What is it, why is it needed and how is a green card issued for a car?

What is a green card for a car?

A green card for a car is an international agreement where countries around the world mutually recognize the policy, which creates certain rules that clearly describe the points that any car owner is responsible for their transport.

Back in 1950, a global conference was held in the capital of England, where systemic rules and standards for Green Cards, which all car owners must comply with, were reviewed and adopted.

This insurance system is valid in 50 countries.

Green Card Insurance Conditions

There are certain rules and conditions for obtaining a Green Card. First of all, all necessary documents must be in perfect order; they will be strictly checked for authenticity.

The documents must be as follows:

  1. Any documentary proof of identity, preferably a passport.
  2. A document that will indicate the right to a car.
  3. A document that confirms the registration of the car. It is issued by an authority that has carried out a full check of a car of any category, after which it has been registered.

Note! When you receive a Green Card, it becomes valid for a period of two weeks to one year.

Which countries' borders can you cross with a Green Card?

With a Green Card you can cross the borders of 46 countries in Europe, Africa, Asia, including:

  • Bulgaria;
  • Belarus;
  • Ukraine;
  • Spain;
  • Italy;
  • Andorra;
  • Albania, etc.

The largest number of countries using green car cards are in Europe. America does not support this program.

The vehicle owner should not confuse the green card with the Green Card issued in the USA. These are completely different documents.

In the United States, a green card allows citizens of foreign countries to obtain permanent residence. It has nothing to do with the use of cars. American Green Cards are played annually in lotteries. Such sweepstakes are not provided for international auto insurance policies.

What is a Green Card?

The international type of motorist insurance, called the “Green Card” because of the color of the form on which the document is printed, has existed in the legal space of Europe for almost 60 years. At first, only the countries of the so-called old Europe took part in the program, then other states, including Asian and African ones, began to join them. Today, this international policy operates on the territory of almost fifty states.

In fact, the Green Card is an international analogue of motor vehicle insurance, relieving a foreign driver of the need to compensate for damage if he gets into an accident in a foreign country.

This is quite convenient, because each state has its own rules and prices, so the amount of damage can vary significantly. The “Green Card” eliminates headaches not only for the foreign motorist, but also for the second participant in the accident: if he is recognized as an injured party, the insurance company fully compensates him for losses associated with car repairs and pays for treatment (if necessary).

“Eurocard RAMK” is a necessary addition to the “Green Card”!

We know how difficult it is to navigate an emergency situation on the road in another country, and we suggest you purchase a “Russian AutoMotoClub” “Eurocard” card, which includes free provision of technical assistance services on roads in Europe.
The cost of the Eurocard is several times less than the cost of providing emergency technical assistance services in Europe; the number of services provided is not limited during the validity of the card. You can apply for a Eurocard for the same period as a Green Card.

Terms and conditions of registration

Both an individual and a legal entity can apply for a “Green Card” for a car or motorcycle at the Russian AutoMotoClub, if they use the vehicle legally. In this case, two rules must be observed:

  • The conclusion of the contract is possible no earlier than 30 days before the start of the insurance;
  • A vehicle with a state registration plate of the Russian Federation or a “Transit” sign is subject to insurance (an insurance contract for vehicles with a “Transit” sign is concluded for a maximum of 1 month).

The amount of insurance under the contract is not limited, but the amount of compensation should not exceed the limits of the insured amount established by the legislation of the state in whose territory the traffic accident occurred.

What does a green card look like?

The green card got its name from the color of the policy. It is made on a green form with certain degrees of protection. The form has a unique number, and its counterfeit will be prosecuted by law.

The domestic form is made on Gosznak paper and has several degrees of protection, including an individual non-repeating number, RSA watermarks and metal thread.

The policy has 4 pages. When registering, the client receives three sheets, and the last one remains with the insurance company. In case of an accident, the driver gives one page to the injured person. There are no seal impressions on the first two sheets. The third and fourth pages may have the insurer's stamp, but this is not required.

Actions of the car owner in the event of an insured event under the Green Card

A green card is valid on the territory of a foreign country. This means that you can only use insurance if you get into an accident abroad. Payments to Russian car owners in the event of an insured event on the territory of the Russian Federation are made under the OSAGO .

