The law of the Russian Federation does not have a specific time frame allocated for replacing a driver’s license at the State Traffic Safety Inspectorate due to the expiration of its validity period. A person can carry out this procedure at any time by lining up in advance at a certain branch of a government structure (MREO or MFC).
At the same time, even if the document is deprived of legal force for quite a long time, traffic police officers do not have the right to charge a fine from the driver for driving without documents.
This is due to the fact that, according to the law, a citizen is not considered a violator until his guilt is proven (when stopped by an inspector or using video recording).
Replacement of driver's license in 2021
Persons admitted to driving vehicles may be faced with a procedure to replace their driver's license. The reason for this is:
- expiration date of the document;
- change of personal data (full name, place of registration, etc.);
- opening a new category;
- loss, theft or damage;
- deterioration of health.
Multifunctional centers received the right to replace driver's licenses only in 2021. But already in this short period of time, many drivers began to give preference to the MFC, refusing to visit the traffic police. Center employees deal with all the nuances that arise in the process of replacing a license on their own, including transferring documents to the State Traffic Inspectorate.
The legislation of the Russian Federation establishes a unified list of documents required to replace the VU, regardless of the circulation authority. It is affected only by the reason for replacing the rights. Thus, no matter where the applicant applies, to the traffic police or the MFC, the list of papers will not change. It includes:
- Passport of a citizen of the Russian Federation or other document confirming your identity.
- Medical certificate received no more than a year ago (form No. 003-B/u).
- Completed application according to the established template.
- Old ID (if available).
- Receipt for payment of state duty.
The list of documents may expand depending on the basis for replacing rights. So, if the reason was a change in personal data, then the application must also be accompanied by a certificate of marriage/divorce, a certificate of change of name, etc.
Several years ago, the issue of introducing new rules for the exchange of expired IDs was actively discussed. The basis for this assumption was the opinion that after 10 years, some nuances of traffic rules are forgotten, not to mention annual changes in legislation. However, the changes remained only at the proposal stage, which was not properly considered.
Every Russian driver can replace his driver’s license directly at the State Traffic Safety Inspectorate, at the MFC or through State Services. The last option still involves a visit to the State Inspectorate, since otherwise it will not be possible to pick up the document.

The fee is 3,000 rubles for a new type of driver's license, which complies with the International Convention on Road Traffic and makes it possible to drive vehicles across the territory of 80 countries that have signed this convention. The new type of license is a plastic card with an electronic chip and laser-active layers. The level of security of this option is significantly higher compared to the old model. Issue is carried out without passing exams on knowledge of traffic rules. You can get a driver's license in 2021 in three places:

- The MFC receives from the driver and transmits to the traffic police the initial data for exchanging licenses. You can receive them within 10-14 days from the date of application. This method is suitable for those who are thinking about changing their rights in advance. The long execution time is explained by the mediation of the MFC. This service can be used by all citizens of the Russian Federation, regardless of their place of registration and stay.
- Government services website. This method does not require visiting government offices to submit mandatory documents. On the website you should register a personal account in your name, select the required service, fill out an application, passport details, indicate information from a valid ID, number and name of the medical institution that issued the medical certificate. The state duty is paid there. After successful transfer of the full amount of information, the traffic police department and date are selected. At the appointed time, you visit the department, hand over the originals without waiting in line, take photographs and receive your license.
Medical examination of drivers is carried out by an ophthalmologist, psychiatrist, and narcologist. A conclusion on the driver’s permission to drive a vehicle is drawn up by a therapist based on the results of an examination by specialists.
New rules for issuing a medical certificate from January 1, 2021 provide for the introduction of laboratory tests to determine the driver’s use of drugs and alcohol. This innovation will not apply to all drivers: those in whom a narcologist discovers signs of chronic alcoholism or symptoms indicating the use of psychotropic substances will be sent for testing.
To undergo a medical examination, you must contact an institution licensed to conduct medical examinations of drivers. Examinations by narcologists and psychiatrists are carried out in state psychoneurological dispensaries.
To obtain a new driving license you need the following:
- Receive a medical certificate in form No. 003-VU. It is issued after passing through the following doctors: ophthalmologist, narcologist, psychiatrist and therapist. The last specialist issues a conclusion indicating the permitted category. There are two ways to make an appointment or receive an electronic queue coupon: when visiting a multifunctional center (MFC) or on the website online.
- Fill out an application to change your driver's license. In addition to the reason, it must contain information about the applicant’s previous rights and passport details.
- At the bank branch, obtain from the operator the details for paying the state duty.
- Submit the paid receipt along with other documents to the MFC, receiving a receipt confirming their acceptance for processing.
- Wait 10 working days - during this time the driver's license must be ready.
- Visit the MFC to receive the document.
If you visit the center in person, Russian-style licenses will cost 2,000 rubles. The state duty will be 1,600 rubles. Payment is made using the details issued by the MFC employee in several ways: in cash, at a bank branch, through a terminal or by bank transfer. Considering that a citizen is given a 30% discount if he orders a license through the State Services portal, this option is the most cost-effective. Obtaining a Russian-style ID will cost 1,400, an international one - 1,120 rubles.
- Do I need to hand over my old ID to the MFC? - No no need. Above is a comprehensive list of what documents are needed to replace rights through the MFC in 2021. The employee finds the license in the database and marks it as invalid. If the driver changed his license in advance, and the validity of the previous document has not yet expired, he can drive on it until it expires. Otherwise, you may face administrative liability in the form of a fine.
- Is it possible to restore lost rights through the MFC? - Can. This is done in exactly the same way as when replacing a driver's license, with the only difference that the package of documents will not contain a driver's license. The application will need to indicate that the document was lost.
- In which multifunctional center can you renew your temporary residence permit? - In any, but it is preferable to choose the one that is closer to the place of actual residence or registration.
- What are the penalties for driving with an expired driver's license? — Driving a vehicle with an expired license is regulated by the first part of Article 12.7 of the Code of Administrative Offenses of the Russian Federation as an administrative offense. The procedure for exchanging expired rights for new ones
The procedure for changing rights after 10 years includes four simple steps. All stages are required, since otherwise new rights may simply not be issued.
- Preparation of all necessary papers and certificates;
- Contacting a government agency with a corresponding application;
- Passing the test;
- Obtaining a new driver's license.
At each of the listed stages, the driver may encounter pitfalls, which we will discuss in the article below.
Documentation
Before starting to apply somewhere and sign up for a queue to receive a certificate, a citizen should collect a complete package of documents:
- Passport (if you don’t have one, you can use your birth certificate, paired with a certificate of your place of registration);
- Old ID;
- Two photographs, 21x35 mm in size (in some traffic police departments the driver is photographed on the spot);
- Written permission from the court to issue new licenses (if there are debts on a loan, alimony or fines, the judge may prohibit government agencies from renewing the citizen’s license);
- Medical statement;
- Application for a replacement certificate due to the end of its validity period;
- Receipt for payment of the single state duty.
If at least one of the listed documents is missing, you will not be able to go through the procedure in accordance with the procedure established by law. Therefore, it is better to find out what is needed to change your driver’s license after expiration.
Where to contact
Only one structure is responsible for replacing VU on the territory of the Russian Federation - MREO. But you can submit an application to this body not only directly, but also through related services, such as:
- Multifunctional Center;
- Government services portal.
The first option provides
the same application procedure as in the case of a visit to the traffic police (preparation of documents, visiting a specialist and undergoing an inspection). But the queue at the MFC is usually much shorter. And unlike the MREO, this structure has no territorial attachment to the applicant (that is, you can apply in any city, regardless of your registration).
The second option for obtaining a new license for a car allows the driver to perform all actions (except for obtaining a certificate) at home. To do this, he just needs to register on the official website of government services, fill out the appropriate form and attach scanned documents to it. After a while, the traffic police will send a response, which will indicate the address of the department where you can pick up the finished certificate.
Issue date
According to generally accepted regulations, the issuance of licenses to the traffic police must occur within one day. But due to long queues, this period usually drags on for several days. Moreover, this also applies to those cases when a person turns for help to a multifunctional center or to a government services website. And if the traffic police officer finds shortcomings among the documents provided, then the whole process will have to start all over again.
Price
The total cost of replacing a driver's license directly depends on several criteria. Namely:
- Method of application (when paying the state fee through the MREO or MFC, the citizen will be charged 2,000 rubles. But when registering a driver’s license using the government services portal, the mandatory fee will be reduced by 30%);
- Financial institution (when paying the state fee through a bank or terminal, a certain commission is deducted from the client. And depending on the regulations of the structure, this amount will fluctuate significantly);
- Number of doctors listed on the medical certificate.
Also, the price may change when choosing an international format crust, since it is 400 rubles more expensive than a standard plastic driver’s license.
Where are the codes on the old licenses?
Unlike plastic documents of international format, on old paper passports of drivers, information about the police departments responsible for issuing the document is not encrypted with numbers or letters. The corresponding column fully indicates: who issued the certificate (State Traffic Safety Inspectorate of the Ministry of Internal Affairs-Internal Affairs Directorate) and in which city. In addition, it was possible to see this information on the seal, since it duplicated the mentioned column one hundred percent.
A similar picture was observed with old plastic VUs, which were issued until 2021. On it you can see where and by whom the license was issued only on the round stamp located on the left side of the crust. At the top of the seal, general information about the traffic police department (city and region) was indicated, and below it was the inspector’s personal badge number.
For the first time, they began to check the government agency that issued the license using four encrypted numbers in accordance with Order No. 766 of the State Traffic Safety Inspectorate (namely regulation No. 1). After the amendments were made, the driver's license of the Russian Federation began to acquire the features of documents of an international format, as a result of which the full name of the units and their location was decided to be encrypted.
Based on this, it follows that it will not be difficult to get confused in old and new driver’s profiles. To prevent such troubles from happening, you need to know the main distinguishing features of the 2018 VU. Namely:
- All information on the international format cover has its own individual number (information about the structure in which the document was issued is indicated in column 4C);
- On plastic licenses, information about traffic police departments is encrypted under a four-digit code (in total there are 99 regions and cities where a driver can obtain a driving license).

