What specialists does a driver need to undergo?
For all types of categories, the conclusion of the following specialists is required:
- therapist,
- psychiatrist
- ophthalmologist,
- narcologist.
IMPORTANT !!! A visit to a neurologist for categories “A”, “B” or “M” is made when there is an appropriate referral from a therapist. For “C” or “D”, the passage of such a specialist is mandatory. In addition, you will need to provide the results of an examination by an otolaryngologist and the electroencephalography procedure.
Tests to detect the presence of psychoactive drugs in the urine and carbohydrate-deficient transferrin in the blood are taken only when directed by a narcologist.
A visit to a psychiatrist or narcologist can only be done at a government institution at your place of residence. Some medical clinics offer these specialists to study with them, but this violates the requirements of current legislation, so a certificate obtained in this way will not be considered valid. Female drivers are also required to undergo a gynecological examination.
What documents are required to undergo a medical examination?
Before going to a medical facility to obtain a medical certificate, you should collect some documents. Here they are:
- passport;
- military ID;
- two 3x4 photographs.
It is advisable to undergo fluorography in advance, because such rooms are not available in all hospitals. Women will need to be examined by a gynecologist, because if there is a pregnancy, they will have to provide confirmation that it is progressing normally.
Psychiatrists and narcologists see you only in specialized clinics.
Subtleties of obtaining a medical certificate
To obtain a medical certificate to replace your license, you will need to follow several steps in succession:
- Visit to the medical center to undergo a commission.
- Registration of a medical card.
- If you want to open more than one category, you must inform the doctor about this in advance. The list of specialists required to pass will directly depend on the category for which the driver is applying.
- Go through all the specialists listed in the list and get the results of the examination.
- Carry out a visit to the narcological and psychoneurological state dispensary, about which you will receive a corresponding entry in the medical record.
- They will return to the therapist and wait to receive a medical certificate.
- Provide a medical certificate to the Traffic Inspectorate.
The validity of this document is limited and equal to one year. It will be valid throughout the year, even if the driver applied to the Traffic Inspectorate on the last day. If previously such a document had a longer validity period, then from this year it has lost its validity. The driver will have to undergo a medical examination again. The price of a medical certificate may vary significantly in each region, but usually up to 3,000 rubles are required to obtain it.
Changes
One of the changes affecting the document in form 003-В/у is the validity period. In 2021, a medical certificate is typically valid for 12 months. Even on the very last day of validity of the document, you can contact the traffic police. Medical certificates issued previously were valid for 2 and 3 years, but now such documents are no longer valid.
The new certificate 003-В/у contains less information; it fits entirely on one side of half a landscape sheet. The changes made to the form are as follows:
- there is no place for the previously obligatory photograph;
- the field for specifying the validity period has been removed;
- The fields that were filled out by highly specialized specialists have disappeared; since 2016, they have recorded the results of the examination in the medical record, and from it the therapist transfers the information to the form;
- a complete table of categories and subcategories of transport has been added (in the old certificate, fields were available only for categories A, B, C, D and E);
- a table has been added to record medical restrictions on driving certain vehicles (for example, it is prohibited to drive a motorcycle if you have poor eyesight or the absence of 2 phalanges on the thumb);
- a table has been added for medical indications for driving vehicles (for example, with manual controls);
- a field has been added for the full name and signature of the doctor who issued the certificate;
- the field indicating the place of residence has been replaced with “Place of registration”.
Currently, you can get a medical certificate in any region of Russia, but you can see a psychiatrist and narcologist only at the place of permanent or temporary registration.
Prohibition to drive vehicles
Based on the examination, one can judge the health status of the driver of the vehicle. The presence of certain diseases may be a contraindication for granting access to drive a car.
These include:
- mental illness,
- behavioral disorders,
- madness,
- affective type of disorders,
- the presence of a delusional obsessive state,
- achromatopsia,
- personality disorder,
- schizotypal types of disorders,
- epileptic disease,
- mental retardation,
- changes in the body caused by stress,
- somaform disorders,
- poor vision or blindness in both eyes,
- mental type of disorders associated with taking psychoactive drugs.
