How to save 8 hours of accountant work per week on paying traffic fines

Via the official website of the traffic police

There is a special website of the traffic police, using which you don’t have to worry that the money will not reach its intended destination.

The algorithm of actions is as follows:

  • Go to the traffic police website;

  • In the lower right corner, click on “Check fines”;
  • Fill out the form that appears;

  • The system checks for unpaid violations;
  • If there are fines, click on the “Pay online” button and select a payment method.

Payment of traffic police fines through the traffic police website online also includes a small commission, which is retained by the intermediary company you choose that provides money transfer services. By the way, another advantage is that there is no need to register on the site.

How Onlinegibdd.ru helps an accountant pay fines

Service:

  • Find all the fines of the organization and send a detailed report on them. In your personal account, you will be able to automatically create a payment order for each fine; you will not have to fill in the details manually.

  • If necessary, convert old payment details to new ones.
  • Will control the repayment of the fine in the GIS GMP. As soon as the payment goes through, the fine in your personal account will move to the “Paid” tab.

You can consult on the implementation of the service and test its capabilities:

  • on the website - https://onlinegibdd.ru/partneram/business/
  • by phone 8-800-250-8335
  • by email

Through the portal "State Services"

Also a reliable and convenient way. The advantage is that there is information about all fines. You can search by your driver's license (DR) number. This is convenient for owners of several cars.

Below is an algorithm for how you can pay a traffic police fine by resolution number through the “public services” portal, without a commission (or rather, with a minimum commission):

  • We open the “Government Services” website;
  • Log in to your account;
  • Select in the top menu: “Transport and driving” - “Traffic police fines”;
  • Fill out the form (VU number and state license plate of the car);

After this, if penalties are found and not paid, full information about them will be displayed on the screen. Next, enter the resolution number (or UIN), this is a 20-25 digit number. We determine a payment method that is convenient for us. You can simply print out the generated receipt and make the payment at a bank branch.

The disadvantage of this method is that you will have to register on the site and activate your account. Moreover, registration requires your electronic signature. But this is not difficult to do, especially since the site is simply irreplaceable, because its functionality is not limited to paying fines.

What benefits do the accountant and the organization receive from using the Online Traffic Police service?

Automatic control of traffic fines

The service finds information about fines in official sources and sends a detailed report by email. The data is updated daily, so the accounting department always knows the latest information about the timing and amount of payment.

In your personal account, you can divide all fines into paid and unpaid. There is no chance of having to pay a fine that has already been paid again.

The service also monitors FSSP production. If the overdue fine has already been handed over to the bailiffs, the Online Traffic Police will find the enforcement proceedings and show it in your personal account.

Payment of fines with guaranteed repayment

Online traffic police have two options for paying fines:

● Online through the service - from a bank card or internal balance. In this case, Online Traffic Police guarantees that the payment will be completed on time. If for some reason the fine is overdue or the payment discount expires, the service will compensate for the losses.

● Independently - according to the details of the resolution or through the organization’s client bank. The service will prepare receipts and payment orders. The accountant can only download them and upload them to the client bank.

Regardless of the method, the service will track whether the payment has been completed and report this in your personal account.

All fines for which payment has been successfully completed are moved to the “Paid” category.

The service makes it easier for accounting departments to collect fines from drivers. The resolution card stores complete information about the violation: time, location on the map, photo from the security camera. This data can be used as confirmation of the driver's guilt.

In addition, Online Traffic Police sends messages about fines to those responsible for the car and sends a link to payment. Using this link, they can pay the fine themselves using a bank card or electronic money.

Saving money on paying fines

Fines can be paid with a 50% discount in the first 20 days from the date of the decision. The service indicates the payment deadline for each fine and reminds you about the end of the discount.

If an organization receives fines of 100,000 rubles a month, it can save 50,000 rubles just on the discount for fast payment.

In addition, timely repayment helps to avoid sanctions from the traffic police and bailiffs - double fines and enforcement fees.

In the bank

The procedure is as follows:

  1. Print out a receipt for payment of the fine from the official traffic police portal and fill it out.
  2. Pay the fine at the nearest bank. Unfortunately, in this case it will not be possible to pay the traffic police fine without interest; each bank will charge you a commission. If you pay through a cash register, you will overpay 2-3%, 1-2% through a self-service terminal.

A 50% discount is given to everyone if you pay the fine no later than 20 days from the date of the decision to impose the fine (clause 1.3, part 1, article 32.2 of the Code of Administrative Offenses of the Russian Federation).

This method is the most popular, especially among older people. However, it is far from the most convenient. There are often long queues at the branches.

How an accountant saved her time and the company’s money

Natalya Andreevna talked with accountants she knew and found out that problems with fines are universal for all companies with a large fleet. Accountants spend a lot of time and effort paying fines and still make mistakes.

However, some of Natalya Andreevna’s colleagues use computer programs. They said that it is possible to collect all fines in a special service, and generate payments in two clicks.

This is how Natalya Andreevna learned about the existence of Online Traffic Police. She decided to sign up for a trial period and tested the capabilities of the service for two weeks. On her first Friday, she felt the difference between manual and automatic payment.

Previously, each payment took approximately 10 minutes. Natalya Andreevna was busy paying fines at the end of the week. By this time, she had accumulated 50 decisions. It took a whole working day to process. With Online Traffic Police, she spent only 15 minutes on all 50 decisions.

