When choosing services, we always want to take advantage of the best offer. The same applies to insurance. Today there are a large number of insurance companies where you can get an MTPL policy. However, every policyholder faces the question: where can I insure my car inexpensively? You must understand that the cost of compulsory motor insurance depends on many factors. Therefore, if you want to get the cheapest insurance, then you need to understand how the cost is set and what offers are relevant for 2019 from insurance companies?

Where is OSAGO cheaper?

One of the leaders in this field offers favorable conditions for car insurance: the number of people insured under compulsory motor liability insurance has already exceeded 4 million! You can apply for insurance or renew it online. To do this, indicate your personal data and car parameters - you will receive the document by email. To expand the capabilities of the policy, we offer several products:

  • DSAGO will come in handy if you are at fault in an accident involving an expensive car. With classic insurance, the insurer's compensation may not cover all expenses. DSAGO solves this problem.
  • According to the law, payments under the policy are made taking into account the degree of wear and tear of the car. Autodefense will allow you to compensate for the difference between the damage and the amount of payments . You will receive a referral to a trusted car service center and save your family budget.
  • Maintenance Guarantee program covers the cost of work to eliminate defects discovered as a result of scheduled maintenance. The product is offered for cars aged from 1 to 10 years.

Do not believe advertisements offering the cheapest compulsory motor liability insurance for only 1,200 rubles. It's tempting, but these forms are illegal. You can drive on them until the first accident. And if you are the culprit, the injured party will have to pay for the damage themselves. It is unrealistic to achieve payments under such insurance.

What are some ways to make insurance cheaper?

So, we understand that the calculation of the cost of compulsory motor liability insurance is clearly regulated. To find out where it is cheaper to get a policy, you need to look for an insurance company with a minimum basic tariff, because it is because of this that the prices for compulsory motor liability insurance differ. But there are still a few tricks that will allow you to buy insurance with even greater savings:

  1. Firstly, you can reduce the cost of your policy by registering in another region or in a rural area. Many drivers, even living in a large city, do not change their registration precisely because of the opportunity to purchase a cheap MTPL.
  2. No registration in another region? Ask a friend who has it for help. Let the person take out an “open” policy for your vehicle.
  3. If you drive irregularly (for example, due to long business trips or because the car is used only for trips to the country), purchase compulsory motor insurance for 3, 6 or 9 months.

How to buy OSAGO cheap in Moscow

  • A simple and reliable way is to choose OSAGO from the cheapest insurance company. This is optimal if they are registered in Moscow or the region.
  • In the absence of a permanent registration, insurers can issue a temporary one. But if there are both, you must indicate the one in the passport. There are difficulties with registering clients from other regions. The legislation here can be interpreted in two ways. Often everything is decided by personal relationships and interest in the client.
  • Sometimes a car is registered in the name of relatives with registration in another locality. The downside is that legally you are not the owner of the vehicle.

How can you get a cheap OSAGO policy?

To get the most profitable MTPL policy, do not forget about the following rules:

  • Choose the right insurance company. You should choose one that has been on the insurance market for several years. This may serve as some guarantee that it will not fall apart or go bankrupt.
  • No need to rely on advertising. The company that most actively promotes its services may actually turn out to be unreliable and unprofitable. It’s better to pay attention to reviews and sample terms of the contract
  • Be suspicious of companies that offer compulsory motor insurance at a greatly reduced price. Most likely, this is a scammer who will sell you an invalid policy or simply take your money. Apply for insurance only to licensed companies. You can check the license on the Central Bank website
  • Don't forget about the conditions that depend on you. Try not to get into accidents and avoid situations that require payments under compulsory motor liability insurance. Take out one policy for a long term instead of several for short periods. Don't enable unlimited drivers unless necessary

The price of a “motor citizen” in large cities

It is necessary to immediately make a reservation that when compiling the table, only companies included in the top ten market leaders in terms of the volume of collected insurance premiums were taken into account. Leading insurers, with an extensive network of branches and offices, better see the full picture of what is happening. Consequently, it can be assumed that it is their tariff policy that more accurately reflects the realities of the domestic compulsory auto insurance market. Unfortunately, it was not possible to obtain information regarding the size of the base rates used by Consent, so the organization's data was not included in the table.

As follows from Table 1, three large auto insurers immediately set the maximum value of the base rate. Probably, such a tariff policy is dictated by the negative statistics on the unprofitability of these companies under MTPL agreements. Although in the case of the high tariff, most likely, it is explained by the desire of the insurer with a significant portfolio of corporate clients to reduce the number of private clients.

Table 4. Aspects of the MTPL policy in popular companies You can also see the table of increasing coefficients for Moscow and the Moscow region:

Cost of the policy in the regions

In the overwhelming majority of cases, leading insurers are not ready to offer residents of large regional centers cheap auto insurance policies. Thus, in Rostov-on-Don you can purchase a compulsory motor liability insurance policy for a minimum amount only at RGS. But residents of Samara have the opportunity to draw up a compulsory car insurance contract at a favorable price either in the same Rosgosstrakh or in AlfaStrakhovanie.

