There is no VIN number in the PTS - what could this mean?

Car owners often wonder: what is the VIN in the title?

What does it mean, is it necessary, how is it deciphered? Does it contain useful information?

Previously, cars were marked with two numbers: on the body and on the engine.

At the moment, there is a special code, which is located mainly on a non-removable part of the body.

What is a VIN code?

Basic data about the creation of the car is stored encrypted in the VIN code. Usually these symbols are registered in the PTS.

The main distinctive features of the identification code.

  • Has 17 characters.
  • The characters that make up the code are Latin letters and Arabic numerals (except I, Q, O).
  • It is located on special plates in non-removable parts of the body or simply stuffed on top of the part.
  • Regulated by ISO 3779-1983.
  • A code identical to that located on the car must also be indicated in the vehicle title.
  • Indicates the main technical characteristics of vehicles and information about the manufacturer.

The VIN code is divided into three parts:

  1. location of the manufacturer's plant (first three characters);
  2. description of basic technical data (+6 characters);
  3. distinctive features (+8 characters).

The 9th digit in the code is a verification digit. The manufacturer calculates it using a special algorithm, based on pre-existing figures. The last four characters are numbers only. Basically this is the serial number of the car.

The decals indicate the model year of manufacture. Do not confuse the year of manufacture of the car and the model year - these are different things. The manufacturer can indicate the year of launch of a certain model, which will be earlier than the time specified in the PTS.

A complete decoding of the code can be found on special online services. These portals are created not only to decipher the code, so that the car owner does not have to study a huge amount of information on all the signs. In automatic mode, you can find out not only encrypted data, but also basic information about several important factors:

  • whether the car crossed the border;

  • whether you were involved in an accident;
  • whether it was repainted, what parts were replaced;
  • is the mileage valid (even if the odometer has been reset);
  • how the car was used (structures, organizations, how many owners);
  • was it listed as stolen?

The average cost of services provided is from 250 rubles.

To check you need:

  • enter the code in the field provided for it (indicated at the bottom of the “VIN code” plate);
  • pay using one of the proposed methods (card or electronic money);
  • get the result (mostly sending by email).

Why is there no VIN number on the vehicle title?

The identification number is not legally registered in the PTS in the following vehicle variants:

  1. Japanese cars;
  2. vehicles manufactured before 1980.

These types are marked only with the engine number, which is indicated in the PTS.

Japanese-made cars without a VIN are manufactured with right-hand drive.

If there is no code in such vehicles, the traffic police does not have any questions.

But there are cases when the identification number is not installed in case of illegal actions: the car was sold with an erased code in order to hide traces of the theft.

Even more common reasons for a missing VIN are:

  • errors in the preparation of PTS;
  • at the time of the vehicle's production year, the manufacturer had not yet switched to a 17-digit code.

The VIN code is stamped on the car, but it is not in the title: what to do?

  1. Check the code for any service.

  2. Make sure that this vehicle is not listed as stolen; there are no special restrictions on its registration.
  3. Contact the traffic police department.
  4. At the place where the car is registered, the employee must correct the title and indicate the VIN in it.

What to do if the identification number is difficult to see (erased, painted over, etc.)

In such cases, serious problems can arise. If a traffic police officer discovers damage to the VIN code, he is obliged to send the vehicle for examination, which will confirm or refute the assumptions about the theft and resale of this car.

The verification takes a long time, about 1-1.5 months. For quick results, you can contact an independent expert.

Now you know why the VIN number is missing in the vehicle title.

Where to look for a VIN code and why it may not exist

The VIN is a vehicle identification number that contains 17 numeric/alphabetic characters. As a rule, it is assigned by the manufacturer.

The VIN code contains information that can help clarify the following points:

  • country and manufacturer;
  • technical description of the car;
  • model year, serial number.

This number must be duplicated in the registration certificate. In addition, the identification number is applied to various parts of the vehicle. Manufacturers place code in various places. For example, on cars from North America, the symbols are located just below the windshield. You don't even need to open the hood to read this.

Most often, the VIN code is placed on the side door, sills, under the hood on a special plate, on the body, on the right pillar, or on the partition between the engine and the passenger compartment.

Often the car owner does not know where exactly the VIN number is located. But it is important to find it, because it can be used to determine not only the technical condition of the car, but also to obtain information from the traffic police database regarding theft, actual mileage, accidents, prohibitions, restrictions, purchasing spare parts via the Internet, and crossing the country’s border.

