Punishment for lack of compulsory motor insurance in 2021

Fine for driving without MTPL insurance in 2021 - changes to the Code of Administrative Offenses

If the inspector finds an error in the policy, the owner of the vehicle faces a fine of 500 rubles.

Therefore, it is necessary to carefully check the document before signing in order to avoid an unpleasant situation. In the future, you can file a complaint with the insurance company, but there is always an unspoken rule that all documents must be carefully checked before signing.

If the policy is issued only for a specific period (for example, 6 months), then using the car during other periods (other six months) is a direct violation and is accompanied by a fine of 500 rubles.

– in fact, the driver currently does not have insurance. This situation most often occurs among older people who take out insurance only during the summer season in order to save on compulsory motor liability insurance. Therefore, you need to be careful and not violate the established order.

If the car is insured, but at the time of the stop by the traffic police inspector there is a driver behind the wheel who is not included in the policy, then he will receive a fine of 500 rubles. A protocol can also be drawn up against the owner of the vehicle.

– even if he is not in the car at the time of the stop. In the future, the protocol will be sent to your residential address.

If a person without a license gets behind the wheel, the fine will be from 5 to 15 thousand rubles, and the owner of the vehicle in this case faces a fine of 3 thousand rubles.

Since driving without insurance is a violation of the law, there cannot be any benefits in the usual sense. But in order to encourage car owners to quickly fulfill their obligations under issued fines, they receive a 50% discount if they pay the fine within 20 days

after drawing up the protocol. This type of incentive made it possible to more than double the number of timely repaid fines. Such incentives will remain in effect for at least another 3 years.

Responsibility for the absence of a compulsory motor liability insurance policy

It is necessary to distinguish between the elements of offenses - “lack of insurance”, provided for by the Code of Administrative Offenses of the Russian Federation, for which different sanctions are provided.

1. Driving a vehicle during a period of use not covered by the insurance policy, or driving a vehicle by a person not included in the policy (there is a valid policy) - is punishable in accordance with Part 1 of Article 12.37 of the Code of Administrative Offenses of the Russian Federation with a fine of 500 rubles;

2. But driving a vehicle whose owner has not insured the risk of civil liability, in accordance with Part 2 of Article 12.37 of the Code of Administrative Offenses of the Russian Federation, entails an administrative fine in the amount of eight hundred rubles.

3. “Forgot at home” - that is, the owner of the vehicle does not have an insurance policy with him - such forgetfulness is punishable by a warning or the imposition of an administrative fine in the amount of five hundred rubles (Part 2 of Article 12.3 of the Code of Administrative Offenses of the Russian Federation)

In pp. 10, 11 of the Resolution of the Plenum of the Supreme Court of the Russian Federation dated October 24, 2006 N 18 “On some issues that arise for courts when applying the Special Part of the Code of the Russian Federation on Administrative Offenses” the following is stated.

Explanations of the Supreme Court of the Russian Federation:

"10. When reviewing decisions of traffic police authorities in cases of administrative offenses provided for in Article 12.

37 of the Code of Administrative Offenses of the Russian Federation, we must proceed from the fact that the vehicle owner’s failure to fulfill the obligation to insure civil liability established by Article 4 of the Federal Law of April 25, 2002

N 40-FZ “On compulsory civil liability insurance of vehicle owners,” as well as driving a vehicle whose owner has not fulfilled the obligation to insure, are subject to qualification under Part 2 of Article 12.

37 of the Code of Administrative Offenses of the Russian Federation, and driving a vehicle in violation of the terms of the contract on compulsory insurance contained in the insurance policy, including driving a vehicle by a person not specified in the insurance policy - under Part 1 of the said article.

11.

In cases where the owner of the vehicle has fulfilled the obligation to insure his civil liability, but at the time of the inspection the driver did not have an insurance policy, his actions should be qualified under Part 2 of Article 12.3 of the Code of Administrative Offenses of the Russian Federation. In this case, the driver bears administrative responsibility regardless of whether he drives the vehicle under a power of attorney, a rental agreement, or on any other legal basis.”

