At what age can you ride a moped or scooter and do you need a license?

At what age can you drive a moped and scooter?

At what age can you drive a moped and scooter
? Is it necessary to obtain a license to drive a moped and scooter, and what documents are needed for this?

Moped and scooter are extremely popular means of transportation among young people. In most cases, the choice is made in their favor because their price is relatively low and they are convenient to park, since these vehicles are small in size. Teenagers often drove it because it was the only possible means of transportation at their age.

What should be the age

Since 2014, certain innovations have appeared in the legislation, identifying a moped as a vehicle with an engine capacity of up to 50 cubic centimeters. Consequently, the possibility of using them appears only after passing the exam for a driver’s license category M. If there is a document with a category higher, for example, A1, you will not need to take a new exam to obtain category M.

Often young people who already want to operate a vehicle on their own ask at what point does it become legal to use a moped or scooter. If we take into account the laws of the Russian Federation, this opportunity appears only upon reaching the age of 16.

By the way, a moped and a scooter belong to the same category of vehicles, that is, their engine capacity is no more than 50 cubic centimeters, and the maximum possible speed is 50 kilometers per hour. Therefore, just as in the case of a moped, you must have a category M license.

If a young man violates traffic rules, he bears exactly the same responsibility (both administrative and criminal) as other road users. But it should be taken into account that a teenager is only partially responsible for his actions, and, for example, if he violated traffic rules in any way, penalties will be imposed on his parents or legal guardians.

What else does the traffic rules say?

Not so long ago, almost everyone had the right to drive a scooter or moped without a driver’s license. However, due to inattention and careless driving, the number of accidents on the road, caused by underage drivers, has increased.

For a very reasonable and logical reason, the government has made changes to the current legislation, obliging the use of a scooter or moped only if you have a category M driver's license. As mentioned above, a citizen does not have to re-test to obtain a category M if he already has a driver's license a document containing a mark of availability, for example, category A1.

It should be mentioned that if the technical characteristics of the vehicle exceed those of a moped or scooter, then it belongs to a different category of transport, and in this case it will be necessary to pass exams to open category A1.

When can you ride a motorcycle?

A motorcycle is a mechanical vehicle whose movement is based on the combustion of gasoline or gas. In this case, the engine volume must be more than 50 cubic centimeters, which allows the motorcycle to accelerate to high speeds (more than 50 kilometers per hour).

The Highway Code states that all motorcyclists must meet the following minimum requirements:

  • If the engine capacity is 50-125 cubic centimeters, then such a vehicle is recognized as a light motorcycle. To manage, you need to obtain class A1 certificates; minimum age is 16 years.
  • If the engine capacity is more than 125 cubic centimeters, then such a vehicle is considered a standard motorcycle. To operate, you must have Class A rights; minimum age is 18 years.

Otherwise, the rules for driving a motorcycle are practically no different from the rules for driving a moped or scooter:

  • To get a motorcycle license, you need to enroll in a driving school, undergo training and pass an exam at the traffic police. The duration of the training course is 1-2 months depending on the driving school.
  • Some diseases are a contraindication for driving a motorcycle (schizophrenia, pathologies of the musculoskeletal system, epilepsy, and so on).
  • There is liability for violating traffic rules (parents or guardians of the violator can be punished if the violator is under 16 years old).
  • All motorcyclists must be insured under the MTPL scheme.
  • Driving without a helmet is prohibited.
  • If a person has a class A or A1 license, then he is automatically allowed to drive mopeds and scooters (that is, he automatically receives class M).

Methods for obtaining a driver's document

Obtaining a driver's license to operate a moped or scooter is possible at any traffic police department, but you must first undergo training at a driving school. The driving school where you plan to undergo training must be licensed. The training process usually takes a couple of months. During this time, cadets must master both the theoretical and practical parts.

The theoretical part contains 20 questions, the lower threshold for passing the exam is 18 correct answers, that is, you can make a mistake twice, but for each mistake several more questions will be added. To successfully pass the practical part of the exam, you must demonstrate the skills acquired during the training process.

Category B is also available for potential minor drivers if they are already 17 years old, but licenses in this category are issued only upon reaching adulthood. If you fail any part of the exam, you will have to take the test again, but you will only be able to retry after 7 days. If a candidate fails to pass the exam three times in a row, the next attempt is available only after 30 days. The validity of a driver's license is 10 years.