The identification number may be missing for the following reasons:

  • cars manufactured before 1980 simply do not have such a code;
  • Japanese right-hand drive cars produced for the domestic market do not have it;
  • lost during repairs or an accident.

It should be remembered that the police will not have any claims against cars that do not have a legal VIN. Under such circumstances, the body number, which is assigned at the factory, can act as an identifier.

What if it is missing?

If suddenly the reason for the absence of a VIN is found out, and it is illegal, then the owner will face a summons to court. After all, a stolen car is no joke. But there are several options to get out of the situation:

  • Proof in court that the owner is a bona fide buyer (all necessary documents are available).
  • Filing a claim for a response from the seller regarding the return of funds for a stolen car.

To recognize in court the fact of a contract without violations, the following documents must be attached:

  1. contract of sale;

  2. PTS;
  3. statement of claim.

As a bona fide buyer, it is possible to return the funds spent on the car.

The seller will have to refund the money for the unregistered vehicle.

How to check a car if there is no VIN

To check a car for accidents, using it as a taxi, violating maintenance conditions, pledges, loans and other restrictions, you need to know the VIN. If the VIN is missing, you can find out about all of the above by checking it through online services.

You can clarify the data through special sites for verification, for example, Autoteka or EAISTO, as well as through RSA.

But what if there is no VIN and you have no data? In order to conclude a deal correctly, contact a professional lawyer.

He will answer your questions and tell you where to get useful information.

What is a VIN and why do they check cars using it?

All technical and actual characteristics of a car can be found out by its VIN. In total it contains 17 digits. This code contains the following information:

  • the first digit is the country of origin;
  • 2, 3 digits - name of the manufacturer and production department;
  • 4, 5, 6, 7, 8 digits - car model, body type, car specification, transmission, engine type;
  • The 9th digit is the control digit;
  • 10 — model year;
  • 11 - the plant where this machine was produced;
  • 12–17 — indication of the serial number of this vehicle.

By VIN you can check a car in different directions. Here is the information you can get if you know the wines:

  1. General information. They are encrypted in the 17-digit number itself.
  2. Information about the configuration. The official information contains data on how many doors the car has, what the engine layout is, what body type and other technical characteristics.
  3. Vehicle mileage data. Information with mileage recording is relevant only at the time of maintenance; later the data may change, but not yet be recorded.
  4. Data on participation in road accidents. We are talking about those accidents that were recorded by the traffic police: when the vehicle was involved in an accident, and also when insured events occurred.
  5. History of registration actions. You will be able to obtain information about the owners and registration of this vehicle.
  6. Using a car as a taxi. You can find out about this fact by the date of registration of the vehicle in this status.
  7. Information about whether the car is pledged to the bank. As a rule, you can find out whether a particular bank has confirmed that the car is pledged or not. But even if none of them did this, there is no 100% guarantee that the vehicle is not under collateral.

Also, by receiving information about a car, you can find out its criminal history. We are talking about theft, in which the vehicle may be, and about the search in which it is in connection with this.

What if it is missing?

If suddenly the reason for the absence of a VIN is found out, and it is illegal, then the owner will face a summons to court. After all, a stolen car is no joke. But there are several options to get out of the situation:

Where can I find wine?

There is one nuance that concerns the location of the wine. Data about the number can be obtained from the documents where it is indicated, but that’s not all. During the production of the car, it is applied to various places that are difficult for prying eyes to see, for example, to the following parts of the car:

  1. Under the hood.
  2. On nameplates.
  3. Under the floor covering.
  4. Next to the steering wheel.
  5. On the shock absorber strut.

It is important that these parts are not conspicuous and are integral. It turns out that the first test can be performed as follows: check whether the VIN indicated on the documents matches what is inside the car. The wine itself is listed in the following documents:

  1. Certificate of registration.
  2. TS.
  3. Insurance policy.

It turns out that if you do not have a VIN separately, you can clarify the code in one of the above documents. But what if you don’t even have the documents in your hands? In this case, there is no need to find out the missing vehicle VIN. You can use other ways to obtain information.

What to do if registration is refused

Destruction of the VIN number as a result of an accident or corrosion is one of the most common reasons for refusal to register a vehicle.

So if, for example, you own an old car where the VIN has already been erased, we recommend that you contact the traffic police so that the inspector can take a photo of this fact and attach the information to the title, certifying everything with a seal and signature.

We remind you that even in this case, the car can be registered or sold.

In practice, there have been cases when, after an accident, the owner sent his car to a car service center, where part of the body with the VIN code was simply cut off, and then a new plate was welded on. If such a situation suits your specific case, then keep in mind that today they do not have the right to refuse to register you, because Changes have been made to the General Provisions.

