Currently, these questions are relevant, because At the beginning of 2011, the legislation relating to the issuance of transit numbers underwent very significant changes. And even in 2021, not all drivers had time to familiarize themselves with these changes.

How much do transit numbers cost?
The first issue that will be discussed in this article concerns the cost of obtaining transit numbers .
Article 333.33 of the Tax Code of the Russian Federation:
39) for the issuance of state registration plates of “Transit” vehicles, including in replacement of lost or deteriorated ones:
- made from metal-based consumables, for cars - 1,600 rubles ;
- manufactured from metal-based consumables, for motor vehicles, trailers, tractors, self-propelled road construction and other self-propelled machines - 800 rubles ;
- made from paper-based consumables - 200 rubles ;
In 2021, only metal transit numbers are issued in Russia, i.e. 1,600 rubles for their production .
In this case, the only good news is that transit numbers are required by car owners quite rarely. This will be discussed below.
The concept of “transit numbers”
License plates with the inscription “transit” are issued at the traffic police department when purchasing a car away from home.
Such a transaction implies the need to move the car over a considerable distance, which creates a need for temporary registration of the car while the car is being transported to its destination.
Due to the fact that during the period of validity of transit license plates, citizens were exempt from paying road tax to the state treasury, many preferred to delay the registration of cars and drive with temporary license plates. In addition, the owners of such cars were released from liability on the road.
In 2013, new rules came into force, according to which car registration became possible in any region of the country, regardless of the territorial affiliation of the owner. In this regard, obtaining transit numbers by individuals has lost all meaning.
However, in certain situations, it is impossible to do without obtaining temporary numbers, and failure to comply with the requirements of the law within the established time frame entails liability and a fine.
In what cases are transit numbers required?
This year, civilian buyers can freely register a purchased car in any region of the Russian Federation, regardless of their registration address. The issue of purchasing transit license plates arises only if the previous owner decided to keep the previous license plates or when transporting a car for disposal.
The requirement to obtain plates with the inscription “transit” is relevant only for buyers classified as private entrepreneurs or organizations whose activities are related to the sale of cars. These categories of owners are required to receive plates within 10 days from the date of registration of transport.
How long are transit numbers valid for?
In 2021, transit numbers have a strictly defined validity period (clause 33 of the vehicle registration rules):
For a vehicle removed from state registration and exported outside the Russian Federation, a vehicle registration certificate with a mark on deregistration and a state registration plate “TRANSIT” are issued, the validity of which is 30 days. The vehicle passport (if available) is submitted to the registration department.
This period cannot change and is always exactly 30 days .
How to get transit numbers?
As we have already found out, sometimes “transit” numbers are still needed. If you belong to one of the above categories (individual traveling abroad, individual entrepreneur, etc.), then to obtain license plates you will need to collect a package of documents and submit an application to the traffic police department. To issue a transit number you will need to provide:
- PTS (original and copy);
- diagnostic card (if required for your car);
- receipt of payment of the duty.
In addition, if you represent the interests of a company or individual entrepreneur, you must have a power of attorney with you. Please note that when issuing transit cards, information about this fact is entered into the PTS. After you receive a temporary number, you must immediately install it on your car in the place designated for the license plate.
Important! The temporary license plate is valid for 30 days. There is no extension procedure.
In what cases do you need to obtain transit numbers?
Starting from October 15, 2013, obtaining transit numbers lost its meaning for ordinary car owners, because... It has become possible to register a car at any registration office in the country.
In this regard, the rules for vehicle registration have also changed. Now transit numbers are issued only in two cases:
40. The assignment of a state registration number "TRANSIT" is carried out when deregistering a vehicle exported outside the territory of the Russian Federation for alienation in connection with the transfer of ownership of this vehicle to a foreign individual or legal entity, as well as when drawing up a registration document for the vehicle in in connection with its export outside the territory of the Russian Federation, as well as on the base vehicle or vehicle chassis, transported to final manufacturers or in connection with its export outside the territory of the Russian Federation.
1. Legal entities and individual entrepreneurs for transportation of the base vehicle or chassis to the final manufacturer or for export from the territory of the Russian Federation.
2. For individuals when taking a car abroad for permanent stay.
In 2021, 10 days .
Note. Until April 3, 2011, transit numbers were issued to each car owner when the car was deregistered. In 2021, this scheme does not apply, because... There is no need to deregister the car when selling it.
Transit numbers - what are they?
Transit license plates are temporary license plates that are used when deregistering a vehicle. During the period of their validity, the car owner must decide how to dispose of the car.
Transit numbers are issued in the following cases:
- When exporting a vehicle abroad.
- If, when selling, the former owner does not want to part with the numbers.
- In case of transporting a vehicle for recycling.
- For transportation of a car by the manufacturer, selling company or private entrepreneur to the place of sale or completion.
Important: due to recent changes, the need to obtain transit numbers arises much less frequently. This is due to the emergence of the opportunity to register vehicles in any region, regardless of place of residence, and use old license plates for 10 days after purchasing a car.
If any of the above reasons arise, instead of permanent state license plates, temporary ones are issued, that is, transit ones, which are used until traveling abroad, disposing of the car or obtaining new permanent license plates.
Transit number
You can visually distinguish “Transit” license plates from permanent ones by the yellow-painted window in which the region number is indicated. Transit registration numbers, depending on the material used for their manufacture, can be one of the following types:
- Metal.
- Plastic.
- Paper.

