Where can I challenge a parking fine in Moscow?

First, you should figure out which organization the fine was sent from; the UIN will help with this. It consists of 20 characters, the first digits of which begin with 782, or 25 characters starting with the numbers 035604.

These combinations mean that the fine came from MADI. If the 20th code starts with 780 or the 25th code with 0035, then the fine was sent from the APMM.

If the first digits of the UIN are 182, then the fine was issued by the traffic police.
