Transit numbers a few years ago were something irreplaceable and necessary, but now the relevance and need for such license plates has dropped sharply. It is worth noting that in some cases such numbers are still necessary. In order to have an idea and know all the nuances of purchasing and installing transit signs, you need to understand what they are and in what cases they are used.
Transit numbers are signs that are issued by the traffic police when purchasing a car in another region or city. Most often, such license plates are used to move a car. Such signs can be of two types: paper and metal; which of them you want to install on your car depends only on your financial capabilities, because registering a vehicle registration document is a costly and lengthy process. There may also be a fine for expired vehicle registration documents if you are slow in registering your car in another city.
Important! Currently, transit numbers are issued only to legal entities and individual entrepreneurs. Ordinary car owners (individuals) are not issued transit passes ; instead, after purchasing a car, they are allowed to drive without license plates at all for up to 10 days. How much will you spend on obtaining transit numbers?
As mentioned above, registration of such license plates is very expensive. Only recently, issuing transit license plates cost about 1,000 rubles for a passenger car and 450-500 rubles for vehicles such as a truck, tractor, etc. At the moment, issuing short-term license plates has become more expensive, namely 1,600 rubles for cars and 800 rubles for trucks and special equipment . Even a traffic police officer cannot explain such a sharp increase in prices. The license plate itself should not be mounted on the inside of the windshield, as this may result in a fine or loss of license. It is better to use standard places to place numbers, so that in the event of an inspection, a traffic police officer can see and identify this number.

12.2 Code of Administrative Offenses of the Russian Federation:
“Driving a vehicle in violation of the rules for installing state registration plates on it.” Part 2. Driving a vehicle without state registration plates entails:
- imposition of an administrative fine in the amount of five thousand rubles or deprivation of the right to drive vehicles for a period of one to three months. (as amended by Federal Law dated July 23, 2010 N 175-FZ)
After all, the transit number is expired , therefore, according to some employees, it does not exist. But isn’t it really there, when there it is... lovingly screwed on and hanging in its rightful place. It’s legal, we don’t want to receive a fine of 5,000 rubles or even lose our rights for a period of 1 to 3 months. Yes Yes! This is exactly the fine that motorists now face for license plates under the windshield under Part 2 of Art. 12.2 Code of Administrative Offenses of the Russian Federation:
“Driving a vehicle without state registration plates, as well as driving a vehicle without state registration plates installed in the places provided for this..” entails: (as amended by Federal Law No. 175-FZ of July 23, 2010)
- shall entail the imposition of an administrative fine in the amount of 5,000 rubles or deprivation of the right to drive vehicles for a period of 1 to 3 months.
The transit number of a passenger car belongs to the registration plate type 15, and according to the new rules it must be installed in the standard number mount; the previous paper transit numbers (type 16), which were placed under glass, have been cancelled:

- “I.7 Registration plates of type 15 must be installed on cars, trucks, buses (one in front and one in the back) and trailers (one in the back) in the regular places where the registration plates of these vehicles are installed. Type 15 registration plates must be securely attached throughout their entire period of validity, using, if necessary, frames or other transitional structural elements.”
- 4.3 Registration plates of types 1-10, 19-22 are made of aluminum alloys by stamping and coated with reflective and paint materials. For the manufacture of registration plates of types 3, 5-8, the use of ferrous metals is allowed. Type 15 registration plates are made of paper and covered on both sides with a special film (laminated). The thickness of type 15 registration plates must be at least 400 microns.
So, our expired transit number is installed in its rightful place. But is overdue transit a number? The same GOST R 50577-93, which defines the technical requirements for state registration marks, recognizes it as a registration mark, and this document does not indicate that upon expiration the transit number becomes invalid. The Order of the Ministry of Internal Affairs of the Russian Federation dated November 24, 2008 speaks about this. No. 1001 (As amended on August 27, 2010 No. 626) “On the procedure for registering vehicles.”
Within the meaning of these provisions, “TRANSIT” signs are temporary registration plates, the issuance of which is a necessary condition for allowing a vehicle to participate in road traffic. Therefore, if it is physically present on our car, and even in a place established by law, then we cannot be punished in any way for driving without license plates. And the expiration of the transit number does not mean the complete absence of registration plates on the vehicle.
Thus, driving a car with “TRANSIT” registration plates, the validity of which has expired, does not constitute an administrative offense under Part 2 of Art. 12.2 of the Code of Administrative Offenses of the Russian Federation, and contain elements of an administrative offense provided for in Part 1 of Article 12.1 of the Code of Administrative Offenses of the Russian Federation, which provides for liability for driving a vehicle that is not registered in the prescribed manner. And entails a fine in the amount of 300 to 800 rubles.
Article 12.1. Part 1 Driving a vehicle that is not registered in the prescribed manner: entails the imposition of an administrative fine in the amount of three hundred to eight hundred rubles. (as amended by Federal Law dated April 5, 2010 N 47-FZ)
If, nevertheless, you are faced with a misunderstanding of the traffic police inspector (almost the police), you should not go into conflict with the inspector. Even if his opinion on expired transit license plates differs from yours, and even more so from the opinion of the Supreme Court of Russia, which came to the conclusion that “the expiration of the Transit registration plates installed on a car does not mean a complete absence of registration plates.” Write in the protocol that “I do not agree with the violation, the TRANSIT registration plates are installed.” The decision will then be overturned in court.

