What is the amount of state duty when registering a car with the traffic police?

One of the largest state fees in monetary terms will have to be paid when registering a car with the traffic police, but only if you receive new license plates - for example, for a new car or if the previous owner decided to keep the plates when selling you his car. In this case, three state fees are paid: for issuing new license plates, for issuing a new registration certificate (SoRTS) and for making changes to the PTS.

It also happens that the PTS runs out of space or it was lost, then you will have to pay a state fee not for making changes to the PTS, but for issuing a new PTS.

By the way, what many call a “registration passport” (a pink A5 plastic card) is correctly called a vehicle registration certificate (VRC). Technical passports were abolished several years ago, but many drivers still call this certificate a technical passport (and we will be in this article).

What does a duplicate PTS look like?

A duplicate of a car passport, just like the original, is a document of strict accountability and has its own details (series and number).

The State Sign document form is prepared on an A4 sheet of light blue color and has all degrees of protection, which include:

• the fluted title of the document printed at the top of the front side. You can feel the corrugation with your fingers when smoothly running over the inscription;
• a hologram located in the upper left part of the document, which should be bright and readable when enlarged;
• a holographic pattern located in the area of ​​special marks, changing color from gray to light green;
• security thread at the bottom of the document;
• translucent “RUS” sign on the fold.

The duplicate of the PTS, just like the original document, contains (Order of the Ministry of Internal Affairs No. 496):

1. 25 lines on the front side for the technical parameters of the vehicle, which indicate the following information:
   individual VIN number assigned to the vehicle by the manufacturer;
2. make, model, year of manufacture;
3. category and type of vehicle;
4. model, power, volume, type and number of the installed engine;
5. frame, body and chassis numbers, if available;
6. color;
7. environmental class;
8. weight of the machine with and without load;
9. country and organization (name, address) of the manufacturer;
10. country of export and customs restrictions, if the car is manufactured in another state and is imported for use in Russia;
11. details of the certificate of compliance of the vehicle with safety rules;
12. initial owner of the car: his name and address;
13. date of issue of the document.
14. 6 separate columns for posting information about vehicle owners, which indicate:
    name of the organization or full name of the owner of the transport;
15. address of registration or residence, respectively;
16. details of the document establishing ownership of the car. For example, when purchasing, the document details are the number and date of signing the sales contract;
17. date of registration/deregistration;
18. issued license plates;
19. details (series, number) of the issued registration certificate.

PTS issued after 2012 additionally indicate:

• link to pay the recycling fee and the number of the document used to make the payment;
• name and number of additional equipment installed on the vehicle for quickly calling emergency services in the event of an accident or other danger.

30% discount on state duty

But when paying the state fee through the State Services portal (accordingly, when submitting an application to register a car through the portal), a 30% discount is provided on payment of the state fee. To receive a discount, you must pay online - with a card from any bank, electronic money or from your mobile phone balance.

To register a car with State Services, you need to log in to the website, and then successively go to the Service Catalog → Transport and driving → Vehicle registration → Registration and issuance of documents → Registration of a motor vehicle with the State Traffic Inspectorate → then select “Get a service”; or follow the direct link to the registration form.

Document preparation

The PTS is replaced by the State Traffic Inspectorate in the registration department (MREO). To obtain a duplicate of a document you must:

• prepare the appropriate package of documents (the set of documents is regulated by Order of the Ministry of Internal Affairs No. 1001 on the procedure and rules for performing registration actions in the traffic police);
• submit a written application in the prescribed form indicating the reason for the restoration of the document;
• pay the state fee for the restoration of the car’s passport, and, if necessary, other services (replacement of the registration certificate, vehicle license plates, etc.);
• provide the vehicle for inspection. Inspection of a vehicle is carried out only in cases of loss or theft of the original document. During the inspection, specialists check the numbers of all installed units with the database available at the traffic inspectorate;
• get a new PTS.

It is advisable to make an appointment with a traffic police officer in advance. This will significantly reduce the time required to restore a document.

Recording is made:

• by phone (indicated on the traffic police website and information stand);
• online on the official regional website of the State Traffic Inspectorate;
• online through the government services portal. Through the e-government website (Gosulug), you can not only make an appointment, but also pay the state fee, as well as send documents for preliminary consideration.

What is the size of the state duty when registering motorcycles and trailers with the traffic police?

For registration of motorcycles and car trailers, the state duty for issuing license plates is slightly lower. Other state fees remain the same, as well as the form of registration with the traffic police is the same.

What to watch out for when buying a car

If, when purchasing a vehicle, the owner provides a duplicate vehicle passport, this may lead to:

• to purchase a car pledged by the bank. When applying for a car loan, as a rule, a second agreement is drawn up - a collateral agreement, according to which the loan car is the property of the bank until the funds are paid in full. In such situations, the car is not confiscated, and the credit institution keeps the original title so that the borrower does not have the opportunity to sell the movable property. However, it is not difficult to obtain a duplicate in such a situation;
  

  It is enough to inform the traffic police about the loss of the document. When purchasing a credit car, the new owner bears all obligations to pay the debt. It is quite difficult to challenge such a transaction, and it is almost impossible to get money from the seller upon termination of the contract.

• a car with a duplicate title was stolen, and a new document was restored by the traffic police. The purchase of a stolen vehicle is accompanied by the need to return movable property to the previous owner. In addition, a criminal case may be opened against the buyer;
• the car has a high mileage and was owned by many citizens (organizations). In this situation, the title will be replaced due to the lack of free columns, and the car may be technically unsuitable for use.

What is the amount of the state duty for the restoration of the vehicle title and registration certificate?

If the SoRTS or PTS has become unusable, lost or stolen, then replacing them will also cost money. In this case, the total amount of state fees will, of course, be lower than for registering cars or motorcycles.

Who should change the vehicle title if it runs out of space?

According to the law, only the owner of the vehicle can make changes and change the title. The curious thing is that, in fact, at the time of selling the car, both the seller and the buyer can change the title, because even if the purchase and sale agreement has already been signed, the traffic police do not know about the change of owner - therefore, changing the title when there is no room in it can salesman.

The buyer can change the title as a new owner by presenting the purchase and sale agreement to the traffic police. However, in practice, sometimes there are stubborn traffic police officers who refuse to change the vehicle’s passport, arguing that the replacement should supposedly be made by the old owner, since it was he who ran out of space in the title. This is illegal, since not a single legal act regulates the replacement of a PTS immediately as soon as it runs out of space for records of new owners. Consequently, the one who has run out of space is not obliged to change it, but has the right to do so.

What is the amount of state fees for issuing license plates if they are lost or misplaced?

The state fee for issuing new license plates, if you have lost them, they were stolen from you, or they have become unusable, will be the same 2,000 rubles. Just don’t confuse the issuance of new numbers (with different numbers and letters) and the production of duplicate numbers if they are unreadable - the latter is significantly cheaper and costs on average from 400 to 1000 rubles, depending on the prices of organizations.

When issuing new license plates, you will also need to obtain new SoRTS and make changes to the PTS, so the total cost of state fees here is comparable to registering a car or motorcycle, respectively.