At the end of the month, it turned out that all fines were paid at a discount. Previously, the company lost 15-20 thousand rubles on regulations that were lost in the mail or arrived when the discount had already expired. In addition, with Online State Traffic Safety Inspectorate, not a single fine went overdue and did not turn into enforcement proceedings. "Alliance" managed to avoid performance fees. It turned out that timely payment saved the company almost 35 thousand rubles.

Paying a fine by mail

The method is even more unmodern, but no less popular. At each branch of the Russian Post you can make a payment by also filling out a receipt of the required form. The problem with queues is also relevant here. In return, you receive a payment receipt with the seal of the institution, which can be attributed to the only advantage of this payment method. This way you can easily prove that the fine was actually paid. The commission for paying a fine is approximately 3%. Many post offices have self-payment terminals.

Via the Internet, Online services

The most convenient, of course, is this method. There are many electronic services not only for payment, but also for checking fines. The advantage is that you don’t even have to leave your home. All you need is the Internet. But there are also disadvantages - risks when using unscrupulous sites, with weak protection of the card details you enter, or in general, scam sites.

There is no application for paying traffic fines without a commission. They all make money on a small percentage of each payment. All such services take information about fines from the traffic police database. Payment is made using the same online payment services (QIWI, Web Money, Sberbank, etc.). Therefore, the final cost is slightly higher. Be careful when choosing such a site, read reviews about it on the forums.

Via terminal (QIWI wallet) or ATM

Self-service terminals are available in all bank and post office branches and in shopping centers. The most common of them is the QIWI terminal. To use it you need to know the date of the decision, the number of the decision and the amount.

  • Select “Fines, state duties” from the menu;

  • Enter the information from the resolution, personal data (full name), click “pay”;
  • We collect the payment receipt;

Conveniently, payment information is sent to the treasury database instantly. The disadvantage is that it is impossible to check for other fines. Commission 3%.

How to pay an overdue fine

Remember that the period for paying the fine, according to the Code of Administrative Offenses of the Russian Federation, is 60 days. The counting begins 10 days from the date of imposition of the fine. 10 days are given to challenge the punishment. If you do not pay on time, the court may order the following:

  • Double the amount of the fine;
  • Community service (up to 50 hours);
  • Administrative arrest;

To find out how to pay an overdue fine in 2021, you will have to go to the nearest traffic police department and get a receipt again, because... the amount owed will increase. Payment must be made using one of the methods described earlier in this article.

Payment of a fine by a legal entity

If the violator’s car belongs to a legal entity, payment is made by the owner. However, the owner can appeal the decision in court. It will be necessary to prove that the driver (company employee), at the time of the violation, was not on duty, but was using a company car for personal purposes, at his own discretion.

Payment of a traffic police fine by a legal entity is made by bank transfer. Money from the enterprise account is transferred to the traffic police account. The company's accountant enters this expense in the "other expenses" column.

According to labor legislation, an organization has the right to withhold funds paid due to the fault of an employee who was driving a car from the salary of this employee.

What problems does an accountant face when paying fines?

Natalya Andreevna works as an accountant in a transport company. In addition to the main workload, she is fully responsible for receiving and timely payment of traffic fines, MADI and AMPP. She also keeps track of how much money the company spends on fines. If Natalya Andreevna does not have time to pay for them with a 50% discount, the boss reduces her bonus.

There are 113 cars, and on average they receive 200 fines per month. Until 2019, Natalya Andreevna worked with fines like this:

1. received orders by mail,

2. manually generated payments in 1C and uploaded them to the client bank,

3. the completed payments were loaded back into 1C,

4. withheld the amount of the fine from the guilty driver.

At every stage of her work she encountered problems:

10% of decisions were not received by mail on time

Letters with decisions were lost in the mail or were late. Every month Natalya Andreevna received at least 15 orders by mail for which the discount or payment deadline had expired. The manager deducted the amount of the lost discount from her bonus, and for overdue fines the organization often paid an additional fine and enforcement fee to the bailiffs.

It took a whole day to pay the fines

Natalya Andreevna generated payment documents for dozens of fines. It is more difficult to issue a payment order for transfer to a budget organization than to transfer money to an ordinary legal entity. In addition to the standard fields, you need to fill out:

● code,

● status of the compiler,

● KBK,

● OKTMO (OKATO),

● basis of payment.

The number of each resolution is 20-25 digits; entering them manually in 1C is too labor-intensive. The routine took up so much of Natalya Andreevna’s time that she did not have enough energy for other tasks.

Sometimes Natalya Andreevna accidentally made mistakes in the numbers. The bank did not send any notifications about the error. Natalya Andreevna found out about her when she received a letter from the FSSP. The process had to be repeated again, only this time it was necessary to pay not only the fine, but also the enforcement proceedings.

The organization was losing money due to overdue fines

The manager promised Natalya Andreevna a bonus if she figured out how to optimize the cost of fines. She calculated how much money was spent monthly on payments. It turned out that the company was overpaying tens of thousands of rubles:

● Late payment will result in 50% discount expired.

● After 60 days of delay, the traffic police issues a double fine and transfers the case to the bailiffs.

● Bailiffs impose an enforcement fee on the company - 10 thousand rubles.

As a result, each untimely paid fine of 500 rubles turns into 11,000 rubles in losses. It will not be possible to compensate for losses at the driver’s expense: he only owes the company the original amount of the ruling. Other expenses fall on the organization’s budget.
