So, when clearing electric vehicles through customs, you must pay the following taxes:
- Customs clearance fee . The fee amounts are shown below.
- Customs duty
- Recycling collection . For all cars, including cars with electric motors, it is calculated at uniform rates. The calculation of the recycling fee is described below.
- VAT . Legal entities and individuals pay. VAT is 20% of the amount: catalog value of the car + customs duty + excise tax.
- Excise tax . Both individuals and legal entities pay. Excise tax rates are given below.
The amount of the fee depends only on the cost of the car.
The new customs duty rates are effective from August 1, 2020.

In 2021 (from January to October), according to the Federal Customs Service, more than 185 thousand cars and almost 18 thousand trucks were imported into Russia from abroad. Why do Russians bother so much and go to other countries to buy a car? Together with a customs clearance expert, we’ll figure out what the advantages of moving a vehicle are, which countries are more profitable to import from, and how to properly carry out customs clearance.
It is worth moving a car from another country for several reasons:
- if you want to save money on buying an imported car;
- get a reliable car from the manufacturing country;
- purchase a rare model that is difficult to buy in Russia.
It seems that bringing a car from abroad is simple. I bought it and returned with the long-awaited new thing to Russia (or brought it with the help of an intermediary).
In fact, you will have to go through several stages of customs clearance, otherwise you will not be able to register the car with the traffic police, and therefore not use it in our country either.
Alena Khotmirova, customs clearance expert:
These countries are members of the Eurasian Economic Union and provide for a single customs territory. Belarus and Kazakhstan have the same amount of duties. After paying for them, upon entering Russia, all that remains is to pay the recycling fee and equip the GLONASS system. Belarus is also popular because of its proximity to Europe; good models go there.
There will be no significant savings with Armenia and Kyrgyzstan, although preferential customs clearance rules apply there. But at the border with Russia, you will most likely be asked to pay the remaining amount for registration, recycling fees and installation of GLONASS.
Purchasing a vehicle in Belarus in 2021 is associated with the following advantages:
- the condition of vehicles sold secondhand is better than in the Russian Federation;
- in the car market it is possible to find equipment that is inaccessible to the Russian Federation;
- in Belarus, foreign cars are presented mainly of original assembly, and in the Russian Federation the action is carried out by subsidiaries or franchise enterprises;
- Vehicle sellers in the Republic of Belarus are more honest.
It has been noticed that in the Republic of Belarus, car owners who put their vehicle up for sale are less inclined to lose mileage. A similar procedure in Russia is considered almost a mandatory part of pre-sale preparation.
You can enter the Republic of Belarus using an internal passport of a citizen of the Russian Federation or a foreign passport. When buying a car, a person enters into a car purchase and sale agreement and deregisters the vehicle. It is noteworthy that in Belarus in 2021 there is no PTS. Here it is replaced by a plastic certificate. In Russia the document is called STS. In the Russian Federation, the card performs the functions of both documents.
A person will be able to obtain a title for a car by contacting the State Traffic Safety Inspectorate of the Russian Federation. However, for this, the vehicle must have an acceptable environmental class. It is confirmed by providing the appropriate certificate. If a citizen plans to enter Russia by car, he will need to obtain insurance in advance.
How to buy a car in Belarus and drive it to Russia in 2021?
Customs clearance of a car from Belarus requires the following steps:
- The citizen performs an assessment of the vehicle. It is necessary to find out the information in order to understand how much money will need to be spent on customs clearance.
- The person makes a deposit. The action must be carried out before customs clearance begins. The amount is transferred to the customs office. It is acceptable to provide more funds. Excess can be returned. The transfer is made by bank transfer. The payer will be provided with a receipt. It confirms that funds have been deposited.
- A person crosses the border and goes to the customs point at the place of registration. Here you need to contact the service representatives and inform them of your desire to import a car into the Russian Federation for personal use. The car will be inspected and the documents will be checked.
- The declaration is being processed. Representatives of the customs service will help you prepare the papers.
- If no violations were found during the inspection process, the person will be given documentation after having previously signed and sealed it.
- You will need to contact the traffic police department of the Russian Federation and register the car. You can contact any department. After completing the registration procedure, a person will be able to legally use a car from Belarus and perform legally significant transactions with it.
At the advisory council on interaction with participants in foreign economic activity, Yuri Lodygin spoke about the planned reform. As a result, customs authorities will be divided into the following categories:
- actual control;
- electronic customs;
- fully functional customs office.