What documents will you need to provide in order to obtain a driver's license:

  • civil passport of the Russian Federation;
  • conclusion of the medical commission;
  • state tax payment receipt
  • statement;
  • driver card confirming successful completion of training.

Often young people choose a scooter for the reason that this is the only possible way to drive a vehicle legally, but do not forget that even seemingly low-power equipment is a highly dangerous vehicle, and to operate it you must have sufficient skills and abilities management.

Getting a license: where to study, how to pass, who is not destined to

Receiving the coveted plastic card with a category is the final scene in the big play “I Can Drive a Motorcycle.” Or a moped or a scooter - optional. The first stage (after receiving a passport, of course) is visiting doctors and obtaining several certificates:

  • narcologist;
  • psychiatrist;
  • general medical certificate for permission to drive transport.

In addition to the question of how old you are to get a license for a scooter or moped, many also wonder what other reasons are there for refusing to issue a driver’s license for the listed types of transport. We answer - the guys who are registered with drug treatment, psychoneurological, as well as those with defects and diseases will be unlucky:

  • absence of limbs, phalanges of fingers;
  • loss of vision within the limits specified in legislative acts;
  • dysfunction of the vestibular apparatus;
  • chronic eye diseases;
  • consequences of accidents, congenital diseases (discrepancy in the length of limbs, etc.).

After receiving all the certificates, you need to undergo training at a driving school and pass two exams - theoretical and practical. The theory consists of 20 questions, 20 minutes are allotted to complete the task. An O will be given if a maximum of 1 error is made.

For the practical exam, the type of transport for which the trainee plans to obtain the right to drive must be provided. You need to perform a few simple exercises as directed by the examiner. A gross violation of the execution technique or rules of the DD will lead to immediate disqualification from the test. Try again after 7 calendar days.

At what age is a child allowed to ride a moped and scooter?

Today's teenagers are very lucky. Russian legislation allows them to operate such a facility from the age of 14. But the increasing concentration of cars on the roads from year to year, constantly changing traffic rules - all this leads to the fact that the guys cannot control the moped and create emergency situations. After all, a highway is not a home apartment, where parents simply won’t buy their child sweets as punishment for an offense he has committed.

The road is a place of increased danger for all participants in the traffic process without exception. Violating the rules threatens them not only with physical injury, but also with death, not only for themselves, but also for strangers.

Therefore, deputies are considering a law granting the right to drive a moped from the age of sixteen. According to the people's representatives, this age allows a person to more responsibly understand his actions, getting rid of the illusion that everything is allowed to him.

The scooter appears to be a type of motor scooter, equipped with a convenient platform for landing and placing your feet. The developed feathering of the scooter protects the rider and the mechanisms of the vehicle from dirt. Traveling on such transport is considered quite safe. His rider is not guaranteed complete preservation of health, and even life, if he gets into an accident.

The road legislation being discussed by the public stipulates the age at which one can ride a scooter. Car enthusiasts need to prepare for the fact that they are also planning to increase it by two years. Therefore, children should know at what age they can ride a scooter. The current rules currently allow this to be done from the age of 14, but after the adoption of innovations, this age will be updated to 16 years.

How NOT to do it

The first thing you shouldn’t do is follow the advice of “well-wishers” on thematic forums, who give parting words like “get a passport at 14, buy yourself a moped and drive around the yards.” A passport will not save you from punishment if detained by traffic police inspectors, nor will it teach you how to behave correctly in emergency situations.

There is no need to put a minor behind the wheel, sit behind his back with the thought “I am in control of everything” and drive onto public roads. One wrong move by a teenager - the teacher and student find themselves involved in an accident. According to statistics, two-wheeler drivers suffer the most in accidents.

Installing a gasoline engine on a regular bicycle automatically turns the bicycle into a mechanical vehicle, i.e. a moped that requires a license to operate. 16 years is the minimum age from which you can ride a moped.

Moped license

Mopeds were very popular in the Soviet Union. Their low price, almost free gasoline, led to the massive use of this vehicle. Many teenagers ignore the mandatory requirements while driving this way. Many people still don’t know for sure whether they need a license for a modern moped, which they could previously do without.

The Traffic Regulations, which have been in force for several years, require moped owners to have a driver’s license. It is stipulated by obtaining category M, which allows you to drive this vehicle without fear of meeting with a representative of the traffic police. Of course, this requirement only applies to those who do not have any other open category. A rider stopped by an inspector will be subject to an administrative fine of 5 thousand to 15 thousand rubles for operating without the appropriate certificate.

