Basic rules for overtaking a car
The driver of an overtaking vehicle must:
- assess the condition of the oncoming traffic - it must be absolutely free for exit, and cars moving along a parallel path must be as far away as possible. Ideally, none at all;
- make sure in advance that you do not create difficulties for other road users: do not force them to change direction, increase or decrease speed;
- before starting the maneuver, look in the rear-view mirrors and check whether the car coming behind is going to pass you;
- do not participate in the “locomotive”, when the maneuver is performed simultaneously by several participants in the movement in turn;
- turn on your turn signals before you begin to maneuver.
What you need to know about overtaking and how to avoid a fine - recommendations from the Bobruisk traffic police
Overtaking is by far the most dangerous maneuver a driver can undertake while driving. In general, driving into oncoming traffic is always associated with a certain risk and requires precise calculations from the driver. The slightest mistake can lead to traffic accidents.
Before overtaking, the driver must make sure that the oncoming lane is clear at a distance sufficient for maneuver that will not interfere with other road users. At the same time, it is always worth calculating time and distance with a reserve. The more stock, the better. You should not hope that the driver of a passing vehicle or someone moving in the oncoming lane will slow down. They don't have to do this.
Before starting the maneuver, it is imperative to look in the rear-view mirrors and check whether the car behind is about to overtake.
Every driver needs to remember that even if there are no prohibiting factors such as signs or markings, there are road situations when overtaking is prohibited:
- when a passing vehicle moving in front is detouring or overtaking an obstacle and if the driver of this car has given a left turn signal;
- if the car moving behind begins to overtake;
- when, at the end of the maneuver, it is not possible to return to your lane without interfering with passing traffic.
All these rules can be summarized into one: “Overtaking is prohibited if passing vehicles began to maneuver earlier.”
Overtaking is prohibited in the area of coverage of road signs “Overtaking is prohibited”, at road turns marked with road signs “Dangerous bend”, on slopes marked with a sign “Steep climb”, at marked and controlled intersections, on bridges, overpasses, overpasses and under them, in case of insufficient visibility of the road, at pedestrian crossings and closer than 50 meters from them in both directions; at railway crossings and closer than 100 meters in front of them. In addition, it should be remembered that overtaking may be prohibited by a continuous line of road markings on the roadway separating traffic flows in opposite directions, with the exception of overtaking a single vehicle moving at a speed of less than 30 km/h.
On the road, you should always remember to respect other road users. Overtaking is a rather difficult and dangerous maneuver, so there is no need to interfere with someone who is trying to overtake.
For violation by a person driving a vehicle of the rules of overtaking or driving into oncoming traffic in cases where this is prohibited by traffic regulations, administrative liability is provided in the form of a fine in the amount of 2 to 10 basic units with deprivation of the right to drive a vehicle for up to 1 year or without deprivation (part 9 of article 18.13 of the Code of Administrative Offenses of the Republic of Belarus).
If these actions lead to the creation of an emergency situation, the violator will face a fine of 5 to 20 basic units with deprivation of the right to drive a vehicle for up to 2 years or without deprivation (Part 12 of Article 18.13 of the Code of Administrative Offenses of the Republic of Belarus).
From March 12 to 14 of this year, the State Traffic Inspectorate in Bobruisk is taking measures to prevent road accidents related to violations of the rules of overtaking and driving into oncoming traffic.
Drivers, remember: when carrying out this or that action on the road, it is important to make sure that it will not threaten your safety and the safety of other road users.

