What is a tachograph and why does it need to be installed?
Owners of commercial vehicles engaged in freight and passenger transportation must equip each vehicle with a tachograph. Order of the Ministry of Transport of Russia No. 440 dated October 28, 2020 indicates that the device must be installed on:
- passenger transport operated by legal entities and individual entrepreneurs, in which the number of seats, in addition to the driver’s seat, is more than 8;
- freight transport with a carrying capacity of more than 3.5 tons;
- buses operated by individuals;
- passenger transport carrying out regular transportation of passengers.

The order also contains a long list of exceptions (for example, trolleybuses, truck cranes, ambulances and other specialized vehicles are not required to install the device).
A tachograph (or recorder) is a device that is installed in the cabin of a vehicle and records such movement indicators as speed, distance traveled, time the car was driven in automatic mode, mileage, and the time the driver spends on work and rest. These devices help analyze the quality of the driver’s work and resolve controversial situations that arise in the event of a traffic accident.
In accordance with the order of the Ministry of Transport of the Russian Federation No. 440 dated October 28, 2020, in Russia, vehicles are equipped with tachographs with a CIPF unit (cryptographic data protection program), for international routes AETR is used (and drivers use CIPF and AETR cards). The laws and regulations do not define what a CIPF driver card is; this can be understood from the name; the recommended appearance sample is approved by the above order. This is a plastic rectangle with a microchip inserted into the tachograph to identify the driver before each use of the vehicle. The recorder cannot be used without a card.
What does the card look like?
The paper version of the personal card is issued on a special form. It must contain a photo of the driver, indicate his passport details, information about the medical institution in which the applicant for a license underwent a special examination and received a conclusion indicating that the state of health complies with the regulated requirements. A separate column indicates the name of the driving school where the citizen was trained, the category assigned to the driver upon completion of the training course, the date and place of the examination event by the traffic police, as well as the number of the driver’s license issued after passing the exams. In addition to basic information about the driver, the driver’s card contains additional information about the owner of the document. It may be associated with the need to wear glasses or contact lenses when driving or have a medical certificate if you have existing health problems. There are several types of vehicle driver cards: personal or examination; accounting, used at the enterprise for the purpose of collecting information about the employee to determine his optimal mode of activity and ensuring traffic safety, as well as a plastic one for the tachograph, in the form of an individual chip issued to the driver for easy identification.
Who installs the tachograph and provides drivers with cards
This responsibility lies with the employer - a legal entity or individual entrepreneur who carries out freight and passenger transportation using the vehicles listed above. He buys equipment, including plastic certificates, at his own expense and installs it in accordance with Art. 20 Federal Law-196 dated December 10, 1995.
If desired, the employee has the right to obtain a certificate independently; how to obtain a driver card for a tachograph for an individual or organization is established in law, the procedure is further clarified on the official website of the Ministry of Transport.
If an employee is employed who already has such a plastic certificate, there is no need to go through the procedure again. The card is personalized, and in the event of an employee’s dismissal, the employer, even if he spent money on obtaining the document, does not have the right to take it away from the employee. The procedure for interaction in this case is regulated in a contract or collective agreement.
The algorithm of actions on how to obtain a CIPF card yourself is established in the new Order of the Ministry of Transport of the Russian Federation No. 440 dated 10/28/2020 (valid from 01/01/2021 to 01/01/2027). Terms of use of the CIPF card
As we noted above, to drive a vehicle according to the rules, it will be necessary to have a CIPF card - we have already figured out what it is. Another nuance is related to the validity period of the electronic key, which for a driver card is 3 years from the date of activation. The period is indicated on the medium itself, and it must be monitored - after it expires, the digital signature becomes invalid and is no longer recognized by the tachograph.
When the expiration date is close, it is worth choosing a time in advance to reissue the tach card. The release of a new chip takes from 10 to 15 days, so there is a risk of disruption of important flights or downtime in the operation of the enterprise. This can only be avoided by planning the replacement in advance.
What is a driver card
Drivers working for transport companies, faced with the need to interact with this device, often do not know what a tachograph card is for and what it is. Certain categories of auto workers must register and receive it without fail (depending on what vehicles they work on).
The tachograph driver card provides identification and authentication using encryption means. It contains complete information about driving style, compliance with labor regulations, the speed limit observed by the driver, and the time he spent on the trip.
The information from the card is indisputable evidence in court, as it is personal. In accordance with the “Requirements for tachographs installed on vehicles,” approved by Order of the Ministry of Transport of the Russian Federation No. 440 dated October 28, 2020, its service life is three years, after which it must be replaced. It is necessary to get a new one even when the current one is lost or stolen, the plastic is damaged, a defect has appeared and it is malfunctioning, or the owner’s personal data has changed. In case of dismissal from the place of work, the tach card is returned to the issuing office.