Considering a scooter and a moped, we can say that they have different engine power. This is expressed in the need to obtain different categories of rights. For example, an electric scooter also includes a driver category M. Therefore, all engines with a power from 0.25 to 4 kilowatts are included here. It does not play any role - the product was purchased in a store, or the craftsman designed it himself, installing an electric motor on it.

Category C causes a lot of controversy among its owners. Some argue that it allows you to drive a moped, while others have the opposite opinion. Such positions are due to some differences in the types of old and new rights. The first ones were not intended to be given to owners of mopeds whose engines were determined to have a volume of no more than 50 cm 3. Therefore, it was possible to ride such a vehicle without passing exams. Any higher category that was open made it possible to manage the funds of the lower category without any difficulties.

New laws have tightened the rules for using two-wheeled mechanical vehicles. Now the owner who has the corresponding category open has the right to use a moped. Having permission to drive even all types of trucks, a person still does not have the right to drive a moped if he does not have category M.

The new road legislation provides for obtaining a driver's license to operate a moped and scooter no earlier than 16 years of age. Driving without a license threatens to result in penalties for the driver. Any open higher category is also not a permit to drive a moped or scooter.

What licenses are needed for a scooter 2021

To drive a scooter (engine with a displacement of up to 50 cc or an electric motor with a power of up to 4 kW), you need a driver's license of category A1. For motorcycles and other two-wheelers that have an engine with a displacement of 50 cc. cm and more, or an electric motor with a power of 4 kW or more, you need to open category A. This is directly written in the Road Traffic Rules. Having a driver's license of other categories does not give the right to drive a scooter.

At what age can you ride a scooter?

On November 5, 2013, a new driver's license category "M" was introduced for scooter drivers. You can obtain these rights from the age of 16.

Riding a scooter without a license is an administrative offense and is punishable by a fine of 5,000-15,000 rubles.

Article 12.7. Driving a vehicle by a driver who does not have the right to drive a vehicle

1. Driving a vehicle by a driver who does not have the right to drive a vehicle (except for training driving), –

shall entail the imposition of an administrative fine in the amount of five thousand to fifteen thousand rubles.

Why a scooter?

Let us remind you at what age you can ride a scooter - from 16. Particularly impatient license applicants can begin training at an earlier age. A scooter is the optimal solution for a teenager who has decided to master driving a two-wheeled vehicle. Let's list a few reasons:

  • Maximum control similarity to a motorcycle. Unlike a moped, a scooter is equipped with a gearbox that allows you to regulate the speed of movement.
  • Ease of Management. All controls are located on the steering wheel and do not require much effort.
  • Maximum comfort. While driving, the driver's feet are placed on a comfortable wide stand.
  • Economical. The scooter is a very unpretentious car in terms of fuel consumption. Units produced by factories of world brands do not require frequent maintenance or replacement of expensive spare parts.
  • Attractive appearance and trunk. The frame and power plant are covered with plastic contours, which reduce the impact of air flow and give the car a modern look. A fairly large compartment for payloads is often built into the rear of the scooter.

Requirements for scooter drivers

Every spring, the number of underage scooter riders increases. However, being full participants in all road traffic, many often do not even think about the existence of any specific rules of behavior on the road, and certainly do not follow them. It is for this reason that the statistics of traffic accidents with minor drivers of scooters is constantly growing.

  1. According to the current rules, every person driving a scooter must know the current traffic rules. That is, he must understand traffic lights and traffic controller signals, and also know the designation of all road signs.
  2. Only a person who has reached the legal age of 16 years can operate a scooter. In this case, the engine volume should not exceed 50 cubic centimeters.
  3. The driver must also have a special license, which must have a category M mark.

Car driving

Passenger transport in the Russian Federation is divided into categories according to the number of passengers and the weight of the vehicle. If the total weight of the vehicle does not exceed 3.5 tons, and the total number of people transported does not exceed 8 people, then you can begin training to drive such a vehicle at the age of 16. Practical classes are carried out with the installation of mirrors and pedals for the instructor. Students are only allowed to take exams if they are 17 years old. In this case, the deadline for completing training at a driving school does not play any role.