Norms of the Code of Administrative Offenses of the Russian Federation:

Article 12.37. Failure to comply with the requirements for compulsory civil liability insurance of vehicle owners

1. Driving a vehicle during the period of its use, not provided for by the insurance policy of compulsory insurance of civil liability of vehicle owners, as well as driving a vehicle in violation of the conditions stipulated by this insurance policy for driving this vehicle only by the drivers specified in this insurance policy -

shall entail the imposition of an administrative fine in the amount of five hundred rubles.

2. Failure by the owner of a vehicle to fulfill the obligation established by federal law to insure his civil liability, as well as driving a vehicle, if such compulsory insurance is known to be absent, -

shall entail the imposition of an administrative fine in the amount of eight hundred rubles.

Article 12.3. Driving a vehicle by a driver who does not have the documents provided for by the Traffic Rules

2. Driving a vehicle by a driver who does not have an insurance policy of compulsory insurance of civil liability of vehicle owners, with the exception of the case provided for in Part 2 of Article 12.37 of this Code, and in cases provided for by law, a waybill or shipping documents -

entails a warning or the imposition of an administrative fine in the amount of five hundred rubles.

Fine for driving without insurance in 2021

In the absence of an MTPL policy, the traffic police inspector will not be able to seize the vehicle and send it to the impound lot

, as well as removing license plates. In any of these situations, this will be an abuse of power, which threatens official proceedings and can be appealed in court.

And the absence of a driver’s insurance policy with him is not a reason to hold the driver accountable for his complete absence. It is important for the driver to know his rights and carefully read what the inspector writes in the protocol.

Back in 2015, they began to discuss the creation of an electronic system that would allow combining several electronic databases (RSA - availability of a policy, TsODD - reading the number and identifying the owner, and the traffic police - issuing a fine). But in practice, the implementation of this project has been delayed for several years. The test version was launched only in 2019, and the first drivers received regular notifications stating the absence of compulsory motor liability insurance. No fines were issued

.

At the moment, the system is still being prepared for launch, and Moscow will be the first to test the innovation. As for the timing of commissioning of the system, they have not yet been determined. Although, according to some rumors, the implementation will take place in 2021. But there is no reliable confirmation, and the start of the system, according to representatives of the State Traffic Inspectorate, will be announced in advance in the media

.

There are situations when the owner gives his car to another driver. Is the driver who gets behind the wheel and is not the owner of the car liable? Yes. The owner will also receive a fine of 1,000 rubles if the MTPL document is not in the car.

But there is a solution to the problem: the owner can enter into an agreement for the free use of transport. Then you can avoid penalties.

No one is immune from such a disaster as a road accident. This can happen to anyone, but what awaits those drivers who ignore the law and drive a car without compulsory motor liability insurance?

It is worth noting that the amount for the violation that will be charged to drivers who repeatedly violate the law and are involved in accidents will be increased. In addition, all the damage will fall on your shoulders, even if you are not the culprit of the accident. There is also a huge chance that the driver will be deprived of his license for a period of three years.

Let's talk about the fine for driving without insurance in different countries. Below we have listed several developed countries where the punishment is quite impressive.

USA

In the US, you can refuse car insurance, but you still have to pay. To do this, you need to prove your solvency, after which the authorities are paid $500. If a US driver drives without insurance where it is required, he may face imprisonment instead of a fine.

Is it possible to avoid a fine for late OSAGO?

Sometimes drivers are concerned about a more cheerful question: is it possible to completely avoid a fine if you have an expired policy?

Oddly enough, but you have such an opportunity! However, it will only work if you have previously prepared for a possible capture by the traffic police and if there is another driver behind the wheel.

What should you do for this?

Here's what: you must write a regular power of attorney to drive a vehicle in someone's name, put that person behind the wheel and calmly go with him on business, without fear of being fined.