IMPORTANT !!! There are also some diseases that may limit driving of one or another type of transport.
Indications for driving a manually controlled car include the following diseases:
- amputation of the stump on both hips,
- change in the configuration of the foot, significantly complicating its movement,
- leg paralysis,
- significant impairments that create difficulties in moving and performing certain functions of one of the limbs,
- leg cut,
- persistent changes in the configurations of the lower extremities, in the vertebral part or pelvic area,
- the presence of extensive non-healing ulcers on the legs.
Automatic transmission is recommended for motorists with the following illnesses:
- absence of several phalanges of the thumb on the hand,
- significant deformation of the upper limb,
- change in the configuration of the foot or hand,
- immobility of several fingers on the left hand, as well as their absence,
- both legs or one of them are missing,
- hemiplegia.
If you are blind, it is recommended to drive a car equipped with an acoustic parking system. Some drivers are allowed to drive only with special devices, such as lenses or glasses, since without them the degree of visual acuity does not allow driving. If you have ear disease, you are allowed to use a machine with devices to compensate for hearing loss.
What are the restrictions?
Some categories may have their own prohibitions or partial restrictions that will not allow a motorist to obtain permission to drive a car.
For driving vehicles of categories “A” “B1” “M” the following restrictions apply:
- persistent diplopia due to strabismus or etiology,
- chronic damage to the eye membranes,
- spontaneous nystagmus, accompanied by pupil deviation up to 70 degrees,
- visual acuity is below 0.6 in the best eye and 0.2 in the worst eye,
- residual manifestations of damage to the nervous system organs,
- violation of movement coordination,
- inflammatory damage to the structures of the inner ear,
- diseases of the inner ear, characterized by an increase in the volume of endolymph.
For categories “C”, “CE”, “D” or “DE”, driving restrictions may include:
- poor vision or blindness in one eye,
- persistent simultaneous presentation of 2 images of the same object or horizontal displacement of the image due to strabismus or etiology,
- absence of legs or feet on them,
- traumatic changes in configuration and other defects of the bony part of the skull, when neurological symptoms are present,
- difficulty understanding spoken language in one or both ears,
- absence of an arm or hand,
- short height, which is 150 cm,
- chronic diseases of the eye shell and some others.
What has changed in 2021 in legislative acts
If the certificate has already been received, reissuing the certificate is not necessary. The next medical examination will need to take place after the expiration of the license period.
Patrol officers do not have the right to demand a certificate in the cases discussed below:
- passing a technical inspection,
- replacing an ID when changing personal data,
- when stopping and checking documents along the route,
- recovery of documents that were lost or stolen,
- replacing a document that has become unusable.
When a traffic police officer stops a car, the driver is not required to present a medical certificate, since its availability can be easily checked through the database. A vehicle driver's license has a limited validity period. If he delays the replacement of his license by even one day, he will face severe punishment. The fine for driving with an expired license will be up to 15,000 rubles. In this case, the car may be taken to a fine yard. When a car owner transfers control to a driver with an expired or invalid license, the fine will be significantly less. It is equal to 3,000 rubles.
When does a driver need to obtain a medical certificate with a new validity period?
When the validity of the medical certificate has expired, the driver will need to obtain a medical certificate if he plans to obtain or replace or return a driver’s license (based on paragraph four of the Procedure for conducting mandatory medical examination, approved by order of the Ministry of Health of the Russian Federation dated June 15, 2015 No. 344n, as well as information from the Ministry of Health RF dated March 21, 2021 and paragraph one of Article 23 of Law No. 196-FZ).

What is included in the package of documents?
When replacing a replacement, you must carefully prepare a complete package of documents.
It should include:
- photocopy of Russian citizen's passport,
- previous driver's license,
- statement,
- medical certificate,
- document confirming payment of state duty,
- 3 matte photos size 3x4,
