Special marks are one of the columns of the PTS (vehicle passport). Stamps and entries are entered into it based on actions or events for which this is provided by law.
What are they for?
The “special notes” section is intended to include significant information about events that took place during the operation of the vehicle.
It mentions all situations when a car changes status, when essential components are replaced in it, including if such parts were marked with a vehicle number required for its identification.
Using this column, regulatory authorities can familiarize themselves with the history of the vehicle and determine if the current owner gained access to it in violation of regulations.
Who puts them
The ability to make entries in the special notes column is provided exclusively for authorized organizations.

What does the AT mark on your license mean?
In fact, the AT (automatic transmission only) mark on a driver's license is not new for 2021. It was introduced a long time ago, and the AT mark made it possible, even when studying at a driving school, to practice in a car with an automatic transmission, then pass an exam on the same type of car and, accordingly, receive the right to drive with the AT mark. What does the GCL mark on your license mean?

In October 2015, Order No. 365 of the Ministry of Internal Affairs of Russia dated May 13, 2009 “On the implementation of a driver’s license” was edited. And the reverse side of the VU was supplemented with 2 points. Point 12 added to the table with categories. The entry in this column corresponds to the category opposite which it is located. Item 14 “Special Notes” is located below the table and applies to all categories involved. In previous versions of driver’s licenses, there was only one column “Special notes”. Special marks indicated on the driver's license are required. Ignoring any of the marks made in the VU is fraught with a fine of 5 to 15 thousand rubles. And it is important to follow what is written verbatim. For example, in the new documents for low vision it is written GCL, which means the mandatory use of glasses or lenses. The old “license” may say “it is allowed to drive a vehicle with glasses.” In such a situation, by putting on the lenses, it is impossible to prove to the traffic police representative that the special mark has been completed. In this case, it is possible to confiscate the vehicle until the prescribed special marks are fully met. It’s good if the glasses are somewhere and someone can give them a ride if the traffic police inspector agrees to wait. Otherwise, a parking lot is quite possible.