The customs authorities carrying out the actual control will carry out inspection, examination and measurements. Paper declarations will only be partially retained. A list of goods for which there is a need to perform an action will be established. Individuals and diplomats can use the paper form.
Electronic customs and declaration centers will work with documentation received via the Internet. It is planned that the bulk of declarations will be electronic. In 2021 they want to open 4 electronic customs offices. The reform will take place in 2 stages. The first one has already begun. The second of them will be implemented before the end of 2021. Currently, 3 electronic customs offices are open. They operate in the Volga District, the North Caucasus and the Ural Federal District.
Have you decided to become the owner of an imported car? Be prepared for the fact that first of all you will have to prove your solvency by depositing the guarantee amount. If you don’t know how to calculate the cost of customs clearance of a car, you can deposit an approximate amount into your account. In any case, unused funds will be returned by customs after complete border control.
Confirmation that you have deposited funds will be a receipt and certificate issued by the Federal Customs Service. With these documents it is much easier to travel abroad. You should also pay attention to how you will import the car: drive it yourself, sitting behind the wheel, or use container transportation. This determines whether you need to fill out the TD-6 declaration.
From January 2021, a mandatory condition for importing a car across the EAEU border is the installation of the ERA-GLONASS system on it. It must be purchased from JSC GLONASS, installed in a certified center, enter information about the VIN number and body number and obtain a vehicle design safety certificate from a special laboratory.
When entering the territory of Russia, you must present a considerable package of documents:
- original documents for the car and their copies (it is important that the data in the passport and on the body, engine, etc. completely match);
- customs receipt with a certificate issued before departure abroad;
- car insurance contract;
- GLONASS security certificate;
- customs declaration, which can be prepared in advance using the online form for pre-filling the passenger customs declaration
Insurance is important. The lack of compulsory insurance can be a significant argument for refusal to cross the border, and in some cases even threatens with a fine.
customs duty
Customs duty is a mandatory payment when moving goods across the border, which is determined by the parameters of this product. According to current legislation, when calculating this indicator, the type of fuel used by the car, the year of manufacture of the vehicle, the volume and power of the engine are taken into account. If you have this data, you can easily find out how much customs clearance of a car will cost.
Payment of duty
The customs duty rate is fixed for each type of vehicle, approved by the Unified Customs Tariff and other regulations. However, the registration procedure is a responsible and troublesome matter. Therefore, most often, vehicle owners and people who conduct foreign economic activity resort to the services of customs representatives. And the concern about how to calculate customs clearance of a car rests with specialists.
Recycling collection
Customs officers collect a fee for the disposal of goods from wheeled vehicles. The payer independently makes the calculation, pays it to the current treasury account and provides a package of documents to the authorized body (to confirm the correctness of the calculation). It should be noted: if the car that is imported into Russia is more than 3 years old, then the payment will be higher than the same rate for a new car.
VAT
Unlike customs duty, its amount may vary depending on the type of fuel, age of the vehicle, etc. VAT is calculated based on the total amount of all payments: customs duty, duty and recycling fee.
Excise tax
Despite its ambiguity, for imported cars there is a fixed rate and depends directly on the customs value of the vehicle.
Selling a car to Belarus from Russia
Selling a used car to Belarus from Russia is also a common transaction; it is concluded as follows:
- The buyer chooses a car using an Internet portal or at a car market. To avoid problems, you should deal with the owner of the property, and not with an intermediary or salon. In the latter case, difficulties may arise with documents, since such cars do not have a plastic vehicle certificate. And to register the equipment later in Belarus, you need to present it with a mark indicating that it has been removed from the register for sale abroad.
- The buyer from Belarus agrees on the price and, together with the owner, formalizes the transaction with a notary. The DCP must be drawn up in 3 copies. 2 is taken by the buyer, and the seller gives him the PTS and STS.
- With these documents, as well as transit car insurance and his own passport, the Belarusian buyer must go to the traffic police to deregister the car and re-register it in his name in order to move it outside the Russian Federation. There you need to fill out an application and pay a fee for a new STS.
After inspecting the car, the old license plates will be removed and transit license plates will be issued in return, as well as a registration certificate with the buyer’s name. The PTS is confiscated by the traffic police, and the Belarusian traffic police will not require it. But just in case, it’s worth making copies of all existing documents on the car or taking photos.