Sequence of actions of the car owner:

  1. Turn on the emergency signal;
  2. We display a warning sign about an accident;
  3. We call the traffic police (in European countries there is a single number - 112);
  4. We call for medical assistance (provided that there are victims);
  5. We write down the contact details of witnesses (telephone number, residential address, full name);
  6. We are trying to obtain a European accident notification form from the second participant in the incident. Let's fill it out. If there is no form, you must write down the details of the other party’s vehicle;
  7. Receive information on the insurance policies of all participants in the accident, and also give them a copy of your Green Card;
  8. Take photographs of the scene of the accident, collect witness statements and other evidence;
  9. Wait for the traffic police to arrive and receive from them a document confirming that you were involved in an accident;
  10. Contact the Green Card Bureau located on the territory of a foreign country. Report an accident;
  11. Call the insurance company that issued the Green Card. Report an incident;
  12. Provide the insurance company with the documents necessary to receive payment (policy, checks for car repairs, receipts from a medical institution, etc.)

It is difficult to say how long it will take for the insurance payment to be made, as well as to determine the exact list of required documents. It has already been said above that the conditions depend on the rules of the country in which the accident occurred.

Separately, we note that you should not sign documents whose contents the car owner does not fully understand. This can lead to negative consequences. In fact, you can put your signature on anything, including an admission of guilt in committing an accident.

In which countries is the green card valid?

Since the beginning of 1951, the Green Card agreement has been in force. The participants include 48 countries from two continents of Eurasia and Africa. If the policy is issued in one of the participating countries, then it is valid in the others.

Package of documents Green Card

After paying for the insurance policy, you will be given a package of Green Card documents.

The package of documents includes:

— receipt of payment indicating the insurance premium and the validity period of the insurance;

— international insurance certificate Green Card;

— road accident notification forms;

— a reminder to the driver.

This is what the Green Card document package looks like

Procedure for obtaining insurance

To obtain a Green Card you will need:

  1. Identification document of the policyholder.
  2. Vehicle document (registration certificate or vehicle passport).
  3. Fill out a special application form.

If the policy is purchased not by the owner, but by his representative, then a notarized power of attorney will be required.

Each set of policies includes four sheets. Three sheets are given to the policyholder, and the fourth is used by the seller for reporting.

The first and second sheets indicate:

  • duration of the policy;
  • vehicle registration number;
  • transport category;
  • make and model of the vehicle (in practice, the model may not be indicated);
  • policyholder or owner of the car (last name, first name and address).

The third and fourth sheets additionally contain the date and place of issue of the policy, its cost, as well as cells for the signatures of the parties. Payment is made in the usual manner: to the insurer's representative by receipt, to the company's cash desk or by bank transfer.

Registration procedure

So, we found out what a green card for a car is. You can arrange it in advance by visiting those insurance companies that are accredited for issuing, or right at the border at the representative office of a suitable company. In the latter case, you will most likely have to overpay somewhat. To find out who issues such certificates, you can visit the RSA website, which contains a list of them.

To obtain a Green card you will need the following documents:

  • passport;
  • PTS;
  • diagnostic card (not always);
  • STS;
  • statement.

After paying the state fee, the driver will receive back all the documents submitted (except for the application), a reminder about what will have to be done in the event of an accident, as well as the certificate and receipt itself.

You can only get a green card for a car in the country where it is registered.

How much does registration cost?

The cost of the document is clearly established for any company that issues it. A difference in price is possible, but it depends on the following indicators:

  1. Car category (bus, truck/car, motorcycle, etc.).
  2. Scope (near abroad or all participating countries).
  3. Insurance period (lasts up to a year, minimum validity – 15 days).

As a rule, the cost of a “green policy” purchased for visiting neighboring countries is several times cheaper than the same document, but intended for traveling around European countries.

Tariffs for obtaining a green policy are recalculated monthly, which is due to the need to calculate its amount depending on the ruble exchange rate. The obtained figures must be agreed upon with the Ministry of Finance of the Russian Federation. That is why a Green card is issued no earlier than 30 days before traveling abroad.

At the moment, tariff rates before visiting the company can only be viewed on the RSA website.