How to renew transit numbers?
Starting from April 3, 2011, the procedure for renewing transit numbers ceased to exist within the framework of the rule of state registration of vehicles in the registration departments of the State Road Safety Inspectorate of the Ministry of Internal Affairs of the Russian Federation, i.e. currently impossible .
Nevertheless, you should not despair even if you did not manage to get to your destination in 30 days. In this case, you can exchange transit numbers.
How long can you drive with transit license plates?
Order of the Ministry of Internal Affairs No. 1001 “On the procedure for registering vehicles” dated November 24, 2008 provides that you can drive with transit license plates for no more than 20 days. This time is given to take the car to the place of sale, refurbishment, recycling or export abroad.
It is not possible to extend the validity of license plates today, since this procedure was abolished in 2011. However, this does not mean that if the car was not delivered to its destination within 20 days after receiving the Transit plates, you cannot continue driving. Transit numbers can be replaced with new ones and thereby extend the validity period of the vehicle transportation permit. This can be done in the same manner as during the initial registration of Transit license plates, that is, it is enough to contact the nearest registration unit of the State Traffic Safety Inspectorate with an application for the issuance of new license plates and hand over the previously received ones.
Advice: since the same amount of state duty must be paid for the issuance of repeated transit license plates as for the initial issuance of license plates, to prevent additional costs, measures should be taken to deliver the car to its destination within the 20 days required by law.
Quite strict restrictions on the use of Transit license plates are associated with numerous abuses by car owners. Previously, they often used such numbers for the reason that this gave the right not to pay transport fees. In this regard, a short 20-day validity period for transit numbers was established and the procedure for its extension was cancelled.

Assignment of transit numbers in modern conditions
As before, the purpose of transit registration plates is to provide the new owner of the car with the opportunity to unhindered transportation to its place of permanent deployment. Today, this service is relevant only for organizations and businessmen who are involved in the car trade. For an ordinary citizen, it may be needed only if it is necessary to transport a car abroad.
A temporary registration number can be obtained from the traffic police at the request of the new owner on the basis of a purchase and sale agreement and deregistration of the car for moving to another region. At the customer's request, transit numbers are made on paper, plastic or metal base. However, the manufacturing cost makes a significant difference.
Since 2013, when it became possible to register cars in any region of Russia, regardless of the owner’s place of residence and registration, the need for buyers to obtain transit signs has decreased. In addition, according to the new rules, the seller has the right to sell the car without deregistering it, along with the old license plates. The new owner is obliged to re-register the car with the old license plates in his name within 10 days or obtain new plates.
Thus, it is legally possible to drive without license plates within 10 days after purchasing a car (the date of the transaction is indicated in the sales contract) in cases where a new car was purchased at a car dealership or a used car was purchased on the secondary market, and the seller decided to leave it with yourself old numbers. The owners keep their “lucky” or “beautiful” rooms.
There is no longer a need to purchase temporary license plates due to the loss or theft of registration plates. The production and use of duplicate license plates is now officially permitted, which can be easily ordered from licensed workshops. This is due to the cessation of the practice of traffic police officers using such a punishment as removing registration plates from the violator’s car.
Today, companies and private entrepreneurs who are engaged in the distillation of goods need to obtain transit numbers in the following cases:
- vehicle recycling;
- export abroad;
- transportation to the place of testing, certification or completion.
Issuance of transit numbers
Temporary license plates must be issued at the time of the transaction and not all citizens are required to move a vehicle. Individuals can register a purchased car in any region of Russia. Transit plates must be purchased if the previous owner of the car decides to leave his previous license plates for the new vehicle. They will also be necessary if the car is transported for further disposal.
A transit number for a car must be issued according to new laws for buyers who are private entrepreneurs. The requirements also apply to organizations involved in the purchase and sale of vehicles. In this case, after completing all the paperwork, you must receive a number with the inscription “transit” within 10 days.
Transit costs
The cost of transits depends on the medium on which they were made. Accordingly, the cheapest and most short-lived are paper license plates. Their price is 200 rubles in accordance with Article 333.33 of the Tax Code of the Russian Federation. They deteriorate very quickly, so before installation it is best to laminate them or, in extreme cases, wrap them in film. Otherwise, you may receive a fine for unreadable or missing license plates.
At the moment, paper-based numbers are practically not used; they have been replaced by more practical plastic or metal ones. A transit number on a metal base will cost the car owner 1,600 rubles. If it is issued for a tractor or trailer, then its cost will be 800 rubles. The place of their attachment is similar to the place of attachment of regular numbers. The cost of a plastic number, according to data from the State Services portal, is 1000 rubles, while the Tax Code does not indicate the cost of such numbers.
In what cases are transit numbers needed in 2021?
Legal entity. Let's imagine that a company is engaged in the production and sale of cars abroad. Before sending, you need to issue numbers for each unit of transport.
To an individual. Individuals need to receive transit only in one case - if a citizen goes abroad in his car for permanent residence.
Until 2013, ordinary drivers needed to receive transit if they bought a car outside their region and drove it home. Now this is not necessary - registering a car is allowed at the MREO of the traffic police of any city. Registration does not matter.
How to get a. To obtain numbers, submit an application for issue to the registration department of the traffic police. Use:

The cost of registration together with the production of transit numbers is 2000 rubles.