Overtaking is prohibited
The maneuver is prohibited in cases where:
- the driver driving in front of you in your lane gives a left turn signal;
- The vehicles behind him begin an overtaking maneuver.
You need to go around a car with the left turn signal on that has started to pass someone on the right. If they try to overtake you, do not speed up and do not interfere with the overtaking person, you are not in a computer racing game, this is really dangerous!
There are conditions that prohibit overtaking other vehicles; they must be remembered:
- Follow the signs and markings. In addition to signs directly prohibiting this maneuver, you should not perform it if you see signs for dangerous turns and road markings 1.1. With such markings, you can only bypass a single vehicle moving at a speed less than 30 km/h.
- Signs may prohibit overtaking on a hill. You should not do this where the climb ends, even without a sign.
- Sections of the route where visibility is limited are also not suitable for such maneuvering. Do not take risks if visibility is poor - in the dark, in fog, in heavy rain and snow.
- Is it possible at an intersection? Not possible if it is marked (adjustable).
- Do not overtake a vehicle that is overtaking or passing another.
- Pedestrian crossings are not the territory for racing and risky stunts!
- Overtaking at a railway crossing and less than 100 meters in front of it is prohibited.
- Overtaking on bridges (this includes overpasses with overpasses) and under these structures is prohibited.
The reasons for all the prohibitions are completely obvious to all adequate drivers: by violating these prohibitions, it is easy to create a dangerous traffic situation.
The essence of the violation, the difference between overtaking and advancing
The procedure for passing through a section intended for pedestrians to cross the road, existing restrictions and prohibitions are determined by the current edition of the Road Traffic Rules of the Russian Federation (clauses 11.4, 14.1-14.6). Is overtaking allowed? The clear answer is no. When crossing a zebra crossing, drivers must take into account that the maneuver is strictly prohibited.
When considering traffic rules, it is worth noting that ahead, in contrast to overtaking, is allowed in such a section. It is worth clearly distinguishing between these two concepts, which motorists quite often confuse. The result of this is prosecution or the creation of an emergency situation. So, the difference is as follows:
advance is the speed of a car compared to another vehicle, at which it can change lanes without entering oncoming traffic;
overtaking is an advance in which a motorist briefly moves into oncoming traffic and then returns to his part of the road.
An important point when following traffic rules is the need to know the signs that a pedestrian crossing has. Such a site, according to the standards, is equipped with road markings and appropriate signs. If it is adjustable, an additional traffic light is installed, and in some cases, an audible alarm device.
Until 2021, overtaking was only prohibited if there were pedestrians at the crossing. If they were not there, the driver, having first made sure that the maneuver was safe, could perform it. Due to the increasing frequency of road accidents, including fatalities, this exception was canceled. Now drivers performing a prohibited maneuver are subject to administrative liability.
Violation of overtaking rules - punishment
If you overtake incorrectly or drive into oncoming traffic in cases prohibited by traffic rules, there is a threat of a fine. In the Republic of Belarus, the fine for overtaking in 2021 is from 2 to 10 b.v. And the rights can be taken away for up to a year. Have you created an emergency? The fine will increase - from 5 to 20 b.v. You can lose your license for 2 years.

Penalty for overtaking at a pedestrian crossing
For violation of the traffic rules clause regulating the prohibition of overtaking at a crossing, the penalty is determined by Article 12.15 of the Administrative Code. The sanctions are quite strict. Thus, the punishment for overtaking at a pedestrian crossing is expressed as follows:
Driving into the oncoming lane in areas where this is prohibited will result in a fine. Its value is 5 thousand rubles, but in some cases deprivation of the right to drive a vehicle is applied for a period of 4-6 months;
provided that this traffic violation was recorded again, more severe measures may be applied to the driver. They consist of deprivation of the right to drive a vehicle for a period of 1 year. Provided that the offense was captured by technical means (video cameras), the penalty will be a fine of 5 thousand rubles.
Is a U-turn crossing a solid line a deprivation or a fine?
Fines Crossing a solid marking line: Despite the tightening of responsibility, cases of crossing a solid marking have become especially frequent, the fine for such non-compliance with the rules is growing from year to year, and fluctuates in the amount of rubles. What fine a driver will be given for crossing a solid line depends directly on the method of committing the offense. Double and single continuous If the road has 2 lanes, a single continuous marking is applied to the road surface, which separates oncoming traffic flows.
Fines and deprivation of rights for repeated crossing of a solid line. What is the difference between a single and double solid line? The purpose of a single road marking line is to separate road lanes and determine the boundaries of vehicle traffic on the roads. This road marking line is used when the road surface has up to 4 lanes for traffic. Single solid line: Separates the side of the road from the roadway in cases where entry to the side of the road is prohibited, for example, on most of the Moscow Ring Road. Separates lanes in the same direction, used on dangerous road sections - tunnels, bridges, sharp turns, etc.

After drawing up the protocol, the traffic police inspector who was in the car gave him a copy of the protocol on the administrative offense and a temporary certificate for the right to drive a vehicle, specifying that he should appear at the traffic police at the specified address for consideration of the case. After this, Mr. X signed the protocol for receiving a copy, a temporary certificate, received it and continued driving.

