How to properly apply for an international driver's license

What does an international driving license look like?

The document must be identical to the sample received on March 1, 2011. What does an international driver's license look like:

The foreign copy is not laminated and has several pages with translations into different languages. Provided for travel to other countries, issued if you have an internal one. Therefore, if the driver is deprived of his national license, then it will not be possible to use others; they lose their legality. If you don’t have internal ones with you while driving a car, but use others, you can be issued a fine of 500 rubles.

Time and cost of obtaining a driver's license

Taking into account current regulations, for the production of an MVP, a citizen will need to pay a state fee, the amount of which is 1,600 rubles. By making a payment through the State Services portal, you can save 300 rubles by paying only 1,300 rubles.

It’s very convenient to order an international driver’s license on the State Services website; you don’t need to waste time waiting or queue in front of the inspector’s office. To do this, you need to register on the site, then select the desired tab and upload scanned documents. They take it to the traffic police, arriving at the indicated time and day, and it is important to have the originals with you.

The MFC also allows you to obtain an international driving license. The application form is downloaded from the State Services website and then completed correctly. Next, you will contact the MFC with the necessary package of documents. But before that, they take a place in advance using an electronic queue. This can be done by phone or online.

When is it issued?

This year, the powers of multifunctional centers have expanded due to the fact that it has now become possible to change and issue licenses for use abroad, but of course, only with an internal driver’s license. The procedure is legalized by the Russian Federation Decree No. 326 of March 26, 2017. It should be understood that at the moment we are only talking about replacing an existing or re-obtaining an international driver’s license. Thus, the MFC is contacted on this issue in the following cases:

  • upon expiration of the legal validity period of the paper;
  • in case of loss, wear or damage;
  • when changing information in a person’s passport.

These are the most common situations. Other cases in which it is possible to contact the MFC cannot be excluded. However, their issue is resolved on an individual basis.

What documents will be required?

Before contacting the MFC to go through the registration procedure, you should prepare a whole package of papers. Then you won’t have to come to the center several times. This list includes the following:

  • an application that is drawn up according to a certain template at the MFC;
  • the applicant's identity card (passport);
  • medical certificate form 003-В/У (in case of theft or loss it will not be required);
  • receipt with paid state duty;
  • old international rights, if they are being replaced;
  • a finished photo, if photography is not provided at the MFC.

Replacement of driver's license through State Services

The national certificate is issued for ten years. After this period it becomes invalid. The centers allow you to order services electronically. To do this, register on the State Services portal, gain access to your personal account and send copies of the necessary papers. After submitting the application electronically, you will receive an email notification about the time of your visit to the MFC that was selected during the service registration process. You can come to the center in person with the same package of papers. To obtain international rights at the MFC, you should follow a similar algorithm of actions.

What documents are needed?

To obtain an international license, you do not need to take driving lessons again. Before obtaining a driver's license for traveling abroad, you need to submit your data to the relevant authorities. This is a standard set, only the photograph should be brought in advance, it is not taken at the traffic police department. So, you need to have with you:

  • statement;
  • actual driver's license;
  • passport or other document that can confirm identity;
  • 2 matte photographs size 45x35;
  • receipt of payment of state duty.

The state fee is 1,600 rubles, but there is a 30% discount on the State Services website. Previously, before making an international license, you had to provide a medical certificate, but now there is no need to undergo a medical examination.

Replacement of a driver's license at the MFC

Please note that at the moment the medical certificate has been excluded from the list of documents that are required when applying for an international car license. There is no need to specifically obtain a medical certificate or provide it to register an IDP.

How quickly can I apply for an IDP at the MFC?

Regarding the timing, it should be noted that obtaining an international driver’s license will take a total of three days (the period is counted from the date of submission of documents to the MFC, whereas, when submitting documents to the traffic police, you can count on receiving an IDP within one day.

International rights are valid for 3 years. During this period, the driver can freely move his car on the roads of other countries, as well as use car rental services there.

For information: driving a vehicle without a license will result in a fairly significant fine (for example, in Spain – 300 euros).

We recommend that you take care of the documents that may be needed abroad in advance and apply for an IDP in a way convenient for you (at the State Traffic Safety Inspectorate or through the MFC).

If all the documents were collected correctly, then there will be no refusal, but occasionally there are situations when representatives of the MFC are forced to refuse to provide a service.

