To ensure that there are fewer used cars left on Russian roads that have reached their end of life and pollute the environment with exhaust gases, the Russian Federation has been implementing a recycling program for old cars for eight years. Participants in this program, having returned their old vehicle, have the opportunity to purchase a new model at a discount. A certificate for car recycling in 2021 gives a car enthusiast the right to become the owner of a modern car, receiving a discount on its payment.

What is a certificate

To qualify to purchase a car at a discount, a number of requirements must be met. First of all, a person who wants to become a participant in the state program must have Russian citizenship. It does not apply to citizens of other countries who own old cars that meet the conditions of the program.

A person who has just purchased a used car and wants to exchange it for a new model will not be able to participate in the program. To do this, you need to own the old car for at least six months. In addition, the vehicle to be returned must be fully equipped with all components and mechanisms in working order. The state program does not apply to cars damaged in accidents or incomplete.

Only a car owner who is able to document the ownership of the car and provide all the necessary documents can participate in the program.

Quite often, those wishing to participate in the program have a question: is it possible to sell a car scrappage certificate? Such a transaction is impossible, since the certificate is issued in the name of the owner of the car being sold for scrap, and only he can exercise the right to purchase a new car.

Terms of disposal of AvtoVAZ

There is no information about discounts for the sale of Lada cars under the recycling program in 2020 on the official AvtoVAZ website, nor is there any information about the extension of the state program this year.

When purchasing a car under the recycling program, AvtoVAZ offers a discount on its models in the amount of 20 thousand rubles. Vehicles that meet the following requirements are allowed to be recycled:

  • is registered with the state;
  • age – from 10 years;
  • owned by the program participant for at least 1 year.

It is important to take into account that the AvtoVAZ recycling program, like other manufacturers, provides for the simultaneous fulfillment of these conditions.

Previously, in order to legally carry out this procedure, the vehicle first had to be deregistered with the traffic police. But from July 10, 2017, it is necessary to hand over the car for recycling, receive a supporting document (disposal certificate) and only then deregister it. In this case, there is no need to pay the state duty and services of an enterprise specializing in this type of activity (if a recycling fee has been paid).

You cannot exchange an old car under the recycling program for another, newer, but also used car. This is how the government stimulates sales of domestic automakers, thereby increasing the amount of tax revenues to the state budget.

Car models participating in the state program

Almost all LADA models participated in the AvtoVAZ recycling program in 2019, with the exception of the Kalina Sport NFR (136 hp).

In addition, the recycling of VAZ cars allows car enthusiasts to profitably purchase some models of foreign cars, the assembly of which was carried out on the territory of the Russian Federation. Their list is limited to the following positions:

Discount amounts for cars returned under the recycling program

The amount of discounts under the recycling program is a value derived from the type of vehicle that the car owner hands over for recycling, the amounts allocated by the state, and the policy pursued by car factories. Validity

There is no set limit on the use of the certificate. However, the discount when buying a car to car dealerships is compensated by the state as part of the recycling program. The period during which you can use the discount certificate depends on the amount of financing. In 2021, 10 billion rubles have been allocated under the state program. This amount also goes towards compensation payments to car dealers participating in the recycling program.

The program itself has been extended until the end of 2021, but in reality it will be possible to buy a new car with a discount using the certificate as long as funds are transferred to compensate sellers for losses. If the state program budget is exhausted, the document will lose its force. When starting the recycling procedure, you need to remember that the process is not quick, especially if you complete all the documents yourself. Also, the period for receiving a car increases if the selected vehicle is not available.

Terms and conditions of the Trade-in program

The Trade-in program is a convenient and fast way to exchange a used car for a new one. The car owner does not need to think about the question of how to sell an old car, since this problem is solved by the employees of the LADA dealership center. The cost of the traded-in car is taken into account as part of the payment for a new one. In addition, the purchase of almost all LADA models via Trade-in implies a discount on the cost of a new car of 40/60 thousand rubles. To participate in the program, the vehicle must be owned for at least 6 months.

When determining the value of an old car, specialists from the car dealer’s service center take into account the following characteristics:

  • lifetime;
  • technical condition;
  • mileage;
  • appearance;
  • level of demand for this model in the car market.

What are the conditions for participation in the program?

Driver participation does not impose too high demands. Standard terms include:

  1. the driver must be a citizen of the Russian Federation;
  2. collect a complete set of documents;
  3. the age of the car must exceed 6 years;
  4. the car must be complete;
  5. The vehicle is registered with the driver for at least 6 months.

If you do not plan to further purchase a new car, but you will not be able to participate in the program. The certificate is issued only for the purchase, so it is impossible to receive this money in your hands in any other way . But the requirements for trade-in are more stringent.   • Russian civil passport;

Recycling algorithm

    Registration through a dealer

    Dealership centers licensed to participate in the state recycling program set their own cost for recycling services. This includes paperwork, deregistration of the car, and delivery to the recycling point.

    To scrap a car and receive a discount on the purchase of a new vehicle with the help of a dealership, you must enter into a purchase and sale agreement for the scrapped car.