ATTENTION !!! A driver who has received a license will be able to drive a passenger car only after reaching the age of 18. You can drive before, but there must be an instructor next to the minor driver. If earlier the management of light transport required the opening of category “B” or “C”, now there are a lot of other subcategories, which include “B1”, “B1E”, “C1”, “C!E” and “E”. All these categories and subcategories will be available to the future driver only after reaching the age of majority.

The last type of category opens to driving a car with a heavy trailer or semi-trailer. In addition, the opening of the “BE” category, which allows you to drive a tractor-trailer, “C1E” or “CE” will become available for opening only from the age of 19.

The nuances of driving a scooter

To control a scooter, you also need to follow certain nuances. It is very important to carefully monitor their compliance so as not to find yourself in an unfavorable situation.

  1. In a situation where a minor child under the age of 16 gets behind the wheel of a scooter, all responsibility, and therefore administrative punishment, falls on his parents. It is believed that violation of traffic rules by a minor child occurs due to insufficient education, as well as due to the fact that the parents were unable to explain to their child the need to directly comply with the current traffic rules for all participants in this process.
  2. If the driver already has any other category, he does not need to take the exam to obtain category M. It is believed that in such a situation, the person already knows all the rules of the road, which means he can drive a vehicle without additional training for a new category.
  3. If the scooter's engine capacity does not exceed 50 cubic centimeters, then it does not need to be registered with a specialized body.

Road rules for scooters in 2020

Good afternoon, dear reader.

One of the previous articles on pddmaster.ru discussed whether a scooter driver needs a helmet. However, this is not the only question that arises among two-wheeler owners.

Even though a driver's license is required to operate mopeds, many scooter drivers do not know the traffic rules that apply to them.

This article discusses in detail the traffic rules for scooter drivers in force in 2021:

Scooter and moped from the point of view of traffic rules

Please note that within the framework of traffic rules, the concept of a moped includes the concept of a scooter, i.e. Traffic rules for scooters in 2020 are similar to the rules for mopeds. Well, from the point of view of the rules, a scooter and a moped are the same thing:

“Moped” is a two- or three-wheeled mechanical vehicle, the maximum design speed of which does not exceed 50 km/h, having an internal combustion engine with a displacement not exceeding 50 cubic meters. cm, or an electric motor with a rated maximum power in continuous load mode of more than 0.25 kW and less than 4 kW. Quadricycles with similar technical characteristics are considered equal to mopeds.

Note. Mopeds include only scooters whose engine capacity does not exceed 50 cc. cm, and the maximum speed does not exceed 50 km/h. If your scooter has a larger engine capacity or can reach higher speeds, then it is a motorcycle.

First, I want to consider the traffic situation that I observed several years ago.

A six-lane road in the center of a Russian city, midday. There are quite a lot of cars driving along the street. The traffic jam is still a long way off, but there aren’t that many empty spaces between cars.

Among other vehicles, a small scooter is moving in the traffic. He attracted my attention from afar. This was due to the fact that the driver was using low beam headlights. “Wow,” I thought then. “But someone knows the rules of the road.” As the scooter approached, my surprise only grew.

The scooter was driving right in the center of the six-lane roadway, and right along the double solid marking line. At this point I smiled: “Does the driver really think that the double solid road is a path for scooters?”

Nevertheless, it still remains a mystery to me what was going through the minds of the scooter driver and his two passengers (all 12-13 years old) during such an amazing ride.

I suggest you count how many traffic rules are violated in this example. Well, after reading this article, you can do the calculation again. It is possible that the results will differ.

Let's get straight to the rules for scooter drivers.

Registration of a scooter in Ukraine in 2021

Registration of a scooter and installation of a license plate on your moped is only required if you will be driving on state roads. This is provided for in Article 34 of the Law of Ukraine “On Road Traffic”.

Article 34 – Registration and registration of vehicles

Vehicles of all types intended for operation on the public road network are subject to state registration and registration: cars, buses, motorcycles of all types, brands and models, self-propelled vehicles, trailers and semi-trailers for them, motorized strollers, other vehicles equivalent to them and mopeds used on state roads.

