Trailer without registration. For citizens, the fine for such a violation is up to 800 rubles. Proof of registration is the license plate number and PTS.
No numbers. For this, the inspector will fine you up to 5,000 rubles or deprive you of your license for up to 3 months.
No required category. If there is no open category for driving a car with a trailer, the fine is up to 15,000 rubles.
The legal entity's trailer is not insured. In 2015, the Supreme Court decided not to apply the MTPL law to owners of passenger trailers. This is also written in paragraph “e” of Part 3 of Art. 4 laws on compulsory motor liability insurance. An insurance policy for a trailer is only required if the vehicle is registered to a company. The fine for not having an MTPL policy is 800 rubles.
How much is the fine?
So how much will a tow bar fine cost a motorist? If you install the device according to all the rules and adhere to the requirements, then not at all. In other cases, there are several types of punishment:
- A fine of 500 rubles or a warning - when the design of the car is not subject to change by a removable or factory-installed towbar. Issued if there are no supporting documents. To receive a simple warning, you need to try hard and convince the State Traffic Inspectorate employees that the violation will be eliminated in the near future.
- A fine of 5,000 rubles is imposed if the tow bar is welded in and changes the design of the vehicle.
Why are traffic police officers attracted to such an insignificant item? If a trailer or trailer is not attached to the tow bar, it protrudes far from the bumper and increases the risk of an accident with serious consequences.
To avoid a fine you must have with you:
- A copy of a current certificate certified by the company that sold it;
- A technical passport with marks on its installation;
- Receipt confirming the purchase.
A towbar is a truly necessary thing for a car and it’s worth doing everything to avoid getting a fine for using it. You just need to fulfill all the requirements, installing it according to the rules, and you can safely go on a trip abroad or cross the expanses of our country, no one will say a word. But if the rules are ignored, every car owner must be prepared to pay a fine, and in some cases not a small one.
Fine for defective trailer
The rules for transporting goods were violated. If the cargo obscures the driver's view, sand flies from the trailer, or the weight of the cargo exceeds that allowed by the manufacturer - all this is a violation of the rules for transporting goods. The fine for this is 500 rubles.
The trailer is faulty. If one of the sides of the trailer is not secured or the coupling device is faulty, you may be fined 500 rubles.
Lights do not light up. The fine for a trailer without lights is 500 rubles.
In what situations is there a fine for not having documents for a trailer?
One of the situations when a driver faces a fine for a trailer without documents is that he forgot to take them on the trip. In this case, on the basis of Article 12.3 of the Code of Administrative Offenses of the Russian Federation, a warning or a penalty will be applied to the violator. Sometimes a trailer can be towed to a parking lot in accordance with Art. 27.13 Code of Administrative Offences. For repeated violations, the fine increases.
A more difficult situation is when there are no documents at all. They may be lost or destroyed. It happens that a trailer is purchased used, and the previous owner does not have documents for it. There are often situations when, after purchasing a vehicle, the new owner does not register it. In these cases, the punishment is determined by Article 12.1 of the Code of Administrative Offences.
In addition, the first thing that indicates the absence of documents on a vehicle is the absence of license plates. A fine may also be imposed if the trailer is not included in the insurance policy.
But the most serious and severely punishable violation is considered to be the absence of a category “E” driver’s license.
When using someone else's trailer, a notarized power of attorney is required. But if the driver has category “E” and the device is included in his insurance policy, he is allowed to drive such a vehicle.

Category of rights for a car with a trailer
The categories of rights are described in Art. 25 of the Road Safety Act. Which category is needed depends on the weight of the trailer:

The BE category license is passed in the same way as the B license, only without the snake and overpass. For categories CE, DE, C1E and D1E, more than 3 years of experience is required, open category C or B and age - more than 21 years.
The driver’s obligations to present the vehicle title and vehicle registration certificate for the trailer

