How to obtain a medical certificate in form No. 003-В/у for a driver’s license at the State Traffic Inspectorate in Pokrovsky

What specialists does a driver need to undergo?

For all types of categories, the conclusion of the following specialists is required:
  • therapist,
  • psychiatrist
  • ophthalmologist,
  • narcologist.

IMPORTANT !!! A visit to a neurologist for categories “A”, “B” or “M” is made when there is an appropriate referral from a therapist. For “C” or “D”, the passage of such a specialist is mandatory. In addition, you will need to provide the results of an examination by an otolaryngologist and the electroencephalography procedure.

Tests to detect the presence of psychoactive drugs in the urine and carbohydrate-deficient transferrin in the blood are taken only when directed by a narcologist.

A visit to a psychiatrist or narcologist can only be done at a government institution at your place of residence. Some medical clinics offer these specialists to study with them, but this violates the requirements of current legislation, so a certificate obtained in this way will not be considered valid. Female drivers are also required to undergo a gynecological examination.

To obtain a medical certificate to replace your license, you will need to follow several steps in succession:
  1. Visit to the medical center to undergo a commission.
  2. Registration of a medical card.
  3. If you want to open more than one category, you must inform the doctor about this in advance. The list of specialists required to pass will directly depend on the category for which the driver is applying.
  4. Go through all the specialists listed in the list and get the results of the examination.
  5. Carry out a visit to the narcological and psychoneurological state dispensary, about which you will receive a corresponding entry in the medical record.

  7. Provide a medical certificate to the Traffic Inspectorate.

The validity of this document is limited and equal to one year. It will be valid throughout the year, even if the driver applied to the Traffic Inspectorate on the last day. If previously such a document had a longer validity period, then from this year it has lost its validity. The driver will have to undergo a medical examination again. The price of a medical certificate may vary significantly in each region, but usually up to 3,000 rubles are required to obtain it.

What has changed in 2021 in legislative acts

If the certificate has already been received, reissuing the certificate is not necessary. The next medical examination will need to take place after the expiration of the license period.

Patrol officers do not have the right to demand a certificate in the cases discussed below:
  • passing a technical inspection,
  • replacing an ID when changing personal data,
  • when stopping and checking documents along the route,
  • recovery of documents that were lost or stolen,
  • replacing a document that has become unusable.

When a traffic police officer stops a car, the driver is not required to present a medical certificate, since its availability can be easily checked through the database. A vehicle driver's license has a limited validity period. If he delays the replacement of his license by even one day, he will face severe punishment. The fine for driving with an expired license will be up to 15,000 rubles. In this case, the car may be taken to a fine yard. When a car owner transfers control to a driver with an expired or invalid license, the fine will be significantly less. It is equal to 3,000 rubles.

Drivers and candidates for positions driving vehicles must undergo a preliminary medical examination on the basis of Article 328 of the Labor Code of the Russian Federation. Applicants undergo a medical examination to determine whether the driver has indications, contraindications, or restrictions for driving vehicles (vehicles).

Based on the results of the inspection, a medical report is issued (based on paragraphs six and eight of Article 23 of the Law of December 10, 1995 under No. 196-FZ, as well as paragraph two of the Procedure for conducting compulsory medical examination, approved by order of the Ministry of Health of the Russian Federation dated June 15, 2015 under No. 344n - below the Order).

The validity period of a medical certificate for drivers in form No. 003-В/у is calculated from the moment of its issuance. From July 1, 2021, such a certificate is valid for one year.

When should you contact the State Traffic Inspectorate to replace your license?

Every motorist must know when it is time to change his license:
  • upon expiration of the validity period,
  • if the text is lost or unreadable,
  • when your health condition deteriorates sharply,
  • when there are changes in personal data,
  • to open a new or additional category,
  • if a motorist wishes to change his license without specifying the reasons.

The last point became possible only this year. Many drivers took advantage of this with a poorly taken photo, unattractive license numbers, and poor quality printing on the plastic. When replacing your license, a medical certificate is very important. Without it, obtaining a new certificate is impossible. The replacement of rights is carried out at the State Traffic Safety Inspectorate after submitting the required set of documents.

You can apply for a replacement license:
  • in person at the traffic police department,
  • online through the State Services portal,
  • at the MFC office.

Providing a package of documents to the traffic police will take about an hour, while submitting an application and making an appointment through State Services will allow you to immediately pay the state fee. The time frame for replacing your license at the MFC office will be about a week. The package of documents submitted by the driver must be sent to the traffic police.

What is included in the package of documents?

When replacing a replacement, you must carefully prepare a complete package of documents.

It should include:
  • photocopy of Russian citizen's passport,
  • previous driver's license,
  • statement,
  • medical certificate,
  • document confirming payment of state duty,
  • 3 matte photos size 3x4,
  • driver's card from a driving school.

IMPORTANT !!! An international license on a plastic base will require payment of a state fee in the amount of 2,000 rubles. If the driver receives a license on paper, then the cost of the state fee will be 500 rubles.

At the beginning of this year, there was a large surge of motorists seeking to replace their old licenses with new ones. The reason for this turned out to be banal. A myth has begun to circulate among the population of the country that when replacing a certificate, a retake of the theoretical part of the test will be required.

How has the medical certificate changed this year?

The new medical certificate has become significantly different from the old document. The shortened form of the new certificate is due to the elimination of fields filled in by doctors. Now this information remains in the medical record. The finished certificate is in A5 format. All categories of driver’s licenses are included in it at once, so you can undergo the examination in a convenient format. This year it became possible to issue the form at a location other than the place of registration. You only need to see a narcologist and a psychiatrist at your place of registration.

Where to do it?

Among the advantages of such institutions when undergoing a medical examination, it is necessary to highlight the comfort of the visit and the opportunity to go through all the specialists in one day. The cost of services in such establishments is quite high, but the speed of the procedures sometimes compensates for this disadvantage.

The law does not provide for the imposition of administrative liability for the driver not having a medical card with him. Even if the medical document is expired or does not exist at all, the motorist will not face anything for this. If a patrol officer issues a ticket for this offense, he is acting unlawfully. The inspector's action can be challenged in court. Information about the presence of a certificate can be displayed in the document, then the driver is required to carry this document with him. When medical institutions issue a medical certificate unlawfully, they face a fine of 50,000 rubles.

What is such a certificate?

The certificate is provided to students who have not completed their studies, failed exams, or attended only part of the entire training course. This document provides information:

  • What disciplines did the student take?
  • What is the training period
  • Final grades for each subject

The legislative framework does not provide information regarding the period during which an academic certificate will be considered valid.

Application to the dean

To provide such a document, the student will have to contact the dean’s office with a corresponding application.

Also, the legislative framework does not provide for the time frame within which this certificate must be issued.

Therefore, the educational institution is obliged to provide the student with the necessary document within a reasonable time.

The student has the opportunity to send a complaint to the education department in a situation where the university delays in completing the document. After submitting the certificate, it is imperative to check the accuracy of the information displayed in it.
