The law has two formulations:

There are no clearly defined deadlines for reviewing documents and issuing a new license. With a happy coincidence of circumstances, you can get a duplicate of your license even on the day you contact the traffic police, bypassing a temporary certificate, or maybe only after 2-3 months. Moreover, you may be refused a new ID if during the verification process it turns out that :

not a complete set of documents was provided;
the applicant is wanted;
the documents provided are fake;
entries in documents are incorrectly formatted, have additions or erasures;
The applicant is deprived of the right to drive a car.

If the checks do not reveal any of these violations, you will finally receive your license. The temporary permit is withdrawn at the time a new certificate is received and transferred to the archives. If a verbal threat has no effect, you can actually file a complaint in writing.

Obtaining a temporary permit

Until the driver is issued a duplicate, he can only count on receiving a temporary permit. It becomes a temporary basis for driving a car. When obtaining a temporary permit, you must pay a state fee.
