You can return the overpayment under MTPL after you have restored the KBM only if, when converted to a new KBM, the price of the policy should become lower, which is quite logical. For example, let’s take a situation in which you are the only driver under the policy and your BMR has become lower, or you had the highest BMR of all drivers, or the BMR has decreased for all drivers included in the policy, then the overpayment under compulsory motor liability insurance can be returned.

How to return overpayment for previous MTPL policies

First of all, you need to write and send a letter to the Central Bank.
After this, the Central Bank sends a request to your insurance company for the claim, demanding information about the CBM in the previous policy, and provides it to you.
Once this information is provided to you. You will see all payments from past policies, as well as any overpayments under the CBM that your insurance company owes you.
This letter will need to be provided to the insurer along with your details, to which within two weeks you will be transferred the amount of overpayments for all previous policies in which it should have been accrued.
What needs to be done to restore the discount and return money for previous years?
To restore or correct your KBM, you need to contact the insurer who allowed the incorrect data to be transmitted. This can also be done via the Internet.
For example, IC Rosgosstrakh offers the opportunity to submit an online application for inspection and restoration of KBM. To do this, you need to fill out a special online form for verification of the KBM to be sent to the company. It states:
- status of the person: legal or physical;
- selecting the nature of the appeal (you need to select “Check of KBM according to OSAGO”);
- the reason for petition;
- attached documents.
If you do not want to apply via the Internet, then you need to make a written application and send it to the company, for example, by registered mail. There is no need to contact RSA about this, since this organization does not have the right to make changes to the database.

If you have already purchased an MTPL policy, for example, from IC Rosgosstrakh or another company, then you can demand not only to correct the incorrect KBM, but also to recalculate and return the overpaid amount. What you need to indicate in the application:
- series, number and date of issue of the MTPL policy;
- personal data of the policyholder;
- state registration plate;
- series and number of the vehicle state registration certificate;
- series and number of the old and new VU (if it has changed);
- date of birth of the driver-insured.
You must also indicate the bank details where the overpaid portion should be sent. Typically, such requests are responded to quite quickly and the MSC will be changed within a couple of days.
The deadline for consideration of the application is 10 days and cannot be violated, as established by the law “On Compulsory Motor Liability Insurance”. If the insurer refuses to recalculate you, then you have the right to send scans of complaints to Central Bank and RSA. Please note that the response from the regulator may take at least 30 days. If the insurer's response says that the BMR has been adjusted, then you need to check the BMR again via the Internet and make sure of this. Checking the coefficient on the RSA website
To find out and return your KBM, you need to fill out an online electronic form at RSA or at the Electronic Insurance Center. The form for checking the KBM on the RSA website indicates:
- natural or legal person;
- limited or unlimited number of drivers;
- FULL NAME;
- Date of Birth;
- driver's license series and number;
- start date of the contract/addition of the driver to the contract.

The requirement to provide originals of past OSAGO policies is absolutely illegal and has no place to be a requirement.