- Further processing is done at home. The new owner of the car must pay a recycling fee and then register the car in his name. The latter takes up to six months, since a request is sent to the Russian Federation to check the status of the car. While it lasts, you cannot resell the car.
- At the end of the procedure, based on the owner’s passport, STS with his name, DCP, car insurance, application to the traffic police, they register and issue the corresponding document, Belarusian license plates. Transport must be presented for inspection.

Customs clearance of cars when imported into Russia from Kyrgyzstan and Kazakhstan in 2019
How much does it cost to drive and clear a car from Belarus to Russia?
The popularly known concept of “customs clearance” means customs clearance of certain goods imported into the territory of the Russian Federation from abroad.
This procedure is required in order to control objects entering Russia from the point of view of their legality.
Customs officers get acquainted with the documentation for imported vehicles, check the data, inspect the vehicle, recording the presence or absence of inconsistencies.
The procedure for importing technical equipment for personal use is quite complicated and requires significant financial investments.
In order for a car imported from Belarus to avoid customs clearance, it must meet certain conditions.
The driver is exempt from paying customs duties in the following cases:
- The car was brought to the territory of the Republic of Belarus before January 1, 2010. This condition is explained by the fact that before the specified period, tax rates almost identical to those in the Russian Federation were in effect, and therefore it is considered that during the operation of the vehicle it covered all tax costs.
- The manufacturer of the car is a member state of the Customs Union, which must be confirmed with relevant documents.
- When registering a car in the Republic of Belarus, a tax corresponding to the amount of customs clearance in the Russian Federation was paid.
If you decide to import a car from Belarus, remember that the Customs Union rules regarding duty-free import apply only to those vehicles that were purchased in countries that are members of the Customs Union.
When importing vehicles with European license plates from Belarus, all customs duties and taxes are retained and paid in full.
In Belarus, you can easily buy both used and new cars, even in installments (Sberbank branches in this country provide this opportunity).
The main thing is to find a suitable option that does not have the inconsistencies described above . In this case, the transaction and transportation of the car will take place quickly and without unnecessary hassle.
We offer an approximate scheme of actions for purchasing a car in the Republic of Belarus:
The registration of the electric vehicle is carried out by the customs authorities geographically linked to the place of permanent residence of the importing citizen. During this time, the vehicle is placed in a warehouse, where it can remain for no more than 2 months. This period is sufficient to resolve all organizational issues, since the procedure usually takes about 2-3 weeks.
The first check of documents for compliance with the legislative norms of the Russian Federation is carried out when crossing the border, therefore, before entering the country, the car owner should take care of the availability of:
- passports (foreign and Russian citizen);
- a statement that must indicate the exact time of arrival of the cargo at a specific checkpoint;
- declarations in form TD-6. If transportation is carried out in a container, then a mark is made about unaccompanied baggage, and if the electric vehicle moves under its own power, then about accompanied baggage;
- a customs receipt confirming the fact of depositing the security deposit into the department’s account, and certified by the inspector. If the funds are contributed not by the owner, but by his representative, then a notarized power of attorney will be required;
- a set of documentation for the vehicle (registration certificate, warranty certificate, purchase agreement, insurance policy).
After a thorough inspection of the electric vehicle and examination of the provided documents, the customs officer will make an entry in the journal and issue an entry permit. Further actions boil down to contacting the appropriate customs authority at the place of stay to complete registration, as well as calculating and paying state-established fees.

How to clear a car through customs in Russia in 2021
For providing incorrect information, the car owner is subject to a fine of 2,500 rubles, which in some cases is accompanied by confiscation of the cargo. When a citizen is detained for illegally crossing the border, he is sentenced to pay an amount 3 times the cost of the electric car.
The sanction for evasion of customs duties in the amount of 1 to 3 million rubles provides for a fine of 50,000 rubles or imprisonment for a period of 2 years.
Responsibility for the import of an uncleared electric vehicle into the territory of the Russian Federation is not provided if:
- the owner has a residence permit in another country;
- Cars are transported from member countries of the EAEU Customs Union (Kazakhstan, Russia, Belarus, Armenia, Kyrgyzstan);
- the car is registered in another state or a temporary import permit has been issued.
The period of possession of an unregistered electric vehicle is limited by legal regulations. Once customs clearance has been completed in full, the final stage is the registration of the vehicle with the State Traffic Safety Inspectorate.
