The sanction for movement despite the prohibition of the signal is established in Article 12.12 of the Code of Administrative Offenses

Part 1 of Article 12.12 of the Code of Administrative Offenses, which regulates administrative penalties for ignoring a prohibiting traffic light signal, does not differentiate sanctions based on the method of recording the violation. Driving on a red light in front of a traffic police inspector or under an automatic recording camera will cost the driver a fine of 1 thousand rubles. In the first 20 days after the administrative decision is issued, the penalty can be paid in half.
Fines assessed based on road survey materials:
- are automatically attributed to the owner of the car, regardless of who was physically driving;
- become known to the motorist much later, since the decision must be sent to him by mail;
- may be caused by incorrect settings of the traffic light or fixation device.

What is the fine for running red again?
Traffic police fines increase significantly with repeated violations of such legal norms. Repeated offense (Part 3 of Article 12.12 of the Code of Administrative Offenses) entails a sanction in the form of a fine of 5,000 rubles or deprivation of rights from 4 to 6 months. An offense is repeated if the same illegal act was previously committed and twelve months have not yet passed from that moment.
An offense is considered committed again (repeatedly) when driving through any prohibiting traffic light signal (including a missing permitting signal). So, if for the first time a motorist drove through a red light, and then within a year made a turn at an intersection when the green arrow was “extinguished,” his offenses are considered similar.
Driving through a red traffic light and driving beyond the stop line: punishment and amount of fines
Chapter 12 of the Code of Administrative Offenses of the Russian Federation is devoted to sanctions for violations of traffic rules, registration requirements and standards for equipping cars with light signals. Violations of the rules for driving through intersections and crossing paths are covered by 4 articles:
- 12.12 - imposes sanctions for ignoring prohibiting traffic lights or traffic controller signals;
- 12.10 - provides for a separate punishment for non-compliance with the rules for crossing railway tracks;
- 12.13 - intended for those who did not calculate the speed of passing at the intersection, drove into it and created a traffic jam;4
- 12.16 - imposes liability for ignoring the marking requirements, including the stop line in front of a traffic light or a “STOP” sign.
These norms differentiate punishment for those who committed a violation for the first time or are convicted again. The sanctions of a number of articles provide for both fines and deprivation of rights for violators.
Driving beyond the STOP line at a prohibiting signal
Crossing the stop line, regardless of the prohibition of the signal, will be an offense if:
- This is a controlled intersection (there is a traffic light or traffic controller);
- During the drive to the stop line the red light was on or there was a traffic controller's prohibiting sign.
The stop line must be indicated by appropriate road markings and a “Stop” sign. Sanction: fine of 800 rubles. It is noteworthy that a stop sign means that you must stop directly at a controlled intersection in front of the traffic light. The presence of a stop line requires stopping at uncontrolled intersections with the simultaneous presence of a “Stop” sign.
Where to stop at a stop sign if there is no stop line
If there are no markings at the intersection indicating a stop line, the driver must stop before:
- railway crossing - 5 meters before the barrier, and at least 10 meters from the rails if there is none;
- a traffic light or a traffic controller - without entering the intersection so as not to interfere with pedestrians and the movement of vehicles to which the passage is opened;
- crossing roads at an unregulated intersection.
If there is a possibility that the stop line is drawn, but is not visible due to weather and other conditions. You should be guided by signs and plates.
Entering an intersection where there is a traffic jam
You should not enter an intersection if there is a traffic jam ahead, since the legislator equates this offense to driving through a prohibitory sign. The driver is forced to remain at the intersection, thereby creating a traffic jam and the impossibility of movement for other cars. During traffic jams, there is always a risk of committing a traffic violation, and crossing the intersection behind which it has formed only increases the danger of an emergency situation.
The fine for this violation is 1000 rubles or deprivation of rights if the offense is repeated within a year.
Completing a red light maneuver
Clauses 13.2. and 13.7 of the Road Traffic Regulations require the driver to:
- move through the intersection only on green;
- complete a maneuver started on an authorized signal;
- do not enter an intersection if there is doubt that it can be crossed during the green signal. Does not apply to left turns or U-turns - they can be completed on yellow or red.
At the same time, drivers entering an intersection after a traffic light change are required to allow the vehicle already there to complete the maneuver.
Having seen that the traffic light is about to change to a prohibitory signal or the traffic controller begins to give a stop sign, the driver can continue driving only if he has to use emergency braking to stop. If the distance to the stop line or intersection of road surfaces is sufficient and traffic allows, you must stop.
Crossing railway tracks at a prohibiting traffic light signal
Part 1 of Article 12.10 (Administrative Code) provides for sanctions for crossing railway tracks on a red line: a fine of 1000 rubles or deprivation of rights from 3 to 6 months. An equivalent offense with the same penalty is the passage of railway tracks despite the prohibitory sign of the person on duty at the crossing, bypassing the crossing, a stop on the railway tracks, or passing the crossing at the time the barrier is closed (including closing).
A repeated offense involves deprivation of a driver's license for one year (Part 3, Article 12.10).
Fine for driving on railway tracks at a red traffic light
Untimely entry onto railway tracks carries much greater risks than entering a road intersection at the wrong time. In a collision with a train, the death of the vehicle and serious injuries to passengers are almost inevitable; there is a high probability of injuries among railway employees and passengers, and damage to expensive infrastructure. In case of repeated violation of the specified rules for crossing railway tracks, there is no fine - only deprivation of rights for a year.
How to pay a fine with a 50% discount
Penalties can be paid:
- Through the bank;
- At the post office;
- Through Internet banking;
- Through payment terminals.
Payment of fines within the first twenty days from the date of registration of the resolution implies a discount of 50% of the original amount. This system applies to fines resulting from:
- Travel on red or yellow, as well as a traffic ban from the traffic controller;
- Violations of rules at railway crossings.
Committing a second offense within a year means paying a fine without any discounts.

Fines for repeat violations
For the first violation of driving through a red or yellow light within a year in Russia, a fine of 1,000 rubles is provided. Movement on yellow is allowed only in the case specified in clause 6.14
“Drivers who, when the yellow signal turns on or the traffic controller raises his hand up, cannot stop without resorting to emergency braking in the places determined by paragraph 6.13 of the Rules, are allowed to continue driving.”
For the second and subsequent violations committed within a year, the driver faces a penalty of 5,000 rubles or the confiscation of his license for up to six months. Such punishment is regulated by Article 12.12 of the Code of Administrative Offenses of the Russian Federation.

Is it possible to challenge a fine for driving through a prohibitory signal?

In Russia, there is a presumption of innocence, so in most cases, possible doubts about traffic violations are interpreted in favor of the driver. However, there is a nuance: Art. 1 part 5 of the Code of Administrative Offenses obliges the driver to independently defend his own innocence (it is advisable to do this with the help of a competent lawyer).