It turns out that previously the absence of a VIN code practically put an end to vehicle registration, but today things are different. Now it doesn’t matter how the identifier was damaged, it will still be possible to register the vehicle.

So if you see a note on the PTS that there is no VIN code, you shouldn’t worry too much, just get ready for a slightly longer registration process.

How else can you check the car?

There are several ways to inspect a vehicle before purchasing. In order to obtain complete information, it is enough to apply at least one of them:

  1. Personal appeal to a notary. This method will help you find out if there is a lien on the vehicle. This is a paid service and is provided only to the owner of the car. The extract is given in writing and is proof that the seller is conscientious.
  2. Visit to the traffic police. Both the owner and the potential buyer need to come. The one who sells the car must have STS and PTS. The specialist will check the database and report whether there is information about the theft. This procedure is quick and free. It is important to understand that all the nuances relate only to the database: everything that is not included in it will remain secret. At least for the time being. You will not be provided with written information from a traffic police officer.
  3. Check through the official website of the traffic police. You can find out some information remotely through the traffic police website. Here you need to enter your VIN, also specified through online or other services. This way you can find out the registration date, the presence of road accidents registered by police officers since 2021 (with the exception of registration under the European protocol), information about whether the vehicle is on the federal wanted list, and other restrictions.
  4. Check through the website of the Federal Notary Chamber. This will help you find out if the car is in collateral; you also need a VIN. The downside is that the service does not have all the data, but only that posted by the pledge holders.

As a result, even if the VIN is missing, you can get this or that information. It is necessary to check it, then you will not have any complications when purchasing the selected vehicle. If any data is missing, contact a lawyer who will help clarify the information and tell you what to do in a given situation.

You can clarify information not only about the car. It is important to be able to make sure that the MTPL policy is real and the car is not under arrest. Our legal magazine talks about these and other checks.

Two identifiers in the registration certificate

All worries about having an identification code are sometimes unfounded. If the VIN is indicated twice in the vehicle title, the second time in the “Special Notes” column, then there is no need to worry. Another, additional VIN code appears in the document due to the assembly of the car several times:

  • The car is assembled at the manufacturer’s plant in Europe (the code is indicated in the “Special Notes”).
  • Before shipping to Russia, some elements are removed, including the engine.
  • In our country, the car is finally assembled (a main identification code is assigned).

Is it possible to find out the car document series?

It is impossible to find out complete information about the title (series and number) only from the VIN of the car. Additional information you need to know:

On the official website of the traffic police you can get all the necessary information about the PTS, and also check this document for authenticity. To do this you will need:

  • go to the traffic police website;

  • select the “Online Services” section;
  • click “Vehicle check”;
  • enter VIN, state number and body number;
  • get the test result.

All online services of the traffic police work free of charge.

A VIN code is not just a random set of numbers. This is encrypted information that contains basic data about the car. Without identification marks, registering a vehicle is not so easy. Therefore, when buying a car, you should carefully check the code so that more complex problems do not arise in the future.

Checking the car before buying it in person for legal purity (arrests, restrictions, bail, etc.)

Here anyone can find out about the presence of debts with bailiffs by last name, first name and region of residence. To make your search more accurate, find out the seller’s date of birth and use the advanced search. If the seller has large debts, then it is likely that the car is already under arrest by bailiffs or will fall under arrest in the near future.

If you don't want to be deceived, don't trust anyone. Even the most honest seller will not tell you about all the problems of the car, but what a dishonest one is capable of - you can guess for yourself. Therefore, it is in your best interests to check not only the technical part of the car, but also the legal part - after all, it is the legal component that brings the most serious problems.

What it is

VIN is translated from English as a vehicle identification number - a one-of-a-kind set of numbers and letters assigned to a vehicle, and containing information about the car manufacturer, year of manufacture, its characteristics, etc. Also, the VIN code appears in all documents for the car, so you can easily find out what happened to the vehicle before (if it is used). At the moment, there are 4 VIN number standards in the world: for the USA and Canada (FMVSS), Australia (ADR 61/2), Europe and other world countries (ISO 3779, SAE J853).

In Russia, the requirements for the VIN number are specified in GOST, the main one of which is that the code must be readable, viewable and unchanged. The identification code is recorded in the vehicle registration certificate:

Where is he located

The VIN code must be written down in all documents for the car (PTS, registration certificate, etc.). There are several places on the vehicle itself where the manufacturer can indicate it:

This is done to protect the car from having the license plate number interrupted, since in some places thieves may miss it.

