Do you need a license to drive an ATV?
First we need to look at the definition of a vehicle. An ATV is a self-propelled vehicle with the following characteristics:
- motor vehicles with 4 wheels;
- maximum speed exceeds 25 km/h;
- maximum engine power no more than 15 kW;
- weight not exceeding 400 kg or 550 kg in the case when it is planned to be used for the transportation of goods.
An ATV is an off-road vehicle not intended for use on public roads. Rights are a must!
What category of license is needed for an ATV in 2021?
Since this type of equipment is a motorized vehicle, in accordance with Art. 4 of Decree No. 796 dated July 12, 1999, to operate it you will need to have a license issued by Gostekhnadzor for a tractor driver of category “A I”.
To understand which document is needed, you should contact the PSM (self-propelled vehicle passport), which contains all the information about the ATV. Equipment with PSM falls under the competence of Gostekhnadzor, therefore, if you have the appropriate rights obtained from the State Traffic Safety Inspectorate, you will still have to obtain rights from Gostekhnadzor.
Attention! With this license you can also drive a snowmobile.
In isolated cases, ATVs have a PTS (vehicle passport). Then the license issued by the traffic police is valid for them.
Is it possible to ride an ATV without a license?
If a driver rides an ATV without a license, he is breaking the law, and such an action is an administrative offense. Of course, when driving through the forest you are unlikely to need to show your license. But you should remember that there is a fine for riding an ATV without a license. According to Art. 12.7 of the Code of Administrative Responsibility, it amounts to 5-15 thousand rubles.
In addition to the fine for driving an ATV without a license, a court may order the offender to perform community service (200 hours). The vehicle may be seized.
If the driver is stopped again by the traffic police for the same offense, the fine is doubled. You will need to pay 30 thousand rubles.
There are also no extenuating circumstances for children's ATVs. The driver, who may be a child over 16 years of age, must obtain an appropriate license that grants the right to drive an all-terrain vehicle.
This rule does not apply to children's ATVs that are used in limited areas, for example, in a holiday village or in a park in a place intended for riding. In this case, the ATV cannot be confiscated or a fine issued.
What do ATV and snowmobile licenses look like?
The appearance of the document for driving these types of self-propelled transport differs from those rights issued by the traffic police.
It also has two sides - left and back, which contain the following information:
- On the front side there is:
- name of the document and its unique code;
- Full name of the owner of the rights, his date and place of birth in accordance with the passport;
- location;
- owner's personal signature;
- name of the Gostekhnadzor body that issued the document, inspector’s signature and seal;
- date of issue and validity period;
- photograph of the copyright owner.
- The reverse side reflects all the names and categories of vehicles, the right to drive which is confirmed by this document. A corresponding mark is placed next to the permitted category. Special notes may be indicated below the table. The document code is repeated below.
Theoretical exam
At the appointed time, the cadet appears at the specified place and fills out an individual driver card. Testing theory knowledge is carried out in two stages. First of all, the owner of the ATV is tested according to the safety rules for operating an SUV. After its successful completion, the cadet is allowed to take the second stage of the theoretical exam - testing knowledge of traffic rules.

Do I need a license for a children's ATV up to 50cc?
In recent years, battery-powered ATVs have become especially popular. Supervisory authorities have no questions about such things and rights to manage them are not required. But you must comply with the conditions of their operation - do not drive onto the roadway.
If the equipment is equipped with an internal combustion engine, then the engine cubic capacity plays a decisive role in the availability of driving rights. For an ATV with a volume of up to 50 cubic meters and a maximum speed not exceeding 50 km/h, it is permissible to drive with an “M” license.
What will it be like to drive an ATV without a license?
If your ATV has an engine capacity of less than 50 cc. cm or the electric motor costs up to 4 kW, then you can drive it without a license -
there will be no fines.
If the engine capacity is more than 50 cc. cm or 4 kW, then if you are caught without a license with an open AI category, you will have to pay a fine of 5,000 to 15,000 rubles.
according to Art. 12.7 Code of Administrative Offences. There are no discounts, even if you have all categories open in regular licenses.
"1. Driving a vehicle by a driver who does not have the right to drive a vehicle (except for instructional driving) shall entail the imposition of an administrative fine in the amount of five thousand to fifteen thousand rubles.”
Also, the ATV can be sent to the impound lot in accordance with Article 27.13 of the Administrative Code.
And don’t forget that the ATV must be registered with Gostekhnadzor. Otherwise, there may also be a fine, in case of repeated violation, up to deprivation of rights from 1 to 3 months according to Art. 12.1 Code of Administrative Offences.
At what age can you ride an ATV?
In order to freely operate an ATV, you need to know the conditions for obtaining a driver's license.
It is possible to obtain a tractor driver's license upon reaching the age of 16 years, and from the same age you can already drive an ATV (clause a, clause 11 of the Rules approved by Resolution No. 796). The following are not allowed to take the exam:
- persons under the established age;
- citizens who have previously passed the exam and received a tractor driver's license with the specified category, unless the law requires passing the exam again;
- the presence of deprivation of a driver's license to drive transport until the expiration of the deprivation period;
- the presence of medical contraindications that prevent the operation of self-propelled vehicles;
- lack of documents that must be submitted to the State Technical Supervision Authority;
- failure to pay the state fee for issuing a certificate.
What category of license is needed for an ATV?

