How long is a recycling certificate valid?

What is car recycling?

When the car has already served its purpose, repairs are not justified by further operation; the solution to the issue regarding the future fate of the car will be to hand it over for recycling.

This is a federal program that, for receiving an old or damaged car for scrap, gives a discount on the purchase of a new modern vehicle assembled at domestic enterprises of the Russian Federation.

In this way, if you have a car disposal certificate in hand, you can easily get rid of the “iron horse” and purchase a car at a dealership at a decent discount. And the former vehicle is disassembled in parts, materials are sorted and sent for further processing. It only uses a metal case; all other materials, finishing and electronics are not needed.

Contents of the act

The content of any act must clearly answer the questions “who, in what composition, and for what purpose is carrying out the action.” Accordingly, the type of acts under consideration should include the following structural elements:

  1. the name of the document is “Disposal Certificate”, if necessary – its serial number;
  2. date and place of drawing up the act;
  3. name and basic details of the legal entity on whose balance sheet the scrapped vehicle is listed;
  4. a list of names of commission members, indicating their positions;
  5. information about the vehicle - name, make, model, type, year of manufacture, registration number, registration data, engine and body number;
  6. the reason for which the vehicle is subject to write-off from the balance sheet of the enterprise - irreparable damage as a result of a specific accident, complete wear and tear, other reasons for unsuitability for use;
  7. actions determined by the commission as necessary. In our case, send the car for recycling to a specific recycling company;
  8. signatures of the commission members.

The act is subject to approval by the head of the enterprise. The act is drawn up in one copy and attached for storage to the accounting documentation along with the disposal certificate received a little later.

How to deregister a car with a scrappage certificate?

You can deregister a car after it has been destroyed or processed for parts in person at the traffic police department or by submitting an application through the State Services portal.

In the first case, you need to make an appointment and bring with you a package of documents that were presented when submitting an application to deregister the vehicle. No additional paperwork is required. After checking the presence and content of the act of handing over the car for recycling, the inspector enters the information into the database and makes notes in the accounting documents. If the owner dismantled and sold the car on his own, without intermediaries and prior contact with the MREO, then he must write a statement. Attached to the paper are checks and receipts for the delivery and sale of parts indicating the numbers corresponding to the data in the vehicle passport (PTS).

It’s easier and faster to complete this task by using the traffic police portal. It is enough to enter the owner’s passport details, information about the car and the document numbers on its disposal. After that, activate the function to submit an application and wait for the results. You can receive them by email or at MREO.

Previously, this could only be done with the owner’s passport and application. Due to amendments to the regulations, the list of documents has expanded. Now you need evidence confirming the owner’s intention to dispose of the vehicle - a disposal certificate.

The document contains information about the owner of the car (passport details, registration, telephone) or his legal representative. If the disposal procedure will be carried out by an authorized person, then the certificate shall indicate his full name, number and place of issue of the power of attorney. Information about the disposal point (full name, location, license number and validity period) is also recorded. The certificate indicates the make, model of the car, and license plate numbers. It is stipulated that the information must be confirmed by signatures of the owner of the vehicle (representative) and the employee of the recycling point.

The recycling point first takes the auto junk, then issues a certificate (more often than not they fill it out). Deregistration is the final stage.

Legislation

The most fundamental laws:

  • Order of the Ministry of Industry and Trade dated January 14, 2010 No. 8 - the main document that launched the vehicle recycling program, including cars and tractors.

    This order provides the procedure for obtaining a discount on the purchase of a new vehicle if the old one was disposed of legally.

  • Federal Law No. 89-FZ dated June 24, 1998 “On production and consumption waste” - it states that if a recycling fee was paid when purchasing a vehicle, then recycling services should be provided free of charge.

Where to recycle

The following options are available to choose from:

  1. The simplest and most hassle-free way is to drive the vehicle yourself to the desired point. If the car is not “on the move” and has served for 30 years, then you will have to ask for a tow truck.
  2. You can contact a company or company that will remove the car itself. You will not pay anything and you will not receive any money.
  3. Now this is a profitable way, but you just need to spend time and effort. Disassemble the car yourself: remove the body, plastic, seals, tires... All spare parts can be sold. And for metal and other parts you can get up to 50 thousand rubles.

How to get a?

The traffic police will require a disposal certificate from the owner who has declared his desire to dispose of the car. Such a document is issued by an employee of a company specializing in accepting vehicles for scrap. This organization must have a state license to provide recycling services. A license guarantees that the company’s activities are controlled by the state. Moreover, the number and time of issue of the license are indicated in the certificate. The document can also be issued at scrap metal collection points (not all).

Those car owners who plan to take advantage of a discount certificate when purchasing a new car as part of the state program need to take a more serious approach to choosing a recycling organization. It is advisable to check with the dealer which item is participating in the program. When receiving a certificate, the presence of the owner of the car or his representative, as well as an employee of the recycling company, who has the right to fill out the document, is required. To fill it out correctly, you need: passport of the owner (authorized person), notarized power of attorney (if the certificate is received by the owner’s representative), registration, documents for the car. The owner also additionally provides his contact information (telephone, if available, email address).

Document validity period

Those who have received the certificate are interested in the question of what is the validity period of the car recycling certificate for 2021. If you read it carefully, you will see that there is no end date, which means you can implement it at any time at your discretion. But as experts clarify, it is better not to delay this issue, since the funds allocated for the program will run out at any time and in this case, car dealerships may refuse to provide a discount.

It is important to know! Having a certificate in hand, you can purchase a domestic car at a good discount at any time. If personal savings are not enough, there is always a chance to take advantage of loan programs.
