What is the fine for driving in a bus lane and stopping in it?

What is a dedicated lane for public transport?

According to traffic regulations, a bus lane is a part of the road only for passenger transport. It is specially allocated so that city residents without cars can get to work and back home faster during rush hour.

In what cases is it permissible to enter the bus lane? This lane can be used by:

  • trolleybuses and buses, including Gazelle buses, traveling along a specific route;
  • school buses;
  • passenger taxis;
  • cyclists if the lane is on the right.

How is a bus lane designated? Such a stripe on the road can be seen from signs or markings. The signs show the bus and the direction of travel. Often the signs are duplicated by the capital letter “A” on the asphalt.

Usually these signs are duplicated by markings - the capital letter “A”. The letter means that the lane is for public transport only

In what cases can other traffic use this lane? This is only allowed in three cases:

  • to change lanes to turn if the lane is separated from the rest of the road by a broken line;
  • for boarding and disembarking passengers at the right side of the road;
  • when entering a main road from an adjacent or secondary one.

You can enter the lane for turning, boarding and disembarking passengers, when entering the main road

How cameras monitor entry into public transport lanes. Traffic police cameras are often watching the strip. There are stationary ones - they are mounted on poles. There are those that are installed in the cabins of passenger vehicles. We wrote more about such cameras in the article about fines for video recording.

If the camera sees that the car is driving in the bus lane, it will remove the violation and send it to the traffic police. There the inspector will look at the photo and, most likely, issue a fine.

Why is there a “brick” sign above the bus lane? As a rule, the “brick” is supplemented with a sign indicating the lane - this means that the lane is only for passenger transport.

What do "hammers" mean? This additional sign indicates the duration of the sign. For example, a lane may be dedicated to buses only on weekdays.

Both combinations of signs and placards may be displayed above the passenger vehicle lane. The left one prohibits general traffic, the right one specifies when the lane is closed to everyone

How is movement in the bus lane regulated?

A special lane for passenger vehicles on public roads is separated from other traffic directions by a continuous or broken line. A solid line indicates that crossing it is prohibited. In addition to markings, this area is marked with special road signs. Let's look at what they look like and what they inform drivers about.

  • Sign No. 5.11.1 - warns that there is a separate road ahead. In the case under consideration, public transport moves towards the general flow of cars:
  • No. 5.12.1 - notifies that the route with a separate zone ends:
  • No. 15.13.1 and 15.13.2 indicate that you are about to enter a road with a special lane. Moreover, in the first option, a regular car cannot turn left, in the second - right:
  • No. 15.14 - notifies that a special zone for public transport begins:
  • No. 15.14.1 - notifies that the separate zone ends:

In other regions - 1500 rubles.

Who can issue a fine? The violation can be recorded by a camera or an inspector. In large cities, cameras are placed in the cab of public transport - the bus drives and records everything that happens in front of it and behind it.

How to appeal a fine for a dedicated lane

Why are erroneous fines issued? At the time of the violation, the driver could be on vacation in another country, and the car could be in the garage. The camera or inspector sometimes makes mistakes. This happens in three cases:

  • the camera incorrectly recognized the license plate, and the inspector did not check the license plate with the make and model of the car;
  • due to bad weather the sign or markings were not visible,
  • the driver had to avoid obstacles, such as a fallen tree, in a prohibited lane.

Due to a technical or human error, the driver will receive an unfair fine.

Appeal procedure. You can appeal a fine within 10 days from the day the inspector issued the order. The date can be viewed on a paper document or when checking on the Traffic Police Fines website.

  • if the violation was committed in other cities and regions, then the amount of the sanction will be 2 times less - 1,500 rubles.

As in any other situation, there are a number of exceptions in which the use of a lane for public transport is permitted:

  1. If the lane is separated from the main part of the road by a broken marking line. As a rule, this happens before intersections and is necessary for the driver of the vehicle to change lanes for buses in order to make a right turn. If the driver does not change lanes and starts turning from the middle lane, then his vehicle can create a danger for vehicles moving in the right lane.
  2. If you need to ensure that passengers board or disembark from a car, you can use a bus lane.
  3. When leaving the adjacent territory on the road, the driver must use the far right lane to start driving.
  4. In some cases, under the sign indicating a lane for passenger transport, a sign may be installed that regulates the permission to travel along it at certain times or days.
  5. If the driver tried to avoid an emergency situation or a collision with a pedestrian, then he can also enter this lane.
  6. If there is no corresponding marking on the lane or it is not readable, and the corresponding sign is not installed.

In any situation, when driving in a bus lane, the driver must make sure that his vehicle does not interfere with the movement of public transport.

If a driver needs to appeal a fine, there are several ways to do this:

  • By contacting the Violations Department;
  • Submit a corresponding application to the traffic police;
  • File a claim in court.

If the fine is proven to be unfounded, it will be cancelled.

Special road lanes are installed in medium and large settlements to optimize traffic flow. The presence of a special lane simplifies the maneuvering of large route buses and trolleybuses.

Thanks to special traffic areas, the number of accidents involving urban passenger transport is reduced. Another advantage of dedicated buses: it has become easier for city shuttle bus drivers to keep to the schedule.