Is it necessary to undergo a medical examination again?

- Students receiving tertiary education for the first time;
- Experienced drivers who change their license after its expiration date (if the license does not expire and is replaced for another reason, the driver does not need a medical certificate);
- Motorists who received a new category;
- Citizens who get behind the wheel after being deprived of their driving license;
- Persons who have health restrictions written down in the form;
The list of mandatory doctors consists of a therapist, psychiatrist, ophthalmologist and narcologist. The passage of additional specialists can only occur if there are compelling reasons for this.
Issuance and replacement of driver's licenses
Procedure for the applicant

Grounds for refusal to issue or replace a driver's license, international driver's license, temporary permit:
- An application was submitted by a person who cannot be allowed to take exams or drive vehicles.
- The applicant has not submitted all the necessary documents required by the administrative procedure.
- Entries in the submitted documents are made in pencil or have erasures or additions, crossed out words, unspecified corrections, and also, if they lack the necessary information, signatures, seals, or the specified details do not correspond to the established models.
- During checks on automated records or from the received response to a request, it will be established that the applicant is deprived of the right to drive vehicles or his driving documents are confiscated for an offense for which deprivation of the right to drive is provided, before the court decision enters into legal force.
- The applicant is wanted, or the documents presented by the applicant regarding completion of training, a medical certificate or driving documents were not issued by authorized organizations.
- The documents presented are listed as lost (stolen).
Grounds for refusal to issue a certificate confirming the issuance of a driver’s license:
- The applicant has not submitted all the necessary documents required by the administrative procedure.
- A driver's license was not issued.
Contacting an insurance company
A mandatory MTPL policy includes not only a person’s personal information, but also serial data on his rights. Therefore, it would be logical to change the insurance form after receiving a new driver’s license. But in practice, insurers do not consider the renewal of a driver's license to be a serious change in the client base, as a result of which the policy is often not terminated. However, the motorist must provide the individual number of his insurance policy to OSAGO, so that upon expiration of his work period, insurers can issue him a new form with correct data.
Reasons for refusal to replace the device
Previously, traffic police officers could refuse to issue a citizen a new driving license if he had unpaid fines or loans. But today this criterion has no effect on obtaining a crust. The only option in which the applicant will be refused a document is considered to be his inconsistency for health reasons, revealed during repeated tests during a medical examination.

Fine for driving with an expired license
