Innovations in traffic rules always come into force from the New Year, that is, from January. The year 2021 was no exception. The list of motorists who will not receive a discount includes those who committed a traffic accident in which there were victims. If a fine is imposed, such violators will pay the amount in full. Repeatedly exceeding the speed limit by more than 40 km/h will also result in a full fork. Those who ignored the red traffic light will not receive a discount either. Reckless drivers driving in oncoming traffic or a one-way lane in the opposite direction will also pay 100% of the fine. Those driving a car that is not registered will also not receive a discount on payment for the violation.
These changes made to traffic rules have already begun to encourage violators to pay their fines as quickly as possible. If in doubt, you should contact the traffic police department. Another important point is the receipt. There is no need to throw away the payment. It is better to keep proof of payment for several years. Databases are updated periodically, and therefore information may get lost.
New amendments to traffic rules in 2021
From January 1, 2021, the majority of the Russian population, who are car owners, were in for a lot of surprises regarding the introduction of a number of changes and amendments to the traffic rules of the Russian Federation. – exceeding the speed limit by more than 80 km/h will be punishable by a fine of up to 5 thousand rubles with deprivation of a driver’s license for a period of 4-6 months; for the initial speeding of 40-60 km/h, a fine of 2-3 thousand rubles will be imposed; Repeatedly exceeding the speed limit by more than 60 km/h entails a fine in the amount of 10 thousand rubles and deprivation of a driver's license for a period of 12 months.
Also, new amendments to the traffic rules in 2021 establish rules regarding the punishment of drivers who have committed offenses recorded by road surveillance cameras. Thus, turning around through a double lane, as well as entering the oncoming lane, which were recorded by cameras, will be punishable by fines of up to 5 thousand rubles, however, in some cases and repeated violations, a punishment in the form of deprivation of a driver’s license may be imposed in court .
As for changes to compulsory motor liability insurance, the most important points are the increase in the cost of the policy in the event of an insured event during the validity period of the compulsory motor liability insurance policy by almost 2.5 times; In addition, new amendments to the traffic rules in 2021 contain a clause of punishment for a car owner who has not entered information about the driver driving his vehicle into the compulsory motor liability insurance policy - this violation will be punished by removed registration numbers with the possibility of returning only within 24 hours.
The most important changes in traffic rules are, undoubtedly, those that concern drivers who drive a vehicle under the influence of alcohol, drugs or toxic substances and refuse a medical examination. Thus, in accordance with the new amendments to the traffic rules in 2013, new articles of the Criminal Code of the Russian Federation were introduced:
– Article 47, according to which it is proposed to authorize the lifelong deprivation of a driver’s license with the right to occupy certain positions of drivers who are driving while intoxicated, as a result of which an accident was caused with the death of two or more people;
– Article 264, according to which, if as a result of an accident the victims suffered grievous harm to health, the driver guilty of the accident while intoxicated will be punished by imprisonment for up to 3 years and deprivation of a driver’s license for up to 5 years years; It is worth noting that this article excludes punishment in the form of forced labor;
– Article 265, which provides for a separate punishment for drivers who repeatedly drive a vehicle while intoxicated, has a sanction in the form of forced labor for up to 1 year, including deprivation of a driver’s license for up to 10 years or imprisonment for up to 3 years with deprivation of the right drive a vehicle for up to 10 years.

The second important change concerned compulsory insurance. The innovations have already come into force. Also from January. Now a fake policy, purchased only to show it to a State Traffic Inspectorate employee, will not save you. And you no longer need to carry this document with you. Now the rules of the game are different. The traffic police inspector will be able to find all the data in the general database of insurance policies. If there is no information in the unified database that the owner of the vehicle has a policy, then the protocol will be automatically drawn up by the system and already sent to the owner of the vehicle and the fine there will be 800 rubles.

Legislation regarding compulsory insurance has been transformed several times over the past 5 years. The punishment for not having a policy was removal from driving and impounding the car. The traffic police exam: the rules will become complex and the practice will become difficult from September 1, 2021

