8. The following identification marks must be installed on vehicles: ... “Beginner driver” - in the form of a yellow square (side 150 mm) with a black exclamation mark 110 mm high - on the back of motor vehicles (except for tractors, self-propelled vehicles, motorcycles and mopeds ), driven by drivers who have been licensed to drive these vehicles for less than 2 years.

Recently, the Russian Government included in the traffic rules the requirement that all cars driven by a person with less than 2 years of driving experience must be affixed with a “Beginner Driver” sign, which is a black exclamation mark on a yellow background. This requirement is mandatory.
In this regard, novice motorists often ask the question - where to put the “Beginner Driver” sign?
In general, from a legal point of view, this issue is not regulated in very detail. The Rules only state that the sign must be located “at the rear of motor vehicles”, but does not say anything in which part of the vehicle at the back it should be placed.
But, in fact and in accordance with common sense, the “Beginner Driver” sign must be glued to the back of the car in such a way that it is clearly visible to the drivers of cars driving behind you. In practice, drivers most often stick such a sign on the rear window of the car, in its upper right or left corner.
If the place where the “Beginner Driver” sign must be affixed is not specified by the Rules, then its dimensions are quite clearly stated in the relevant standard. The said sign must be a yellow square with a side of 15 centimeters. In the center of this square there should be a black exclamation mark 11 centimeters high.
By the way, quite often car enthusiasts ask how to deal with this if the car is used by two or more drivers with different driving experience? Does it really need to be removed and then stuck on every time, depending on who gets behind the wheel? Nothing like this! If the car is used by at least one person with less than two years of experience, the sign need not be removed, even if a more experienced driver gets behind the wheel.

Fine for not having a novice driver sign in 2021
Let's consider part 1 of article 12.5 of the Code of Administrative Offenses:
1. Driving a vehicle in the presence of malfunctions or conditions under which, in accordance with the Basic Provisions for the admission of vehicles to operation and the duties of officials to ensure road safety, operation of the vehicle is prohibited, with the exception of malfunctions and conditions specified in parts 2 - 7 of this article, -
entails a warning or the imposition of an administrative fine in the amount of five hundred rubles.
The fine for the absence of an identification mark is 500 rubles . The second punishment option for this violation is a warning. The specified fine can be paid with a 50 percent discount.
What is the fine if there is no sign?
Currently, for the absence of the “!” sign, provided that the license was acquired less than 2 years ago, a fine of 500 rubles is issued. Together with him, the traffic police officer issues a resolution to eliminate the violation. No more than within the next 10 days, the driver must report to the traffic safety department with the defect eliminated. That is, he must demonstrate the presence of a novice driver sign. If you ignore this requirement, the registration of the car may be suspended, which will lead to another fine of 800 rubles. If you break the rule again, you risk losing your driver's license for 90 days.
Based on the above, the “Beginner Driver” sign is required for beginners. It must be placed on the car on the first day after receiving a license and not removed for 2 years. It is impossible to replace the image of an exclamation mark with anything else - not a teapot, not a “U”, or anything else. In any of these cases, a fine will be issued.
Towing rules for a novice driver
Clause 20.21 of the traffic rules:
20.21. When towing, driving towing vehicles must be carried out by drivers who have been licensed to drive vehicles for 2 years or more.
A novice driver cannot operate a towing vehicle, i.e. the tractor that is in front.
This rule applies only to towing motor vehicles and does not apply to towing trailers. Those. a novice driver can drive a car with a trailer whose weight corresponds to the open category of the driver's license.
Also, the restriction does not apply to driving a towed vehicle (located behind).
The restriction applies to all types of towing: with a flexible hitch, with a rigid hitch, or with partial loading.
Rules for the carriage of passengers
Paragraph 22.21 of the traffic rules:
22.21. Transportation of people on a motorcycle must be carried out by a driver who has a driver’s license for the right to drive vehicles of category “A” or subcategory “A1” for 2 or more years; transportation of people on a moped must be carried out by a driver who has a driver’s license for the right to drive vehicles of any category or subcategories for 2 or more years.
Novice drivers cannot transport passengers on motorcycles and mopeds.
Please note that the restriction on the carriage of passengers applies not only to two-wheeled vehicles, but also to motorcycles with sidecars, as well as three-wheeled mopeds.