Most often, the code is indicated on body components that are one-piece, as well as on the chassis and number plates. The code plate is located in the engine compartment and is easy to find.

In modern cars, the VIN is placed on top of the instrument panel (visible from the outside of the car under the windshield) and on the left body pillar, which is located in front. In the USA, cars have VIN numbers on the dashboard near the driver's seat (the junction of the body and glass) and on a sticker in the door opening, which is visible when it is opened. Basically, all the places where the VIN code is written are indicated in the documents that are issued along with the vehicle. The location of the code is most often difficult to interrupt and read, so scammers can change it in the easiest place, hoping for the buyer’s inattention.

Therefore, when purchasing a used car, carefully inspect all places with codes and compare them. Also pay attention to the plate in the engine compartment - are there any signs of unscrewing, scratches, dents, etc. near it - the easiest way is to replace it with a new one.

When buying a used car, don’t be too lazy to look at all the places in the VIN codes, this will save you from problems when obtaining a vehicle registration certificate from the traffic police. Also, on special services you can find out all the information on the car by just entering its identification code, which makes it possible to find out the history of the vehicle.

Hello dear Experts!)

I want to buy myself a UAZ. I picked up a car that I liked for the money. In general, I’m ready to pick it up and register it myself in my free time, so as not to strain people and myself. Then you need to be sure that everything is in order with the documents.

But the car doesn't have a VIN. It’s also impossible to check anything about the frame or body on the traffic police website. Maybe someone can give advice, tell me where and how I can find out if everything is okay with her legally.

Comments 39

Tell me, if there is no fault on the engine, completely gone, not even damaged or erased, what could it be? VAZ2115 16 cl

I also don’t have a VIN on my car and there’s nothing about it...

A numberless UAZ is generally a big +

Only you have the frame and engine number, so it's not completely numberless.

There is a chassis/frame number, which will be used to check when registering. But be prepared for the fact that the car will be parked for a fine, since a car with the same chassis number will be stolen/arrested/scrapped somewhere, etc. This happened very often on UAZ cars.

On my puzoterka on the website, they will start to be checked by body number only 3 weeks after registration. the same thing happened with the rights, the website says that this service is still in beta version, so the information may not appear immediately

If there is a body number on the body, then everything is in order and you will be registered

It was issued by the traffic police, what does it say? MISSING, is there a number on the frame? They can check the remaining ones, for example the Engine.

We installed a UAZ 1985 in the summer... a traffic cop came up to us for inspection: there is no frame number here (he says it was written in paint in the rear wheel arch... the frame looks out there, everything is fine) then he went up to the radiator, there is a plate with 4 numbers stamped out... signed and everything) completed and left happy

Feel free to go to the traffic police or to the nearest post together with the owner of the car and check (the service is free, which traffic police officers have no right to refuse). If the owner “backs up,” this is the first call that the car is no longer “clean.” The epic can't be continued.

Judging by the certificate number, it was registered not very long ago. You can try to check for restrictions (I can help, in a private message), but the authenticity of license plate units is only upon inspection...

The only thing I KNOW is that if the FRAME number is missing, then it’s a KICK)))))

This is a UAZ, a UAZ produced in 1988 will not have a VINa. There is a body number and a frame number. Another question is that the frame number was then painted bluntly on the frame, and most likely it will not be readable.

I have a ’88 and the VIN is on the engine compartment plate, in the PTS and in the Vehicle Registration Certificate www.drive2.ru/l/5341874/

Are you sure that your body hasn’t been changed, for example? In general, of course, who knows what year we started stamping VIN on the body...

Here you see what the problem is, on two identical UAZs of the same year of manufacture the numbers may be stamped in different places and in different ways, I advise a person not to get into trouble, but to go through all the bureaucracy immediately on the spot with the traffic police with the owner. Regarding the body, it’s original, the plate is on the original rivets, but it is attached to the front trim, a part removable from the body, and the body number is on the rear passenger pillar, in a word, UAZ))).

Decoding

At the beginning of the last century, there was no established code system for the production of cars. It appeared in 1981 and consisted of 17 numbers and letters, unique for each vehicle. Over time, the code can be erased, so it was decided not to use 3 letters due to the similarity with the numbers 1 and 0: O, Q and I. Most countries in the world create a code according to the ISO 3779 standard. For example, take this code:

It is divided into three main groups, characterizing the car from different aspects:

  • WMI (first three characters) - identify the place of production of the car: brand and country;
  • VDS (next 6 characters) – characteristics of the technical data of the vehicle specified by the manufacturer;
  • VIS (last 8 characters) - most often identify individual information about the car: model range, manufacturing plant, year of manufacture, etc.