Procedure for obtaining a green card

The policy can be obtained by both an individual and a legal entity that legally owns a vehicle. According to the insurance rules in the Green Card system, it is not the car itself that is subject to insurance, but the responsibility of its driver, that is, if an accident occurs due to the fault of the policyholder, the victim will receive compensation at the expense of the company. But the culprit of the accident is not entitled to any compensation, and in the absence of other types of insurance, the car will have to be restored at his own expense.

Important! A green card only makes it possible to minimize financial costs in the event of an accident, but in no way relieves you from criminal liability. To protect yourself, carefully read the road rules of the country you are traveling to and exercise extreme caution when traveling.

The procedure for obtaining a policy is quite simple:

  • choose an insurance company from the RSA list;
  • determine the optimal duration of the policy;
  • pay the cost;
  • submit documents along with a payment receipt;
  • you receive a ready-made policy.

The document can be issued no more than 30 days before the trip

Until 2021, the policy was issued on 4 sheets, two of which were copies of the policy itself and civil insurance, but the new sample is a single-layer form of standard size. Now almost all companies issue insurance on new forms, although the old format is also valid and can be used for its intended purpose.

Along with the policy, the policyholder receives a contract and a memo detailing the procedure in case of an accident abroad. Please note that if you do something not according to the rules, the company may refuse to compensate the victims for damages, which means that you will have to pay out of your own pocket. So, be sure to read the instructions and always strictly follow the instructions given in it.

How much does a Green Card cost, how and where can I buy it?

How much does a Green Card cost?

An insurance policy for traveling abroad is available only in the country where the car is registered. In Russia, the Green Card is issued to owners of cars registered with the State Traffic Safety Inspectorate. In this case, the document itself comes in two types:

  • For neighboring countries: Ukraine, Moldova, Belarus and Azerbaijan.
  • A policy without restrictions, valid in all countries participating in the international program.

The latter option is issued not only in the case of a trip around the world, but also for a one-time visit to any of the countries not included in the first point. For each party to the agreement, having a “Green Card” is a mandatory condition for crossing the border.

Geographical coverage is a significant, but not the only factor that determines the price of a Green Card. The cost of insurance is also greatly influenced by its validity period and type of transport. An international policy can be issued for any number of months – from 15 days to 1 year. See the table below for more details.

If the travel route does not extend beyond the borders of nearby Ukraine, Moldova, Belarus and Azerbaijan, then there is no point in buying a full-fledged Green Card. It is enough to purchase a policy valid in the territory of these countries. This will significantly reduce costs, because the cost of lightweight insurance is 3-4 times less than the standard option.

Where can I buy a Green Card and can I get a discount?

The list of organizations authorized to draw up international motor vehicle liability contracts in Russia is determined by the Russian Union of Motor Insurers (RUA) and is published on their official website. Today in our country only seven insurance companies can issue Green Card policies:

  1. OJSC "Alfa Insurance"
  2. SPAO "RESO-Garantiya"
  3. JSC IC "Twenty-first century".
  4. PJSC IC "Rosgosstrakh".
  5. SAO ERGO.
  6. LLC "Insurance"
  7. JSC "VSK"

Tariffs are the same for all insurance companies, since the price is set by the same RSA in agreement with the Ministry of Finance and the Central Bank of the Russian Federation. Therefore, you can only get a discount on the Green Card at the expense of the insurance company’s margin, which they are extremely reluctant to do.

It is also worth keeping in mind that rates for Green Card insurance policies are set in euros, so their cost in rubles may change depending on changes in exchange rates. Tariffs are recalculated on the 15th of every month.

What documents are needed to obtain a Green Card?

To conclude an insurance contract under the Green Card system, you need to fill out an application in the form established by the rules of the RSA. In addition to the application, you must provide:

  • Passport or other identification document.
  • Registration certificate of a legal entity (for organizations).
  • A document confirming the registration of the vehicle in the Russian Federation (PTS, technical passport, vehicle registration certificate, etc.).

In some cases, by prior agreement, the policyholder may provide copies instead of the originals of these documents.

Necessary documents to obtain a policy.

A green card can be obtained by individuals and legal entities. The only difference is in the list of documents provided.

