Designation on old plastic ID cards
The code designation was also used on the old model. Certificates about the authority that issued the driver's license (VU) were entered in the hexagonal stamp in the lower left part.
Signs identifying certificates of the department were located at the top, followed by the word “Staff Police”, and below was the employee’s personal identification number.
This form of encoding did not require the use of a large format, but it did not comply with international standards. And after Russia signed the Vienna Convention on Road Traffic of 1968, a similar need arose.
That is why a new format was introduced that allows you to drive without international VP on the roads of countries participating in the Vienna Agreement.
Designation on old paper IDs
On old paper VUs, department data is presented in a more accessible form. To find them, you don’t need to know the item number and the number of digits that need to be counted.
Certificates about the State Traffic Inspectorate department are indicated in the section “Issued by the State Traffic Safety Inspectorate of the Ministry of Internal Affairs-UVD” and then the full name of the city in which the VP was issued is written.
In addition, the information was duplicated on the seal that was placed on the document.
Coding of traffic police departments on a new model
A driver's license always contains information about the inspection that issued the license. With outdated rights, this information took up a lot of space. Modernized documents are made on a plastic basis, where optical-electronic means are widely used for reliable photo identification. Such a certificate is much smaller, which means that the entire name of the issuing inspection authority simply does not physically fit on it. Taking this small nuance into account, specialists have created a system for encoding the names of traffic police departments, which facilitates the procedure for reading and displaying the necessary information.
Now the driver can always see who exactly issued the driver’s license on the traffic police website. Information about who exactly issued the driver’s license is on the front side of the document. It looks like four numbers in which:
- 2 digits at the beginning - the code of the inspection that issued the rights;
- The 2 digits at the end are the personal code of the employee who issued the license.
Each employee and each department that issues certificates has a similar encoding.

It is worth noting that when applying data to a computer, optical-electronic means are used, which allow photo identification. This measure allows State Traffic Inspectorate employees to independently read the details without turning to third-party resources.
But drivers will have to visit the above portal to get a transcript.

Deciphering the region code
Using an online search is necessary if you want to receive detailed information about the structure that issued the VU. For example, you want to know your work schedule or phone number. All such data can be obtained via the Internet.
And if you just want to identify the region in which you received your license, you can do this using the list of codes from Appendix No. 1 to Order No. 766 of the Ministry of Internal Affairs of Russia dated October 5, 2017 “On state vehicle signs.”
On old plastic IDs
To decipher signs on old VPs, you can also use the traffic police website or Appendix No. 1 to Order No. 766. The upper two digits indicate the department code, i.e., the region of its location, and the lower ones indicate the employee code.
In what other cases will you need a traffic police department code?
The online service of the site gibdd.ru provides the opportunity to print a receipt containing details that allow you to pay the fine imposed by the traffic police inspector. To do this you need:
- Select the region where the fine will be imposed.
- Indicate the code of the state inspection, the inspector of which issued a decision on bringing to administrative responsibility.
- Indicate the driver's name and address.
- Indicate the decision number and the amount of the fine.

Is it necessary for the motorist to know exactly where he received the VP?
Information about the MREO that issued the driver's license is not necessary for the driver. He needs them only in case of return of the VP after deprivation for drunk driving or refusal of a medical examination.
In other cases, you can obtain or replace a driver’s license at your place of residence, which means that information about the department that issued the permit to drive the vehicle is not necessary.
What to write in the “Who issued the ID” section when filling out the data when submitting an application on the State Services portal
Another situation when certificates about the place of receipt of the DP can be useful is when submitting an application for a replacement DP through the State Services portal. Here, among other information, an indication of the department in which the driving permit was issued is also required.
Since filing an application through this portal provides a 30% discount on the state fee, this method is very popular. Therefore, the ability to find information about the authority that issued the license is quite in demand.
How to enter data from new and old plastic IDs
If you have a DP in the form of a plastic card, you just need to enter the numbers from the required item in the required form. In the latest sample VP, take information from column 4c, and in the old ones, from the hexagonal stamp.
Important! You are not required to indicate the name of the unit, which means there is no need to do additional decoding of the signs. It is enough to enter the numbers indicated on the ID from the desired item.
Information from paper IDs
If you have a paper ID, you need to indicate the name of the department in the required paragraph of the application form for registration or replacement. Since it is already listed, you just need to transfer it to the electronic application.
How to find out who served the document
What to write on State Services in the column, who issued the new type of license, can be figured out by every user registered on the portal who has a confirmed account by going to the official website of the State Traffic Safety Inspectorate.

Find a department by combination from the list of presented departments.
Next, the citizen will be provided with information about which department served the document, the address of the department, work schedule and contact information. However, in order to find out through State Services who issued the driver’s license, first of all, you need to know the required code. - The date of issue of the driving license for a new type of driving permit is in column 4a, in the old VP, regardless of the format - in the “Date of issue” column.
When do you need a traffic police department code?
The online service of the site structure gibdd.ru allows you to print receipts with details for paying a fine. To do this you need to specify:
- — region of imposition of the fine;
- - the amount of the fine issued and the number of the resolution;
- — name and address of the violator;
- — code of the inspection whose inspector issued the fine.
