Are there any changes to maintenance intervals in 2021?
The Internet is full of the latest news about amendments to the legislation on technical inspection. In particular, we are talking about the following innovations:
- supposedly the frequency has changed, how often and when it is necessary to undergo technical inspection on a new and used car,
- cancellation of the diagnostic card if it turns out that the car did not go to the inspection point and it is therefore fictitious,
- recourse from the insurer, if you were the culprit of the accident, it occurred due to a malfunction of your car, and your MOT was not passed (or cancelled),
- and a small number of innovations.
All of them are introduced by the corresponding new Federal Law No. 122 of 06/06/2019. And we, in particular, are interested in the first point from the list above. And this is exactly what is not true.
How often you need to undergo a technical inspection is regulated by Article 15 of Federal Law No. 170. And the normative act introducing changes does not affect this article. Accordingly, the question of when to do the first or next technical inspection specifically for your car does not depend on these amendments, and in 2021 remains the same.
The remaining points of the amendments, indeed, are in force from March 1.
Updated 03/01/2021. The Government of the Russian Federation has issued a new Decree No. 275. It effectively approves the automatic extension of diagnostic cards that expire between March 1 and September 30, 2021, until October 1. That is, if your technical inspection expires until the end of September, then according to the new law you do not need to undergo it until October 1.
But if you read anywhere that the changes described in this article (which are introduced by Federal Law No. 122 above) have been postponed, then this is not true and fake. They still come into effect on March 1st. It’s just that, in fact, according to the new rules, you won’t have to undergo an inspection until October 1.
Updated 02/25/2021. It was decided to postpone the start of the new law until October 1, 2021 due to the unpreparedness of stations for the new rules and forecasts for the shortage of such items.

Diagnostic card validity period
A diagnostic certificate, like any other document, has its own validity period, which completely depends on the age of the car. You can calculate it using the table below:

In addition, not all cars will be able to undergo a full inspection. The exceptions are vehicles with the following parameters:
- Tinted windows and lighting devices (if the light transmittance of the film is below 70% in the front and 40% in the rear);
- Non-working optics, direction indicators and windshield wipers;
- Faulty brake system;
- Broken door locks (even if the car has an alarm system);
- Improperly changed technical fluids.
Attention! Without a diagnostic card, the driver will not be able to obtain a compulsory insurance policy and register his movable property. Therefore, all of the above malfunctions should be eliminated in advance and come for examination within the specified period.
When is the first inspection required on a new car after purchase?
Let's begin! The very first technical inspection for a relatively new car will need to be done after 4 years of its age. Moreover, the year of manufacture also counts. But this does not apply to all types of vehicles.
This subtlety is regulated by Part 2 of Article 15 of the Federal Law On Technical Inspection:
2. A technical inspection is not required in the first four years, including the year of manufacture, for the following vehicles (except for the vehicles specified in paragraphs 1 and 3 of part 1 of this article)…
Types of transport that are exempt include the following:
- passenger cars (except those used in taxis),
- cargo trucks with a permissible maximum weight of up to 3.5 tons,
- trailers and semi-trailers (trailers of individuals for passenger cars are never required to undergo technical inspection),
- motorcycles.
But you need to correctly calculate the beginning of this period.
First, please note that the countdown does not start from the date of purchase of your car, but rather from the date of manufacture - that is, the production of the car. The law itself indicates that you need to look at this date in the registration certificate or PTS.
Secondly, the legislation talks about the inclusive date. That is, these 4 years include the date of production of the car. For example, if your car was released in 2021, then already in 2021 you need to undergo a technical inspection. Even if the car was manufactured on December 31, 2017, the date when the first technical inspection needs to be done will still be the beginning of 2021. And in this case, you are not subject to the automatic renewal of diagnostic cards. For the 2021 model year - accordingly, from the beginning of 2022.
Thus, a new passenger car must undergo technical inspection for the first time according to the new rules after 4 years, including the year of production of the car. This does not depend on who owns the transport - an individual or a legal entity. We look at the car's release date in the STS or PTS.