Effect of transit numbers
The question of how long you can drive with transit license plates is asked by more than one car enthusiast who wants to drive a car from region to region. Those people who do not want to pay taxes on road repairs prefer to drive transit license plates almost forever. It is worth noting that no taxes can be withdrawn from a car that has a vehicle tax registration number. In fact, the registration of such license plates gives the owner of a driven car the opportunity to avoid paying taxes and liability on the roads.
Of course, this situation was corrected by legislation in 2013, when the law simply prohibited the issuance of transit; only in some (exceptional) cases can transit numbers be obtained. Thus, car owners will not be able to deceive the country and the treasury; it is precisely such actions that will help remove taxes from drivers for road repairs, etc. This is fair, because every driver has equal rights on the road.
As for the validity period of transit license plates, it is only 20 days . After 20 days, driving with expired transit license plates is very dangerous, as the owner may be fined.
Transits
Transit numbers are temporary signs that are issued when a car is deregistered from state registration. During the period of their validity, the owner of the vehicle must decide how he will dispose of the vehicle in the future.
Visually, transit signs differ from regular ones in that they are painted yellow on the right side. Additionally, they can be made from the following materials:
- Papers.
- Plastic.
- Metal.
Why are they needed?
According to paragraph 33 of Order No. 1001 of the Ministry of Internal Affairs of Russia, receipt of transit signs is expected in the following cases.
- If the previous owner of the vehicle does not want to part with his signs.
- For transportation of a vehicle by an individual entrepreneur or legal entity to the region where the showroom for sale or the enterprise for retrofitting the car is located.
- When taking a car abroad.
- If there is a need to dispose of this vehicle.
The occurrence of one of these grounds is a reason to deregister the vehicle and issue temporary transit signs.
Who issues?
The issuance of temporary signs is carried out in the registration department of the traffic police of any constituent entity of the Russian Federation. To register them, the owner must write the appropriate application and also provide state inspectors with:
- Vehicle registration document.
- Passport.
- Receipt for payment of state duty.
- PTS.
- Old numbers (for destruction).

Is it possible to extend?
According to Order No. 1001 of the Ministry of Internal Affairs of the Russian Federation, driving on transit signs is permitted within 20 days from the date of their receipt. During this period of time, the owner of the vehicle must have time to move the vehicle to the place of sale, retrofitting, disposal, or take it outside Russia.
However, this does not mean that after the expiration of the 20-day period you cannot go on the road. Despite the fact that it is legally impossible to renew numbers, owners can use another scheme. Namely, cancel the previous signs and order new ones.
Price
According to Article No. 333.33 of the Tax Code of the Russian Federation, a state duty is established for the issuance of temporary signs.
The amount of the contribution depends on the type of transport for which the license plates are intended, as well as the materials from which they are made:
- Paper – 200 rubles (regardless of the type of car).
- Plastic – 1000 rubles.
- Metal signs for special equipment and trailers – 800 rubles.
- Metal ones for regular transport – 1600 rubles.
As you can understand, temporary license plates are quite expensive. However, they are rarely required by many car enthusiasts.
Why and in what cases can I get a transit number?
It is worth noting that the registration and receipt of transit numbers have not changed fundamentally; for individual entrepreneurs and legal entities they have remained almost unchanged, only the period for obtaining temporary registration plates has increased to 10 days.
This change will increase the chances of registering a car in a new city without obtaining a TN. In another case, transit numbers are established when a car is sold, when the former owner keeps the license plates for himself, and transit license plates are made for the car that is being sold.
The driving period with such signs also does not exceed 10 days for entrepreneurs and legal entities. At the moment, transit license plates are not issued for individuals, and after purchasing a car you can drive without license plates at all for 10 days.

