Is it possible to register a car with the traffic police directly at the place of purchase?

Attention. On October 15, 2013, a new technical regulation came into force, partly changing the rules for state registration of vehicles.

According to this regulation, specialized car dealerships have the right to independently register a car. In fact, they are only intermediaries between the car owner and the traffic police.

The dealership must ensure that the license plates on the vehicle being sold match those on the title, and the dealer’s representative has the right to be the legal defender of the buyer’s interests in the State Traffic Inspectorate. This service is available only for new cars; used cars purchased through the trade-in system cannot be registered without visiting the traffic police.

What vehicles are allowed to be registered through dealers?

The new law deals specifically with new cars, i.e. When purchasing a used car, the procedure for registering it (through the traffic police) remains the same. This norm follows from Article 22 of the law.

Article 22. State registration of vehicles with the participation of a specialized organization

1. A specialized organization participates in the state registration of vehicles manufactured by it or vehicles sold by it on the basis of an agreement with their manufacturer, put into circulation on the territory of the Eurasian Economic Union and previously not allowed to participate in road traffic or for operation, including on territory of a foreign state.

It may seem that nothing fundamentally changes, but now dealerships have the right to register new cars officially, i.e. It is assumed that no additional powers of attorney will have to be issued, and the car dealership itself will bear all responsibility for violating the procedure for registering a vehicle.

How to register a new car after purchasing it at a dealership?

To register a car at the dealership, you must submit the following documents::

  • agreement with the seal of the seller (in triplicate - to the buyer, seller and traffic police);
  • vehicle passport (PTS);
  • passport or other identity document;
  • receipts for payment of government fees and a set of license plates;
  • contract of sale.

By order of the Ministry of Internal Affairs No. 139, it is no longer necessary to present a compulsory insurance policy (MTPL), but it must still be done before submitting documents for vehicle registration.

When all the papers are collected, the client pays a fixed tariff set by the state to the car dealership's cash desk. Based on data from the dealer, the traffic police registers the car.

Registration of a power of attorney

In addition to the above documents, the car owner must draw up a power of attorney to carry out the registration of the vehicle . The person to whom the power of attorney was issued will be able to legally register the car at the State Traffic Inspectorate in the name of the owner without his direct participation.

Salon employee actions

The actions of a car dealership employee include:

  • preparation of documents for registration on behalf of the vehicle owner;
  • checking the registration data for the car, identifying the identity of its owner;
  • transfer of documents to the traffic police in the manner prescribed by law;
  • transfer to the owner of the entire set (registration document and license plates) along with the car keys after approval of the documents by the traffic police department.

Result of the procedure

As a result of the procedure at the service center, the car owner receives a registration certificate (technical passport) and a set of license plates.

Where can I register a new car?

Previously, submitting documents to the traffic police MREO was the only way to register any vehicle. However, with the onset of 2021, a new registration procedure has been introduced, and an additional opportunity has appeared for new cars - initial registration at a car dealership (car dealer, manufacturer - based on Article 7 of Federal Law No. 283).

Moreover, each method has its own nuances. Let's look at them in more detail later, but for now a few legal details.

Registration divisions of the traffic police

This registration method can be called traditional. On the one hand, it consists of the usual visit to the branch, submission of documents, inspection of the vehicle, registration and issuance of documents confirming this.

On the other hand, we are talking about a new car that was recently purchased. Perhaps the ability to register it at the point of purchase is a more convenient way, since you still have to visit the car dealership? In many cases this is exactly the case. But there are also difficulties.

Accredited organizations

This is exactly what the legislation calls dealers, showrooms, manufacturers, etc., accredited organizations, to whom the authority to register a vehicle is delegated. It would be more accurate to say that such organizations have the opportunity to collect, check and forward documents for registration, and issue confirmation of this to the owner, because The registration steps themselves will still be performed by the traffic police, but without the participation of the car owner.

This, by the way, lies one of the main disadvantages of this method. The waiting time for registration can take from several hours to several days. The latter in case of technical problems and other inconsistencies, which are becoming less and less common. But you still need to assume the likelihood of a delay.

How to check whether an organization can register cars?

Powers of auto centers

In accordance with Part 1 of Article 22 of Federal Law No. 283, the possibility of registration at car dealerships applies exclusively to a new car . Within these restrictions, Part 2 of the same article gives accredited organizations the following powers:

  • On behalf of the owner, prepare the necessary package of documents.
  • Checking the vehicle for the accuracy of its identifying information (VIN, body number, chassis).
  • Owner's ID.
  • Transfer of collected information to the registration authority to complete the registration procedure.
  • If there is a similar function, make numbers.

The result of such activity should be the transfer of a fully registered (with documents and license plates) car to its owner.

  1. Can any dealer provide such services? Are there any legal requirements for checking a car dealership for compliance?
    Not any dealer can provide the car registration service, but only one who has fulfilled two certain conditions:
    • concluding an agreement with license plate manufacturers (or with representatives of a car plant);
    • availability of special premises and staff.

Certificate of acceptance and transfer of a new car

The last, and most important, stage is the execution and signing of the Acceptance Certificate for the new car.

You cannot sign the Transfer and Acceptance Certificate before inspecting the car. It happens that unscrupulous car dealership managers park cars with scratches next to each other. To avoid being scammed, ask managers to move the car to a more spacious location. Do not drive the car yourself, otherwise possible scratches may be your responsibility.

Article 7. Entities carrying out state registration of vehicles

1. State registration of vehicles is carried out by registration divisions of the registering authority (hereinafter referred to as registration divisions) in the manner established by the Government of the Russian Federation.