If the dates in the STS and PTS are different?
The legislation does not provide for such a case. Moreover, the difference in dates in these documents can exist solely by mistake, because both the certificate and the PTS indicate exactly the date of production (not purchase, not release into circulation, nothing else).
However, to avoid problems, we still recommend taking an earlier date.
How to get an MTPL policy for a car without a technical inspection
In accordance with the legislation of the Russian Federation, registration in the database of an insurance company without a coupon for timely completion of the examination is allowed only in two exceptional cases:
- If the car is not yet 3 years old (counting is carried out according to the title, from the moment the vehicle leaves the assembly line);
- OSAGO is issued to a citizen for a period not exceeding 20 days (after the allotted period, it will be strictly prohibited to operate the car, and for violating this restriction the driver may face financial penalties).
The regulations of the State Traffic Inspectorate do not provide for other circumstances when a new car does not need to undergo a technical inspection to obtain CASCO insurance.
It is important to know! In addition to penalties for violating this clause, a citizen also risks paying for damages on his own if an accident occurs through his fault. Such expenses, as a rule, are calculated in tens or even hundreds of thousands of rubles.
Which vehicles never need maintenance?
Meanwhile, not all vehicles undergo inspection with a certain frequency.
- It is never necessary to do maintenance on trailers and semi-trailers owned by individuals if their weight does not exceed 3.5 tons.
- Also, a technical inspection is not required for vehicles, which, accordingly, are not subject to Federal Law No. 170. But it does not apply to vehicles with an engine displacement of less than 50 cm3, if at the same time the maximum speed technically cannot be more than 50 km/h, as well as for electric motors with a power of no more than 4 kW.
- In addition, inspection is not required for various types of tractors, self-propelled machines, walk-behind tractors, and so on. However, they need to undergo their own separate verification.
But for ordinary passenger cars there are no separate benefits and concessions that completely exempt them from technical inspection or establish when to undergo it, with a different frequency than in general cases.
Is maintenance required for a new car at the dealer?
Everyone knows someone’s conclusion that as long as the car is under warranty, it should be regularly serviced exclusively at branded service centers from an authorized dealer. The “fly in the ointment” is that all the main work, such as:
- replacing spark plugs,
- filters and
- special liquids and oils,
at such official stations they are much more expensive than at private service stations, where maintenance costs are several times lower.
Moreover, all new car owners are literally intimidated by the condition that in order to maintain the warranty, repair and maintenance work on the car can only be performed at a branded service center. This is the dilemma.
It should be understood that warranty service is a kind of fishing rod and hook on which automakers hook buyers of a new car in order to gain additional profit.
It is probably clear that officials will not carry out any work at a loss and costs for the car owner become inevitable. This applies to both domestic and foreign cars.
If during the operation of a new car serious faults are identified, the car owner has the right to return the low-quality car under warranty. But that's a different story.
How often do I need to undergo a technical inspection?
So, we have come to the main question of when to do maintenance for different types and years of production of vehicles. And now there will be a lot of information. However, we tried to simplify it as much as possible and divide them by type of vehicle.
By the way, the law obliges you to always make a diagnostic card before purchasing a compulsory motor liability insurance policy (parts 3 and 4 of article 15).

Passenger cars
When to undergo technical inspection for passenger cars (regardless of whether they belong to legal entities or citizens) that are not used as a taxi:
- the first 4 years, including the year of manufacture, inspection is not required,
- at the age of 4 to 10 years – once every 2 years,
- over 10 years old – must be completed every year.
If a passenger car is used as a taxi:
- for a new car and until the age of 5 years, you need to undergo it once a year,
- For taxis over 5 years old, you need to pass every six months.

It is important to remember that the insurer has the right to demand everything paid to the victims under compulsory motor liability insurance if at the time of the accident the taxi diagnostic card had expired. This right of recourse is spelled out in paragraph 1 of Article 14.1 of the Law on Compulsory Motor Liability Insurance.
In this case, it does not matter whether the accident was caused by a malfunction or not, what is important is the fact that the inspection period has expired. In this regard, taxi drivers need to monitor the timing of maintenance more closely. And with new legislative initiatives to cancel purchased technical inspections, it is also worthwhile to undergo the inspection yourself, and not just buy.

