However, nothing prevents you from providing the car for inspection by the same authorized employee of the State Traffic Inspectorate (MREO) in the locality where it is physically located. The result of such an inspection will be a technical inspection report drawn up on a special form of the established form (not to be confused with a diagnostic card confirming the completion of regular maintenance). Note. A diagnostic card is not required if the car is less than 3 years old or has a valid diagnostic card.

Before contacting the State Traffic Inspectorate, you need to collect a package of necessary documents. What does it apply to:
- owner's passport;
- vehicle passport;
- a sales contract or other document certifying your ownership;
- MTPL insurance policy;
- receipt of payment of state duty.
As you can see, it will not be possible to register a car without insurance. Make an appointment at the MREO traffic police department
Even remote registration of a car requires a personal visit to the State Traffic Inspectorate office in order to submit original documents. If the owner refuses to take out a policy

Is it possible to register a car without a license?
The list of documents required for vehicle registration established by paragraph 15 of the Administrative Regulations of the Ministry of Internal Affairs does not include a driver’s license. Penalties for driving a car by a driver who does not have a license are determined by Art. 12.7 Code of Administrative Offenses of the Russian Federation:
- for driving without a driving license - a fine from 5,000 to 15,000 rubles;