Moreover, if you are caught driving, you cannot avoid a fine and a power of attorney will not help, keep this in mind.

How is this possible?

The fact is that, according to the law on compulsory motor liability insurance, if there is a power of attorney to drive a vehicle, the person to whom the power of attorney is issued legally acquires the right of ownership, which, among other things, implies the right to the standard 10 days of driving without insurance.

Attention! In this case, when stopped by a traffic police patrol, the authorized person must be driving and the vehicle registration certificate (STS), as well as the power of attorney itself, must be in his possession.

Fine for driving without MTPL insurance in 2021

This question has been of interest to drivers since 2021, when they promised to introduce a similar system for use in Tatarstan and Moscow, but the situation is such that the launch is constantly postponed.

At the moment, information periodically appears that this system will still be launched in 2021, but there is no exact data yet. That is why you have to wait for updates and the latest news regarding this innovation.

Its essence should be that cameras placed directly on the roads will be able to record the presence of insurance in photos and videos. After this, the photo will be given to the citizen along with a fine in the form of a letter. It is this option for monitoring the availability of documents that is quite promising, but in reality nothing is yet known and no one can give accurate information when the system will work.

Important ! If the camera system does work, then it will not be the driver who will receive the fine, but the owner to whom the car is registered. This should definitely be remembered by those whose car is used by third parties. The fines will still have to be paid by the owner.

Let’s assume the following option: the driver has insurance with a valid period, but there are errors or typos in the contract itself. Is there a fine in this case? In 2021, the law says unequivocally yes - the amount of monetary withholding in favor of the state will be 500 rubles .

Drivers often wonder whether penalties can be imposed if the policy is issued electronically and they do not have a printed version with them.

There can be no such fine in 2021 . Moreover, this point is supported not only by common sense, but also by law.

If a traffic police inspector stops, you can provide him with the policy on the screen of a smartphone or any other device. Even just a written down policy number will do. In any case, an inspection employee can easily find out about the availability and details of the MTPL agreement by using the car number or driver details.

Legislation has been in place for several years to encourage timely payment of most car fines. In 2021, the so-called “discount” for paying a fine during the first 20 days will continue to apply.

In this case, the fine for lack of insurance will be 400 rubles , and for an expired contract or errors in it - 250 rubles .

With the advent of digital technologies, they inevitably begin to be used by various government agencies. This also affected fines for lack of insurance. Last year, technologies for determining the availability of insurance policies using vehicle numbers using stationary cameras began working in Moscow and the Moscow region.

In 2021, the authorities promise to distribute the “new product” in other regions. Thus, now a fine for lack of MTPL insurance can be received not only directly from the inspector, but also by mail.

So, if you have an MTPL policy, but you forgot it at home, you have two options to choose from.

  • The inspector can check the presence of compulsory motor liability insurance using the RSA database. The employee has the right to make a decision independently - whether to waste time searching for information about the policy, wait for the delivery of a forgotten document, or impose a fine.
  • You can also independently provide the inspector with the data for checking the MTPL policy - number and series. The inspector will check the policy against the database.

If the inspector does not want to independently check the database whether you have a valid policy or not, and you do not know its number and series, he has the right to assign you a warning or a fine of 500 rubles.

The legislation of the Russian Federation has been considering issues of rewarding its debtors for timely payment of fines for several years now. In 2021, there will also be a 50% discount on timely payment of fines. The motorist will have to pay the fine within 20 days of receiving it.

So, for example, if a motorist received a fine for not having an insurance policy, then during the first 20 days he will have to pay only 400 rubles, and if the policy is expired, only 250 rubles.

After digital technologies appeared, they are constantly used by various government bodies. This even affected fines imposed on motorists for not having a car insurance policy. At the moment, there is an active implementation of technologies for determining the presence or absence of a policy using the vehicle number using special stationary cameras. Such cameras have already been installed and operating in Moscow and the Moscow region.