If the car is equipped with sound or light special signals, then, just like for a taxi, you need to undergo maintenance every year if the car is not older than 5 years, and every 6 months if older.
The same rule applies to training cars in driving schools - once a year up to 5 years of age, and once every six months over 5 years of age.
Motorcycles
This includes any motorized vehicles (mopeds, scooters, various types of tricycles and quadricycles) that are subject to the law on technical inspection - that is, they have an engine capacity of 50 cm3 and more and a speed of more than 50 km/h.
And here everything is similar to cars:
- for motor vehicles not older than 4 years, including the year of manufacture, there is no need to undergo a technical inspection at all,
- over 4, but not more than 10 years - once every 2 years,
- over 10 years old – once a year.
Trucks
If the maximum permitted weight of the truck is less than 3.5 tons - this also includes the Gazelle - then the same frequency applies here as for cars and motorcycles:
- up to 4 years of age, including the date of issue, do not need to undergo MOT,
- Such trucks undergo their first technical inspection when they are 4 years old and up to 10 years old - and so on every 24 months,
- over 10 years – frequency increases to once a year.
Full-fledged trucks weighing more than 3,500 kilograms need to be inspected more often:
- under 5 years of age – once a year,
- over 5 years of age – once every six months.
In addition, the same frequency is established for any trucks if they are equipped to transport people with more than 8 seats, and for buses.
And for trucks designed and equipped to transport dangerous goods of any age, inspection must be done every 6 months - even if the car is new.
Trailers
In the case of this type of transport, everything works with a slight difference. If we are talking about a passenger trailer of an individual, then it never needs inspection at all.
When to get a vehicle inspection for others:
- not necessary in the first 4 years,
- 4-10 years – every 2 years,
- over 10 years old - every year.
This frequency, accordingly, applies to trailers owned by legal entities or whose weight is more than 3.5 tons.

The first technical inspection is after three years of operation. Before this period, the owner purchases an MTPL policy without presenting a coupon. Cars from three to seven years old, according to the law, undergo technical inspection every two years; after seven years - annually.
— How can a car owner find out where to get a technical inspection?
You will find the addresses of accredited operators and technical inspection points in the register, which is posted on the website of the Russian Union of Auto Insurers (https://www.autoins.ru). You can choose the one where it is more convenient to do this - it does not matter where the car and its owner are registered.
— What documents are supposed to be issued to the car owner based on the results of maintenance - a coupon, a diagnostic card? Or are all these documents in electronic form?
Now inspection operators are required to issue the driver a diagnostic card instead of a maintenance ticket, but for now they often issue both documents just in case. The diagnostic card is issued in paper form, but remains in the database in the form of an electronic document. The operator must keep the second paper copy for three years. If you lost it, you can always get a copy. In addition, from January 1, 2013, the diagnostic card in the form of an electronic document will be sent to the unified automated technical inspection information system (AIS OSAGO) and stored there for five years. The Russian Union of Auto Insurers (RUA) plans to completely abandon paper documents in the coming years.

No, if you have a valid maintenance coupon, you do not need to receive a diagnostic card in return. Issued coupons will be accepted until the expiration date, but no later than August 15, 2015 (from now on, only cards will be “legal”). The insurance company is obliged to sell the MTPL policy, even if there are several days left before the coupon expires.

