How to decipher the number of the traffic police fine
What is the resolution number? Until 2014, numbering consisted not only of numbers, but also letters. This made the payment procedure very difficult.
Because of this, we switched to the UIN system when paying a fine - a unique accrual identifier. This system is more universal and does not cause difficulties.
In the image below you can see what the appearance of the traffic police department looks like.
The UIN is a sequence of 20 digits. Each of them is called a category and means the following:
- Digit 1-3 displays the code of the chief administrator of state budget revenues. The number of the resolution must begin with the number 188. This is the code assigned by the Ministry of Internal Affairs of the Russian Federation.
- Digit 4 indicates the code of the traffic police department.
- Digit 5 – fee code for administrative penalties.
- Digit 6 – type of document. The value “0” is applied if printed forms were used; “1” - if the violation was recorded by a photo or video camera; “2” - if hardware and software were involved; “3” - if the violation was registered manually by a traffic police inspector; “4” - if the decision was made by the court.
- Digits 7-8 indicate the region code.
- Category 9-10 - indicate the year when it was decided to fine the violator.
- Digits 11-14 indicate the month and day of the decision.
- Category 15-19 is a personal serial number, which is independently given by the traffic police departments. It shouldn't be repeated.
- Digit 20 is the control digit of the UIN.

Fine for speeding in 2021 - the size of traffic police fines
To make it easier to understand, let's look at an example . The resolution has the number 18820121170502123452. The number can be divided into blocks for ease of perception: 188-2-0-1-21-17-05-02-12345-2.
Each category means the following:
- 188 – payment is sent to the revenues of the Ministry of Internal Affairs of the Russian Federation;
- 2 – code assigned to the traffic police department;
- 0 is an administrative fine;
- 1 – the violation was recorded by a camera;
- 21 – region code, in this case the Chuvash Republic;
- 17 – 2021;
- 05 – month of May;
- 02 – day of the month;
- 12345 – the resolution has this serial number;
- 2 – category UIN.
As a result, it turns out that the violation was committed in Chuvashia on May 2, 2017 and it was recorded by a camera.
As you can see, everything is quite simple. If you know the number of the traffic police fine, it will not be difficult to decipher it .

Step-by-step instructions on how to check traffic police fines for a car through State Services
Creating a personal account on the site is mandatory.
As mentioned earlier, you should take care of the issue of creating a valid account. Not all features of the service are available to unverified users.
By logging into your active profile using your login and password, the required field “Checking fines” is immediately displayed on the main page of the State Services website.
Detailed instructions for receiving the service will open. Here you should click on the “Get a service” field
The following are two ways to check for fines. The first of them is a check based on the data of the car or driver, for example, a driver’s license.
All required fields must be filled in correctly. Moreover, you can specify all this data in the profile itself. Then they will be included in the request automatically. The same scheme works with the addition of vehicles owned by a citizen.
Please note that you can only fill in personal information, without updating information about the car. In this case, you will receive information about sanctions from the traffic police for all vehicles registered in your name.
If you have received a letter containing a decision on an administrative violation, then you know the receipt number. It matches the resolution number. It is also called UIN. Using it, at State Services you can also check the need for payment by order of inspectors.
After filling out all the fields, click on the “Find fines” button. If everything is in order and you have not violated anything, the search engine will issue a notification that there are no fines. If there are unpaid obligations, you will see them listed in descending order by the date the offense was committed.
In the same section there is a “Payments” tab, where information about all payments of traffic police fines made through the use of the State Services service will be accumulated.

Ways to check a fine
The fine by resolution number can be checked in several ways:
- Personal visit to the territorial department of the traffic police or FSSP.
- Through the Internet:
- Official website of Sberbank-Online;
- Portal "Government Services";
- Traffic Police website.
- By SMS messages.
The choice of method for obtaining information depends on the fine payer.
Fact
If the debt is more than 10,000 rubles, then you will not be able to leave the Russian Federation and go abroad.
We find out by the number of the resolution what the fine is
Each administrative resolution has its own unique number. However, from the identifier itself it is impossible to understand for what violation the punishment was imposed. To do this, you will need to use one of the online services and find a solution indicating the article of the Code of Administrative Offenses of the Russian Federation. Despite this, you can still get a lot of useful information from his number.
Fines for cars are also available on State Services. But you need to add a car
To start tracking fines for your own car, you need to add documents for it in your personal account. Government services are synchronized with the traffic police database and will provide all the information.
Go to Profile -> Documents and data -> Transport. In the “Vehicles” section, add a car to receive information about fines.
In addition, their list can be viewed manually. Follow the path: " -> "Car and traffic fines" and click the "Check" button.
The State Services application also sends notifications about new fines.
The distribution of issued decisions from the traffic police is sometimes not done promptly enough. In addition, the letter may get lost on the way to the mailbox. And if you don't pay the fine on time, it will increase.
No one will figure out whether the letter reached you or not. To avoid having to deal with this later, it is better to periodically check on your own to see if you have any unpaid fines.
How to pay a fine without a receipt
If the receipt is lost or you simply did not receive it, do not delay payment. Firstly, many traffic violations can be paid within 20 days at a discount, and secondly, if you miss the deadline of 60 days (plus the first 10 days to appeal the decision), the fine will be sent to the bailiff service and its amount will double. To pay a fine without a receipt, you can use a bank terminal or an online service offering payment of fines, for example Autohelp.center. In the terminal you must enter the decree number or driver's license number. When paying through Autohelp.center, enter the number of the decree or driver's license or the number of the vehicle registration certificate. Next, the user will receive data from the GIS GMP database about unpaid fines that can be paid off. As you can see, there are no problems if there is no receipt. The process is automated and well-debugged.
Methods of paying fines
There are several ways to pay traffic police fines using a resolution. Information about them is presented in the table:
Name of payment method | Deadline for crediting funds and entering information into the database | Commission | Convenience score (from 1 to 5) |
"Sberbank Online" | 2-3 days from payment | Assigned depending on the region, it is no more than 2% of the payment amount | 5 points + Possibility of payment with a Sberbank card + Availability of a large number of bank branches |
"Government Services" | Instantly | Absent | 4 points - slow operation of the resource - the need to enter additional information for payment |
"State Traffic Safety Inspectorate" (official website) | Within 24 hours | None (may be charged by bank) | 4 points |
Through any bank branch | 5-7 working days | Appointed by the bank | 3 points - high commissions (exceptions are banks such as Sberbank, VTB, PSB). - information does not enter the database for a long time, the case may be transferred to the FSSP |
By paying fines on time, you save your own money (the debt does not increase) and prevent the case of an administrative offense from being sent to the FSSP.
