Naturally, it makes sense to search for rights only if you have lost them. If the document is stolen and you are sure of it, then there is no point in looking for it under the chest of drawers.

Obtaining a temporary permit to drive a car

Just a few years ago, when reinstating a lost driver's license, a temporary permit was required for 1 or 2 months. Moreover, for issuing a permit it was necessary to pay a fee of 800 rubles.

In 2021, this fee was abolished, and all references to the permit were excluded from regulatory documents. Therefore, no temporary permit will be issued .

However, this can only be done if you are clearly sure that your documents have been stolen. Try to leave the car where it is and not touch anything: the Ministry of Internal Affairs may need to take fingerprints if the theft was committed by breaking into the car.

Find out where the nearest police department is located in your area. You can get information through the online services of the Ministry of Internal Affairs or by calling 102.

How to write an application?

The application must contain complete information about what happened and comply with the requirements established by the Code of Criminal Procedure of the Russian Federation and other legislative acts.

What information will he need:

Full name, position and title of the person to whom it is sent;
Full name, actual residence address, telephone number of the applicant;
Date and place of discovery of the loss, preferably details of the driver’s license (if available);
When was the last time you saw the document;
Signs of the criminal (if you saw the kidnapping).

The victim's signature is placed at the end of the application. It must be handed over to the investigator or inquiry officer who will be involved in the case.

In order to continue operating the vehicle, the driver must restore the stolen document.

To do this, he needs to contact the traffic police department located at the place of registration of this citizen. Traffic police officers usually provide a sample for drawing up this document.

The final part of the application will be the date and signature with a transcript of the victim. The date must coincide with the date the document was written.

How to fill out an application correctly

In general, writing an application to the traffic police department is not difficult, because the authority provides a sample to fill out. Such cases are quite rare, because licenses are valid for 10 years and 99 percent of drivers make changes in a timely manner.

Possible difficulties in obtaining a new certificate

If your license has been stolen, be prepared that the process of issuing new ones will be delayed for two months or more. If you do not present the traffic police with any of the documents listed in the list, the duration of the procedure will increase.

Traffic inspectors proceed from the assumption that the driver’s license was not stolen, but was confiscated for traffic violations. They will not issue new licenses until they have checked the owner’s background against all existing databases and are convinced of his integrity.

Experienced drivers are advised to make sure that you have no outstanding fines before applying for a duplicate license. If you have not paid your obligations in full, you will have to do so to obtain a new certificate.

Driving without a license is considered an administrative offense in accordance with Article 12.3 of the Code of Administrative Offenses of the Russian Federation. It is punishable by a fine for the citizen who is driving, and the car is sent to a parking lot. Driving a car without a license is, of course, a violation, but not a very serious one. 4. Can an inspector send a car to an impound lot if you don’t have your license?

The previously existing practice, when, having found out that the driver did not have a license with him, the inspector could remove him from driving and place the car in an impound lot, is no longer relevant. This is evidenced by Part 1 of Article 27.13 of the Code of Administrative Offenses of the Russian Federation: “in order to suppress violations of the rules of operation, use of a vehicle and driving a vehicle of the appropriate type, provided for in Part 1 of Article 12.3, the vehicle is detained <...> and stored in a specialized parking lot until the cause of the detention is eliminated” .