Periodicity
Speaking about the frequency of maintenance, there is also no clear framework. Some brands of cars need diagnostics every 10 thousand kilometers, while others have a completely different gradation, for example, 5-10-25-50 thousand km. At the same time, many drivers do not pay attention to what is written in their service book, but act as they should: change the oil every year, or once every 10 thousand km, brake pads - every 25 thousand km, brake liquid – once every 3 years, etc.
Thus, the first maintenance of a car is indeed a very important and necessary event. As a result of TO-1, you can avoid serious breakdowns and expensive repairs by preventing the malfunction and replacing the damaged or defective unit in advance. It is advisable to carry out vehicle diagnostics at those stations where all the necessary equipment, stands and electronics are available.
Examples for passenger cars
Now let's find out, using examples of model years, whether you need to undergo maintenance in your case.
For a 2021 car
Such a vehicle will need to start receiving a diagnostic card from the beginning of 2025 and undergo a technical inspection every 2 years. Then, from 2030, inspections will need to be done annually.
If the car is 2021
- here you don’t need to undergo a technical inspection for a new car,
- the first inspection will be from 2024 and every 2 years thereafter,
- from 2029 you will need to do maintenance annually.
2019 release
- accordingly, for the first time - in 2023 and every 2 years,
- and from 2028 – annually.
2018
- from 2022 for the first time and every 2 years,
- from 2027 – once a year.
2017
- such a car should already have a diagnostic card,
- but until 2026, technical inspection must be completed once every 2 years, and from 2026 - annually.
2016
- from 2021 it is done every 2 years,
- from 2025 – will need to be done annually.
2015
- Currently it is done once every 2 years,
- from 2024 – annually.
2014
- Now it is done once every 2 years,
- from 2023 – annually.
2013
- for the current year is done for 2 years,
- from 2022 – for 1 year.
2012 and older
Such cars are considered to be already 10 years old (remember, we count the year of manufacture inclusive). Therefore, now you will have to undergo a technical inspection annually.
When is a technical map needed?
According to the law of the Russian Federation, scheduled maintenance is required for all types of transport, including those not registered with the State Traffic Safety Inspectorate. But in fact, it can be carried out under the following circumstances:
- The car is not listed in the MREO database, and the owner wants to legalize it for further use for personal purposes, or for sale (without a card confirming successful completion of the inspection, State Traffic Inspectorate employees reserve the right to refuse a citizen this service. But if necessary, a zero diagnosis of the car is possible conduct it directly at the traffic police observation deck, which will take operators about 20 minutes);
- Self-propelled equipment is registered, but its OSAGO policy has expired (a technical coupon for insuring movable property is simply necessary, since it is the only guarantee that the vehicle is in satisfactory condition. And this, in turn, reduces the chance of it getting into road accident).
It is important to know! But knowing whether a new car requires a technical inspection is not enough. The main thing is also to monitor the validity period of this document. Indeed, if it is overdue, each subsequent trip can lead to an impressive fine of 5,500 rubles. And this is three times more than the cost of routine diagnostics.
How can I find out when the last time was passed?
If you need to find out whether you even have a valid diagnostic card, and when it expires, then there is a working way to find out. In 2021, there are a number of resources for checking your current card. Here is an example of such a site.
Just enter any details of your car, including license plate number, VIN code or another of those presented. As a result, you will be shown one of 3 inspection statuses:
- The DK is valid - it means that your car has a technical inspection, and you don’t need to go through it yet; it will also indicate until what date it is valid, and when, accordingly, it will be necessary to take it again,
- DK is in the archive - this means that your diagnostic card has expired, you need to get a new one now,
- The DC has been canceled - this is exactly the case when it was liquidated, and here you also need to get a new one.
What happens if you don't pass on time?
And now about the changes. The date March 1, 2021 is fateful for many motorists, as responsibility becomes significantly stricter. And it consists of 2 main types of punishment.
Fine
Previously, it only applied to a number of trucks, taxis and buses. However, the authorities have long wanted to introduce a general sanction for the lack of technical inspection... And they did!
However, it will come into force on March 1, 2022. Its amount will be 2,000 rubles. Please note, against the backdrop of the latest news that photo recording cameras have already been taught to recognize the absence of compulsory motor liability insurance, the day is not far off (and perhaps the start will be the same date of introduction of a new fine) when the absence of a diagnostic card will be checked for auto-recording means.

Regression under OSAGO
Another “punishment” will be even more expensive. And what’s sadder for many motorists is that it will come into force on March 1, 2021.
We are talking about a recourse claim from compulsory motor liability insurance - this is when the insurer, if you are at fault for an accident (and, of course, you have a valid policy), pays everything in full to the victim, but then demands you to reimburse the amount paid.
In the absence of technical inspection, this is possible under the following conditions (the presence of all these conditions):
- The accident was your fault,
- at the time of the incident you did not have a valid technical inspection,
- The cause of the accident is a malfunction of your car.
Please note that if your card expires specifically on any date from March 1 to September 30, then it simply does not expire, but is still valid until October 1.