  • You have provided an incomplete package of documents. In this case, you only need to collect what you need and deliver it.
  • A citizen who has applied for an international driving license is under 21 years of age.
  • If you were previously deprived of your rights and you still have not received them (the period of deprivation has not expired). All that remains is to wait until the end of the sentence, restore your driver’s license and then try again.
  • Information in documents is distorted or incorrect. In this case, you will have to replace the papers in the relevant institutions with reliable information.

Do not try to deceive MFC employees. All information received by them is transferred to the authorized bodies, where, in turn, a detailed check will be carried out.

Muscovites can obtain an IDP in two main ways. Both of them require a visit to the traffic police.

The motorist contacts the nearest traffic police department.

You must have with you:

  1. Driver's license of a citizen of the Russian Federation.
  2. A passport or other document that proves your identity, such as a military ID.
  3. Photo on IDP (3.5 by 4.5 cm, color, on matte paper).
  4. Paid state duty. The motorist must pay the state duty and provide a receipt to the State Traffic Inspectorate. Details can also be found on the traffic police website. You can pay through the cash desk of any bank (1600 rubles).
  5. The traffic police will ask you to fill out an application for an IDP. It is not necessary to have it with you.

An international driver's license is valid for three years, but if your national driver's license becomes invalid earlier, the international driver's license will also be revoked.

Replacing the IDP

Replacing an IDP due to loss, damage, change of name or expiration is equivalent to obtaining such rights for the first time. Accordingly, the package of documents that must be submitted to the traffic police does not differ from those described above.

As practice shows, the easiest and cheapest option for obtaining an IDP is to use the government services portal. The main thing that attracts motorists is the absence of a queue at the traffic police.

After spending 2-3 hours, you will become the owner of a document that will allow you to travel around the world driving your own or a rented car.

Replacement of international driving license

Renewal, as well as obtaining an international driver's license in Russia for the first time, is carried out according to the same scheme. It is important to have the necessary documents with you. Submit to the State Traffic Inspectorate office, through the State Services website or MFC. An international driver's license is replaced when the license is lost, the details (last name, first name, patronymic) are changed, it is damaged, or the expiration date has simply expired. There is no need to worry about not updating on time, as there are no penalties for this.

Having a document that allows you to drive cars opens up prospects for unhindered movement abroad. It is enough to contact the relevant authorities and collect a sample in a short time.

Concept of international rights

An IDP is a document giving the right to drive a car in foreign countries. This type of document was introduced as a result of the signing of the Geneva Convention. In the countries that have signed it, such rights cannot be avoided.

Note! Without a basic driver's license, the IDP is not valid. Therefore, you need to take both this and this document on your trip.

In some countries that have signed the Vienna Convention, you can drive with a national license.

Important information! The validity period of the IDP depends on the validity period of the fundamental rights, that is, when replacing the national driver's license, international rights should also be replaced.

General information and features

To understand the issue of driving a vehicle outside the Russian Federation, we can distinguish three basic categories of countries:

  • Accepted the Vienna Convention;

  • Accepted the Geneva Convention;

  • Those who have not accepted any of the conventions.

Based on these lists, motorists have four action strategies to obtain permission to drive a vehicle abroad:

  • If the license was issued on the territory of the Russian Federation after March 2011, and the traveler goes to a country from the list of parties to the Vienna Convention, then he has the right to drive a car with his license;
  • If the national license was issued before March 1, 2011, and the trip is planned to a Vienna Agreement country, then you do not need to obtain an IDP, but you must have the translation of the main document certified. It can be difficult to find a specialist in an unfamiliar country, so even in this case it is more convenient to obtain international standard rights;
  • If the license was issued before 2011, the traveler goes to a country from the list of signatories to the Vienna Convention, but not ratifying it (Vatican City, Great Britain, Venezuela, Ghana, Indonesia, Spain, Costa Rica, Mexico, Thailand, Chile, Ecuador, South Korea), or to a country of the Geneva Convention under any conditions, then it is necessary to obtain international rights ;
  • If you are planning a trip to a country that is not on the list, you will most likely have to obtain a local driver's license.

Please note that the international document is an annex and is only valid if you have valid national rights. This type of certificate is issued for 3 years , but when your Russian license expires, you will have to change your international license in the same way.