In order, the first character of the VIN code indicates the country in which the car was manufactured. The second sign shows who manufactured the car - it can be a code in the form of a number or a letter, for example “1” is Chevrolet, “A” is Audi, “S” is Suzuki, etc.

The third character characterizes either the type of machine or the production department where it was manufactured. 4-9 characters are called “descriptor section” and show specific data of this vehicle - body, specification, model, engine type, etc. The ninth character is a little separate and serves as a check for all information encrypted in the code. The 10th digit contains the year of manufacture of the car. It will be decrypted this way:

  1. The English alphabet (except O, Q, Z, U and I) in order - years from 1980 to 2000.
  2. Numbers 1-9 – from 2001 to 2009 in order.
  3. And again the letters of the alphabet, starting from 2010 (currently from A to F - 2010-2017).

Each car manufacturer independently chooses a code for the factory where it is made. This code is displayed in position 11. The last 6 digits (12-17) indicate the stages of car production along the conveyor line, which are set by the manufacturer. They do not carry any special value in the VIN code, but they are used to keep the main record of the car, since this is its serial number.

What is it needed for

The most valuable thing is checking the VIN code of a car when purchasing it, if the vehicle had a previous owner (sometimes more than one). Also important is the search for the necessary spare parts, which the identification number can greatly facilitate. Checking the VIN code allows you to minimize the risk of buying a stolen or “damaged” car, even if it came from abroad - there is a single vehicle database where information about cars is assigned by VIN codes. When purchasing spare parts, searching by VIN code provides the following advantages:

  1. The process of finding and purchasing parts for a specific car is accelerated, because many manufacturers have included a column with the code on their websites, so the resulting result is as suitable as possible.
  2. There is minimal possibility of making a mistake when purchasing a part - you are offered only suitable options based on the VIN code.

Examination

Now there are many online services that check and decrypt car data using the Vin number. For example, you can find out:

  • data on the restoration of documents for the car, operations with them, etc.;
  • sales/resales of vehicles;
  • car repair (if it was serviced at official service centers where the information was entered into the register);
  • participation of cars in various accidents;
  • data on technical inspection (if it was not done clandestinely);
  • use of vehicles in various fields (taxi, rental, etc.).

That is, such a check is very useful for a potential new car owner and allows you to avoid making mistakes when purchasing. But sometimes VIN code checking services provide a small amount of information for free, offering to buy it for an additional fee. But now the traffic police also offers a similar inspection service, which is absolutely free for everyone. Perhaps its disadvantages include a limited base, but it continues to grow. Phone applications for checking codes also work in test mode - you can simply take a photo of it and get the result.

Check a car without VIN code

Buying a car on the secondary market always involves a certain level of risk. For many cars, checking a car without a VIN, which is offered by the specialized online service AvtoVin.Ru, will help reduce this risk. You can check a car without a VIN on the website and quickly provide a full report on the vehicle’s history. The check does not require large expenses and will take the user a few minutes. The useful information you receive will protect you from unscrupulous sellers and scammers, and will help you buy a quality car that is not followed by a trail of negative facts.

Is it possible to register without a VIN number?

If a car previously registered with the traffic police has an unreadable code, this does not limit the ability of its owner to use the vehicle. In this case, an insert (photo) with the VIN number is made in the PTS and the registration certificate. Those signs that were preserved on the sticker were the vehicle identification number. The same was done for cars that were stolen but returned to their owners. But at the same time, the chance of re-registering the car to a new owner is extremely small, since if the markings have been changed, the car cannot be re-registered. The traffic police inspector is guided by order No. 1001 when registering a vehicle. The order states that vehicles cannot be registered if they show signs of alteration, damage or concealment of the markings applied at the manufacturer.

If traces of changes are found, then the investigation passes to the internal affairs bodies. In this case, the car loses its status as a vehicle until the end of its inspection by the authorities.

If the nature of the damage has a natural cause (corrosion), then a criminal case will not be opened. If the changes are intentional, the investigation continues.

Causes

It is absolutely normal if, when checking the vehicle title, you find the VIN code column opposite. This is because some manufacturers did not or still do not apply it to plates. This situation is the norm for cars produced by the Soviet automobile industry or Japanese vehicles. The VIN is replaced by the body number. It is this that is checked at the time of registration, and therefore no difficulties usually arise.