In the coming 2021, government authorities plan to install such technologies in other regions of the country. So in 2021, you can receive a fine for lack of insurance not only from the inspector, but also from the cameras. If the violation was recorded on camera, then the fine will be sent by mail.

Perhaps the only way to avoid being fined for not having an insurance policy is to take out one. This not only provides protection from fines, but also guarantees liability insurance in the event of an accident.

In order to get acquainted with possible insurance rates and choose the best one, you need to use a special online calculator. He will make calculations for more than 15 companies and offer the best option.

  • We calculate the cost of the policy;
  • We agree on the details with the customer and issue a policy;
  • we transfer the document to the delivery department.

We guarantee delivery of the policy within two hours or the next day after it is issued. The client signs the contract and two receipts presented by the courier with payment on the spot. We provide a signed copy of the MTPL policy and application to the insurance company.

In Russia, for several years now, there has been a system of providing a 50% discount for traffic violators who pay the fine within 20 days from the date of its issuance. This rule does not apply only to the most serious offenses on the road, but the absence of compulsory motor liability insurance is not one of them.

As a result, if you promptly pay for missing insurance, you will have to pay 400 rubles, and in all other above cases, only 250 rubles.

Amounts of fines

Depending on the circumstances under which the compulsory motor liability insurance policy cannot be recognized as valid in this case, the amounts of fines imposed are also different.

So, in 2021 the fines are as follows:

  • If the driver has a valid MTPL policy, but when stopped by a traffic inspector, the citizen cannot present it because he lost it or forgot it at home, then a fine will be issued in the amount of 500 rubles;
  • If a valid MTPL policy has been issued for the vehicle, but the driver who was driving at the time of the stop is not included in the insurance, the fine will also be 500 rubles;
  • But if it is discovered that the MTPL policy is expired, that is, its validity period has expired, the driver faces a fine of 800 rubles;
  • The same 800 rubles will have to be paid if it is discovered that, in principle, there is no compulsory motor liability insurance policy for this vehicle.

Fine for lack of MTPL insurance

Already this year, on the roads of Moscow and the Moscow region, not only traffic police crews were checking the availability of insurance policies, but also traffic cameras, checking the entire flow of traffic passing through them.

The Ministry of Internal Affairs expects that in 2021 they will launch similar inspection systems in other Russian regions, which will greatly increase the efficiency of identifying drivers operating cars without a compulsory motor liability insurance agreement. As a result, car owners will receive notifications of the need to pay a fine by mail.

To eliminate the possibility of receiving a fine for lack of insurance, you simply need to issue it in a timely manner, especially since it effectively protects the policyholder from liability to other road users.

Take advantage of the online calculator, which, based on the user’s data, will instantly calculate the cost of the policy in 15 leading Russian companies and allow you to choose the best option for the price.

A pilot project to check, using automatic photo and video recording systems, whether a motorist has or does not have an issued auto insurance policy, was planned to be launched in Moscow and the Republic of Tatarstan from September 1, 2021.

However, the system did not work on the appointed date. The launch was postponed until November 1, 2021, but nothing happened on that day either.

There is no new information yet regarding when cameras will check MTPL policies in 2021, and decisions will be delivered by mail to violators.

Until November 15, 2014, such an administrative measure was used as a ban on the operation of a motor vehicle for the absence of compulsory motor insurance.

It consisted of removing the State License Plates (GRP) by a traffic police official (clause 144 of Order No. 185 of the Ministry of Internal Affairs of the Russian Federation dated March 2, 2009, which has now lost its legal force). The seized signs were stored in the territorial division of the traffic police.

Within 1 day, in a car without license plates, it was possible to get to the place where the reason for the prohibition of operation was eliminated (for example, to the insurer’s office in order to issue an MTPL policy). After 1 day, movement of the car without a road protection device was possible only with the help of another vehicle (for example, a tow truck).

In 2021, license plates will not be removed for lack of insurance, as well as for other traffic violations.