    Driving in the lane for route vehicles on weekends

    Hello, dear readers! Today, in our short review, we will consider the rules (possibility in certain cases) of driving on a dedicated lane for public transport on weekends. Questions asked by readers confirm that there is an opinion among drivers that on weekends it is not prohibited to drive in the lane for fixed-route vehicles marked with sign 5.14 “Lane for fixed-route vehicles”:

    5.14 "Lane for route vehicles." A specially designated lane in which route vehicles, cyclists, as well as school buses and vehicles used as passenger taxis move alongside the general flow of vehicles.

    First let's look at the Rules.

    18.2. On roads with a lane for route vehicles, marked with signs 5.11.1, 5.13.1, 5.13.2, 5.14, the movement and stopping of other vehicles in this lane is prohibited.

    If this lane is separated from the rest of the roadway by a broken marking line, then when turning, vehicles must change lanes to it. It is also permitted in such places to enter this lane when entering the road and for boarding and disembarking passengers at the right edge of the roadway, provided that this does not interfere with route vehicles.

    In paragraph 18.2 of the Rules it is noted that the movement of vehicles (except for school buses and vehicles used as passenger taxis, as well as cyclists) along the lane marked with sign 5.14 “Lane for route vehicles” is prohibited, except when making turns, provided that the lane is separated from the rest of the roadway by a broken marking line.

    The movement of vehicles in the lane for fixed-route vehicles or stopping in the specified lane in violation of traffic regulations is punishable by a fine in the amount of one thousand five hundred rubles, and for Moscow and St. Petersburg in the amount of three thousand rubles.

    Code of Administrative Offenses of the Russian Federation Article 12.17. Failure to give priority in movement to a route vehicle or a vehicle with special light and sound signals turned on.

    1.1. Movement of vehicles along the lane for route vehicles or stopping on the specified lane in violation of the Traffic Rules, except for the cases provided for in parts 3 - 5 of Article 12.15 of this Code, and the case provided for in Part 1.2 of this article.

    Punishment: entails the imposition of an administrative fine in the amount of one thousand five hundred rubles.

    1.2. The violation provided for in Part 1.1 of this article, committed in the federal city of Moscow or St. Petersburg.

    Punishment: entails the imposition of an administrative fine in the amount of three thousand rubles.

    There is an exception to the Rules when, for example, a sign is used with sign 5.14 “Lane for route vehicles” (as well as 8.5.5 - 8.5.7 “Validity hours”), which indicates that sign 5.14 is valid only on weekdays, therefore on weekends, driving in the lane marked with such a sign is not prohibited.

    But only if the lane is not separated from the rest of the roadway by marking 1.1 which, in accordance with the Rules, is prohibited from crossing.

    Horizontal markings:

    1.1 — separates traffic flows in opposite directions and marks the boundaries of traffic lanes in dangerous places on the roads; indicates the boundaries of the roadway to which entry is prohibited; marks the boundaries of vehicle parking spaces;

    Lines 1.1, 1.2 and 1.3 are prohibited from crossing.

    According to Part 1, Article 12.16 of the Code of Administrative Offenses of the Russian Federation, for crossing continuous markings, punishment is provided in the form of a warning or a fine in the amount of five hundred rubles

    Code of Administrative Offenses of the Russian Federation Article 12.16. Failure to comply with the requirements prescribed by road signs or road markings

    1. Failure to comply with the requirements prescribed by road signs or markings of the roadway, except for the cases provided for in parts 2 - 7 of this article and other articles of this chapter.

    Punishment: entails a warning or the imposition of an administrative fine in the amount of five hundred rubles

    If we turn to Appendix 2 (Road markings and their characteristics according to GOST R 51256-2011 and GOST R 52289-2004), then it does not contain any mention of the duration of horizontal markings (in this case, marking 1.1), therefore, if the lane for public transport, it is separated from the rest of the roadway by continuous markings; entry to it is prohibited, regardless of the use of information signs (indicating the duration of the signs) together with sign 5.14 “Lane for route vehicles.”

    Summarize. If on weekends (or at other specified times) in accordance with the installed signs, movement in the lane for public transport is allowed, but there are continuous markings, then in this case, the lane for route vehicles is allowed to enter (exit) only in places where marked with appropriate markings that do not prohibit crossing such markings.

    Everyone, have a safe trip!

    Use of the bus lane by other categories of vehicles

    Ordinary vehicles may use the dedicated lane for public transport only in accordance with rule 18.2. He says that a driver can change lanes for route vehicles only if it is separated by a broken line.

    Also, a special area can be used to enter the road. From the “dedicated area” you can pick up/drop off passengers on the right edge of the road, provided there is no interference with urban passenger transport.

    It is prohibited to disembark passengers if the bus lane is separated from the rest of the roadway by a white “solid” lane.

    An interesting point relates to driving along the bus lane on weekends. Residents of the capital should pay attention to this. Some designated traffic areas do not operate on weekends and holidays in Moscow.

    It is easy to identify such a lane: when restrictions are lifted, a sign with the image of crossed hammers is installed on the road. However, if a “brick” is placed over the lane, the passage is still considered closed. A day off also does not cancel the effect of a continuous marking line.

    Will video cameras record driving into the bus lane in 2021?

    Yes, such a function exists in video recording cameras today. This is especially true for large cities, for example, Moscow, St. Petersburg, Kazan.

    A violation is detected as follows: you are driving a passenger car in a bus lane, or have stopped in it. If a video camera captures an image of your car, it automatically records the driver’s violation. Then the information goes to the traffic police, and soon you will receive a fine. The proof on paper will be a photo of your car with a state license plate in a prohibited lane.
