The problem of optimizing traffic flows in St. Petersburg is solved in various ways. One of them is the installation of intercepting parking lots - specialized parking lots where citizens can leave their cars for free. Let's look at the rules for using such parking lots.

What it is

Parking intercepts

One of the latest innovations on the roads of large Russian cities is interception parking. These are special areas intended for parking vehicles.

They are located near metro stations, commuter trains and other public transport stops.

Intercept parking allows car owners to avoid long periods of idle time in painful traffic jams in the morning and evening hours. That is, the driver will be able to park his vehicle in the parking lot closest to the metro station, and then get to his planned destination directly by metro or other public transport.

It is also convenient for residents of areas close to cities. For example, a car enthusiast can get to the nearest transport junction under his own power, leaving his car in a specially equipped parking lot. Most car owners appreciate modern parking; their popularity has recently increased greatly. Let's look at how modern park-and-ride parking works and how to use it.

Such parking lots were created to reduce the number of vehicles on the central streets of congested cities and hours-long traffic jams during rush hours.

Which cars can qualify?

It is important for every modern driver, especially those living in a metropolis, to know how to use intercept parking and what nuances await when using the service. Not all vehicles can be parked in parking lots. Thus, visiting the parking lot is prohibited for certain types of vehicles:

  • long measures, the dimensions of which are over 2.1 m in height and 3 m in width;
  • trucks weighing more than 3 tons;
  • transport with more than 8 seats.

Parking for cars

In addition, the following are not allowed in the parking lot:

  • cars without license plates;
  • faulty, damaged car, including in tow;
  • any vehicles with trailers, regardless of type.

All other cars have the right to use the parking lot. The current restrictions have been introduced mainly due to the fact that there is a certain limit on the parking area.

Terms of use

Like any standard parking, the new type of parking operates 24 hours a day. Any car owner can use this service. However, there are certain restrictions regarding transport itself. The regulations for using such a parking lot require compliance with a certain algorithm.

There is nothing complicated about it:

  1. To gain access to the parking area, you must press the button located on the counter at the entrance and receive a parking card.
  2. Wait for the barrier to rise.
  3. Enter the parking lot, observing the posted markings, the permissible speed (no more than 10 km/h) and the requirements of road signs.
  4. Park your vehicle in one of the unoccupied spaces.

When leaving the parking lot, you must insert the card into the terminal and wait for the barrier to open.
If all the rules for providing a free parking space and time frames are met, you do not need to pay anything. Otherwise, leaving the territory is possible after paying for the service at a special machine installed on the territory. The car owner must have a parking card before leaving the special parking lot, otherwise the car owner will face a fine of 500 rubles.

Parking lots

Reducing traffic in the historical districts of the city is achieved by expanding interception parking lots. Their operation is based on the following conditions:

  1. The owner of the car temporarily places it in a designated area, after which he transfers to public transport.
  2. If the machine is stored regularly, there is no need to pay.
  3. To use the intercept parking lot without paying a fee, you will need to present an electronic travel ticket with a long validity period.

Currently, it is allowed to use automated parking lots, where you need to take a card from the parking meter. Their convenience lies in the fact that upon entry the number of available seats is displayed.

If you frequently visit automated parking lots, you can purchase a monthly subscription. You must submit your application to the City Center in person or by telephone. Contact details of the person and information about the car are provided.

You can view an interactive map of intercepting parking lots on the organization’s website by opening the appropriate section.

Payment for the service

So how much does valet parking cost? Most intercepting parking lots provide their services free of charge. If parking is exclusively paid, road sign 8.8 “Paid services” must be installed at the entrance to its territory.

If there is no such sign, the motorist can take advantage of a special discounted rate.

But for this you need to fulfill several conditions:

  • a vehicle can be parked free of charge from 6.00 to 21.30;
  • use the metro or other public transport at least twice (at different stations).

Parking lots in metropolitan cities provide significant assistance to metro users. You can get to the nearest metro station by car, leave it in an intercept parking lot and travel to your destination by underground transport.

When implementing this method of transportation, before leaving the metro station hall, you need to go to the information terminal:

  1. Select a payment point for a special parking lot.
  2. Place the received parking card next to the yellow circle.
  3. Present your travel pass.
  4. Present your parking card again.