For forgetful citizens, in 2021 there will be a fine for driving a car without MTPL insurance, but sometimes traffic police officers limit themselves to only a warning. If the inspector cannot check the stopped driver’s insurance policy using the RSA database, he has the right to impose a fine of 500 rubles .

Important ! Today, monetary penalties are the only measure of influence on motorists who forget their insurance policy at home or do not issue it at all. Simply put, traffic police no longer have the right to remove license plates from vehicles or send cars to a impound lot.

For those who periodically forget the auto insurance form at home, it is recommended to issue an electronic policy and make several printouts. One of them should be kept in the car to avoid fines and unpleasant conversations with traffic police officers.

Fines under compulsory motor liability insurance 2021

Since 2014, fortunately, no one has the right to remove license plates or confiscate a car for the absence of a compulsory civil liability insurance policy. For other offenses - they can. For example, there are only three documents (in most cases) that a driver is required to carry with him while driving on public roads:

  • driver's license corresponding to the vehicle category;
  • vehicle passport, registration certificate;
  • compulsory motor insurance policy for civil liability.

At the same time, the absence of at least one of these documents entails a lot of trouble. Here, as usual, there are some collisions. For example, in Article 4.1, paragraph 5 of the Code of Administrative Offenses it is written in black and white that not a single person in the world has the right to be charged with the same administrative offense twice. That is, from the point of view of Russian law, we can be fined only once, for example, for lack of insurance. However, this is far from the case.

Insurance fine in 2021

It is important to note that in the near future, receiving a fine for driving without compulsory motor liability insurance (in its complete absence) will become possible even if you were not stopped by an employee of the State Traffic Inspectorate. The fact is that in some regions of the country in 2021 (in particular, in Moscow), pilot projects have been launched to identify vehicles without insurance using traffic cameras.

In accordance with Law No. 196-FZ of December 10, 1995, the use of a vehicle without compulsory motor liability insurance is prohibited. And according to Article 4.1 of the Code of Administrative Offenses, there cannot be double liability for one administrative offense.

But you can receive a repeated fine for lack of compulsory motor liability insurance countless times during the day. This is allowed, since the new protocol will change the place and time of the administrative offense. That is, we will be talking about a new violation.

In conclusion, it should be noted that auto liability insurance is a mandatory type of insurance that allows you to compensate for possible material damage that you, as a motorist, can cause to the cars of other drivers.

If you have a valid policy, but it was left at home or at work, you can count on a warning or a fine of 500 rubles. A monetary penalty is imposed if the inspector cannot confirm your words about the availability of insurance. These sanctions are regulated by Article 12.3 of the Code of Administrative Offenses (Part 2).

The law allows you to drive without an insurance policy only if you bought a new car less than 10 days ago.

This situation is fraught not only with a fine, but also with criminal liability. If you travel on knowingly forged documents, then you may face:

  1. Fine up to 80 thousand rubles.
  2. A fine in the amount of your salary for six months.
  3. 480 hours of correctional labor.
  4. Arrest for up to 6 months.

OSAGO is issued for 1 year, but the policyholder can reduce this period and save. This solution is actively used by summer residents who use their cars only from late spring to mid-autumn.

There is only one disadvantage of this program: if you go on a trip in winter, when the policy is not valid, then you will face a fine of 500 rubles.

A fine for driving without insurance is nothing compared to the possibility of getting into an accident. If another car is damaged due to your fault, or harm is caused to a person’s health or life, you will have to pay for everything yourself. If the car is insured, then the insurance company will handle the payments: the maximum compensation for damage to property is 400 thousand rubles, and to health and life – 500 thousand rubles. Thus, the presence of compulsory motor liability insurance is a guarantee of your peace of mind and the safety of your budget.

Today you can get insurance even without visiting an office. Companies offer online purchasing. You need to provide personal data and information about the car, select a suitable insurance program and expect a document by email.