Finally, let’s consolidate, so to speak, the material covered and briefly answer the main questions to frequently asked questions:

  • Do you need a license for a 50cc scooter - Yes, you also need a license for mopeds with 49.9cc and large volume
  • What licenses are needed for a scooter ? For a moped up to 50 cc you need a license of category A1, more than 50 cc of category A
  • How to get a license for a scooter - Take training at a driving and motor school and pass the exam at the State Traffic Inspectorate
  • Is it possible to ride a scooter without a license - Anything is possible, but if you are stopped by a traffic police officer, then look below. In any case, ride with a scooter helmet and sober
  • What is the fine for riding a scooter without a license - Fine 510...595 UAH.
  • They say you can just buy a license for a scooter - You can, but we don’t recommend it, especially if you have no experience driving other vehicles + it’s criminally punishable
  • How much does it cost to pass your license for a scooter - Training (the price varies depending on the region and training school) + payment of the costs of producing a driver's license
  • At what age do you need a moped license - You can get a moped license from the age of 16

OK it's all over Now. We hope we have helped you in obtaining a license for a scooter. Good luck!

Using low beam headlights on a scooter

19.5. During daylight hours, all moving vehicles must have low-beam headlights or daytime running lights on to indicate them.

As practice shows, mopeds and scooters are extremely rarely equipped with special daytime running lights. Instead, the driver must use low beam headlights. The driver must turn on the headlight immediately after he has taken his place in the seat and has firmly grasped the steering wheel.

This rule is very important from a safety point of view. It allows drivers of other vehicles to notice a moving scooter or motorcycle in advance. Therefore, the safety of the driver of a two-wheeled vehicle directly depends on turning on the low beam.

Let me remind you that starting November 10, 2010, drivers of all vehicles must turn on low beam headlights.

Is it possible to ride a moped without a license in 2020?

Clause 2.1.1 of the traffic rules obliges the scooter driver to have a driver’s license:

2.1.1. Carry with you and, at the request of police officers, hand over to them for verification:

  • a driver's license or temporary permit to drive a vehicle of the appropriate category;

Please note that the driver must have a license of category M or any other category for the scooter. In this case, the certificate should not have a special ML mark.

Magic number 16

The increase in the number of inexpensive mopeds, scooters and light motorcycles has led to changes in current legislation. Since 2014, the minimum age for drivers of the above vehicles has been introduced - 16 years. In addition to the documents for the transport itself, the person driving the moped must have a category “M” driver’s license.

The same requirement applies to owners of scooters, which are smaller copies of motorcycles. They are distinguished from more powerful two-wheeled “horses” by their reduced wheel diameter and more modest engine size.

At what age can you ride a motorcycle?

At 16, you can get an A1 category license and drive a motor vehicle with an engine capacity of up to 125 cc. For those to whom such “engines” seem ridiculous, just look at the catalogs of manufacturers Honda, Yamaha, Minsk - most models of motocross motorcycles are produced with this engine capacity.

Location of the scooter on the roadway

the traffic rules for scooters again :

24.7. Moped drivers must move along the right edge of the roadway in a single file or in the bicycle lane.

Moped drivers are allowed to move along the side of the road if this does not interfere with pedestrians.

The movement of scooters on the roadway is allowed only in one row on the right edge of the roadway.

Please note that the scooter does not have to be driven within the rightmost lane .

For example, traffic rules for a scooter allow you to go around a trolleybus or bus stopped at a stop.

The rules for driving a scooter also allow driving in a dedicated lane for cyclists and in a bicycle zone indicated by road signs:

Note. Do not confuse a dedicated lane for cyclists with a bicycle path. A moped cannot drive on a bike path.

Scooters can also be driven on the side of the road. At the same time, it is not allowed to interfere with pedestrians.

Features of transporting passengers on a scooter

Features of transporting passengers on a scooter are regulated by clause 22.2 1 of the traffic rules:

22.2 1 . Transportation of people on a motorcycle must be carried out by a driver who has a driver’s license for the right to drive vehicles of category “A” or subcategory “A1” for 2 or more years; transportation of people on a moped must be carried out by a driver who has a driver’s license for the right to drive vehicles of any category or subcategories for 2 or more years.

Only a driver who has had a driver's license of any category for at least 2 years . Those. a novice driver does not have the right to transport passengers on a scooter.

In addition, the requirements for the transportation of passengers are established by clause 24.8 of the traffic rules:

24.8. Cyclists and moped drivers are prohibited from: .

  • transport passengers if this is not provided for by the design of the vehicle;
  • transport children under 7 years of age in the absence of specially equipped places for them;

Thus, it is possible to transport passengers on a moped only if the design of the vehicle provides for additional passenger seats. Also, information about the number of passengers must be indicated in the vehicle documents.

The transportation of children under 7 years of age deserves special attention. A specially equipped place must be provided for the child.