The display of the machine will display information about entering payment information for the basic tariff plan onto the card.

After carrying out all the necessary actions, the motorist needs to return to the parking lot and place the card in the terminal. After a message appears in the terminal stating that no payment is required, the car owner must wait for the barrier to open and leave the parking lot within the next 10-15 minutes. The parking card remains at the counter when leaving the parking area.

The car enthusiast must have time to use this service before 21.30 of the current day. Otherwise, additional time will have to be paid at the night rate - 100 rubles (50 rubles for the first two hours of downtime, then free for continuous parking) for the period the car is in the parking lot from 22.00 to 6.00.

If the car owner has not used the reduced rate service, then he will need to pay for parking in a specially installed terminal at a rate of 50 rubles per hour.

Features and purpose

In the process of considering the need to relieve traffic congestion, it is necessary to mention that for the first time an experimental parking of this type appeared in the capital at the Proletarskaya metro station, and then at the Annino station.

The territorial location near metro stations explains the whole essence of using parking in the capital.

This is due to the fact that this type of parking was created specifically so that the owner of the vehicle has the opportunity to quickly get to the metro interchange in a personal car, and then leave it in a safe place.

Because of this, it is possible to significantly reduce the level of load on roadways and, at the same time, significantly save the time of arrival to the destination.

For invalids

Parking for vehicles of disabled citizens of groups I and II is provided free of charge if there are parking spaces equipped for persons of this category of citizens.
Free use is provided upon presentation of the following documents:

  • identification document;
  • a certificate of a disabled person or a medical and social examination certificate, or a copy certified by a notary;
  • a certificate or a notarized copy issued by a medical commission;
  • special sign “Disabled” in two copies.

If there are no unoccupied spaces allocated for disabled people in such a parking lot, then entry and parking in the interception parking area is carried out according to the general rules.

Transit zones

Entry and exit through transit zones is carried out at parking lots , , (transit zone No. 1) and P13 (transit zone No. 2).

Conditions: there is a charge for entry into parking lots.

During the first 15 minutes after entering the transit zone, you must place the car in parking P1, P2, P3 or P13 for charging in accordance with the selected parking zone.

If the car is not placed in parking lots P1, P2, P3 or P13 within the first 15 minutes in transit zones, the following tariffs apply:

  • from the 1st to the 15th minute - 200 rubles;
  • from the 16th to the 30th minute - 700 rubles;
  • then every 30 minutes - 700 rubles.

If within 15 minutes the car was parked in any of the parking lots P1, P2, P3 or P13, no fee will be charged for travel through the transit zone.

Cars that are prohibited from entering the parking lot

List of vehicles whose drivers cannot use park-and-ride services at metro stations:

  • any vehicles with missing or difficult to read registration plates;
  • cars in disrepair: with obvious dents and damage to the body or individual elements, transported using a tug or tow truck;
  • motorcycles and other vehicles belonging to category “A”;
  • vehicles whose vehicle weight exceeds 3.5 tons according to the title (passenger cars or trucks);
  • vehicles that can accommodate 8 passengers, excluding the driver;
  • any cars whose dimensions exceed 3 meters in length and 2.1 meters in height.

Access to the terminal (boarding/descent)

For quick (1-2 minutes) disembarkation or pick-up of passengers, you can drive directly to the passenger terminal of Pulkovo Airport.

  • To do this, when moving along the road to the terminal, after the “Arrivals/Departures” sign (to the right of the road) at the fork, keep to the right.
  • Stop at the entrance barrier, press the button and take the ticket.
  • If you need to go up to the departure , keep to the right , the road will lead up.
  • If you need the arrival , then stay to the left .

Parking in the entrance area to the passenger terminal of Pulkovo Airport is strictly prohibited.
If you stay in this zone for more than 15 minutes, you will be charged 700 rubles from the 16th to the 30th minute. From the 31st minute onwards 700 rubles for every 30 minutes. At Pulkovo Airport, the time limit for free re-entry of vehicles into the centralized passenger terminal area is limited to 30 minutes after the first departure from the departure or arrival area. The tariff for re-entry into the specified zone before the expiration of the 30-minute limit will be 700 rubles. Repeated free entry to the terminal is possible only after 30 minutes.

