Environmental class was not accepted: restriction signs for “dirty” transport

Good afternoon, dear reader.

This article will discuss changes to traffic rules effective from July 1, 2021 and from July 1, 2021.

The innovations consist in the introduction of completely new road signs, which may impose restrictions on cars depending on their environmental class .

At the first stage (in 2021), several new “ecological” signs were introduced into the traffic rules. And in 2021, the list of vehicles for which these signs apply is expanding.

  • Exceptions for “Zone with Environmental Class Restriction” signs
  • Vehicle environmental class plate
      Restrictions from July 1, 2021
  • Restrictions from July 1, 2021
  • Table of actions of signs with environmental class
  • Fines for violating the requirements of environmental road signs
  • Let's get started.

How to find out the environmental class of a car?

To make it easier for you to understand what we are talking about, I recommend that you first find out the environmental class of your car. To do this, pick up the vehicle registration certificate. In modern STS, the environmental class is written on the front side in the fourth line from the bottom.

For example, “Ecological class FIFTH” may be written there.

So, if you find a mark on the environmental class in the registration certificate, then remember the indicated number. In this case, your car will be subject to the changes that have been in effect since 2018.

Please note that just a few years ago, STS were issued that did not have an environmental class field. If you do not have such a field, then your car will be subject to separate clauses of the rules that apply from 2021.

Note. For some cars, the environmental class is indicated in the vehicle passport, but is not included in the registration certificate. From the point of view of the updated traffic rules, it is considered that the environmental class is not specified and the car will be subject to more restrictions. It will be especially offensive for car owners who bought a car with a high environmental class (for example, fifth) several years ago, when the mark was not yet included in the registration certificate.

If your car’s STS does not have an environmental class, then it makes sense to contact the traffic police to obtain a new STS. At the same time, you don’t have to rush with the replacement, because... There is still quite a lot of time until July 1, 2021. The replacement procedure itself is quick; the state fee for issuing a paper document is 500 rubles, for a plastic one - 1,500 rubles.

    Penalties

First of all, you should take into account that if the car does not comply with a certain eco-class (Euro 5), the driver will not be able to register it.
Accordingly, the vehicle cannot be used on public roads, otherwise the driver may be punished (the amount of the sanction is eight hundred rubles). Repeated violation results in a fine of 5 thousand rubles.

There are no specific penalties for a low environmental class of a vehicle. In the fall of 2021, traffic police officers began fining owners of Euro-2 class trucks in Moscow. The fine is 500 rubles. In the future, this practice may spread to other regions.

Reference! For several years now, the Government has been discussing the possibility of introducing a fine of 10,000 rubles for using a vehicle with “dirty exhaust”. However, so far no real actions have been taken in this direction.

You can get a fine for ignoring an environmental sign, but it is the same as for ignoring all other signs. The amount of the fine does not exceed 500 rubles. In addition, if the PTS does not contain data about the class, it will be difficult for the traffic police inspector to determine it.

Road signs “Zone with environmental class restrictions”

So, from July 1, 2021, 4 new road signs have been introduced into the traffic rules:

In addition, signs 5.35 and 5.36 can be additionally equipped with plate 8.23 “Photo and video recording”:

Those. in the coverage area of the indicated signs, if sign 8.23 is present, violations will be recorded automatically.

Restrictions from July 1, 2021 (if the environmental class is indicated in the STS)

Let's look at what each of these signs means:

5.35: Prohibits the movement of motor vehicles (including all cars) whose emission class is lower than the number on the sign.

The picture above shows a sign indicating the fifth environmental class. This sign prohibits the movement of vehicles with environmental class from 1 to 4.

5.36: Prohibits the movement of trucks, tractors and self-propelled vehicles whose environmental class is lower than the number on the sign.

Restrictions from July 1, 2021 (if the environmental class is NOT specified in the STS)

5.35: Prohibits the movement of motor vehicles (including all cars) whose emission class is lower than the number on the sign, as well as cars whose emission class is not indicated.

Let’s assume that the car has an environmental class of “FIFTH”, which is indicated in the PTS. However, the car was purchased in 2010 and has never changed ownership since then. Those. There is no entry on the environmental class in the registration certificate. In this case, the driver will not be able to drive under the sign shown in the picture above.

5.36: Prohibits the movement of trucks, tractors and self-propelled vehicles whose environmental class is lower than the number on the sign, as well as trucks, tractors and self-propelled vehicles whose environmental class is not indicated.

Signs 5.37 and 5.38 show the place where the restrictions introduced by signs 5.35 and 5.36, respectively, end:

    Eco-class: what is it

During vehicle operation, nitrogen/carbon oxides, hydrocarbons, small particulate matter from exhaust gases and other harmful materials are released into the environment.
The more cars are used, the higher the concentration of these elements. To resolve this problem, a classification of cars was introduced according to the level of harm they cause to the environment.

Eco-class vehicles mean the division of cars into certain classes depending on the volume of harmful substances contained in their exhaust gases.

At their core, classes are an indicator of how much the internal combustion engine installed in a particular car model harms the environment.

Attention! Today in Russia there is a European classification system that divides all cars into five classes.

These are, respectively, classes from Euro-1 to Euro-5. The most “loyal” to the CU is Euro-1. It was developed first. Euro 5 is the most modern standard. Developed in 2008, it began operating in Russia in 2014.

The eco-class mark must be made in the vehicle title. It is determined either at the time of release of the vehicle (if production is located on the territory of the country), or upon entry into the state (at the customs point).

Exceptions for “Zone with Environmental Class Restriction” signs

There are several types of vehicles to which signs 5.35 and 5.36 do not apply :

    • armed forces vehicles;
    • police cars;
    • rescue vehicles;
    • ambulances;
    • gas network emergency service vehicles;
    • Postal vehicles (must have a white diagonal stripe on the side surface on a blue background).

The listed vehicles can enter zones with environmental class restrictions in any case. And it doesn’t matter what class is indicated in the registration certificate.

    Increased environmental class

Today, the Euro-5 standard applies to passenger cars. This means that when importing a car into the country, it must have an environmental class of at least standard. Customs duties on cars of this class are lower, so it has become popular to purchase more environmentally friendly vehicles.

To increase the EC, it is necessary to install special certified equipment, undergo an unscheduled technical inspection and confirm the safety of the design, after which it will be possible to make changes to the vehicle passport and the RTS certificate.

What is the reason for increasing the environmental class?

Standards for the amount of harmful substances in operating vehicles are gradually becoming stricter. Increasing the environmental class is not an invented measure, but a real need to reduce the harmful effects of exhaust gases and improve the condition of the atmosphere.

After the introduction of restriction zones, car owners will inevitably have to remake their engines or change to a car with a higher environmental standard. Such actions are secretly aimed at getting rid of “junk cars” on the roads, since services to improve the efficiency are not cheap.

    Vehicle environmental class plate

Starting from July 1, 2021, a new plate 8.25 has also been introduced into the rules:

It can be used in conjunction with the following road signs:

    And also with signs:

Please note that the signs above are divided into 2 groups. When used with each of them, the sign has a different meaning and this will be discussed below.

Restrictions from July 1, 2021 (if the environmental class is indicated in the STS)

The plate indicates that the sign applies to vehicles whose environmental class is lower than the number on the sign.

For example, the above combination of road signs means that turning left is prohibited only for those cars with an environmental class of 1 to 3.

In this case, the sign has the opposite meaning! Parking is permitted only for vehicles whose environmental class is equal to or greater than the number on the sign.

For example, the above combination of road signs means that parking is only permitted for vehicles whose environmental class is 4, 5 or higher.

Restrictions from July 1, 2021 (if the environmental class is NOT specified in the STS)

The plate indicates that the sign applies to vehicles whose environmental class is lower than the number on the sign, as well as to vehicles whose environmental class is not indicated in the registration certificate.

Parking is permitted only for vehicles whose environmental class is equal to or greater than the number on the sign, as well as vehicles whose environmental class is not indicated in the registration certificate.

Please note an important point. If the vehicle’s environmental class is not indicated, then from July 1, 2021 to July 1, 2021, such a vehicle cannot be parked in the coverage area of the above signs. However, starting from July 1, 2021, this option will be introduced.

    What classes are there?

There are five environmental classes in total. They were introduced at different times. The very first standards are no longer in use, giving way to newer ones (at least in developed countries). The complete list of classes is as follows:

    1. Euro-1. One of the very first standards. Applied to engines running on gasoline. This was the first step towards standardization, so its standards do not correspond to real environmental requirements. Not used in Russia.
    2. Euro-2. Like the previous one, it concerned only gasoline engines. However, the rate of toxic substances was reduced threefold. It began operating in Russia in 2005.
    3. Euro-Z. The first standard that controlled not only gasoline, but also diesel engines. The level of harmful substances has been reduced by another forty percent.
    4. Euro-4. Newer standard. It was introduced in Russia in 2010, although the EU adopted requirements for compliance with this standard back in 2005. As in the previous case, pollution is reduced by another 40 percent.
    5. Euro-5. The newest standard. Since 2015, it has been used on the territory of the Russian Federation. Applies not only to passenger cars, but also to all other types of vehicles.

A table of the use of standards in different countries is as follows:

Today, cars are required to comply with the Euro 5 eco-class. Accordingly, if the vehicle does not comply with this standard, it will not be able to be registered and used on public roads. How to find out the environmental class of your car is described above.

Communities › Legal Help › Blog › Ecological class n/a. How to change?

Greetings. We have (for example): a passenger car manufactured in the EU, a gasoline internal combustion engine, year of manufacture 2007. And this car, as it were, belongs to the Euro-4 class, which is even stated in the OTTS and which is hinted at in the illustration to the material. However, in the PTS in Russian in the corresponding column there is “n/u”, which means not installed. Question: how is it possible to bring documents into compliance? If possible, step by step. Do you have any practical experience?

I ask you to avoid the flood, ridiculous versions and political economics.

PS illustration borrowed from a free source and is the property of its respected owners.

for example, if the eco class is below 3, then it is prohibited to enter the center of Moscow beyond the 3rd transport ring and if the eco class is not installed, then the presumption of innocence is spelled out for you if it is below 3 or not installed and there will be a fine from the cameras

The meaning of this action is not at all clear to me personally, as a resident of “D.V.F.O.” - what advantages does a “certain ecological class” provide?

Unless, as an option, Liksutov’s dogs want to hang signs everywhere in “Zlatoglavo-Nerezinovaya” that “such and such an eco-class can race here, but such and such an eco-class cannot...”?

According to the subject: first of all, go to your local traffic police station and find out specifically from them whether they have enough “open information sources on the Internet” (i.e., the above table) or whether they need to adhere to the principle “Woe from Wit - Walking in Torment” and be puzzled by various requests to the “relevant organizations”...

In principle, everything is quite obvious and even logical!

Although Russia is a single country, no one doubts it, but there are some “local jokes” everywhere - in your region, as I have heard, “Constructors” are fundamentally not registered, but in our capital “D.V. .F.O.”, the city of Vladivostok, “Konstruktor” will be registered, even if during the inspection/reconciliation process they drive some “MARKOobraz” onto the overpass to check “for cutting”, but in the end they will put it on...

    Fines for violations

Currently, no special measures have been developed in connection with violations in the area of auto ecology class.

When imposing a monetary penalty, they rely on Article 12.16 of the Code of Administrative Offenses of the Russian Federation:

    • For minimal violations, the citizen is warned or fined 500 rubles.
    • It will cost 1000-1500 rubles to turn left if there are limiters.
    • Truck owners will pay 500 rubles if they drive inside prohibited areas.
    • 5,000 rubles is also a fine for trucks that violate the rules in Moscow and St. Petersburg.

How to pay a traffic police fine if there is no receipt? See here.

Ecological class in PTS - how to change or enter when increasing, for trucks and cars

The environmental class, indicated in the corresponding column of the technical product passport, means the vehicle’s compliance with environmental standards adopted in the European Union. The class is determined by the concentration of harmful emissions in the vehicle exhaust. The international standard provides for 6 environmental classes; Russian legislation applies Euro-2, Euro-3, Euro-4 and Euro-5. The higher the number in the index, the less harmful the vehicle exhaust is to the environment and humans.

Have you ever needed the help of a car lawyer?

The environmental class of a car is determined during an examination according to UNECE rules No. 49, No. 83 and No. 96 and is indicated in the technical equipment passport (PTS) in column No. 13 since 2007. The PTS of cars put into circulation earlier than this date does not have the “Ecological class” column; information about the environmental friendliness of the vehicle can be indicated in the “Special notes” column. In addition to the PTS, the class is also indicated in the STS of the car.

What to do if the environmental class is not specified

Many cars, especially old ones, do not have an environmental class mark in their title. In this case, car owners have two ways to solve the problem.

    1. You need to contact an official dealer and check with him the environmental class of the engine . If it meets the established standards, the dealer can issue a certificate of conformity (a copy of the OTTS - Vehicle Type Approval). With this document you can arrive at the traffic police MREO and correct the information in the vehicle passport.
    2. If it was not possible to determine the class or it is below Euro-2 standards, then the environmental class of the car can be increased . To do this, you will have to re-equip the car and reduce the concentration of harmful emissions in the exhaust. Such services are provided by specialized companies.
    3. The third option is to ignore the problem . Owners of passenger cars are not yet required to have an environmental class mark in their vehicle title; no penalties are provided for the lack of information in the passport.

Change of environmental class in PTS

Changing the environmental class means increasing it to meet modern standards or bringing it into compliance if it has decreased during operation and replacement of engine parts.

Changing the environmental class in the PTS is carried out at the MREO of the State Traffic Safety Inspectorate.

In what cases is it required and possible?

Changing the environmental class may be necessary in the following cases.

    1. for old cars manufactured before 2008, which do not have an environmental class indicated in the title . According to experts, this is up to a third of the country’s entire vehicle fleet.
    2. for trucks that do not meet Euro-2 standards and enter the capital . In Moscow, since 2013, the entry of cars that do not meet Euro-2 standards has been prohibited. Later the rules were tightened - trucks of a class below Euro-3 are prohibited from entering the TTC. Vehicles with a class lower than Euro-4 are not allowed to enter the Garden Ring. It is planned that in the future additional green zones will be created in Moscow and St. Petersburg, which will also be valid for passenger cars.

    what is needed

To change the information in the title column, you will need to have a document - a certificate of conformity (CTC) from an official dealer or a test examination from a certified company that carried out the conversion of the car to bring emission standards into compliance with Euro standards.

    step by step actions

The sequence of actions of a car owner when changing the environmental class is as follows.

    1. If the car was purchased in Russia, then you need to contact the representative office of the manufacturer to obtain the certificate.
    2. If the dealer refuses to issue an OTS, then you need to obtain the results of the examination from a certified organization, on the basis of which the environmental class of the car is established.
    3. if the class is lower than required, then you need to re-equip the car (adjusting the fuel system, reflashing the engine management system, installing filters and converters). after conversion, you need to obtain an expert opinion with the specified environmental class.
    4. With a personal passport, documents for the car (pts, sts, insurance policy), an examination report or motor vehicle registration certificate, you need to contact the MREO traffic police to make changes to the title.
    5. You must pay a state fee for making changes to the title in the amount of 350 rubles.
    6. The environmental class mark is affixed within an hour after the application.

    environmental class features for trucks

Increasing the environmental class of trucks is carried out in accordance with UNECE rules No. 96 (adjustment of fuel equipment - by 1 class) and No. 85 (adjustment of the ECM - by 2 classes).

An increase by 3 classes is only possible if the truck is brought to Euro-2 and Euro-3 standards, if the vehicle previously had a Euro-0 class.

    Possible problems and nuances

The Internet is full of offers from small companies that promise to change the environmental class of a car by re-equipping the fuel system for a relatively small amount. As a supporting document, they issue test reports, certificates, etc. It should be remembered that the traffic police may refuse to recognize such a document. Therefore, for examination, it is better to contact certified organizations, for example, NAMI or regional inspections and departments of state technical supervision.

    FAQ

People often ask whether it is necessary to have an environmental class mark in the PTS. For car owners, this is not strictly necessary at the moment - green zones have not yet been legally established where entry in old cars is prohibited. Nowadays, the environmental class of a car is important for truck owners entering Moscow. Other owners of old cars can freely own cars that do not have a class mark in the vehicle passport.

    Let's sum it up

The environmental class of the car is a tribute to the modern struggle for clean air in cities. Now compliance with environmental standards Euro-2 and higher is necessary only for truck owners. However, the legislation may become stricter in the future. Therefore, it’s worth taking care of putting a class mark in the vehicle’s passport now.

Issues relating to motorists' rights are often more important than they appear at first glance. A driver may lose his license or suffer other severe penalties due to ignorance or misinterpretation of laws and regulations. Do not be lazy to dive deeply into the essence of the issue being studied, do not hesitate to ask advice from professionals.