According to existing legislation, on the territory of the Russian state those cars that were imported from Belarus after 01/01/2010 are not recognized as goods for transportation. This is relevant when customs duties on cars are paid at rates different from those established as an annex to the Agreement.
When such vehicles are imported into the territory of the Russian state, there is a need to pay additional duties and taxes.
According to existing legislation, an individual with permanent Belarusian registration has the right to import only one car into the territory of the Russian state. It is important that the imported car is registered on the territory of the Belarusian state. The registration period must be less than 12 months.
If the car being imported was not involved in commercial activities, then it is possible to avoid having to pay taxes and all kinds of duties. This is also possible in cases where the car does not pass into third hands.
Sometimes severe sanctions are taken against Belarusian cars. Traffic police officers seize the car and hand it over to customs officers. This happens when the owner of an imported car violates some points of customs legislation.
Domestic companies are quite actively purchasing products from Belarusian counterparties. Today, those involved in this field prefer to enter into contracts in foreign currency. At the same time, the Russian ruble is moving somewhat into the shadows. Against this background, payment for imported products by the domestic importer occurs in dollars or euros.
The application must be completed correctly. A person must fill out all the fields regarding the payment of indirect taxes and the transportation of products. You must submit an application to the tax office in advance. This is necessary in order to have “insurance” in case of failure.
A person who submits an application on time has the opportunity to pay “import” VAT.
If tax officials discover an error or inaccuracy in the application, a mark on the application that would confirm payment of indirect tax will be refused. Without this mark, it will be impossible to deduct VAT that was paid when importing Belarusian products.

Cars from abroad. What you need to know about the temporary import of vehicles
Belarusian customs officers are actively working to suppress violations in the field of import of motor vehicles into the territory of the Customs Union. The most common violation remains the transfer of temporarily imported vehicles by foreign citizens to other persons. Increasingly, Lithuanian citizens (non-residents of the Republic of Belarus) are among the violators.
Someone else's steering wheel
On August 28, 2013, additions and changes to the Code of Administrative Offenses of the Republic of Belarus came into force. The new edition of the Code also affected the area of customs legislation.
So, if earlier, according to Part 14.7 of the Code of Administrative Offenses of the Republic of Belarus, only the one who imported the vehicle and subsequently illegally transferred it was responsible for the transfer to another person without the permission of the customs authority of a foreign car temporarily imported into the territory of the Customs Union, but now, in accordance with Part 3 Art. 14.7 of the Code of Administrative Offenses of the Republic of Belarus, the citizen who uses this car will also be held accountable. The use of a vehicle registered in the territory of a foreign state by persons who did not import such a vehicle into the territory of the Customs Union, in violation of the established procedure, entails a fine in the amount of 5 to 30 basic units with confiscation of the vehicle, regardless of whose ownership it is. , or without confiscation.
Thus, in September 2013, 3,500 cases of administrative offenses were filed. Customs imposed fines of more than 4 billion rubles. Several dozen vehicles were seized: trucks, cars and buses. The main violations are late payment of customs duties and late submission of statistical declarations.
“Today, clearing a car at customs costs a decent amount,” explains Oleg Polkhovsky. — And if the amount of unpaid payments exceeds 2000 BV, and the individual has transferred the car, then his actions fall under Article 231 of the Criminal Code of the Republic of Belarus “Evasion of payments on a large scale.”
The daughter lives in Poland. She has Polish and Belarusian citizenship. Does she have the right to bring a car for her father on preferential terms? Valery, Lida
— Your daughter, as a resident of our country, has the right to independently (or with your help) import a vehicle into the territory of the Republic of Belarus. If the car has foreign license plates and is not deregistered abroad, the temporary import period is set at 6 months. For 6 months you have the right to use this car without paying customs duties. But you are required to deposit into the customs account security for payment of customs duties in an amount similar to the customs duties payable upon release of goods for free circulation. Your daughter has no right to transfer the car to other persons (including you).
If the car is deregistered, then in any case it will have to be registered at customs. The legislation does not provide any benefits.
No benefits expected
Our family is going to buy a car. We heard that starting from 2014, registration will probably be canceled when purchasing a car for your own needs. Is it so? Will this affect large families? Goncharenko family, Minsk

Can a legal entity import special equipment from EU countries for work in the Republic of Belarus? A. Evgeniev, Grodno
— In order to import special equipment from the EU to Belarus, you need to contact a customs representative who will calculate the amount of customs duties. The procedure for temporary import in the case under consideration is determined by Chapter 37 of the Customs Code of the Customs Union.