Drivers often refuse to purchase insurance for financial reasons. However, there are several ways to save:

  • Choose the insurance company with the lowest base rate.
  • Buy a certificate for a shorter period if you use the car temporarily.
  • Drive carefully: if you have never had an accident during the year, then the Bonus-Malus coefficient will allow you to get a 5% discount.
  • Take advantage of comprehensive insurance programs. Sometimes insurers offer a discount if the client takes out several policies at once and insures not only a car, but also an apartment, life, and health.
  • Choose a car with average engine power. The more powerful the engine, the more expensive the policy. The recommendation is relevant for those who have not yet purchased a car.
  • Indicate in the policy a specific list of persons who have the right to drive the car. If you select the “No restrictions” column, then the cost of the policy increases almost 2 times.
  • What is OSAGO
  • What is the penalty for not having a policy?
  • Is there a repeat fine?
  • Can I be fined for not having an E-OSAGO printout?
  • How is a violation recorded?
  • When a fine is not issued
  • What if I received a fine for not having a policy?
  • When can a fine be contested?

How is a violation recorded?

Traffic police inspector. A simple document check can result in a fine if the driver has not purchased an MTPL policy. The inspector will check the database - it will take no more than 5 minutes. If the driver’s car is not listed in the database, he will draw up a violation report.

Experiment with cameras. The cameras have not yet learned how to compare car license plates with the database of existing policies. The press service of the Moscow Traffic Management Center reported that there is a technical possibility for this. The only question is connecting the Ministry of Internal Affairs database to the RSA database - this has not been done yet.

Fine for driving a car during a period not covered by the MTPL policy

In 2021, all MTPL contracts are concluded for 1 year. However, any driver has the opportunity to reduce the period of use of the vehicle.

For example, if a driver uses a vehicle only for trips to the country (in spring and summer), then he can buy a policy for 6 months.

In this case, the cost of the MTPL policy becomes less, however, you cannot drive the car all year round. Nevertheless, this service is popular among summer residents whose cars do not appear on the roads during the cold season.

So, for the departure of a “dacha resident” at the “wrong” time of year, Part 1 of Article 12.37 of the Code of Administrative Offenses provides for a penalty of 500 rubles .

Fine for driving without MTPL insurance in 2021

You can pay the fine with a fifty percent discount. The promotion is valid for the first twenty days after the administrative protocol is drawn up. This practice has been in effect on the territory of the Russian Federation for quite a long time, and the majority of violating drivers have managed to appreciate its advantages.

In the above case, a fine of four hundred rubles will save your budget if we are talking about the lack of insurance. If errors are found in the policy, you will have to part with 250 rubles.

Progress does not stand still, which is why innovative technologies have become an integral part of the work process in government agencies. The innovations also affected fines for lack of insurance. In 2019, we activated a program to instantly check whether drivers have an MTPL policy. In the Russian capital and region, it has become possible to obtain this information using the vehicle registration plate.

In 2021, officials decided to go further and introduce the innovation in other regions of the Russian Federation. A fine for not having an insurance policy can be received hand-to-hand from an inspector or by mail.

To avoid receiving a fine, it is advisable to issue a policy in a timely manner. Simple measures will protect you from liability and save the budget of the vehicle owner. In case of an accident, a policy may also be needed. Take care of your own safety in advance. To view the current MTPL offers, use the online calculator. He will help you choose the most profitable option for obtaining an insurance policy.

In Moscow, they actively tested a system for determining the availability of insurance policies by car numbers. Last year allowed the technology to be tested, and pilot projects are expected to be launched in other cities in the near future, but it is not yet clear who exactly will be on this list.

In 2021, it is expected that stationary cameras in different cities will “learn” to recognize cars without compulsory motor liability insurance and issue a fine. It turns out that very soon it will be possible to receive retribution for forgetfulness not only from the hands of a traffic police inspector, but also by regular mail.

Fine for expired insurance in 2021

For several years now, the law has included a clause to encourage drivers who pay their fines on time. Next year the situation will not change and everyone will receive a “discount” if the fine is paid within 20 days from the date of violation.

