Responsibility of pedestrians for non-compliance with traffic rules
As practice shows, the most disciplined pedestrians are those who are also drivers. These citizens are fully aware of the dangers of moving vehicles. The rest of our compatriots often risk their lives and health, wanting to save the 5-10 minutes it takes to walk to the nearest pedestrian crossing.
Only traffic police inspectors can hold a pedestrian accountable. Automatic video recording cameras will not help in this case, since they do not have the technical ability to establish a person’s identity. Car owners are identified by license plates, but pedestrians do not have any identification marks.
An administrative fine for a pedestrian can be imposed for the following types of violations:
- crossing the roadway not at a pedestrian crossing;
- violation of the rules for driving along the edge of the roadway in the absence of sidewalks (you must go towards the flow of cars);
- exiting a pedestrian crossing under a prohibiting traffic light;
- driving along the edge of the roadway at night outside populated areas, without reflective stripes;
- creating an obstruction on the road (suddenly stopping at an unregulated pedestrian crossing, as well as turning around at it and moving in the opposite direction);
- driving along highways and tunnels;
- failure to provide priority in traffic to vehicles with red and blue flashing lights.
Drunk pedestrians are not subject to administrative liability unless they violate traffic rules or commit other illegal actions.
Fines for pedestrians
When imposing an administrative penalty on pedestrians for violating traffic rules, only two articles from Chapter 12 of the Code of Administrative Offenses of the Russian Federation are applied:
- Article No. 12.29 is universal in nature and can be applied for any violations of traffic rules by pedestrians or vehicle passengers. It provides for punishment in the form of a verbal warning from the inspector or a fine of 500 rubles.
- Article No. 12.30 applies in cases where a pedestrian has created an obstacle for cars on the roadway. This will result in a fine of 1,000 rubles. If, as a result of the pedestrian’s actions, slight or moderate harm to the health of third parties was caused, the amount of the penalty increases to 1,500 rubles.
Amount of fine for jaywalking
Financial penalties for a pedestrian for crossing the roadway in a prohibited area are regulated by Art. 12.29 Code of Administrative Offenses of the Russian Federation.
- If an unlawful act is committed for the first time, the police officer may conduct an interview and issue a warning.
- If a similar offense was committed again and this was recorded in the protocol, then the amount of the penalty will be equal to 500 rubles (Part 1 of Article 12.29 of the Administrative Code).
- If the same offense was committed for the first time, however, due to non-compliance with traffic rules, a serious obstacle was created to the continued passage of the vehicle and a threat to the lives of other persons arose, the offender may be punished with a fine of at least 1000 rubles, and in some circumstances it may even be increased to 1,500 rubles (Part 3 of Article 12.29 of the Administrative Code).

How can a pedestrian find out about unpaid fines?
Since the protocol for violation of traffic rules is drawn up only by an inspector of the State Traffic Inspectorate in the personal presence of the pedestrian, the latter will immediately know the amount to be paid. If necessary, he can contact the nearest traffic police department with his passport and find out the amount of debt.
Online services provide information on administrative penalties only to motorists.

The opportunity to find out the amount of a fine issued to a pedestrian via the Internet appears only if the debt has not been repaid within 60 days and information about this has been transferred to the bailiffs to initiate enforcement proceedings. Information about new traffic police fines, the payment deadline for which has not yet passed, is currently provided on the State Services portal only to drivers by registration plate numbers and vehicle registration certificate. As already noted, information about administrative penalties becomes available to pedestrians only after the initiation of enforcement proceedings by bailiffs.

In the future, every time you log into your personal account, on its main page you will see information about the absence or presence of legal debt, which is received from the FSSP on the “State Services” portal.
Ways to pay fines for pedestrians
Payment of an administrative fine is the responsibility of the person to whom it was imposed. 60 days are allotted for repayment. To know for sure that a traffic violation has occurred and fines must be paid, you can use special resources that operate online. In case of initiation of enforcement proceedings for non-payment, to repay the debt, you must contact the FSPP branch. You can go to the department’s website in the “Data Bank of Enforcement Proceedings” category. Pedestrian fines are not checked by last name. Most online services, including the road inspection website, require information about the car and driver (license number, registration certificate, driver's license number). However, if you go to the nearest traffic police department with a passport, you can get information about all the penalties imposed, including when you are in the status of a pedestrian.

Pay the fine on the spot
If a motorist knows that he always has problems paying a fine, he should think about paying the amount according to the decree right on the spot (this method only works when the driver is stopped by traffic police officers).

The traffic police officer must have a portable cash register with him so that the car owner has a receipt confirming payment of the fine.

Positive features of this method:
- Significant time savings. The motorist does not need to specifically go to a bank branch and fill out paperwork.
- Saves nerves. There is no need to waste your time standing in lines or filling out documents. There is also no need to worry that the fine may be forgotten and not paid.
- Saving money. According to the law, road inspection employees do not have the right to take a commission when accepting payments. This method is a simple option to save on paying fines and not waste your money.
But in addition to the positive aspects, this method also has a number of negative ones:
- A motorist may not always have the amount of money necessary for payment with him. However, if the driver already knows that he has problems paying fines, he should always carry a small amount of money with him in an inconspicuous place, which will be enough to pay the fine on the spot.
- Not every traffic police patrol car is equipped with a cash register.

There is only one drawback - such devices charge a transfer fee of one percent of the paid amount. Of course, this is not a very big waste of money, but you still don’t want to lose your money.
Payment of fines to bailiffs
If the owner of the vehicle has received a decision to initiate enforcement proceedings from the bailiffs, but does not have a receipt for payment of the fine, he must immediately contact their department directly.
Here, on the spot, the car owner has the opportunity to pay all debts to the traffic police and avoid being subject to additional liability measures.
It is worth remembering that if enforcement proceedings have already been initiated against a motorist, but he decides to make a payment without a receipt in any other way (through a website or a bank), immediately after payment you must send the receipt to the bailiffs by fax or bring it in person.
Otherwise, interest accruals will continue until the bailiffs’ database receives information about making a payment. And this may take several days.
The minimum penalty for traffic police fines is 10 percent of the debt amount.
How to pay a fine for a pedestrian without a receipt
If for some reason the payer does not have any documents, he can still make the payment. This can be done through online banking. The method is described above. Another option is a payment terminal. Paying a fine without a receipt works like this:
- You must find a suitable device.
- Find “Fines, state fees” in the menu. The name may vary depending on the terminal type.
- Next, you need to select the region and organization that imposed the penalty.
- Enter the details of the requested receipt. For example, indicate your full name or driver's license details.
- The system will provide the necessary data. This may be one or more tickets, depending on the number of violations.
- You must click “Pay” and enter the required amount.
- Pick up the receipt.
If payment is made through a Sberbank ATM, then a commission may be charged to the payer. But it is small - only 1–2%.
Appealing an administrative penalty
The pedestrian is given 10 days from the date of the decision on an administrative offense to appeal it. You can submit a complaint:
- the management of the State Traffic Inspectorate unit in which the inspector who compiled the protocol works;
- to higher authorities of the traffic police;
- to court.
To file a complaint against the actions of the inspector, you will need evidence of your innocence - recordings of street surveillance cameras or testimony of witnesses willing to come to the court hearing. Otherwise, you will not be able to achieve the desired result.