How to register a trailer
Collect documents. To register a trailer at the registration and examination department of the traffic police, you will need the same documents as for registering a car:
- • citizen's passport;
- • vehicle passport for the trailer;
- • contract of sale;
- • statement;
- • MTPL insurance policy with a note that the car can be driven with a trailer.
Pay your dues. In addition to documents, the owner of a car with a trailer pays:
- • 1500 rubles for new signs,
- • 500 rubles for a paper registration certificate. Can be ordered in plastic - 1,500 rubles;
- • 350 rubles for changes to the PTS.
Payments are displayed quickly in the database - the inspector will see them when he registers your trailer. Just in case, take all paid receipts with you.
Required Documentation
The trailer owner must have the following documents:
- driver's license with a category giving the right to drive a trailer;
- vehicle passport (PTS) for the trailer;
- vehicle registration certificate (where the “trailer” category is indicated).
Initially, the PTS is issued by the trailer manufacturer. But if for some reason it is lost (damaged), then a duplicate is issued to the traffic police. This document reflects data such as chassis number, body number, VIN, frame number. If the trailer is homemade, then instead of a title it must have a design safety certificate.
A registration certificate for a trailer is issued in the name of a specific person (owner), and a PTS is issued for the trailer. The data provided in the documents is similar. These documents are interrelated and the owner must have both.
Reference. For trailers for passenger cars, individuals do not need to purchase an MTPL policy.
From January 1, 2012, on the basis of clause 4 of Article 32 of Law No. 170-FZ of July 1, 2011, trailers for cars with a maximum weight of up to 3.5 tons are not subject to technical inspection if they are owned by individuals .
How to register a homemade trailer
If you bought a trailer in a store, the manager must issue a title to it. A homemade trailer does not have a PTS. It will be issued to the traffic police after special checks.
In addition, the trailer must have a vehicle type approval (OTTS) - it is issued by Rosstandart for a batch of trailers. For a homemade trailer, it is necessary to obtain an analogue of the OTTS for a piece product - a certificate of safety of vehicle design (SVKTS). Such a certificate is issued in a special technical laboratory. Here's what you need to do to register your garage-built trailer.

Agree on the planned changes. The application can be sent by email. Write in it the technical parameters of the future trailer. If everything is fine with the parameters, the laboratory workers will send a conclusion in response. This document must be taken along with the application to the technical supervision department of the traffic police.
Assemble the trailer. The owner has the right to manufacture the trailer himself or at any production facility.
Be tested at an accredited center and receive a protocol. Laboratory staff will compare what the owner planned to do with what he brought for testing.
Take the documents to the traffic police. Protocol, copies of certificates of conformity for used spare parts certified by a notary and a receipt for payment of the state duty - 800 rubles.
Bring the trailer for inspection by the traffic police. Service employees will check the documents with the trailer that the owner brought. If everything is correct, an SBTKS will be issued.
Take all documents to the registration department of the traffic police. After this you will receive a title for the trailer.
Before assembly, you can use GOST for trailers. This way you are more likely to get laboratory approval and register the trailer.
In practice, few people register a “garage” trailer - the traffic police do this with great reluctance and paperwork. It’s easier to buy a certified trailer from a dealership and easily register it with the traffic police.
Do I need to register the trailer?
A trailer is a vehicle not equipped with a motor, designed for transporting goods. For this reason, it must be registered with the traffic police.
This situation is regulated by IMF Order No. 399 dated June 26, 2018. Vehicle owners must register a vehicle within 10 days or update registration data after a purchase and sale transaction, deregistration of a trailer, change of license plate or other cases when data needs to be updated.
Note : after registration at the traffic police department, the owner of the trailer must receive license plates and related documents.
Documents required for caravan registration
If the vehicle is not registered, it is necessary to register it urgently. To do this you will need the following documents:
- application to the traffic police to register the trailer;
- certificate of passed technical inspection (for legal entities);
- trailer passport;
- owner's passport;
- contract of sale;
- payment receipt for registration services;
- MTPL insurance policy (required for legal entities and cargo trailers).
To register a trailer and obtain license plates and a passport for a homemade trailer, you need to present the following package of documents:
- owner's passport;
- receipts for payment of expert and vehicle registration services;
- photos of the trailer taken from four sides;
- receipts and other documents for devices and materials used in the design;
- safety certificate in accordance with standards from NAMI;
- driver's license with a permissive category.
Important !
To drive a vehicle with a trailer, the corresponding category must be open in the driver's documents. Failure to do so will result in a fine.
Remember
- If you are using a trailer lighter than 750 kg, category B is sufficient.
- Register a trailer in the same way as a car: you give the inspector a PTS, a sales contract and receive license plates and a PTS with a mark.
- To register a homemade trailer, you will have to find a technical laboratory, get documents about the safety of the trailer there and take them to the traffic police.
- A technical inspection is only required for legal entities or if the weight of the vehicle with trailer is above 3.5 tons.
- The fine for a trailer is from 800 to 15,000 rubles, depending on the violation.

How can a traffic police inspector prove guilt?
When stopping the driver, the traffic police inspector asks to present documents for the trailer. This is a certificate of registration and PTS. If any document is missing, a protocol on an administrative offense is drawn up. It is this protocol that is proof of the citizen’s guilt.
The driver must be given this protocol against his signature for review. Fine for forgetting trailer documents at home
One of the cases when not everything is so scary is when the SOP or PTS is forgotten at home. In this case, according to Article 12.3 of the Code of Administrative Offenses of the Russian Federation, a warning or a fine may be imposed.
1. Driving a vehicle by a driver who does not have registration documents for the vehicle, and in established cases, documents provided for by the customs legislation of the Customs Union, with marks from customs authorities confirming the temporary import of the vehicle, shall entail a warning or the imposition of an administrative fine in the amount of 500 rubles