It is noteworthy that none of the leaders in the MTPL market have reduced the tariff for motorists from Chelyabinsk to the minimum level. In general, this is natural, because one of the largest industrial centers of the Urals is famous for its high accident rate. It is not without reason that during the last adjustment of the calculation methodology, Central Bank specialists established the highest territorial coefficient for this city.

The most interesting situation has developed in the Far East. Four insurers set the maximum base rate for residents of Vladivostok, but the remaining four companies decided to sell policies at a more competitive price. The lowest basic tariff is offered by AlfaStrakhovanie and MAX. Next comes “Rosgosstrakh”, and the quartet closes. Most likely, the pricing policy of these insurance companies is based on payment statistics. However, it is possible that insurers have set low base rates in order to increase the flow of clients.

Based on what indicators is the cost of OSAGO formed?

When calculating the cost of the policy, several components are taken into account:

  1. Where exactly is the car used? For example, if you drive only within your hometown, then the MTPL policy will be cheap, but if you travel throughout the country, it will be much more expensive.
  2. The age and driving experience of the person who will be driving. The higher the age and less experience, the greater the likelihood of emergency situations, and the company insures itself against excessive waste in this way.
  3. Was the driver involved in the accident and the culprit?
  4. How powerful is the engine installed in the car?
  5. Insurance statistics and duration of insurance issued.
  6. Type of vehicle and its intended purpose.

Thus, compulsory motor liability insurance will cost differently for an ordinary driver and the driver of a car transporting industrial goods.

The final amount is calculated by multiplying the standard base rate by the adjustment factors. At the same time, once a year the company can change the amount of the base rate. But still it must be within the defined range.

What limits should the price of compulsory motor liability insurance be within?

Two months ago, MTPL tariffs were once again revised, changing the coefficients for age and length of service, regional coefficients, and also expanding the base tariff by 10% in both directions. Now its limits are from 2471 to 5436 rubles (these amounts are multiplied by increasing and decreasing factors). Let us recall that with the same data on drivers and cars, the insurer has the right to set the price of the policy within a certain - very large - price corridor, since the basic tariff itself has a huge range. Essentially, one insurer can now offer you a policy for half the price of another.

For example, for our case (taking into account all the coefficients), the price range should be from 3255 to 7161 rubles.

Note that independently finding tables of coefficients by age, length of service, regions and power may not be so easy. The calculator on the official website of the Russian Union of Auto Insurers is under development. There are many third-party sites that make calculations, but since they are unofficial, there is no complete confidence in the correctness of the figures. Fortunately, the official service for checking KBM according to driver data works. As for all coefficients, the most reliable source is the latest instruction from the Central Bank in this regard. True, there, as in many Russian laws, the wording is such that the devil will break his leg.

Reducing the price of OSAGO by correction factors

The coefficients are multiplied among themselves. The smaller they are, the cheaper the MTPL policy. But not all values are easy to change. The following indicators are highlighted:

  1. Engine power.
    We won't change it.
    Table 2. Power factor values
    Engine power (hp)Coefficient
    Up to 50 (inclusive)0.6
    From 50 to 70 (inclusive)1
    From 70 to 100 (inclusive)1.1
    From 100 to 120 (inclusive)1.2
    From 120 to 150 (inclusive)1.4
    Over 1501.6
  2. Age and experience of drivers.
    If you indicate on the form people with less than 3 years of driving experience and/or under 22 years of age, the coefficient will be from 1.6 to 1.8. If everyone has more experience and age, then 1. It is important not to lose this bonus when replacing your license. To do this, the new certificate is marked with the date of issue of the expired one.
  3. Open policy.
    This means that any driver can get behind the wheel of a car. Then the value is 1.8. If you include only a few people in the insurance, it is equal to 1. The advantage of an open policy is that the price tag does not depend on the age and experience of the drivers. Beneficial for young people who have just received their license.
  4. KBM. Bonus-malus coefficient.
    This is what they mean when they talk about “accident-free driving.” When registering for the first time, each driver is given a coefficient of “1”, which corresponds to class 3. With a KMB of 0.5, compulsory motor liability insurance will be the cheapest. If during the year the driver was not the culprit of the accident, the BMR is reduced. If there was, it increases. Those who have not been included in the MTPL for twelve months are reset to zero. By the way, this can also happen due to an error by the insurer or PCA. It's rare, but it happens. You can find out your KBM using the database of the Russian Union of Motor Insurers.

