The simplest method of paying for a parking space is to use a parking meter - this is a special terminal that accepts money transfers using a bank card.

Most shopping and entertainment centers in cities such as Perm, Vladivostok, Kaliningrad boast paid multi-storey or underground parking, but a slightly different scheme works there. When you enter a secure parking lot, you receive a special card on which the time is recorded. When you are about to leave, using this card at the parking meter, you pay for the downtime, after which you have about 5 minutes to leave the parking area. The exit barrier identifies your paid card and releases it if the time is correct.

In the latter situation, fines are practically eliminated, because your car will not be able to leave the parking lot if the space is not paid for when leaving. But such systems do not work everywhere.

Incorrect parking, for which a fine is imposed, is possible in cases of open street parking, where the parking meter is most often neglected. But it happens that drivers leave their cars in places where parking is prohibited at all, for which administrative liability is also imposed.

Fine amount in 2021

Penalties for unpaid parking are not provided for by the Code of Administrative Violations of the Russian Federation, but are imposed in accordance with regional laws. In some regions, regulations do not provide for a fine for unpaid parking simply because there are no paid municipal parking lots there. This situation is observed, for example, in the Kurgan region. But this subject will not be an exception to the existing rules for long - by 2024, it is planned to open 10 paid parking lots in the regional center. The laws of other constituent entities of the Russian Federation provide for fines for non-payment for citizens in the amount of 300 to 5,000 rubles; some legislative acts provide for separate sanctions for individuals, officials and legal entities. In the first case, the fine will be minimal, in the others it will be several times larger. A striking example of the application of such norms is the Krasnoyarsk Territory and the Chelyabinsk Region (see table below).

Some regional legislative acts provide for penalties for repeated administrative violations. So, in the Khanty-Mansiysk Autonomous Okrug the fine for unpaid parking is 2,000 rubles. The period during which a person will be considered to have repeatedly violated the provisions of the Law is not defined in the act, therefore, Article 4.3 of the Code of Administrative Offenses of the Russian Federation must be taken as the norm. It says that a repeated violation is a violation committed during the period of the previous administrative punishment under the same article. This period is equal to 1 year from the date of entry into force of the first resolution (Article 4.6 of the Code of Administrative Offenses of the Russian Federation).

50% discount: why and why

Recently, namely from the beginning of 2021, an amendment was introduced to the traffic police rules regarding the payment of parking fines. Now you can pay them with a 50% discount. This action has a permanent basis and is approved throughout the Federation. But not all drivers can take advantage of this right. For example, residents of the capital are still deprived of the opportunity to save half the amount on parking fines. Therefore, Muscovites are outraged and are increasingly wondering how long they will be “punished” by appealing to old norms, and when new legislation will come into force.

Focusing on the new law, the authorities are trying to motivate citizens to timely repay exacting sanctions, for the purpose of mutual benefit - the driver will pay 50 percent less, and the government agency will replenish funds in the budget.

But there is one very important nuance: only the driver who intends to pay off the fine within the first 20 days after receiving the notification can claim a partial payment rate.

Cases covered by this amendment:

● the violation was certified by a traffic police inspector, a corresponding protocol was drawn up and a fine was issued on the spot; ● a notification was received by mail with a photo showing the violation.

The fact of receiving a fine is recorded at the time the protocol is drawn up or when you sign in the journal of the courier who delivered the “letter of happiness” to you.

The process of calculating discounts within the traffic police:

1. When a violator receives a fine, using any of the previously mentioned methods, the information base of the government agency is updated with the relevant data, which indicates whether the fine has been paid by the owner of the car. 2. From this moment, over the next 24 hours, the information is transferred to the RF Federal Code system, where 50% is calculated for a specific time period. The offender himself does not need to do anything on his own. 3. After 20 days, the benefit loses its force, and the financial penalty returns to its original size.
