Transport tax can also be called a “road tax”, and sometimes – a “technical inspection fee”, although the latter is incorrect; a technical inspection is a control procedure that is paid separately.

Payment of transport tax is regulated by law and is mandatory for most car owners. This is an important point - it is the vehicle owners who pay the tax (formerly state duty).

The House of Representatives on December 18, 2021 adopted amendments to the Tax Code of the Republic of Belarus dated December 19, 2002. According to the resolution, from January 1, 2021, the fee for issuing a permit to admit a vehicle to participate in road traffic is canceled. Instead of state duty, a transport tax will apply. As previously planned, the transport tax (road toll) will be decoupled from technical inspection. The amount of transport tax will be lower than the state duty, but all vehicle owners are required to pay it. Thus, it will not be possible to evade paying transport tax.

Instructions for paying transport tax online in 2021

The tax service sends out receipts with tax calculations in advance, so that by the deadline established by law, the payer can decide on the payment method and plan the required amount. You can pay the transport tax in any convenient way: online if you have access to the Internet from any device or during a personal visit.

Through Sberbank online

Sberbank cardholders are given the opportunity to make various payments through a mobile application or online on a computer. To pay transport tax, the payer must:

  • Log in to the Sberbank website in the “Sberbank.Online” section or go to the application installed on your mobile device;
  • in the Payments section, go to Taxes, fines, traffic police and search for taxes in the Federal Tax Service using the document details, TIN or scan the QR code;

Public services

This payment method is available only to registered users of the ESIA (Government Services Portal) with an account in the “Confirmed” status. The algorithm of actions when making a tax payment is as follows:

  • log into the portal with your personal login and password;
  • in the top menu bar go to the “Payment” section;
  • a debt on all your taxes, including the car, should automatically appear;

  • if there is no amount, then instead of “Proceed to payment”, “Check” will appear. Click on it.
  • enter a 20-25 digit code in the UIN field (it is located on the receipt from the tax authority at the top of the document in the “Document Index” column;
  • After entering, click on “Pay”.

Then the system will prompt you to select a payment method: bank card, electronic money (Webmoney or Yandex) or mobile phone account.

Yandex money

If you have a Yandex wallet, the car owner can pay the transport tax directly through the Yandex payment system:

  • go to Payment for services;
  • go to the Taxes section;
  • indicate your personal tax identification number or receipt index;
  • when you click on the “Check” button, a search is carried out in the State Information System according to the specified parameters;
  • then pay the tax amount.

How to pay tax if I haven’t received a receipt?

The receipt contains not only the payer’s details, the amount of calculated tax, but also the details where it should be transferred. If the citizen has not received it by mail, then there are only two ways to receive it:

  1. Print from your personal account on the official website of the Federal Tax Service or pay online here, but this requires:
  • registration on State Services with identification confirmation;
  • or registration with the Federal Tax Service, but to receive the password you will need to be present in person at the tax office.

Only if there are complete details where the tax should be transferred, a citizen will be able to correctly direct the amount to a specific code. It is better not to make mistakes here.

How much do you have to pay (table)

One of the main nuances is the age of the car. If your vehicle is “younger” than 10 years, then you need to pay transport tax 2 years in advance. This rule does not apply to trucks and buses.

The total weight of the car is also taken into account. There are 4 generally accepted categories:

  • up to 1.5 tons;
  • from 1.5 to 2 tons;
  • from 2 to 3 tons;

The cost of the road participation fee, which is planned to be introduced for individuals instead of the duty, is the same. But you can pay individuals not immediately for the year, but by months. And if you pay for a year or more, you get a 20% discount. Those. the indicated amounts must be multiplied by a reduction factor of 0.8. To calculate how much to pay per month, divide the amount by 12.

Payment deadline

For transport tax, the legislation sets the deadline for payment - December 1 of the year following the year of ownership of the property. Distribution of receipts begins in advance, approximately 3 months before the due date. If the document has not been received by October 1, you should worry about receiving it and go to the tax authority.

It is not prohibited to divide the tax amount into parts and make payments on different dates. But here it should be taken into account that the last payment must be made before December 1, otherwise penalties will be charged on the balance.

Having tried it once, you will no longer want to return to the “old-fashioned methods”, waste time on trips to the tax office, stand in queues at the bank or directly at the department itself.

How to sign up and where to pay?

Let us remind you that cars used for commercial transportation of passengers undergo technical inspection once every six months. Drivers of cars over 10 years old must have their car inspected every 12 months. Cars under 10 years old, motorcycles and mopeds undergo technical inspection every two years.

