes.
Changes are made to the PTS (that is, the document is not replaced with a duplicate, and additional information is indicated in special marks), under the following circumstances:
- making any changes to the design of road transport. For example, when replacing an engine, installing xenon headlights, and so on;
- when changing the surname or changing the address of the owner.
If necessary, the PTS can be replaced at the registration department of the traffic police after providing the following documents:
- a written statement indicating the reasons for changing the title. The application can be submitted directly to the traffic police (on a first-come, first-served basis or by appointment) or online through the government services website;
- passport of the car owner or passport of the representative of the car owner. If an application is submitted by a representative, a written power of attorney is additionally required;
If the owner of the car is an individual, then the power of attorney is certified by a notary. If the owner of the car is a legal entity, then the power of attorney is signed by the manager.
- registration certificate for the car, issued after registration with the traffic police;
- a copy of the PTS (if preserved) in case of loss or theft of the document and the original vehicle passport in all other cases;
- a valid compulsory car insurance policy;
- a receipt confirming the advance payment of the state duty in accordance with the Tax Code of the Russian Federation.
Documents for making changes to the PTS
To make changes to the vehicle passport you will need the following documents:
- statement;
- owner's passport;
- PTS;
- registration certificate;
- receipts for payment of state duties;
- document confirming the change in personal data.
When making changes to the PTS, an inspection of the vehicle is not required.
Note. From January 1, 2020, when making changes to the PTS, it is not necessary to have a valid MTPL policy.

The application should include a “V” next to the phrase “Changes to vehicle registration details.”
2. A document confirming the change in personal data. In case of a change of surname, such a document is a marriage registration certificate; in case of a change in registration, such a document is a passport.
What is the amount of state duty for replacing a vehicle title in 2021?
So, a receipt for payment of the state duty is a mandatory document when replacing a vehicle title.
The amount of the fee when replacing a car passport varies depending on the actions performed by traffic police officers and in 2021 is (Article 333.33 of the Tax Code of the Russian Federation):

The amount of state duty for making changes to the PTS
The amount that must be paid to the traffic police when preparing documents is the same for individuals and legal entities and is valid throughout the country. The amount of the state duty is established in the second chapter of the Tax Code of the Russian Federation.
If the changes made to the PTS concern only the car, the state duty will be only 350 rubles .
But when making changes to the personal data of the current owner (last name and place of registration) or processing documents for a new one, the registration certificate must also change, so you must pay the state fee both for making changes to the PTS ( 350 rubles ) and for a new STS ( 500 r. ), in total it is 850 rubles.
But if the new owner wants to change license plates when re-registering, the state fee will increase to 2,850 rubles.
How to fill out a receipt
To pay the state fee, you must fill out a receipt indicating:
- full details of the payment recipient (name of organization, INN, KBK, OGRN, location address, personal account);
- details of the bank servicing the payee (name, INN, KPP, current account, KBK, BIC, OKTMO, and so on);
- Full name and residential address of the payer;
- purpose of payment (receipt of a duplicate vehicle passport);
- amount of payment;
- date of the banking transaction.
A receipt for payment of the state duty can be:
- fill it out yourself, after receiving the document form from the bank. When filling it out yourself, it is recommended to first clarify the details of the payee and the servicing bank;

- form directly on the traffic police website. When choosing this method, the recipient's details will be filled in automatically, which almost completely eliminates the possibility of an error (typo). The generated receipt can subsequently be printed and payment can be made using it.
To generate a receipt for payment of state duty, you must complete the following steps:
- go to the traffic police website and select the region of residence of the vehicle owner;
- then you need to go to the section “State traffic police in your region”;
- select the category “Registration of motor vehicles”;
- in the list of suggested actions that opens, select the necessary one, that is, obtaining a duplicate PTS;
- Then in the list, select the traffic police department you need to contact;
- in the window that opens, information about contact numbers, operating hours and bank details will appear, as well as a special section for filling out a receipt for payment of the state fee;
- Having filled in all the data, you can save or immediately print the finished document.

How to fill it out correctly
You can fill out the receipt fields automatically through the traffic police website by following the steps from the previous paragraph:
- Below the bank payment details there will be fields available for completion.
- Entering data is quite simple, all prompts are on the screen. You must indicate your full name, registration address and passport number.
- You can enter the amount of the state duty yourself, but to check it is better to select it automatically from the list that opens when you click on “Select the amount of the state duty from the list,” for example.
- Click "Print".
- You will be given a form that you can print either directly on your home printer, or save and print anywhere else.
When paying several state fees at once, each requires its own receipt. Well, if you fill out a blank form yourself, be as careful as possible to avoid mistakes. It is better then to ask for this at the traffic police department, since all the samples hang on stands there.
Payment Methods
You can pay the state fee for replacing a car passport:
- at any bank branch. To pay, you can use a document generated on the traffic police website or a payment order filled out yourself on a bank letterhead. For payment, cash, funds from a bank card or personal current account are used. After payment, the bank puts a mark on the document indicating acceptance of a certain amount of money and the date of payment. Such a document is provided as confirmation of payment of the duty. To complete the operation, you will additionally need a civil passport. Depending on the bank’s operating conditions, the payer may be charged a commission for transferring funds;
- at an ATM (fast payment terminal). To make a payment, you will need to know the exact details of the recipient (find out on the website or information stand at the traffic police) and the payer’s passport details. In this case, the preliminary receipt is not filled out. All necessary data is entered directly into the system;
The payment is confirmed by a receipt issued by the ATM (terminal). Depending on the type of terminal (ATM), you can pay the state fee in cash or using a card.
- online through various systems, for example, Yandex. Money. To pay the fee, you will also need to enter the payer’s details into the form. In this situation, payment in cash cannot be made. For payment, funds available on the card or personal electronic wallet are used. The payment receipt can be printed after the transaction;
- online through the government services portal. At the moment, this method is the most relevant, as it allows you to save 30% of the established amount of state duty. To pay through government services, pre-registration and account confirmation will be required. The document confirming payment is a printed receipt.
The payer has the right to independently choose the most convenient method of paying the state duty. The payment method does not affect the final result (receipt of a duplicate PTS).
How should organizations pay?
Legal entities can pay state fees in two ways:
- From the company's current account. After the payment is made, the servicing bank issues a payment order, which indicates the details of the recipient and payer, the purpose of the payment and the amount.
- In cash at a bank branch. To pay in cash you will need:
- an expenditure order issued by the accounting department of the enterprise and confirming the intended purpose of the funds received;
- power of attorney for payment from the head of the company.
After paying in cash, the authorized person receives a bank check, additionally confirming payment of the duty. All three specified documents are provided to the traffic police.
Failure to pay the state fee when replacing the PTS and performing other actions at the traffic police is a legal basis for receiving a refusal to provide the service, that is, the absence of a receipt will not allow the PTS to be replaced if necessary.
