Sanctions for transporting passengers by taxi without a license

Responsibility for providing services without a license is provided for in Art. 14 Code of Administrative Offenses of the Russian Federation. Drivers engaged in private transportation using personal vehicles may be fined by the police. Taxi requirements

Requirements for equipping a taxi car:

"Checkers" on the body.
Car color. Regions can set a specific color that taxi cars must be painted.
Taxi lantern on the roof.
Taximeter (if the fare for the trip depends on the distance or time of use of the taxi).

Driver requirements:

Driving experience of at least 3 years.

Requirements for a legal entity or individual entrepreneur:

Providing vehicle maintenance and repair.
Checking the technical condition before leaving the line (mechanic’s mark on the waybill).
Carrying out pre-trip medical examinations (doctor’s note on the waybill).

Procedure for issuing a license for passenger transportation

A certain procedure for granting a license has been established, according to which the applicant must submit a package of documents and an application to the Department, where it will be considered in the prescribed manner within 10 days. The papers are provided personally by the applicant or his representative, who comes with a passport and a power of attorney certified by a notary.

Notice of granting a license for passenger transportation is sent by email. The applicant or his representative must come within 40 days. If the license for passenger transportation is not collected within the established time frame, the Department will cancel it.

Attention! The license for passenger transportation is valid for 5 years, after which it must be renewed.

Is it possible to get a taxi license without registering as an individual entrepreneur?

When you need a license for a taxi without an individual entrepreneur, for various transportations, possibly freight or cars, you need to enter into a separate agreement with a company or organization that has passed the licensing procedure. These can be companies with a legal entity or an individual entrepreneur, it doesn’t matter. The main thing is that you will need to agree to the conditions (they may be different) and provide a certain package of documents, namely:

Application (often completed when submitting all other documents). You can also submit an electronic application, if this option is provided by the company you are connecting to.
Provide a copy of your passport (Russian) with the first and second pages.
A copy of the documents for the car (STS).
When purchasing a car on lease, you must provide a leasing agreement.
Power of attorney (when documents are submitted by a third party on your behalf).

In some cases, they may also require a driver’s license, but, as a rule, they get by with the listed “package” of documents.

Cancellation and restoration of permission for passenger transportation

Restoring a license is necessary if it is lost or damaged. The Department will issue a duplicate, which will be valid until the end of the previously granted permit. To restore your taxi license, prepare a package of documents and submit it to the licensing authority.

Cancellation of a license for passenger transportation is a mandatory procedure that is initiated by its owner in the event of termination of passenger transportation or theft of the permit. The document must be legally alienated in the manner established by current legislation when submitting the appropriate application. When it comes to obtaining a license, where should I go? The answer is simple, according to the law, the Ministry of Transport is appointed as the responsible body for issuing permits; accordingly, applications can be submitted in the following ways:

Obtaining a taxi license in Moscow and the region