Who needs a driver card for a tachograph?
Not all vehicle drivers have the right to receive such a plastic identity identifier. It is issued if the driver:
- has a license to drive a vehicle of categories “C”, “D”, “E”;
- resides on the territory of the Russian Federation for at least 185 days a year;
- over 18 years of age - for freight transport weighing less than 7.5 tons, and over 21 years of age - for passenger transport. Passenger carriers must have at least a year of work experience.
Personal driver card at the enterprise
According to Russian laws, all enterprises whose activities involve the use of transport are required to comply with regulations aimed at ensuring road safety. For this purpose, employers keep records of data regarding employee drivers, for which they create a personal card for each. It contains the following information:
- management experience for a specific category;
- duration of driving of the employer's vehicle;
- duration of work in the organization;
- existing violations of traffic rules and internal labor regulations;
- driver's participation in an accident;
- medical examination data;
- existing penalties;
- data on sleep and rest patterns before the accident;
- information about the driver's qualifications.
There is no single form for maintaining a driver’s personal card; each company creates its own sample document. Most often they focus on the T-2 form, a sample of which can be downloaded upon request.
The driver’s personal card is kept in the HR department of the enterprise. It is not given to the employee, so he cannot enter any information or lose it. All data is entered here on the basis of internal orders and regulations or according to documents provided by the driver.
What types of driver cards are there for a tachograph?
Plastic certificates vary depending on the device the vehicle is equipped with. If a device is installed in the car interior that meets the requirements of the European Agreement concerning the work of crew during international transport, then an AETR driver card, that is, a European standard, is issued. And if the tachograph is equipped with a unit that meets the standards of the Technical Regulations “On the Safety of Wheeled Vehicles,” then the driver receives a CIPF tachograph card, that is, Russian plastic.
In addition, there are several types of cards:
- driver - gives access to the device and allows you to work with it in operating mode;
- enterprises - it provides full access to all necessary data;
- controller - used when the device operates in the “Control” mode;
- workshop - intended for calibration, installation and adjustment of the device.
CIPF driver's card - what is it?
To identify the driver and access the functionality of the on-board control device, a CIPF card is used: the decoding of the abbreviation in its name means “information cryptographic protection system.” Such cards can only be used with tachographs equipped with Russian-made cryptographic (encryption) modules.
The card is a standard size plastic carrier with a built-in electronic chip. The chip stores information about the driver who is the card holder (personal data, license number, etc.), as well as information that is recorded by the device during the trip.
The driver’s photo, his data and information about the organization for which he works are printed on the surface of the plastic card. This allows traffic police or Rostransnadzor employees to check the presence of the card and its ownership without using special equipment.
What is the difference between CIKZI and AESTR tachographs?
To carry out international transportation, it is necessary to issue a driver card for a tachograph of the European AETR standard, and when driving a vehicle within the Russian Federation - a CIPF tachograph card. Performing essentially the same functions, tachographs require different data encryption methods. In addition, they have a number of significant differences:
- To use the CIPF card, you must enter a PIN code, which is not provided for by the AETR tach card.
- Cards have different watermarks and fonts printed on them. On the AETR tach card, the text is printed in two languages: Russian and English, and on CIPF cards - only in Russian.
- The serial number of the AETR card begins with the Latin letters RUD, and the CIPF begins with zeros.
- The price that must be paid for registration of plastic is also different. The costs for a CIPF tach card are lower.
- The list of documents required for their registration is largely similar. To apply for Russian-style plastic, you must additionally provide a TIN and an official letter of request from the employer.
Why do you need a CIPF driver card?
The card is used in the following way:
- Before the start of the trip, the driver inserts the card into the receiving slot of the device and enters the PIN code for activation.
- The tachograph CIPF module recognizes the unique digital signature on the card’s electronic chip and unlocks access to the device’s functions.
- During the entire time spent behind the wheel, the driver does not remove the card from the slot. Information coming from the speedometer, speed sensor and other peripheral devices is stored on the card in encrypted form - the information can neither be corrected nor deleted without a trace.
The amount of data that can be written to the driver's electronic chip is limited. Therefore, at least once a month, the collected information is uploaded to external media and stored - the information must be available for verification by regulatory authorities.
Where and how to apply for a driver card
Officials who are entrusted with the responsibility of equipping vehicles with the necessary equipment often wonder: where to make a driver card for a tachograph and what is needed for this. There are three ways:
- At the office of a service center or licensed organization. Their list can be found on the website of the Federal Budgetary Institution of the Automobile Transport Agency "ROSAVTOTRANS".
- Order a card online. To do this, you need to register on the website of an accredited organization, fill out an application form and upload scanned copies of documents.
- Apply with documents to the nearest MFC, located in the microdistrict at your place of residence.
Do I need a driver's card when replacing a license?
In 2021, a driver’s card is not required to replace a driver’s license due to its expiration. The list of documents that are needed in this case has been documented:
- statement;
- driver's license, if it has not been lost;
- medical certificate in form No. 003-В/у;
- passport;
- receipt of payment of state duty.
The traffic police officer’s demand to hand over the driver’s examination card in 2021 will be unlawful; such a document has not been issued for a long time. All information previously contained in the card is now in a single electronic database of the traffic police; the employee can quickly make a request and receive the necessary information.
When you first obtain a driver's license, you do not need an examination card. Before taking the exam, the driver candidate submits along with the application a certificate of medical examination, a certificate of completion of a driving school, a receipt for payment of the state fee, and takes a photograph directly on the day of receiving the license. Nothing more is required from him.
In 2021, a personal driver card is needed only at enterprises to collect information regarding the person authorized to drive a vehicle.
This document is not issued in person, so there is no need to think about its validity period and how to replace it. Since 2000, the driver's examination card has not been issued, is not changed, and is not provided when obtaining a license from the traffic police. A tachograph card is, in fact, an electronic key and contains a minimum of information about the person driving the car. This is all that car owners need to know about personal driver cards so as not to be misled and confused.

Penalties provided for in 2021
The absence of a tachograph in the cabin of a truck, in accordance with Article 11.23 of the Code of Administrative Offenses of the Russian Federation, is regarded as an administrative offense that entails penalties for all persons involved in transportation. For drivers, a fine of 3,000 to 5,000 rubles is expected; for release onto the line, for employees of a motor transport enterprise who released a car for a trip, a fine is provided in the amount of 7,000 to 10,000 rubles, for individual entrepreneurs - from 15,000 to 25,000 rubles, and for legal entities - from 20,000 to 50,000 rubles Sanctions are imposed for the lack of tachographic documentation and for improper operation of the device.
To avoid fines, the carrier company must install a tachograph in cargo and passenger vehicles, where the driver’s card is stored.