Before leaving for the inspection station, you should inspect your car yourself, preferably on an overpass. Check the functionality of the sound signal and all lights, and ensure that there is no leakage of oil or other technical fluids. It would also be a good idea to add fluid to the windshield washer reservoir - it would be a shame if it runs out during the check.

Tires must be free of cracks, buns and other damage; they must have a residual tread height of at least 1.6 mm for passenger cars. Let us remind you that a tire is considered unsuitable for use if one wear indicator appears located at the bottom of the tread groove, with uniform wear, or two indicators in each of the two sections, with uneven wear.

Another important point is that the car must be washed before undergoing technical inspection. Employees have the right to refuse to inspect a dirty car, and you will have to go to the station again.

If everything is in order according to your technical condition, it is worth remembering such undeservedly forgotten items as a fire extinguisher, warning triangle and first aid kit. At the station they can pay attention not only to their availability, but also to the expiration dates of medications and fire extinguishers, as well as the contents of the first aid kit. The documents that you need to take with you to the station are a driver’s license (again, make sure that it is not expired), a vehicle registration certificate (technical passport) and a compulsory insurance policy for civil liability of vehicle owners.

As we can see, in recent years the list of documents has thinned out significantly: since the beginning of 2021, with the entry into force of Presidential Decree No. 492 of December 30, 2021, the driver’s license coupon, the certificate for the technical passport, where marks for passing the technical inspection were placed, have disappeared from the list of required documents, and a medical certificate. And in connection with the replacement of the state duty for issuing a permit to admit a vehicle to participate in road traffic with a transport tax, from January 1, 2021, the receipt for its payment was also excluded from the list.

Due to the fact that the demand for the services of state inspection stations is now high, in order to avoid standing in line, you can sign up for a specific time.

This can be done by phone by calling the station, or online. You can fill out an application online through the website zapros.by, selecting the “Technical Inspection” section, a convenient station and time. In the form you will need to indicate the owner’s full name, make, model and license plate number of the car, and contact phone number. The site has a convenient reminder function - the system will send you an SMS 1-12 hours before the visit so that you do not forget about it.

However, as we understand, you can’t sign up for any station - some icons on the map did not have a record button.

Another way to register is through the website of the Beltechosmotr Unitary Enterprise. Here you also need to select a station with the corresponding icon, select a time, enter your full name, car details and contact phone number. As we saw on both sites, it is possible to sign up today for tomorrow, but you will have to choose the time that is left. And if you sign up for the day after tomorrow, you can choose any - there are plenty of free cells.

Before entering the station, do not forget to wear a mask - mask mode is in effect at all diagnostic stations. The order of further actions will be as follows. We go to the registration window and give there all the documents listed above. Then, at the ticket office or terminal (depending on what is available at the station), we pay for the inspection services. They will cost around 30 rubles for a passenger car. It is possible to make this payment in advance at the bank, but most motorists prefer to pay on the spot to avoid confusion. If there is no ticket office at the station, but there is a terminal, there will be instructions for payment.

If you want to deposit money through ERIP in advance from home via telephone or at the nearest bank via a terminal, this is possible, but you will have to work hard to find out how to find the payment.

Payment guidelines are available on the Beltechosmotr website. However, you can pay for line services according to these instructions only at one station in Minsk - No. 210 on the street. For other stations the issue becomes more complicated. For example, in ERIP we consistently go to the section “Auto-moto purchase, service” - “Minsk” and select the organization we need by name. However, when paying, many nuances arise. For example, not every station that exists in Minsk is on this list, and if it does appear, you will have to check the amount to pay on the organization’s website or by phone. For example, we were unable to pay for services at the required station. Automotive plant station No. 3 on the street. Vaneeva, 29, was on the list, but after entering the registration number, the system generated an error.

There is another option to find the desired station - enter the name of the organization that owns the station in the ERIP search. For example, we entered “Minskvodokanal” and found a payment for passing a technical inspection there. It ended up in the “Utility payments” - “Water supply” section.

If the station is located in a bus or trolleybus depot, you can follow the path “Other payments” - “Minsktrans” and select the desired depot. However, in each case, you will still have to call the station and clarify the payment amount, since prices differ. You should save the payment receipt just in case, but it is unlikely to be required at the station - when paying through ERIP, the data is entered into the database automatically.

Transport tax in Belarus in 2021

The law provides for a new object of state duty - the issuance of a permit to admit a vehicle to participate in road traffic (Article 249 of the Tax Code). Payment was tied to passing a state technical inspection. Those who undergo state technical inspection every two years will pay double (for two years), quote verbatim:
