The Russian government announced that amendments to the law on technical inspection will come into force on October 1, 2021. Such a vehicle will need to start receiving a diagnostic card from the beginning of 2025 and undergo a technical inspection every 2 years. Then, from 2030, inspections will need to be done annually.

If the car is 2021

  • the first inspection will be from 2024 and every 2 years thereafter,
  • from 2029 you will need to do maintenance annually.

2019 release

  • from 2027 – once a year.

2017

2015

What is a technical inspection

Technical inspection - checking the serviceability of machine components and mechanisms. Since 2012, major changes have been made to the rules for passing technical inspection. However, many motorists still do not fully understand the essence of the issue. In this article we will look at cases when a technical inspection is not required.

Currently, all information about maintenance is stored electronically in a single database - EAISTO. No diagnostic card can be issued without entering information into the EAISTO.

The only person who can check for technical inspection is the insurance agent. Without passing the MOT, he does not have the right to issue you an MTPL policy. Thus, the question of undergoing maintenance arises before the car owner once a year - when applying for an MTPL policy. In what cases is a technical inspection not necessary?

Cars up to 3 years old.

If your car is not older than 3 years, then you are exempt from the MOT procedure. Many car owners are mistaken, considering the age of a car as the difference between the year of manufacture and the current year. If the car is manufactured in 2012, then logically 2015-2012=3. But this calculation is not correct. A new car is considered one year old. In other words, in 2015, cars under 3 years old are considered to be those produced in 2015, 2014 and 2013. A 2012 vehicle will be considered 4 years old for maintenance purposes. Accordingly, in 2016, cars of 2016, 2015 and 2014 are exempt from receiving a diagnostic card.

There are often situations when a car, say, 2015, was purchased in 2016. The date of purchase does not matter. It is necessary to take as a basis the year of manufacture, which is indicated in the PTS (vehicle passport).

Data on the diagnostic card is already available in EAISTO.

Often a car is not purchased from a dealer showroom, but second-hand. Along with the documents for the car, the seller must give the buyer a diagnostic card, but most often they forget about it. Unlike a registration certificate or compulsory motor liability insurance policy, which are reissued to the new owner when purchasing a car, you do not need to do anything with the diagnostic card. It is not tied to the owner of the car. If you bought a used car over 3 years old, you don’t need to run to the service center. When to do a technical inspection after buying a new car

According to the law, if the car is not yet 4 years old, a technical inspection is not required. When you need to undergo maintenance is not a question for new cars.

If the car is from 4 to 10 years old, inspections are carried out once every two years. It doesn't matter if it was in the garage or if it was driven every day. If the car is older than 10 years, it must be inspected annually.

When to undergo technical inspection for passenger cars (regardless of whether they belong to legal entities or citizens) that are not used as a taxi:

  • the first 4 years, including the year of manufacture, inspection is not required,
  • at the age of 4 to 10 years – once every 2 years,
  • over 10 years old – must be completed every year.

If a passenger car is used as a taxi:

  • for a new car and until the age of 5 years, you need to undergo it once a year,
  • For taxis over 5 years old, you need to pass every six months.

It is important to remember that the insurer has the right to demand everything paid to the victims under compulsory motor liability insurance if at the time of the accident the taxi diagnostic card had expired. This right of recourse is spelled out in paragraph 1 of Article 14.1 of the Law on Compulsory Motor Liability Insurance.

In this case, it does not matter whether the accident was caused by a malfunction or not, what is important is the fact that the inspection period has expired. Motorcycles

This includes any motorized vehicles (mopeds, scooters, various types of tricycles and quadricycles) that are subject to the law on technical inspection - that is, they have an engine capacity of 50 cm3 and more and a speed of more than 50 km/h.

And here everything is similar to cars:

  • for motor vehicles not older than 4 years, including the year of manufacture, there is no need to undergo a technical inspection at all,
  • over 4, but not more than 10 years - once every 2 years,
  • over 10 years old – once a year.

Trucks

If the maximum permitted weight of the truck is less than 3.5 tons - this also includes the Gazelle - then the same frequency applies here as for cars and motorcycles:

  • up to 4 years of age, including the date of issue, do not need to undergo MOT,
  • Such trucks undergo their first technical inspection when they are 4 years old and up to 10 years old - and so on every 24 months,
  • over 10 years – frequency increases to once a year.

Full-fledged trucks weighing more than 3,500 kilograms need to be inspected more often:

  • under 5 years of age – once a year,
  • over 5 years of age – once every six months.

In addition, the same frequency is established for any trucks if they are equipped to transport people with more than 8 seats, and for buses.

And for trucks designed and equipped to transport dangerous goods of any age, inspection must be done every 6 months - even if the car is new.

Trailers

In the case of this type of transport, everything works with a slight difference. If we are talking about a passenger trailer of an individual, then it never needs inspection at all.

When to get a vehicle inspection for others:

  • not necessary in the first 4 years,
  • 4-10 years – every 2 years,
  • over 10 years old - every year.

This frequency, accordingly, applies to trailers owned by legal entities or whose weight is more than 3.5 tons.

How to pass a car inspection

Find a state vehicle inspection point. A map of accredited stations is available on the website of the Russian Union of Auto Insurers.

If you undergo an inspection at a service center without accreditation, the car owner will be denied an MTPL insurance policy. Even if the service employees issue a diagnostic card, the insurance company will see that the document is not valid.

Since October 2021, mobile maintenance points have appeared where there are no stationary ones, for example, in remote areas of the region or region.

Arrive at the state inspection point for cars with documents. In addition to the car at the station, provide two documents:

  • citizen's passport,
  • certificate of registration of the vehicle or PTS.

After this, the station employee will compare the data from the documents with those indicated under the hood of the car. If the data matches, the car will be allowed to be taken in for diagnostics.

If the individual license plates of the car, the design of the body, frame or cabin do not correspond to the entries in the documents for the car, the diagnostic center employee will refuse to check and make a note in a special database indicating the reasons for the refusal. Before October 1, he would have simply refused the driver the procedure without any records. If such a driver decides to go to another center, he will be refused right away - before all checks are completed. In addition, the traffic police will learn about the discrepancy - it has the right to deregister the car.

Pay and undergo technical inspection. If at the acceptance stage everything is in order with the car, the station employee will let you fill out an agreement and ask you to pay for the services. The inspection costs from 500 to 1000 rubles for passenger cars - the operator calculates the exact price using a formula.

Next, the station’s technical employee checks the car according to the regulations. The operator has the right to refuse technical inspection for any of the reasons:

  1. there is a malfunction, for example, the windshield washers do not work, there is a leak from the gearbox;
  2. tuning is installed - excessive tinting, tow bar or too loud exhaust;
  3. There is no first aid kit or fire extinguishing equipment. TR CU (customs union regulations) obliges the owner to keep them in the car.

The driver has 20 days to correct the comments. Then you will need to come for a second examination to the same center.

If the machine meets all safety requirements, the center employee will enter information about this into the EAISTO and certify it with a qualified signature. The validity period of the card will begin from the moment the information is in the database, and not from the day the card is issued. Previously, information could be entered into the database within 24 hours; now this must be done immediately upon completion of work. Internet access must be constant.

Check the diagnostic card. Based on the results of the technical inspection, the place, date and time of the inspection will be stored in the database of the Unified Automated Information System for Technical Inspection (UAISTO). The driver will receive a paper diagnostic card if requested.

By law, the operator of the inspection station must transmit information to EAISTO instantly, but anything can happen. Therefore, before applying for an MTPL policy, check that information about your car has appeared in EAISTO. Insurers will check there.

New inspection dates from April 1, 2021

Today is an article about the latest changes in the law on technical inspection - Federal Law of the Russian Federation of July 1, 2011 No. 170-FZ “On technical inspection of vehicles and on amendments to certain legislative acts of the Russian Federation.” The changes were made on the basis of the Federal Law of the Russian Federation dated April 1, 2020 No. 98-FZ “On Amendments to Certain Legislative Acts of the Russian Federation on the Prevention and Elimination of Emergency Situations.”

Federal Law of the Russian Federation No. 98-FZ was published and came into force on the date of official publication, that is, on April 1, 2021. New technical inspection deadlines began to apply for vehicles that will undergo technical inspection starting April 1, 2021.

Federal Law No. 98-FZ makes additions and changes to several different federal laws. But today I will only talk about changes in the timing of technical inspection of vehicles.

The frequency of technical inspection of vehicles is described in Article 15 of the Federal Law of the Russian Federation No. 170-FZ. The new version of the law defines the following deadlines for technical inspection:

1. Unless otherwise established by federal laws, vehicles are subject to technical inspection at the following intervals:

1) every twenty-four months in relation to the following vehicles, from the year of production of which four to ten years have passed into circulation, including the year of their production indicated in the vehicle passport and (or) vehicle registration certificate (hereinafter referred to as the year of production) :

  • a) cars;
  • b) trucks with a permissible maximum weight of up to three tons, five hundred kilograms;
  • c) trailers and semi-trailers, with the exception of vehicles specified in Part 4 of Article 32 of this Federal Law;
  • d) motor vehicles;

2) every twelve months in relation to vehicles specified in paragraph 1 of this part, more than ten years ;

3) every twelve months in relation to the following vehicles, from the year of release of which no more than five years :

  • a) passenger taxis;
  • b) buses;
  • c) trucks designed and equipped for the transport of passengers, with more than eight seats (excluding the driver's seat);
  • d) trucks with a permissible maximum weight of more than three tons, five hundred kilograms;
  • e) vehicles equipped, in accordance with the legislation of the Russian Federation, with devices for giving special light and sound signals;
  • f) vehicles intended for training in driving;

4) every six months in relation to vehicles specified in paragraph 3 of this part, more than five years ;

5) every six months in relation to specialized vehicles and trailers for them, designed and equipped for the transportation of dangerous goods .

2. A technical inspection is not required the first four years , including the year of manufacture, for the following vehicles (except for the vehicles specified in paragraphs 1 and 3 of part 1 of this article):

  • 1) cars;
  • 2) trucks with a permissible maximum weight of up to three tons, five hundred kilograms;
  • 3) trailers and semi-trailers, with the exception of vehicles specified in Part 4 of Article 32 of this Federal Law;
  • 4) motor vehicles.

Brief summary:

  • Cars, category B trucks, motorcycles, trailers - according to the new rules, must undergo technical inspections at 4, 6, 8, 10 years and then annually.
  • Taxis, buses, trucks equipped for transporting passengers, category C trucks, educational vehicles - in 1, 2, 3, 4, 5 years, then every 6 months.
  • Vehicles intended for the transportation of dangerous goods - every 6 months.

What else will change from October 1, 2021

Cards without maintenance will be cancelled. If during the check it turns out that the citizen received the previous card without undergoing inspection, it will be canceled and information about this will be entered into the EAISTO. The center that issued such a card will be punished with a fine.

Inspection points without internet or with a broken computer cannot operate. If an operator’s computer breaks down or access to the database is lost, he is obliged to enter data into the EAISTO within 24 hours and draw up a report about the technical problem. In addition, the operator is prohibited from accepting new machines onto the line until the problems are corrected.

This means that if you arrive at the service point, but there is no access to the EAISTO database, there is no point in waiting. The operator will not be able to complete the inspection, issue a card and release the machine from the line until access to the base is available.

Remember

  1. A technical inspection is a check of the vehicle's health. This is how the state fights road accidents.
  2. A new car does not need to undergo inspection for 4 years from release. The timing of a new car's inspection from a dealer is regulated by the manufacturer.
  3. To undergo a technical inspection, select the nearest accredited station and come there with a passport, PTS or STS. Cost - 500-1000 rubles.
  4. If you do not pass the technical inspection, the insurance company will not sell the MTPL policy. For driving without a policy, the fine is 800 rubles.

Normative base

The procedure for carrying out technical inspections and its frequency are prescribed in Federal Law No. 170-FZ of 2011. It was this regulatory document that established the mandatory accreditation for car services that carry out this procedure.

The law also requires that data on all issued diagnostic cards be entered into EAISTO, a unified information system.
