When might a license need to be replaced?
Replacing rights may be required for various reasons. These include:
- expiration of the validity period;
- loss of a document or its theft;
- rights have become unreadable due to careless storage;
- a mark on receiving another category is required;
- change in health status (chronic diseases have appeared or there are medical limitations).
The need for replacement may also arise when personal data changes, for example, when changing your last name. Re-issuance of the certificate in all specified cases is mandatory.
Exchange of rights not at the place of registration
According to the laws that came into force in 2021, a person’s registration does not in any way affect the re-registration of rights. An important and necessary document for their replacement is a Russian passport. Registration in another city or town should not be a reason for refusal. Also, although now there is only one database of the Ministry of Internal Affairs, there are glitches, so there is a possibility that they may be asked to bring a document that will confirm that you do not have a previously issued certificate, and also that you are not deprived of a driver's license. This certificate can only be obtained at your place of permanent residence.