And now the order of the Ministry of Internal Affairs on innovations in the field of passing driving license exams has finally been registered by the Ministry of Justice, and from September 1, 2021, the exam process will become noticeably more complicated. The Ministry of Justice gave the Ministry of Internal Affairs the opportunity to correct some shortcomings, and now the text of the order is publicly available.
THEORY
The process of passing the theoretical part of the exam has become more complicated. If there are three errors, the exam is considered failed. If there are two errors in one thematic block - too. All tickets are divided into 4 blocks, each of which has 2 questions. Each mistake is punishable by 5 additional questions. The main questions (20 pieces) are given 20 minutes (one minute per question). If the examinee makes a mistake, he is given 5 additional questions for the first mistake and another 5 minutes of time. If you make a second mistake, you are given 5 more questions and another 5 minutes of time. In total, the maximum number of additional questions is 10, the maximum duration of the exam is 30 minutes. You cannot make a mistake a third time; there will be a re-examination immediately. The new tickets themselves have already been developed, and as soon as they become known, this will be announced separately.
PRACTICE
For those who are taking the license to drive a moped or motorcycle, the rules will be as follows: out of 4 exercises, you will need to complete 3-4. This is a relaxation, not a tightening, but it was adopted because not every school has a playground 80 and 11 meters long and wide. For drivers passing category “B”, they will need to start on a hill, enter a pit, make a snake, parallel park, and also drive through a controlled intersection if we are talking about an automated race track. The complex exercise “maneuvering in a confined space” will consist of three elements (or two elements depending on the smaller size of the area; the choice of exercises is at the discretion of the examiner).
A new scoring table has been compiled to evaluate driving skills on the highway. For example, if the test taker violated one of the following rules: he ran a red light into oncoming traffic, this is penalized with 5 points, which means the exam is considered failed. In this case, failure to fasten a seat belt is punishable by 3 points. It’s unpleasant, but they won’t kick you out of the exam.
Some violations add 1 penalty point. The time frame for passing examination procedures has also been seriously reduced, but only for motorcyclists during maneuvering. In general, it was customary to abandon rigid frameworks, since inexperienced driving school students would hardly be able to withstand such a rhythm. In general, a total of 60 minutes are allotted for passing the exam. To carry out the entire procedure for obtaining a license from the moment of submitting an application to the traffic police until receiving a certificate - 15 days (for motorcyclists). According to the regulations, a month is allotted for drivers.
Let us remind you that the document comes into force on September 1, 2021. The clause prohibiting an instructor taking the exam from being in the car is excluded from the new regulations. By the way, experts generally criticized the new rules, and therefore they were revised.
The innovation regarding an instructor in a car is argued by the fact that the car belongs to a driving school, and the instructor is allowed to be in it. At the same time, it is clearly indicated that on the road the representative of the owner (driving school) is on the right in the front seat in order to avoid an accident in case of danger. The head of the Ministry of Internal Affairs, Vladimir Kolokoltsev, signed an order approving the new administrative regulations for passing exams in the traffic police back in 2015. There will be several innovations in 2021. This applies to those who want to get category B. For those who want to get category A, new rules will also be introduced. For example, “high-speed maneuvering”. So, a motorcyclist will have to drive around five cones in an eighty-meter section in twenty-five seconds.
The point system for taking the exam on city roads will also become stricter in 2021. So, depending on where the cadet made a mistake, he will be given one, three and five points. For not wearing a seat belt, you can immediately receive three points. If a cadet stalls while trying to move away, he will be given one point. Five penalty points will indicate a failure to pass the driving test. Such rules will make it possible to produce drivers with a higher level of training.

The appearance of driver's licenses will also change. Special marks will appear on them, indicating that the driver has restrictions on driving. Innovations have so far been outlined only on paper. This document should have come into force a long time ago, but for now both State Traffic Inspectorate employees and representatives of driving schools are waiting for this to happen. In any case, this will happen before the end of 2021.
Two important innovations appear in Russian traffic rules at once
There have been significant changes in traffic rules. So, two innovations appear: one concerns traffic at intersections - now in particularly difficult areas there will be special markings - “waffle iron”. And secondly, priority in a circular motion in all cases goes to the one who is already moving in a circle. It should be noted that people traveled this way before, but there were exceptions that only caused confusion. Now there is only one rule.
The traffic situation is typical for large cities. Cars do not have time to cross the intersection and block the path of other cars that are moving perpendicularly. As a result, the traffic jam grows exponentially. Traffic rules previously prohibited entry into the intersection if there was a traffic jam. For violation there is a fine of one thousand rubles. But often even conscientious drivers could not find their bearings and correctly calculate the maneuver. The new government decree is designed to help disciplined drivers and punish car boors.
“Congestion often occurs, and not always due to difficult traffic and simply due to problems associated with insufficient driving culture. There are a variety of reasons for this. Now the regions will have the right to apply special road markings in problem areas,” said Dmitry Medvedev.
A similar marking—a diagonal grid at intersections, drivers called it a “waffle iron”—metropolitan motorists could already see on the road as part of a pilot experiment in Moscow. The innovation was considered successful. This does not mean that all intersections in all cities should be painted yellow. Regional authorities have the right to decide for themselves where to apply new markings and install video cameras.
“When a driver enters such an intersection, he must understand that this is an intersection where traffic jams occur very often, and when they see such a color, he must determine in advance his capabilities for maneuver and complete the corresponding maneuver without creating a traffic jam, and moreover, the possibility is established video recordings for them, so that these materials can later be used in cases of administrative offenses,” said First Deputy Prime Minister Igor Shuvalov.
The government resolution was developed with the participation of experts. Experts are confident that the innovation will be a serious help in the fight against traffic jams. Nothing disciplines you on the road like the real possibility of receiving a fine notice. True, for conscientious drivers, experts say, the innovation has only advantages.
“This is good for drivers, they are warned about the danger for other drivers and for their wallet, and it is convenient for the video camera - the coordinate system appears. Well, most importantly, at such intersections it will be a little calmer; there won’t be those who are trying to leave as long as I’m the first, and at least the grass won’t grow there,” explained auto expert Igor Morzharetto.
First Deputy Prime Minister Igor Shuvalov, who oversees road safety in the government, reported a reduction in the number of road accidents by more than 6%. At the same time, there was an increase in accidents at roundabouts. The reason for this, experts say, is confusion in the rules.
“In one city there can even be different schemes, depending on what kind of intersection it is. Because of this, conflict situations arise that could be avoided if these rules were uniform. Now priority for passage is given to those who move in the circle itself, and those entering will have to give way,” said Dmitry Medvedev.
The new rules, experts believe, will not only reduce traffic jams, but also avoid many minor accidents in roundabouts. There will be more order on the roads after the adoption of the long-discussed bill on liability for dangerous driving. The document was prepared by the government and submitted to the State Duma.

In addition to all of the above, legislators decided to include the term “dangerous driving” in the rules in 2021. Today such a concept does not exist. But abroad, “aggressive driving” is subject to criminal liability. Here we are talking about situations that may be considered dangerous for other road users.
There's just one thing! Here it will still be necessary to include precise wording in the rules, which will distinguish special boorish behavior from forced behavior. The impetus for the emergence of the term “dangerous driving” was a major accident in the Khabarovsk Territory, which killed 16 people.
The rules will also be amended in 2021 in relation to legal entities and individuals engaged in transportation. Lately, large vehicles have become the culprit of serious accidents. These changes should come into force at the beginning of 2021.
