What is e-OSAGO?
Many car owners do not fully understand what e-services for motor vehicle insurance are, especially what legal status these documents have. Reference. According to clause 7.2 of Art. 15 of the Law “On Compulsory Motor Liability Insurance”, all insurance companies that have a license must, by law, provide the opportunity to issue a compulsory motor liability insurance policy via the Internet.
In addition, the electronic MTPL policy has a number of features:
- it does not have a paper duplicate, such a policy can only exist in the virtual world (what does such a document look like?);
- if the driver keeps a photocopy of the electronic policy with him, then this paper will not have legal force (how to use e-OSAGO correctly?);
- To confirm your e-MTPL policy, you will need to contact a special database.
In fact, an electronic MTPL policy can be compared to money on a bank card: it is not visible, but it exists.
Deadlines for payments under compulsory motor liability insurance at the RGS
The standard period for making compensation is 20 days.
There are no exceptions - only the case specified in clause 4.17.2. Provisions of the Central Bank No. 431-P, but it relates to restoration repairs. That is, not within 20, but within 30 days, the RGS will issue a referral for repairs under compulsory motor liability insurance, when the victim, whose vehicle was damaged, chose a repair station with which Rosgosstrakh does not have an agreement, and the RGS agreed that the vehicle should be restored. at such a service station.

In the case specified in paragraph. 3 clause 4.22. Regulations of the Central Bank No. 431-P (that is, when beneficiaries apply for money - for example, if the victim died at the scene of an accident), the same standard 20-day period applies, since within 15 days the RGS collects documents for compensation from beneficiaries in connection with the death of the victim, and then within 5 days he is obliged to pay the money. But you need to take into account that this very 20-day period in this case begins to count after the first application from any beneficiary is submitted (there may be several of them).
Does this type of insurance work?
For the first time, the opportunity to issue an MTPL policy via the Internet appeared in July 2015, but it only concerned the renewal of existing insurance. However, starting from October 2015, insurance organizations were legally required to provide the client with the opportunity to purchase an electronic policy if he so desires.
Today, online insurance has gained very great popularity. At the same time, despite the fact that a fairly decent mass of the population has not yet switched to this method of purchasing compulsory motor liability insurance, many car owners have already managed to appreciate the true advantages of this option.
Obtaining eOSAGO
Having completed the data verification through the AIS RSA, the insurer within 15-20 minutes places information on the cost of the policy in the policyholder’s personal account. The amount is adjusted by reducing the validity period of the insurance policy before payment. If the policyholder is satisfied with the conditions, he pays the invoiced amount from a bank card. Payment is made in one transaction.
Important: Rosgosstrakh accepts only registered bank cards equipped with 3DS security technology for payment. The amount is credited to the company’s account instantly, regardless of the name of the credit institution that issued the bank card.
The eOSAGO is sent in the form of an electronic document to the policyholder’s email immediately after the funds are received into the company’s account. A copy of the policy is also placed in your personal account. According to the guarantee of the Rosgosstrakh company, the maximum waiting time for the electronic policy to be ready will be half an hour.
Additional services are provided for the company's clients who apply for eOSAGO. After receiving the policy by email, they contact any branch of the Rosgosstrakh company to print out the electronic document and affix the company seal. In this case, the electronic policy will become a standard document with the insurer’s stamp, which is ordered in the “classical” way at the organization’s office. This service is free.
If the policyholder is located remotely, he can order the same service by mail. A paper duplicate of the electronic policy is sent by post. This service is paid: the cost is 214.40 rubles, and it is paid separately from the amount of the insurance premium. These additional services are requested by citizens less and less often, since it is enough to buy insurance electronically in order to freely operate the vehicle.
Important: eOSAGO begins to operate 3 days after the contract is signed. If the client is running out of time, he plans to purchase an electronic policy several days in advance. Otherwise, you may receive an administrative fine for not having a policy.
Are there any difficulties with the electronic vehicle license?
Despite the many obvious advantages of an electronic policy, sometimes when taking out this insurance, a car owner may still encounter a number of problems. In particular, the difficulties that arise when applying for compulsory motor liability insurance are primarily due to the fact that this system is still very young and has not been fully established.
Mostly, malfunctions that occur are associated with technical imperfections of the system , as well as errors made by the policyholders themselves.

As noted, in one region the cost of the policy is the same in all companies. The first step is called “calculation”. At this stage, the client provides the following information:
- Permanent registration of the owner.

According to current legislation, any person who has submitted an application accordingly and provided scanned copies of the required documents can insure a car. The following data is indicated here:
- Owner's full name.
- Permanent registration address.
- Telephone.
There is no need to duplicate the remaining data. Your passport and date of birth are recorded by the system when you receive the keys to your personal account. On the official website of the RGS, information is stored until it is corrected (deleted) by the policyholder personally. Incorrectly provided data is edited before it is sent for verification by the insurer.
Important: regardless of who insures the car (who is the policyholder), the beneficiary is always the owner of the vehicle. If a third party insures the car, the owner receives the insurance. If the owner himself is responsible for taking out insurance, then he also expects to receive insurance compensation in the event of an event described in the law (in the contract).
In what cases can you not get electronic insurance?
There are some restrictions that do not allow a car owner to use electronic insurance services:
- The car and its owner did not enter into an MTPL insurance contract during the past year. As a result, you will not be able to buy a policy for a new car, as well as a used one purchased from another owner.
- The car has not undergone a service inspection; information about this is not available in the EAISTO database.
- The car owner replaced the documents:
- driver's license;
- personal passport of a citizen of the Russian Federation;
- changed permanent registration;
- changed the license plate number on the car;
- passport or vehicle certificate.
Why is it still impossible to buy an OSAGO policy online:
- the elementary reason is the driver’s lack of access to the Internet;
- the name of the car owner is blacklisted by the insurer; he is listed as an unscrupulous client;
- the applicant cannot make payment using a bank card or electronic payment system;
- the previous contract continues to be valid, its validity has not yet expired, a replacement can be carried out a month before the end of the already issued insurance.
But usually what prevents a car owner from insuring his car online is an error on the insurer’s website due to incorrectly entered data or a malfunction in the insurance company’s system. To resolve the issue, you can go to the website of another insurance company or report the problem to the manager.
While the online insurance system is developing, various problems with the websites may occur. There are still small organizations that have not had time to prepare and create a modern system for issuing policies on the Internet.
If you can’t insure your car on one platform, try doing it on the resource of another insurance company. Problems associated with car insurance via the Internet
The long practice of using electronic compulsory motor liability insurance in Russia has made it possible to identify a list of the most pressing problems that accompany the online procedure.
- The first problem is related to the inability to buy an electronic policy due to an error that appears on the site. If you cannot insure your car online, then first you need to make sure that you have correctly filled out the basic fields as required by the site. If you made a mistake, the site will most likely prohibit you from making a purchase without correction. Usually, well-functioning sites mark in red the fields where errors were made. If the data was entered correctly, but payment is still not made, this means that the problem is in the electronic resource.
- The second problem is related to the company’s clients’ fear of having their bank card hacked after paying for the policy.
Unfortunately, the risk of disclosing your data when purchasing MTPL is exactly the same as in any online store. If a virus application was launched into the program, then it will be able to read information from your account, and your card will no longer belong to you. You also need to carefully study the IC website so as not to fall into the hands of scammers who create phishing pages. Check URLs, company information, phone numbers, etc. You can use the insurers' database on the RSA website. - The next problem is related to the fact that the electronic MTPL policy does not arrive by mail after payment. This unpleasant error is often due to the fact that the resource needs some time to enter new data into its database, and then send the finished form by mail. Sometimes the letter goes to the spam folder, so you need to check it too.
- Sometimes traffic police officers refuse to accept the electronic MTPL policy you purchased, which citizens undertake to submit for verification in accordance with Article 2, clause 1.1 of the Traffic Regulations. Although, according to the law, it is enough just to print this document and carry it with you in the car (clause 2, part 7, article 15 of Federal Law No. 40). Traffic police officers may require the appropriate seal and letterhead of the insurance company in its original form (find out how to use the document and what to present to the traffic police inspector for inspection here).
- Another problem is related to the fact that the website does not have a menu item “buy electronic compulsory motor liability insurance”.
Unfortunately, not all insurance companies take advantage of the opportunity to sell electronic MTPL documents, although the Federal Law on MTPL obliges all companies to add such a service to the main list. About 50% of insurers sell policies via the Internet. Therefore, even on the website of fairly popular insurance companies there may not be a function for purchasing an electronic document. In this case, the citizen has no choice but to come to the company’s office independently and purchase an MTPL policy in person. - Not everyone is satisfied with being redirected to a replacement insurance company; if, for technical reasons, it is not possible to issue a compulsory motor liability insurance policy, the policyholder is first transferred to the RSA website, and then a replacement company is selected using the PTS number. In this case, the insurer no longer has the right to refuse to issue e-MTPL.
- Refusal based on the absence of an insurance representative in the region. This action is illegal because each insurance company must have representative offices throughout the Russian Federation or a partnership agreement with another company; this is regulated by Part 1 of Article 21 of Federal Law -40.
- Limitation when choosing payment - this problem is created by unscrupulous insurers. Not every person has a Qiwi wallet, WebMoney, and so on.
How eOSAGO works in Rosgosstrakh
If an insured event occurs (see the contract), the insurer will cover all costs of compensation for damage to property, vehicles or the health of citizens. Compensation under MTPL is the responsibility of the insurance company. The obligation is fulfilled in accordance with Art. 12 40-FZ.
According to electronic MTPL, the reimbursement period is 30 working days from the date the insurer actually accepted the application from the policyholder. The same period is counted from the moment the technical examination and (or) inspection of the vehicle is completed. The same terms are provided for under a regular policy, which is issued at the office of the insurance company.
Important: the policy is valid throughout the Russian Federation. If the vehicle is registered in one region, and the insured event occurred in another, then the obligation of the insurer remains valid. This also applies to cases where the injured party was involved in an accident not in the region where the vehicle was registered for mandatory registration.
Validity periods of eOSAGO
The electronic policy is subject to the entire system of rules and requirements for motor third party liability insurance. The validity periods of eOSAGO are prescribed by relevant legislation: in accordance with Article 10 of 40-FZ, the maximum policy validity period is 1 year. It is allowed to conclude a contract for a period equal to the seasonal (temporary) use of the vehicle. The minimum validity period of the insurance policy is 5 days.
Important: according to the instructions of the Central Bank of the Russian Federation, eOSAGO begins to operate no earlier than 72 hours after the date of execution of the document. You should plan the registration and purchase of the document in advance. Plus, immediately after receiving the policy, if the specified amount of time has not passed, you cannot use the car - the document may not yet be in the RSA database.
What to do if the site does not work: is it possible to complain to the insurance company?
To begin with, you should refer to the Bank of Russia Instructions No. 4191-U dated November 14, 2016, which describe the responsibilities of the insurance company to ensure the uninterrupted and uninterrupted functioning of official websites.
- The total duration of interruptions in the operation of the site is not allowed to exceed 30 minutes per day. If the limit is exceeded, a notice must be posted on the main page at least one day before the start of work, indicating the date and time of its start and end. Work can be carried out from 22.00 to 08.00 Moscow time no more than once a calendar month.
- The maximum recovery time is eight hours from the moment the outage is detected.
The main bodies for complaints are the Central Bank and the RSA , both organizations have electronic and paper appeal capabilities.
- The first thing to do in case of prolonged interruptions on the site is to screenshot the monitor screen indicating the date and time (you can take several images to prove a long-term technical failure or the impossibility of any of the operations).
- Next, go to the website of the Central Bank of the Russian Federation or RSA and describe in detail the essence of the problem and attach the photos you took.
- The last step will be to submit a complaint and wait for the results of the verification.
Alternative options
As an alternative, you should try accessing the website of the desired insurance company from another computer, tablet or smartphone. It is quite possible that technical problems were the result of poor-quality communication between the insurer’s website and the user’s Internet provider.
Or let’s say an option where the insurance company selects clients, cutting off users from certain regions, for example, in which it suffers losses on auto insurance.
In this case, the user will have to disguise himself, that is, change the IP address. Search engines have detailed instructions on using proxy servers and other online camouflage methods.
But the smartest option would be to take out insurance in advance. Today, you can issue a new MTPL policy at the earliest one month before the end of the current contract. A month before the expiration of insurance coverage, you should start trying to purchase a policy from the right company.
Currently, the websites of many large insurance companies are really overloaded with people wishing to purchase e-MTPL. If you can’t issue a policy during the day or evening, then you can try to do it early in the morning or at night, when other users are less active.
In any case, even a few days of daily attempts to issue e-MTPL can bear fruit, because the functionality of the website of the desired insurance company will sooner or later be restored.
How to check the status of a payment case: a step-by-step guide
You can save a lot of time and check your insurance status online. To do this, follow the instructions below:
- Visit the official website of the insurance company.
- Submit a request to receive data. To do this, go to the “Insurance” section, then to the “Insured Event” tab and select “Check Case Status”.
- Enter the required information in the fields - customer name and individual number. Then click on the “Check status” button.
- Find out the information you need. The data will be displayed on the monitor screen. Note: This method of obtaining information has a great advantage - you do not need to go through the registration process to access your personal account in order to see the report.
Thus, if the money has not yet been transferred, but in your case the answer is yes, the following message will appear: “Your payment has been approved, please wait for the funds to be transferred.”
If the answer is No, you will receive a message indicating that the payment was declined.
If the amount of damage has not yet been determined, the site will indicate that the transfer of compensation is in the process of determination.
Other design errors and ways to eliminate them
In addition to all of the above, we can also highlight the following factors that sometimes prevent the issuance of an electronic MTPL policy:
- Insurance cannot be purchased due to an error on the insurer's website.
First of all, you should make sure that the entered data is correct, since if an error was made, the site will not be able to issue you a policy. If all the information is reflected correctly, but the system still gives an error, then most likely the problems arose on the site itself. In this case, it is advisable to contact another insurer or report your problem to the RSA website. - Inability to purchase electronic insurance on the insurance company’s website.
This circumstance is explained by the fact that the online insurance system is still at the development stage, so there are insurance organizations that are not yet ready to offer their clients such a service. In this case, you will have to buy insurance from another insurer or issue a policy at the office of the insurance company. - It is also possible that all the data is entered correctly, but the payment does not go through the system (how to pay for e-MTPL via the Internet?).
The reason for this may be problems with the website of a particular insurer. In this situation, it is advisable to contact another insurance company.
How intermediaries deceive
Drivers can be left without money and insurance not only because of their own mistakes. Sometimes unscrupulous intermediaries who allegedly have connections with insurance companies offer to issue MTPL at a low price. It often turns out that such assistants are not at all connected with the insurance business. On behalf of the owner, they simply fill out an application, underestimating key parameters and entering false information about the policyholder himself.
“After receiving a signed e-OSAGO agreement in PDF format from the insurer, such an intermediary, using special software, indicates the correct data of the car owner in it. After that, he sends the car owner an e-OSAGO agreement with his data, and takes the difference in the insurance premium for himself. Most of these unscrupulous intermediaries work in “red” regions with high risks of fraud in compulsory motor liability insurance,” warned the Russian Union of Auto Insurers (RUA).

Reasons for refusal of payments