The head of the State Traffic Inspectorate noted that he had no reason not to trust the testimony of the traffic police officer who allegedly observed the events of the administrative offense, and given his height, he could well have seen the above events. However, given the available evidence, the head of the traffic police for citizen X reduced the penalty from 5 to 3 basic units and without depriving him of the right to drive a vehicle.
Penalty for crossing a solid line on camera
Home - Auto Lawyer - Crossing a solid line marking fine Crossing a solid marking line fine Let's figure out in what cases crossing a solid line in a year will be considered a violation. Compared to last year, the legislation does not provide for any special innovations in this regard. Before directly considering the fines themselves, I would like to familiarize myself with the table of fines to quickly recall the purpose and types of markings. Solid lines of longitudinal markings are used on the road to mark its border and indicate the directions of movement on the highway. They may differ in color: A fine for crossing a solid line is assigned: In the case where the driver made a U-turn across a solid line, he can legally be fined rubles.

The numbers were incorrectly determined by the camera recording the intersection of the solid line, so you were held accountable by mistake. It is enough to provide information that you are the owner of a car with other license plates to avoid punishment.
What happens if you cross a solid marking line, and is it possible to complete overtaking through a solid line?
All types of horizontal markings are listed in Appendix 2 to the traffic rules, and there, in part 1, it is explained which markings can be crossed and which cannot. The single solid line is designated 1.1, and the double solid line is designated 1.3, with line 1.2 marking the edge of the roadway.

In cases where a driver crosses a solid marking line to enter a passing lane for fixed-route vehicles, he will be punished under Article 12.7 of the Code of Administrative Offences: Part 1.1 states that “the movement of vehicles along the lane for fixed-route vehicles entails an administrative fine of 1,500 rubles “, and part 1.2 doubles the fine: “a violation provided for in part 1.1 of this article, committed in the federal city of Moscow or St. Petersburg , entails an administrative fine in the amount of 3,000 rubles .”
Sanctions
Like any other traffic violation, driving around at a road intersection in 2018 is punishable by law.
This offense is regulated by the Code of Administrative Offenses of the Russian Federation and provides for two types of punishment:
- Financial burden of five thousand rubles.
- Confiscation of a driver's license for a period of several months to six months.
If, as a result of the driver’s actions, an accident occurs that results in damage to property or human health, then civil or criminal liability is imposed on him.
As a rule, in the first case when a citizen violated traffic rules, and this was recorded on camera, he is given a fine. Recidivism is punishable by confiscation of the driver's license. However, for the court to make such a decision, recordings from a video camera are not enough. An offense is recorded exclusively by traffic police officers and in the presence of witnesses, whose testimony is recorded in the protocol. The inspector does not have the right to take away rights on the spot; they only fill out documentation that is submitted to the judicial authority.
If the driver performed the permitted maneuver, but did not give the appropriate light signal, then an administrative fine of five hundred rubles will be imposed on him. A thousand will be paid by a car owner who did not give way to a vehicle that had priority, trying to get ahead of it.
At the legislative level, overtaking is regulated by approved traffic rules and the administrative code of the Russian Federation.
The legislation of the Russian Federation determines that, in general, according to traffic rules, overtaking at an intersection is permissible, but only if a number of conditions are met. In most cases, this is impossible and failure to comply with the rules is punishable by serious sanctions.
Auto.tut.by, together with independent auto expert Alexander Konoplitsky , looked at the positive changes in the rules, and also thought about what was missing in the traffic rules.
Useful changes
There are several changes that should make road traffic safer. So, clause 154 was changed in the rules and finally it was prohibited for persons who did not have a license to drive a moped on the road.
In addition, clause 77, which officially allowed vehicles to move in one lane towards each other, was removed.
77. On a two-way road that has three lanes marked with horizontal road markings (with the exception of horizontal road markings 1.9), of which the middle lane is used for traffic in both directions, changing to this lane is only allowed for overtaking, avoiding obstacles, left turn or U-turn, and the left turn or U-turn must be made from this lane. Changing into the oncoming far left lane is prohibited.
– We changed the requirement of paragraph 5 of marking 1.7, according to which previously all drivers at intersections without a roundabout were violators. These are intersections with broken lines. This blunder has been known since 2006, that is, from the time it was introduced. It took 13 years to fix it, but even now it was not without incident. Why write about other intersections if there is clause 60, which already prohibits changing lanes at any intersection other than a roundabout.
Marking lines 1.5, 1.6, 1.8 are allowed to be crossed from any side. Marking line 1.7 can be crossed on either side at roundabouts; at other intersections it is prohibited to cross to change lanes from one lane to another.