What is the category of ATV driving license in 2021?
The category of rights depends on engine size:
- A1 - for ATVs - over 50 cm3 - for gasoline engines (equivalent to 4 kW electric motor);
- M – less than 50 cm3.
Since ATVs and snowmobiles are considered the same as mini tractors, driving licenses for them are issued not by the State Traffic Safety Inspectorate, but by Gostekhnadzor.
With open category A
A license in this category, obtained after 2000, allows you to drive an ATV with an engine capacity of up to 50cc. For larger motor vehicles, you will have to undergo additional training at A1 followed by passing exams.
If category A licenses were issued before 2000, you must come with them to Gostekhnadzor and receive a tractor driver’s license there.
Category B opened
The driver of the car has the right to use an ATV up to 50 cubic meters. In other cases, he must receive the appropriate category. Such a candidate is exempt from taking the theoretical exam: he only needs to demonstrate his skills in practice.

ATV license up to 50cc
Low-power motorized vehicles are driven under category M. Small battery-powered all-terrain vehicles can be used in holiday villages and courtyards without a license. If the ATV is equipped with a gasoline engine, the absence of a license is punishable by law.
Rights for small-capacity equipment
Many parents are concerned about whether and how to obtain a driver's license when purchasing a children's ATV. In this matter everything is quite simple.
If you plan to use this type of transport to travel on the roads, then obtaining a category M license (engine capacity up to 50 cc) is mandatory. However, this is only possible if your child is over 16 years old.
Therefore, in practice, children's ATVs are purchased for riding in the country, in gated communities and park areas. In this case, the traffic police inspector does not have the right to stop the driver and punish him with a fine.
Required documents to obtain a license for an ATV
In order for a citizen to be allowed to take the exams, he must prepare a package of documents. Their list is reflected in paragraph 15 of Decree of the Government of the Russian Federation No. 796 of July 12, 1999. The applicant must provide:
- completed application;
- a certificate confirming the absence of contraindications to driving a vehicle;
- documents on acquired qualifications or education;
- identification;
- photos;
- driver's license, if previously provided.
A citizen will not be allowed to take the exam if he does not pay the state fee. However, it is not necessary to provide a document confirming its entry. Representatives of the authorized body can independently verify the fact of payment of the required amount. But it’s better to have the documents with you.
Driver requirements
The requirements for an applicant to obtain a license for an ATV in 2021 are set out in clause 11 of Government Decree No. 796 of July 12, 1999. It says here that persons who have reached the age of 16 years and have passed a medical examination, during which they received a certificate of admission to drive a self-propelled vehicle of the appropriate category, and have also completed vocational training, are allowed to take the exams.
If at least one of the requirements is not met, the person will not be able to take part in the exam to obtain a driver's license with the right to drive an ATV. The cost of obtaining a license for an ATV
The price of obtaining a license to drive an ATV consists of tuition fees, a medical certificate and state fees. The cost of lessons is set by the driving school. The price depends on the number of lessons included in the service package, as well as the region. Typically the cost varies from 5,000 to 20,000 rubles. The training can be completed in 20 days.
The cost of the certificate also depends on the region. Usually the price is 2,000-2,500 rubles. It is recommended to undergo a medical examination before applying to a driving school. The fact is that a citizen may have contraindications to driving a vehicle of the corresponding category.
The amount of the state duty for issuing a license for an ATV in 2021 is established by the Tax Code of the Russian Federation. The price is reflected in article 333.33 and is 500 rubles.

An ATV is a four-wheeled motorized vehicle. It was created specifically for driving off paved roads. However, in accordance with GOST R 52008 2003, an ATV is recognized as an all-terrain vehicle.