In 2015, new fines for expired license plates were established by law. From now on, the minimum fine is 500 rubles, and the maximum is 900 . Moreover, if the violation of late signs is committed by the car owner again, the fine will be 5,000 rubles .

That is why, when receiving license plates, it is recommended to place them in a file or laminate them, this will protect them from various factors that affect the condition of license plates.
Penalty for expired transit numbers
Sometimes vehicle owners use temporary license plates - transit ones. They are issued if you purchase a car in another city or region. It is also required to install transit numbers if the car is being transported to another state. If you plan to sell a car privately within the country, such numbers are not needed. Sometimes even driving without license plates is allowed, but only for a certain period.
These license plates are issued for cars that belong to legal entities or entrepreneurs. But an individual buying a car within the country will not need this sign.
An ordinary car owner who has purchased a vehicle has the right to drive without license plates for 10 days. Only entrepreneurs carrying out commercial activities with vehicles are interested in installing transit numbers. So it is precisely these individuals who may be interested in the specifics of purchasing and replacing these license plates. Private individuals do not receive transit numbers; these problems do not interest them.
Transits are valid for 20 days. Then they are considered expired - invalid. If the car owner continues to drive with an expired transit sign, he will be fined.
It’s definitely not possible, so there’s no point in delaying the car registration procedure. Let's say 20 days have passed, but the registration of the car has not yet been completed. In this situation, you will need to change the number. At the same time, you will have to pay an additional amount of 1,600 rubles to receive new transits.
Transit type license plates have disappeared. Whatever the reason for the loss of the license plate (usually the car owner indicates that the plate was lost on the way), you should contact a traffic inspector.
First way. The transit number is officially restored. The cost of its restoration is from 2.5 thousand rubles. up to 3 thousand rubles. That is, it costs more than getting the original number.
Second way. There are companies offering to restore such numbers unofficially. In this situation, obtaining a transit license plate costs 1,700-2,000 rubles.
- A car owner whose car has expired transit signs will pay a fine of 500 rubles. up to 900 rub. If the driver drives such a car, it is considered that he got behind the wheel of a car that is not registered according to the rules (Part 1 of Article 12.1 of the Code of Administrative Offenses of the Russian Federation).
- If there is a repeated violation of this provision, the penalty will be significantly increased. The car owner will be given an alternative punishment (by decision of the traffic inspector):
- fine 5 thousand rubles;
- deprivation of the right to drive for a period of 2 to 5 months.
- Loss (loss) of a transit sign is also an offense. A fine is imposed - from 2.5 thousand rubles. up to 3 thousand rubles.
- Installing a transit license plate in front of the windshield is prohibited. Failure to comply with this rule will result in a fine (Part 2 of Article 12.2 of the Code of Administrative Offenses of the Russian Federation). Two provisions of the law are immediately violated:
firstly, a citizen drives a vehicle without license plates;
secondly, the license plate is installed in a place that is not legally intended for this purpose.
Punishment will follow:
- or 5 thousand rubles. fine;
- or deprivation of rights for a period of 1 to 3 months.
What to do if you lose your transit numbers?
The problem is when you have lost your transit number and don’t know what to do. There are several ways to solve the problem with lost numbers. One way is to contact the traffic police service, where the owner will be provided with new signs, but the cost of such a service exceeds the initial registration of the TN. Most often, such a service costs from 2500 to 3000 rubles . There is another method that is not entirely legal, but its cost is much cheaper and the manufacturing process takes less time. There are companies that are ready to provide renewal of license plates; on average, the cost of such services will be about 1,700-2,000 rubles.
If the number is lost
In cases where the transit number was lost while driving or stolen while the car was parked, it is necessary to contact the traffic police department as quickly as possible with an application for the issuance of a new sign.
In order to avoid problems with the law and additional costs in the form of a fine for late transit, the car owner should strictly adhere to all legal regulations associated with the use of such license plates: observe the terms of use, attach them in the proper place, and in case of theft or damage, do not delay the restoration process.