Principle of operation

There are no significant differences from the usual paid and free parking lots. The main difference between the interaction is the provision of a ticket for a tram, bus or metro. If you have such a ticket, then intercepted parking becomes free. It is for this reason that many car enthusiasts prefer to use this service.

However, there are some restrictions on the types of vehicles eligible for such a stop. Owners of passenger cars of category “B” have every right to park if there are no significant breakdowns.

Here is a list of cars that are not eligible for this type of parking:

  • Cars without registration plates;
  • The vehicle is in disrepair with damage to the body; taken in tow;
  • Motor vehicles of category “A”;
  • Vehicles with a permissible maximum weight of more than 3.5 tons;
  • Vehicles with a capacity of more than 8 passenger seats, not including the driver’s seat;
  • Vehicles exceeding 3 meters in length and more than 2.1 meters in height.

Free parking

Dear motorists - guests of the airport, do not violate the parking rules on the road from Pulkovskoye Highway to the airport, use the services of the free waiting parking and the parking complex of Pulkovo Airport.

Free 24-hour airport waiting parking with a capacity of 120 spaces is located on Pulkovskoye Highway southwest of the intersection with Vnukovskaya Street in the direction of travel from the center of St. Petersburg, 3 km from Pulkovo Airport.

The waiting parking at Pulkovo Airport is intended for those meeting and seeing off in cars who arrived at the airport too early or waiting for a delayed flight.

Travel time by car from the waiting parking lot to the Centralized Passenger Terminal of the airport is 3-5 minutes .

Pros of intercepting parking spaces

Parallel parking in reverse

The authorities' idea of free intercepting parking in the city of Moscow near the metro is simple:

Places have been identified where drivers can leave their car and then travel to their place of work using underground or other convenient public transport.

Return home in the following ways:

to the parking lot where they left their cars, they drive up by metro, shuttle buses, taxis, and change into personal cars.

Cars are not used all day. That is, they do not participate in street traffic. The positive results of intercepted parking are obvious:

  • traffic flow is thinning;
  • the ecological component of the metropolis is improving;
  • money is saved for citizens who leave their vehicles at interception parking lots;
  • There is no fear that personal cars will be stolen by criminals.

This is especially beneficial for motorists living in numerous suburban communities. They arrive at the parking lot, located within walking distance to the metro. Then proceed to your destination using any convenient routes.

In other cases, standardized payment is required at approved rates for a parking space. Parking lots operate 24 hours automatically. It is unlikely that intruders will be able to enter the parking lot.

It is not so easy to visit. A special card is required. They can be purchased at special terminals located nearby. To get free parking, the driver needs to take the metro 2 times.

At the underground station “Slavianskiy Bazaar”, organized temporary parking for vehicles reduced the intensity of traffic in the cramped quarter of the city. Previously, during peak times, huge traffic jams often created here, in which motorists were “bored” for a long time. This is not the case today. The territory is freed from automobile dominance. The environment has improved.

Additional Information

On the façade of the main operational pavilion, information regarding tariffs for services provided by the interceptor parking lot is posted.

Among the main rules established by law are:

  1. In the parking area, the car owner is required to comply with standard traffic rules. The maximum speed limit here is 10 km/h.
  2. All payments that are in one way or another related to payment for parking are made strictly within the parking area.
  3. If your parking card is damaged or completely lost, you need to contact the parking controller, who is located at the entrance to the main operational pavilion.
  4. For a lost card, the driver must pay a fine of approximately 500 rubles. Compensation is paid at the pavilion cash desk as an additional charge to the basic services provided.
  5. All parking intercepts are under 24-hour video surveillance. You can be sure of full respect for public order.
  6. An incomplete hour of vehicle downtime is paid as a full hour. This is one of the basic rules that decides how to pay for parking at the metro correctly.
  7. There is no unpaid time from the moment the parking card is issued until it is returned to the counter that records the departure.

You need to know that placing a vehicle on the parking lot is not accompanied by the conclusion of a storage agreement.

In other words, management organizing parking is not responsible for the complete safety of vehicles located in the parking area.

Most parking lots operate around the clock . Answering the question whether it is possible to leave a car in an intercept parking lot overnight, we can say that it is possible, the payment will simply be charged at the standard city parking rate.