It turns out that the driver must pay 400 rubles for the absence of an insurance policy, and 250 rubles for typos or expired validity.

With the development of technology, more and more new devices for catching violators are appearing in government agencies. The fine for not having a compulsory motor liability insurance policy has not been spared by the innovations. In 2021, they began to use stationary cameras that can detect the absence of a vehicle insurance contract. Such cameras first appeared in the Moscow region. and in the capital itself.

Government authorities promised to install the “new product” in different regions of the country next year. This will allow not only traffic police officers to issue a protocol for violations, but also to send fines by mail.

The surest way to avoid a fine for lack of insurance is to take out MTPL. The policy will not only help you feel calmer during an inspection by an inspector, but also insures the driver’s liability in the event of an accident.

On the Internet you can find an online OSAGO calculator, where you can find out all the rates for issuing a policy. Everyone has access to calculations for more than 15 companies with all established coefficients for 2021.

According to the latest data, penalties for driving without insurance in 2021 begin to apply only from the beginning of March. Until this day, the traffic police should have excluded erroneous data from the database. Since the amount of the penalty is significant, errors and inaccuracies can lead to the wrongful imposition of punishment and subsequent legal proceedings.

Driving a vehicle without a policy and without an owner will result in a fine of 500 rubles and possible confiscation of the vehicle.

If a violation is detected, traffic police inspectors draw up a special protocol. Then the case is transferred to the court, where the amount of the fine is determined.

Due to the fact that citizens of the Russian Federation often deliberately refuse to take out this type of insurance due to low compensation payments, as well as the increasing incidence of fraud and abuse in this area, new legislation is now considering tightening the regulation of this situation in the state. In connection with this, the union of auto insurers introduced a bill on fines for driving without insurance in 2021 to the State Duma of the Russian Federation, which will consider the adoption of the following measures:

  1. Changes in the rules for issuing electronic policies.
  2. The punishment for driving without insurance will no longer be symbolic. Fines can reach the approximate cost of registration of the compulsory motor liability insurance itself, that is, they will amount to at least 8,000 rubles.
  3. The traffic police may obtain the right to place a car without insurance in a parking lot at the expense of the owner.

The tightening of penalties is a consequence of the fact that prices for MTPL insurance have become higher and the insurance market has been occupied by companies issuing fake policies, and drivers, not wanting to be deceived, simply do not issue an insurance document. Therefore, the state believes that the decision to increase fines by 10 times is completely justified.

A proposal is being developed to increase the cost of this insurance for citizens who constantly violate traffic rules. It is proposed to introduce the following increasing coefficients: 2.06 or more for drivers who violated traffic rules more than 10 times during the year, and triple the cost of compulsory motor insurance for 35 violations or more. It is planned that such changes will come into force in January 2021.

Experts say that registration of compulsory motor liability insurance is very important, because, in the event of a possible accident, it will be able to exempt the driver from paying any financial compensation, provided that he was the culprit. Of course, there are limits - 400 thousand rubles for damage to property, 500 thousand for human health. If the amount of compensation exceeds these limits, the driver must pay the balance himself. It is important to remember that liability lies with the insurer only if a vehicle with a policy was involved in the accident, and the driver named in the insurance contract was driving.

Without exaggeration, OSAGO can be called a mandatory document that a driver in the Russian Federation must have, since it is prescribed at the state level. Refusal to use this policy risks you with increased fines and, again, mandatory registration of insurance after receiving a monetary penalty. Because of this fact, there is now intense propaganda in society for obtaining a policy, because you can incur considerable responsibility. The document of the so-called auto citizen provides a guarantee for the payment of all damage compensation to third parties by the insurance company. Therefore, it is better to ensure yourself complete safety on the road and take out insurance.

Despite the need for the driver to have car insurance at all times, the law provides for some relaxations.

A 10-day period of driving without a MTPL document is allowed. A week and a half is given to the car owner after purchasing a vehicle to re-register the car: registration, registration of vehicle registration certificate and insurance.