To obtain a green card, insurance company employees request the following documents:

For individuals:

  • Russian Federation citizen passport
  • Vehicle registration certificate
  • Application for concluding an insurance contract

For legal entities:

  • Certificate of registration of a legal entity
  • Vehicle registration certificate
  • Application for concluding an insurance contract

As a rule, you can provide both originals and copies of documents. But each insurance company has its own rules for concluding contracts, and it is better to clarify this information in advance by phone. And also find out about the possibility of insurance and the availability of insurance forms. If the policy is issued through the company’s website, you will need scans of these documents, which must be sent along with the online application.

Prospects for the development of the system

More and more policyholders in Europe are turning to the services of insurers from other countries when insuring motor vehicles, which serves as the best proof of the viability of the internal European insurance market. But at the same time, the question arises about the awareness of insurers about the previous insurance history of such a person. For this purpose, it is proposed to introduce a standard information document that insurers can use to find out the previous loss history of a driver who was previously insured by an insurance organization located in another EU state.

The choice of insurance coverage in national insurance markets is growing. In particular, a variation of insurance “under differentiated conditions” has been proposed, allowing insured persons to avoid difficulties associated with the regulation of insured events that occur outside the state of permanent residence. If the accident occurs abroad, the damage will be assessed according to the rules that apply in the state of the injured person. Moreover, the subsequent right of recourse on the part of the insurer to the guilty party is exercised in accordance with the law of the state in which the insured event occurred.

In many European countries, legislative reforms are being carried out or are being prepared to expand the circle of road accident victims who will receive insurance compensation. The impetus for this process was put in place by Belgium; back in 1995, a system was introduced that provided the possibility of “direct claims” to the insurer for those road users who previously did not have such a right (cyclists, pedestrians, vehicle passengers). These categories of persons now have the absolute right to bring claims for civil liability against insurance organizations that insure motor third party liability. Such bills are being prepared for adoption in other European countries, primarily in the Netherlands and Germany.

What are the tariffs?

They are the same for all insurance companies. They are established by RSA, after agreement with the Ministry of Finance of the Russian Federation. The cost of insurance is affected by the euro exchange rate. Prices are recalculated monthly. The tariff period is from the 15th to the 14th.

For example, the cost of car insurance abroad for 15 days will be 2,450 rubles (for a passenger car). For a month – 4670 rubles. These are tariffs for obtaining insurance for “all countries of the system.” But, for Belarus or Ukraine, the price of car insurance will be significantly lower (you will pay a little more than a thousand rubles per month).

Prices are for 2021, but check the current cost on the RSA website using this link: find out tariffs.

In addition to coverage, the cost is affected by the type of vehicle and validity period. The minimum period for which a Green Card is issued is 15 days, the longest is a year. The policy cannot be extended. Therefore, calculate the duration of the trip as accurately as possible. The lowest tariffs are set for trailers, the highest for buses.

How much does it cost and what does the price of the policy depend on?

The cost depends on the type of vehicle and where the policyholder is traveling. You can take out insurance that is valid in all countries participating in the Green Card, or valid only in Moldova, Belarus, Ukraine and Azerbaijan.

The cost is regulated by the Russian bureau of the Green Card system. Tariffs depend on the euro exchange rate and are updated every month. There are no promotions or discounts (for example, for accident-free driving).

In December 2019, I applied for a full Green Card and paid 2,500 rubles for a 15-day policy for a passenger car. Today the cost of the same policy is 3,350 rubles.

Green card for trailer

In Russia, there is no need to insure trailers under compulsory motor liability insurance. But according to the Insurance Rules in the international vehicle liability insurance system “green card”, the trailer must be insured if this is directly established by the rules of the country to which you plan to travel. In all countries except the Russian Federation, motorists are required to insure liability for the trailer separately. Therefore, you need to take out a green card policy for the trailer of your passenger car if you plan to cross the border with it.

Types of Green Card policies

The international Green Card certificate in Russia has two varieties, depending on the territory of its validity. The first type is a policy with a coverage area of “all countries”: it is valid for all 48 countries participating in the international insurance system. The second type of insurance covers only neighboring countries - Belarus, Ukraine, Azerbaijan and Moldova, and, accordingly, is valid only on their territory. Both types of policies are issued in the same format, and the difference between them is the amount of insurance payment.