Is it possible to import a car from the EU while working in Belarus? What's the order? Mikhail, Brest
— All cars registered in a foreign country that cross the border of the Republic of Belarus must be registered as temporarily imported vehicles in the name of the person who imported it. Within a certain period of time, a person must remove the car. While on the territory of the Republic of Belarus, data about the car is entered into the customs database.
If for some reason a foreign citizen is detained in Belarus, he must contact the customs authority in any city with an application to extend the period of stay. By the way, the maximum period for importing such a car without paying customs duties is 1 year.
If, after this period, a person does not take the car out of the country or transfers it to another person without paying the duty, his actions fall under Article 14.7 of the Code of Administrative Offenses of the Republic of Belarus “Use of vehicles under customs control in violation of the procedure established by law.” This entails a fine of 5 to 30 BV with or without confiscation of the vehicle.

Do I need to register a car made in Russia? Mikhail, Minsk district
— Foreign goods when moving across the customs border of the Customs Union are subject to customs declaration.

I work in a taxi service. We have . And now even those who drive a car with foreign license plates are fined. What to do in such situations? Oleg, Minsk

At the same time, with the permission of the customs authority, it is permitted to transfer the right to use and (or) dispose of a vehicle to other persons in the cases specified in Article 11 of the “Agreement on the procedure for the movement by individuals of goods for personal use across the customs border of the Customs Union and the performance of customs operations related to with their release."
In each specific situation, the question of whether there was a fact indicating an unlawful transfer of the vehicle is considered. Since you performed your official duties, there is no liability here.
Do cars from Belarus need to be cleared through customs in 2021?
Particular attention must be paid to filling out the HS codes. This is true for products that are subject to a reduced rate. Also in the application, the person must indicate the cost of services or work of specialists involved in processing the products.
Payment using dollars or euros is impossible without filling out a bi-currency application. In this case, the person undertakes to indicate at least two indicators in dollars or euros. Other indicators are indicated in Russian currency.
Determined by specific legal regulations and depends on the following indicators:
- Vehicle age. The countdown is taken from the date of manufacture of the vehicle based on the information contained in the documents, or information from the manufacturer or dealer. If only the year of manufacture is known, then July 1 of the specified year is taken as the exact date of manufacture. In the case where both the year and month are known, but there is no more precise information - the 15th day of the month of manufacture indicated in the documentation.
- Customs value of the vehicle. Determined on the basis of accompanying documents.
- Engine displacement. Also indicated in the documentation at the time of declaration.
The procedure for determining all the data necessary to derive the final rate was officially approved by Decision of the Board of the Eurasian Economic Commission dated June 30, 2021 No. 74.
Belarus and Russia are members of the Eurasian Economic Union (EAEU), and there is no customs control at the border between the countries, so if you purchased a car on the territory of the Russian Federation and are going to import it into our country, you do not need to pay duty. But only if:
- purchased a car for personal use;
- the car was manufactured in Russia or was previously imported into the Russian Federation from countries outside the EAEU and has already undergone customs clearance.
Example: if the car was brought to Russia from Germany, and the owner registered it in accordance with all the rules, then you do not need to make any additional payments. A similar procedure has been established for cars purchased in other EAEU countries.
True, there may be nuances: if reduced tariffs are applied in a certain country, and the car has already undergone customs clearance there, then when importing it into the territory of Belarus, the difference in rates must be paid. This is true for cars from Armenia, Kyrgyzstan and other countries whose governments have approved reduced tariffs for declaration.
You also need to know: when registering a car from Russia or any other EAEU country, you must pay a recycling fee. Its size was discussed above. The car must be registered within 10 days after the date of conclusion of the purchase and sale agreement.
Statistics show that an increasing number of people in Belarus prefer to buy new cars in branded showrooms - thanks to lending and leasing, this can be afforded even with the average income for the republic. Also, buyers still often pay attention to the secondary market within the country and the EAEU zone. The established customs duties during customs clearance discourage many people from importing cars from Europe: even the most interesting options in terms of price and quality lose their attractiveness. Will the introduction of a preferential social tariff change the current situation? Only time will tell.
Do you have any questions or need help with calculations? Ask in the comments, I will answer everyone.
Best regards, author Dmitry.
