Medical certificate to replace driver's license

To obtain or replace a driver's license, the driver must obtain a medical report (certificate) about the absence of contraindications or restrictions for driving vehicles in form N 003-В/у (approved by order of the Ministry of Health of Russia dated June 15, 2015 N 344n).

After receiving certificates from dispensaries, you must undergo a medical examination by the following medical specialists:

1. ophthalmologist;
2. neurologist (required for categories “C”, “D”, “CE”, “DE”, “Tm”, “Tb” and subcategories “C1”, “D1”, “C1E”, “D1E”);
3. otorhinolaryngologist (required for categories “C”, “D”, “CE”, “DE”, “Tm”, “Tb” and subcategories “C1”, “D1”, “C1E”, “D1E”);
4. last but not least, the therapist.

You can be examined by these specialists and receive a certificate at any state, municipal or private medical organization that has the appropriate medical license.

The medical report is drawn up by a general practitioner and is valid for presentation to the traffic police for 1 year from the date of issue of the certificate (clause 12 of Appendix 1 of Order of the Ministry of Health of Russia dated June 15, 2015 N 344n).

Note: a medical certificate (conclusion) may not be issued in cases where the rights are replaced due to their loss, damage, theft or change of surname (more on this below).

Where to go to get your driver's license replaced?

You must apply for a replacement driver's license to the registration and examination department of the State Traffic Safety Inspectorate.
