If the owner of a car is unable to appear in person at the traffic police for some reason, this does not mean that he is unable to obtain the services he needs. How the procedure works
In order to issue a power of attorney to deregister a car with the State Traffic Safety Inspectorate according to the generally accepted model, the current owner must follow certain steps. They are quite feasible for any person:

It is important to know! Just like a physical power of attorney, the legal document requires a statement that it cannot be passed on to third parties. For notarization, the drawn up paper must be secured with the signatures of both parties.
Do you need a power of attorney for a car in 2021?
Drawing up a power of attorney begins with collecting information. The following must be written on the paper:
- Date and place of document preparation. Without this data, the power of attorney will not have legal force.
- Basic passport data (full name, registration, actual address).
- Basic information of the technical passport.
- The number of licenses a person receives (for example, the right to drive a car).
- Document validity period. If the term is not agreed upon by the parties, it will be valid for a year.
- Presence/absence of the right of subrogation. Allows the person for whom the document is issued to sign a power of attorney for other people. If this clause is not specified in the paper, there is no right of subrogation.
A power of attorney without the signature of the principal is not valid.
Without the date of filling out the power of attorney, it is not considered a document. However, it is not necessary to specify an end date; it is automatically valid for 12 months. The law does not establish a maximum validity period for the paper.
The power of attorney does not need to be certified by a notary, only copies of it. The document can be issued not only by the owner of the car, but also by the citizen who uses the car. It is allowed to issue a power of attorney to another power of attorney.
If a citizen wants to completely limit the possibility of using the car by other individuals, he is required to sign “no right of subrogation”.
The document has legal force only if it is filled out correctly, otherwise traffic police officers have the right to impose penalties. The power of attorney must indicate valid details and data; the paper must be filled out in Russian block letters (except for the car brand).
It is important to note that the date of issue of the power of attorney is written down in full and not in numbers. This is necessary so that after receiving the power of attorney the person will not be able to correct the number.
In addition to the date, there must be:
- Full name, without abbreviations;
- address of actual residence and passport, in full.
In the text of the power of attorney, you must indicate the car data anywhere:
- number;
- register sign;
- brand;
- year of issue;
- engine, body, sidecar and trailer number;
- color;
- basic passport data (who issued it, when, series and number).
- When violating traffic rules, the inspector must know the identity of the violator. If the driver is the owner, then the address from the vehicle registration certificate is entered. If the driver is not the owner of the car, then the address is taken from the Russian passport.
- If a person does not have a passport with him, a power of attorney is presented, with the help of which the inspector draws up documents.
The power of attorney has lost some of its importance in 2021, but is still a mandatory document that the traffic police inspector has the right to require. It can help avoid fines and problems in case of minor traffic violations.

- Powers of a fiduciary. (Driving a vehicle, obtaining an insurance policy, passing a technical inspection, independently picking up a car from a fine parking lot, performing any registration actions with the car, and so on)
- Register the possibility or lack of the right to transfer the car to a trusted person.