It is much worse if the markings on the car are missing as a result of an accident or corrosion. But even in this case, registration actions are possible, but in order to re-register the vehicle, you will have to be patient. Sometimes this procedure takes several months, since there is a need to undergo several examinations and wait for the result from the police, who will certify that the car is not stolen. Often the intermediate authority is the court, and only after its decision the traffic police satisfies the desire of the car owner and registers the long-suffering car.

What to do if they refuse to register your car

If you have been refused registration, but no criminal case has been opened against you, the only option to register your car is to send it for examination to restore the VIN code. The expert examines all the places where the indication number was knocked out and restores it where the number is not readable. A traffic police officer issues a referral for examination, but this is a longer process. It is easier to negotiate with the inspector and contact a private independent expert. When the expert restores the number or determines the nature of its change, then a criminal case will be opened against you or not. In the second option, car registration becomes possible and continues to be carried out according to the standard procedure.

If you have a criminal case, there will be a long trial and clarification of its circumstances. At the same time, you will be able to register the car only after the case is completed, if it is in your favor.

The VIN number is an important vehicle identifier, by which you can determine its history, characteristics and place of production. This makes it possible to avoid buying a stolen car, as well as a car after a serious hidden accident, since all this can be seen from the decoding of the license plate. If the number is not readable, it is impossible to register the car. It may be sent to the traffic police for examination, as a result of which you will either be allowed to register the vehicle, or a criminal case will be opened. Therefore, it is important to pay attention to the safety of your VIN number, as well as thoroughly study the car when purchasing it second-hand.

Why check a car before buying?

Since most sellers of cars in the secondary market have the goal of getting rid of it quickly, but taking more money from the buyer, they often hide from you information that can scare off any client from making a transaction, or significantly affect the price of the car.

Therefore, anyone can become a victim of deception or fall for scammers. But no one wants to buy a new car loaded with restrictions and encumbrances in history. This purchase does not belong to the cheap category, and before making an important decision, you do not need to think about saving a few hundred rubles, but you should approach the issue responsibly, check the car, weighing all the pros and cons.

Only after this, you are guaranteed to receive an excellent vehicle that will not cause problems in the future, and the Autohistory service will help you with this.

Refusal to register a car with a changed VIN code

A year ago I bought a car, brought from Europe 6 years ago, passed Novosibirsk customs (the duty was paid, all documents were received (all in accordance with the law)), when registered in Novosibirsk, the car was sent for examination, which did not reveal anything and The car was registered. After that, the car changed 4 more owners and came to me. I also registered it without problems (Vladivostok). in the Traffic Police Database there is a note about the Novosibirsk examination and the lifting of restrictions. After selling the car, the new owner was unable to re-register the car and was sent for re-examination to Vladivostok (at the place of residence and place of registration of the car). They gave the car back, as well as the documents, everything was hanging.

The result of the examination is not known (the expert does not speak directly, but says contact the investigator, and the investigator has not been in touch for 1.5 months. Unofficial result of the examination (whispered in the ear) license plates with VIN numbers and stickers on body parts have been replaced. Indirect sign replacing the VIN number, it does not match the model according to the VIN and on the sticker, and this VIN belongs to a car delivered to America, and the car itself is European. IE, the numbers on the body are NOT altered! The VIN is correct, it is entered in the manufacturer’s database.

Guided by Order 1001, the registration of a car with a changed vin should be cancelled, but at the same time, the car has been driven with registration (with a change of owners) for more than 5 years, and it seems that the 5-year statute of limitations clause comes into play.

1. The car has passed customs, the PTS is 100% original, issued by customs, checked by an expert! THOSE. The car has already passed the border!

2. There is an original conclusion of the Novosibirsk examination with a blue seal that the examination was passed without comments, and there is a note in the traffic police database about the lifting of restrictions on this issue.

3. all previous owners most likely did not know that a problem could arise (examination with a blue seal on hand)

4. I sold the car to a friend (he had problems), the issue is not about going to court, I will return the money to him, we will solve everything with him.

1. What is the prospect for the development of events, taking into account the statute of limitations of 5 years (the car was registered more than 6 years ago)?

2. What needs to be done so that it is not too late?

3. Is it possible to sue the previous seller, or should I first go through a formal trial with my buyer (friend), and then, based on the court decision, go to court further down the chain?

4. duty, VAT and other expenses were paid for the car as for an imported car, if they recognize that it is not a car but a set of spare parts, is it possible to return payments from customs?
