The legislation contains a list of reasons that may lead to the replacement of a car license. Among the list of such situations it should be noted:
- Exchange in case of expiration of insurance;
- If your driving license is lost or stolen;
- When changing your surname, for example, due to marriage;

- The ID has been damaged due to washing or other circumstances.

It is necessary to conclude a new MTPL agreement when changing the driver's license
At the time of receiving a new driver's license, a person is issued a document series. Numbers that do not coincide with the previous license, and at the same time with the parameters specified in the current car insurance contract. This situation causes serious concern among vehicle owners.
However, the new license that is issued to the driver has a special section in which the data from the previous document is entered. This means that for traffic police officers such a change will not be a problem and a reason for imposing sanctions against the driver. Insurance companies also do not require the re-conclusion of a new contract, since they are quite satisfied that the client has paid for the policy and therefore updating the document is not important for them.
According to the law, replacing the MTPL policy when replacing rights is not a necessary action today. Although, as mentioned above, the exchange of temporary residence does not require the replacement of the contract. Many experienced drivers recommend renewing the MTPL policy agreement so that insurers do not even have grounds for freezing payments due to an “incorrectly executed document.”
How to enter new data into an electronic MTPL policy?
If the contract with the insurer was concluded online and the owner of the vehicle was issued an electronic MTPL, you can count on the possibility of changing the driver’s license number directly on the service provider’s website in your personal account.
However, not all companies provide such an opportunity. This is explained by the fact that all changes are made in your personal account, where only the direct user has access. And in order to legally change the information in the electronic policy, you need to involve a company employee. However, over time, insurers promise to begin a detailed study and answer how new information can be entered online legally.
Therefore, regardless of the method of issuing a policy and its type, you need to personally visit the office to enter new data. Changes are made as follows:
- the owner of the vehicle writes an application indicating the number of the issued certificate;
- a company employee processes the request and, having verified the authenticity of the rights, makes a new entry in the electronic compulsory motor liability insurance. You can find information in the “Special Notes” column.
Some companies have already provided users with the opportunity to enter new data themselves. To do this, you need to log in to your personal account and enter the updated information in the appropriate column of E-OSAGO. However, large insurance companies prefer to change data directly upon personal contact from the driver.
How changes are made to OSAGO insurance when a driver replaces a driver’s license
The OSAGO motor insurance document assumes that in the event of an accident, it is the insurance company that bears the costs associated with vehicle repairs. Moreover, the policy owner is obliged to notify insurers as soon as possible in the event of a change of driver’s license for one reason or another. This is extremely important for vehicle owners to remember, because if an insured event occurs and the compulsory motor liability insurance policy contains outdated numbers and series, the insurance company has every reason to refuse to cover the costs.
If the driver has replaced his license, he does not have to renew the contract, but he must notify the insurers as quickly as possible . This will allow specialists to make changes to the MTPL policy and make special notes in the database, which is used, including by traffic police officers. The new data will allow the driver to avoid problems after replacing his license.

Such cases include extending the period of use of the vehicle and changing ownership upon sale. For example, a driver who has very rarely been involved in an accident, or has never had one at all, has a fairly large discount when calculating insurance, and if it is higher or equal to the discount of other drivers driving this vehicle, then no fee is charged for including such a driver in the MTPL policy. If the potential driver of the vehicle is a beginner, then the policyholder will be forced to increase the cost of the contract, almost doubling it.
Increase the insurance period
An increase in the period of car insurance always comes with an additional payment by the policyholder. What additional payment will need to be made depends on the period for which the car is already insured and the period of the desired extension of the MTPL contract. At the same time, the total cost of the policy for the year does not change.
Change personal information
To change any personal information, such as your driver's license or last name, you must contact your auto insurer and provide the updated information. To update information about a changed driver's license, you need to provide a new driver's license and an application for making changes to the MTPL policy. If your surname changes, you will need to present your passport. All such changes are made to the MTPL agreement free of charge.

And finally, let’s consider the case of selling a car before the expiration of the compulsory motor liability insurance policy. There are two options: the previous owner either donates the remaining insurance period to the new owner of the car, or terminates the insurance contract early and returns part of the money. How quickly do you need to notify the insurance company about the replacement of rights?
At the moment, the legislative norms on car insurance do not have a special section indicating the exact timing of notification of insurers by the owner of the car in the event of a change of driver's license. However, experts recommend doing this as quickly as possible. In this case, the owner of the car must have the following package of documents with him:
- Civil passport;
- Vehicle registration certificate;
- New driving license;
- A valid insurance contract.
Arriving at the company’s branch, the car owner will have to write a statement according to which in the future insurers will make changes without replacing the insurance contract in the electronic database. At the same time, no one will replace the MTPL insurance itself; all the specialist will do is enter the series and numbers of the newly acquired rights in a special column of the document, and also indicate the date when the changes were made.

Owners of a paper policy will need to write an application to the insurance company where the insurance was issued.
If the rights of the policy owner have changed, then his personal presence is required. As a last resort, a trusted person with a notarized power of attorney from you can come to the office of the insurance company for you.
If the rights of a person included in the policy have changed, then his presence will not be required. But the policy owner will still have to visit the company’s office.

How does the procedure work?

What to do with insurance when replacing a license?
In accordance with paragraph 8 of Art. 15 of Federal Law No. 40 “On Compulsory Motor Liability Insurance”, if there is a change in the initial data of the insured person used when concluding an insurance contract, he is obliged to immediately notify the insurer about this in writing. The motorist writes a statement in free form, which contains:
- name, registration address and region of the insurance company;
- details of the MTPL agreement: number and date;
- name of the application: on changing the terms of the MTPL agreement;
- a request to enter new data (driver’s license number);
- list of documents in the attachment: copy of the document and agreement.
The document is dated and signed by the applicant. It must be sent to the insurer’s address by mail or in person according to the citizens’ reception schedule. In the first case, it is necessary to send it by letter with a receipt confirmation and a description of the attachment. The service is provided free of charge. Changes will be made within 5 working days (Part 9, Article 15 of Federal Law No. 40).