  5. Territorial coefficient.
    Depends on the place of registration of the vehicle; the registration of the owner is not important. The most expensive in Moscow is 2. It’s cheaper in the region. And the minimum in Russia is 0.6. Living “in two cities,” you can register your car where compulsory motor liability insurance is cheaper.
  6. Period of use of the car.
    May differ from the policy period. The insurance contract must be concluded for a year. But by specifying exactly when you plan to use the car, you can pay less. For example, make one period in January, and another from May to September. And pay for these 6 months. The result will be slightly more than half the cost, but less than the full annual cost. The main thing is to operate the car only when the policy is valid. You can extend your insurance up to a year at any time without overpayment. After all, formally the validity period of the MTPL agreement is 12 months, and the full cost cannot be increased. So, if you paid 65% of the total price for six months, to renew you only need to pay the remaining 35%. Convenient installment replacement.
  7. Violations of insurance conditions.
    These include:
  • intentional commission of an insured event;
  • insurance scams;
  • participation in an accident with a policy that was invalid as of that date or issued to other persons;
  • an accident caused by a drunk or disqualified driver;

Such actions automatically increase the cost in the next period by one and a half times.

How to reduce the cost of compulsory insurance?

Do you need cheap MTPL insurance? To reduce the price, you can use one of the following methods:

  • Choose an insurer with a low base rate.
  • Set the shortest insurance period. This method is only suitable if you are using the car temporarily. If the car is used constantly, then it is more profitable to buy a policy with a maximum period.
  • Take advantage of the Bonus-Malus discount for accident-free driving. If you have not been in an accident during the year, you can count on a 5% discount.
  • Take part in the promotion for comprehensive insurance. Many companies hold such events to attract customers. If you immediately take out, for example, MTPL, life and property insurance, you will receive a discount.
  • Register your car in the region with the lowest territorial tariff. For example, you can register a vehicle in the name of a relative from the region (the rates are lower there).
  • If you are just choosing a car, then give preference to a model with a medium-power engine. The more powerful the engine, the more expensive the insurance.
  • If your car is driven by several people, indicate a specific list in your insurance. When you select the “No limitation” column, the coefficient increases significantly – from 1 to 1.8. This increases the cost of the policy by almost 2 times.

Which MTPL insurance is the cheapest?

Unlike voluntary insurance, for example, CASCO, the cost of compulsory motor liability insurance is established by law. Tariffs and coefficients that affect the price of a policy are determined not by insurance companies, but by the Central Bank. The conditions of different insurers in this regard are almost the same - their own markups, as a rule, are minimal.

The following companies have the lowest base rates

  • VSK (3850 rubles)
  • Zetta Insurance (3900 rubles)
  • Tinkoff Insurance (4108 rubles)
  • MAX (3432 rubles)
  • Ingosstrakh (3430 rubles)

The indicated rates apply to a policy issued for a passenger car in Moscow.
Depending on the type of vehicle and region, they may vary. To a much greater extent, the cost of the policy depends on the quality of the driver, the type of transport, the conditions for obtaining insurance and other parameters. For an experienced motorist with extensive experience who does not get into accidents, the policy will cost less. On the contrary, if there are frequent accidents or insufficient experience, the price of insurance will increase.

The conclusion here is simple: the cost of insurance is determined by the insured person, not the insurance company. The insurance premium will largely depend on its characteristics, and the policyholder’s markup here is minimal. The cheapest insurance is issued for a long period of time for an experienced driver who drives without accidents.

OSAGO online aggregator sites

I've tried several of them. But I found Sravni.Ru the most convenient:

As you can see, they themselves claim that the average savings is 954 rubles. Well, let's check it out!

1. Enter the car number:

2. Enter the data for calculation:

3. We get a preliminary calculation:

4. Click “Complete”:

5. Check the data and click “Complete”. After final verification with the insurance company:

It’s gratifying that the policy did not rise in price at the final calculation stage, as happened last year on all the aggregator sites that I tried.

The price suited me, I paid and 2 minutes later I received the policy by email. I printed it out and took it to the car, although this is not necessary now (another positive change in MTPL in 2020).

The total savings compared to last year in the same insurance company (Mafin is Absolut Insurance) amounted to 771 rubles. or 19%!

This is less than the average savings of 954 rubles that the company claims, but it seems to be true, because I have the maximum KBM, i.e. minimum policy cost. For those who have less experience or have received payments, the savings will be greater.

What determines the cost of car insurance?

The cost of insurance is calculated by all companies according to a single procedure approved by Federal Law No. 40. It is also worth noting that no company has the right to set its own price for a compulsory motor liability insurance policy. To understand what the cost depends on, let's look at the formula by which it is calculated:

Cost OC = BT * KT * KVS * KO * KM * PBM * KS * KS * KN, where:

  • BT is the current base interest rate approved by the Central Bank;
  • CT - territorial coefficient by region;
  • KVS - driver's age and experience;
  • KO - the number of persons entitled to drive a vehicle;
  • HP - vehicle power;
  • Bonus-malus coefficient;
  • KS is the seasonality coefficient for which the term was issued;
  • SC—violation coefficient.

What is the base rate and what does it depend on? The base rate is the basis for all calculations. It is determined by the Central Bank and currently ranges from 2,746 to 4,942 rubles. In addition, its value is influenced by all the above-mentioned coefficients, which include information about the driver and the car. Depending on what cost the insurance company included in its calculations as a base price, the final price will be determined - more expensive or cheaper.
