Filling rules

How to correctly enter data into a vehicle registration card is set out in the Order of the Ministry of Internal Affairs of the Russian Federation dated March 31, 1995 No. 125 (hereinafter referred to as the Order) and its annexes. Thus, the process operation code is filled in using a special codifier, which can be found in Appendix 5. The date of the operation is filled in in a six-digit format without dots and spaces. The registration plate should be indicated without the regional code.

Car information

If the car previously had another registration code, it should be indicated in a special field. The identification number contains information about the manufacturer (the first 3 letters or numbers), the vehicle model (the next 6 characters), and the serial number assigned at the production site (the last 8 characters). Data for the field about the make or modification can be found in the vehicle passport or registration certificate.

The vehicle type code can be determined using Appendix 7 to the above-mentioned Order. Then you should highlight the desired category of car (A, B, C, D) and the word “trailer” if you are going to use one.

The last 2 digits of the year of manufacture are indicated in a separate field. If it is impossible to install it, you should set o or “Not installed”. The engine model and license plate number are indicated with a hyphen. The number values ​​assigned to the trailer and chassis are also indicated. In order to determine the color of the body or cabin, use Appendix 8.

Engine power is indicated in units such as kilowatts or horsepower. The following fields include the permitted weight and the unladen weight. If this information is not in the vehicle passport, it can be found in the operating manual or the nameplate under the hood of the car.

To enter the code of the manufacturer, use Appendix 6. In case of temporary registration, fields 19 and 20 are not required. Codes for types of registration documentation are contained in Appendix 9, and forms of ownership in Appendix 10. Digital designations of documents confirming ownership are indicated in Appendix 11.

Vehicle owner details

Legal entities are designated by the number 1, and individuals by 2. In order to indicate the code of the place of birth, you should be guided by the information specified in Appendix 4. When designating an identity document, you should put 1 if registration is carried out in connection with a passport, and 2 - when ID card is used. When filling out the field with the address of the vehicle owner, you should use the abbreviations specified in the Order.

If registration is carried out in connection with a permanent place of residence, the number 1 is indicated, for a temporary place of residence - 2. Field 39 is filled in with a four-digit code if the car is temporarily registered. In the “Special Notes” section, you should indicate information about the presence of right-hand drive and other important information not included in the previous paragraphs.

A separate section is devoted to regular technical inspections: it will reflect the results of the inspection by the traffic police, the number and series of the coupon, codes of the subject, traffic police department and the official conducting the inspection. If during the reporting period the vehicle is found to be faulty twice, a second note is not entered into the card. What is the card?

A vehicle registration card is a document drawn up according to the form that was put into circulation by order of the Ministry of Internal Affairs of Russia dated March 31, 1995 No. 125, which established the rules for vehicle registration in the traffic police. This regulatory act has already lost force, however, the form it introduced is still in use (in particular, a link to the registration card is present in the provisions of the current regulatory act on vehicle registration - Order of the Ministry of Internal Affairs of Russia dated June 26, 2018 No. 399, which introduced the rules for vehicle registration) . The card is drawn up according to the form given in Appendix No. 1 to the Instructions for Vehicle Registration according to Order No. 125.

Traffic police inspectors must fill out a card for each vehicle that is subject to registration in accordance with established requirements. In the manner prescribed by law, cards can be edited, reissued, or withdrawn from circulation. If a vehicle is deregistered, the card containing information about it must be stored in the archives of the State Traffic Inspectorate for 3 years.

The card shows:

1. Primary account identifiers:

• code of the form of the card itself (0351805);
• subject code (in accordance with Appendix 4 to the Instruction of Order No. 125);
• codes established for the traffic police unit, its official, operator (in accordance with the orders of the Ministry of Internal Affairs in the constituent entity of the Russian Federation);
• car number.

1. Basic accounting identifiers (if codes are used, they are looked up in the appendices to the Instructions under Order No. 125):

• accounting transaction code (for example, code 11 corresponds to the initial registration of a vehicle);
• date of transaction using the above code;
• number of the car in respect of which the operation was performed;
• previous car number (if used);

• code set for the body type (for example, code 21 corresponds to the station wagon body);
• car category (for example, passenger cars correspond to category A);
• Production year;
• car model, number of its engine, chassis, body or trailer;
• code set for body color (for example, code 3 corresponds to red), the full name of the corresponding color code;
• machine engine power;
• permissible maximum weight, as well as the weight of the vehicle without load;
• manufacturer code (for example, code 201 corresponds to Nissan);
• details of the car passport (series, number), date of issue;
• registration document code (for example, code 60 corresponds to a regular certificate), its details (series, number);
• code for the form of ownership of the car (for example, code 40 corresponds to private ownership);
• code for a document certifying ownership of a car (for example, code 50 corresponds to a regular vehicle purchase and sale agreement), its details (series, number).

1. Vehicle owner identifiers:

• code set for the person (1 - legal entity, 2 - individual);
• Full name of the owner (if he is an individual), his date of birth, code of his place of birth (according to Appendix 4);
• name of the enterprise (owner of the vehicle as a legal entity), its code - in accordance with directories used in the constituent entity of the Russian Federation;
• document code, which confirms the identity of the owner of the vehicle (code 1 corresponds to the passport), details of this document (series, number), date of issue;
• residential address of the vehicle owner, his telephone number.

1. Temporary identifiers of the vehicle owner (on the back of the card):

• code of the subject in which the car is registered (according to Appendix 4);
• Full name of the owner in the status of an individual;
• name and code of the enterprise, if it is the owner of the vehicle;
• temporary address of the vehicle.

1. Information on state technical inspections.

For each inspection the following is provided:

• date of;
• result code (1, if the vehicle is in good condition);
• details of the coupon confirming the completion of the technical inspection (series, number;
• code of the subject where the technical inspection was carried out (Appendix 4).

The card is filled out in accordance with the Instructions under Order No. 125.

Note that, since Order No. 125 has lost force, the form of the card in question is essentially recommended. In practice, traffic police inspectors can change its structure. So, in some cases, the above information can, for example, be supplemented with the following data:

• about the location of the steering wheel;
• about the cost of the vehicle;
• about the inspector who issued the certificate.

The certificate is certified by an inspector and the seal of the traffic police department.

Let us now consider for what purposes the document in question is used in practice, and how to obtain a vehicle registration card.

Car face card

is intended for planning maintenance, recording and analyzing the implementation of maintenance and repair, and adjusting the maintenance plan for a specific car, taking into account the actual mileage and downtime during repairs. It is compiled and maintained by a rolling stock accounting technician, taking into account the specifics of the enterprise’s operation, the frequency of preventive repairs, the daily mileage of the vehicle, and the operating mode of the vehicle transport service. The personal card takes into account the vehicle's monthly and daily operation.

Based on the personal cards, daily operational plans and reports for placing vehicles for maintenance are written out. Notes on the completion of maintenance and repairs are made on the front card using conventional abbreviations based on the information contained in the incoming maintenance plans and repair sheets.

Notes on daily cumulative mileage and vehicle downtime are made based on information received from the operation department.

With stable daily runs of rolling stock, maintenance planning can be carried out according to the principle of a monthly calendar schedule. On the back of the front card, data on the units installed on the car is recorded: the date of their installation and removal, the mileage of the car. The personal card is stored in the technical department of the enterprise (information processing and analysis department).
