Fine for gas equipment 2021. What fine can you get for gas equipment on a car without permission to install gas equipment?

Application of gas cylinder equipment

Installing LPG is quite expensive, approximately 150 USD. But the money spent can be recovered very quickly by using it effectively.

The use of gas (propane, butane, methane) has a number of advantages:

  • gasoline is more expensive than gas;
  • gas combustion products, as well as gasoline, do not accumulate in the cylinder-piston group;
  • the gas burns completely, which is important for the natural environment;

But along with the advantages of HBO, one can observe disadvantages:

  • Condensation accumulates in the gearbox all the time and it is necessary to undergo technical inspections every six months;
  • In winter, the engine has to be heated with gasoline, since gas is not energy-intensive enough;
  • there is a need to replace the air-permeable filter more often;
  • HBO weighs up to 40 kilograms and it takes up a lot of space;

In which case should you register gas equipment with the traffic police?

  1. Initially, the vehicle was manufactured without gas equipment;
  2. The technical passport does not provide for repeated reinstallation and replacement of gas equipment components in accordance with a specific vehicle model.

In which case is it not necessary to register an LPG with the State Traffic Safety Inspectorate:

  1. When equipping the car, HBO was installed.
  2. The technical data sheet contains information about the possibility of reinstalling and re-equipping all gas equipment components.
  3. The installation, re-equipment and registration of gas equipment were carried out even before the adoption of the law currently in force.

Background

By law, any structural change to a vehicle must be registered with the traffic police. But it was not clear whether the conversion of transport to gas fuel should be considered a design change. As a result, many car owners who switched to using LPG did not consider it necessary to legalize the installation of LPG equipment on their car. The year 2015 brought some changes in laws, but the question “is it necessary to register gas equipment with the traffic police” did not receive a clear answer even then. It is worth noting that a settlement of all controversial issues was not achieved at that time either.

How to register gas equipment with the traffic police in 2021?

To register gas equipment you must:

  • write and submit an application for registration of HBO;
  • present legislative documents to the traffic police officer and obtain permission to re-equip or install gas equipment.

List of required documents:

  • The final conclusion of a preliminary technical check on the possibility of installing an LPG or replacing its components in a car.
  • Identity document.
  • Power of attorney, if the documents are submitted not by the applicant, but by his representative;
  • PTS.
  • Information about the owner of the car: place of residence, phone number. etc.
  • Vehicle registration certificate.
  • Application for installation of HBO.

2018 and the solution to the problem

This year has dotted all the i's - the new rules provide precise answers to all questions related to the registration of gas equipment. All the little things and details are taken into account, controversial issues are resolved, so that everyone can relate the new law to their individual situation and draw an unambiguous conclusion. Is he obliged to register the gas equipment with the traffic police or not? Of course, there will be people who, even in this situation, will hope for “maybe.” But they must be prepared for the fact that the traffic police will fine them in the event of incorrect registration of the HBO in the traffic police, and in the complete absence of such, they will completely deregister the vehicle.

How to register an LPG if there was no conversion certificate when purchasing the car?

Find out at which service station the LPG was installed.

If this is not possible, find a technical service that will easily issue you documents for a previously installed gas equipment.

However, in reality this is not so simple, since no one wants to take responsibility for an LPG installed by someone unknown.

Most likely, the employees of the service station you have chosen will offer to conduct a comprehensive examination and, if necessary, replace components of gas equipment that, in their opinion, are “faulty.”

HBO without documents and registration

Installing gas equipment is essentially a re-equipment of a vehicle, which requires mandatory approval from the traffic police and the execution of a number of documents, which we will discuss below. We talked about the pros and cons of using HBO earlier. Now let’s look at the size of the fine in 2021 that may result from using gas equipment in a car in violation of the law, including without registration.

The amount of the fine for the law in 2021

For the operation of gas equipment without permission and documents, a fine is provided, the amount of which for 2021 is 500 rubles.

The traffic police inspector will write out the same amount if a periodic check of the installed equipment is not carried out. Car owners are required to carry it out once every 6 months in specialized organizations that have the appropriate licenses for this type of activity.

10 days are given to eliminate violations. If during this time the gas equipment on the vehicle is not brought into compliance with regulatory requirements or the necessary documents are not received, a resolution is drawn up prohibiting the operation of the vehicle. And the driver, in addition to a fine for gas equipment, faces imprisonment for up to 15 days.

In addition, the car may be sent to a parking lot. In this case, you will have to pay a decent amount to return the vehicle.

Grounds for a fine for HBO in a car

The grounds for imposing a fine in the case of using gas equipment are clauses 7.14 and 7.18 of the List of faults and conditions under which the operation of vehicles is prohibited.

According to the first, information about the technical characteristics of the gas system printed on the cylinder must correspond to that indicated in the passport. This paragraph also reflects the requirement that the dates of the last and next inspection must be applied to the surface of the cylinder. The second point establishes the inadmissibility of making any changes to the design of the car in the absence of permission from the traffic police.

Failure to comply with these standards in accordance with Article 12.5 of the Code of Administrative Offenses of the Russian Federation entails a fine for gas equipment in the amount, as mentioned above, of 500 rubles.

Procedure for checking HBO on a car

There are two types of checks. The equipment on the car is accompanied by checks before and after (technical examination).

A preliminary check is carried out before installing or reinstalling the gas equipment in order to obtain consent from the traffic police MREO.

Upon completion of the installation of the gas equipment, you need to perform a safety check, after which you receive a document which indicates that the equipment was installed in accordance with the technical requirements of a particular model (mark in the PTS - 350 rubles).

Vehicles are not checked when:

  • Equipment components were originally installed by the manufacturer and are suitable for the specific model, and their conformity assessment is supported by the manufacturer's service documentation.
  • Vehicles are not checked when, during a reusable conversion of a component structure, the conformity of the changes made to the component structure of the equipment has been assessed through design documentation.
  • The check may also not be carried out if the manufacturer of a particular model intends to improve it by installing an LPG.

Important! Periodic inspections should be carried out every 2 years.
The check is often carried out by a certified center or organization where the gas equipment was installed. Upon completion of the inspection, the client receives a document indicating the dates of the previous and next inspections.

Technical inspection, traffic inspection and gas equipment

It should be noted that for unauthorized changes to the design of a vehicle, a fine of 500 rubles is provided, but sometimes during a technical inspection, owners are required to disassemble the installed gas equipment and present it disassembled for inspection. In case of refusal, the car is deregistered. Such an order is usually issued in case of severe violations of safety regulations during the installation and operation of a car with gas equipment.

Raids are periodically carried out, during which traffic police and technical supervision workers jointly identify gas equipment installed illegally or installed in violation of the requirements. For each such fact, administrative offenses are registered.

The coming year will not relieve motorists from administrative penalties imposed by traffic police officers - if the gas fuel system installed in a vehicle does not meet all the requirements of the law, penalties will be imposed in full. Thus, violations clearly include:

  • Illegal installation of equipment
  • Use of gas cylinders that have not undergone routine technical inspection
  • Use of cylinders with expired scheduled inspection
  • Poor quality fastening of gas cylinders.

But now, with the entry into force of adequate rules, it will be easier for car owners to challenge unauthorized decisions in court.

The size of the traffic police fine for gas equipment in 2021

From January 1, 2021, every motorist who uses illegal gas equipment (independent conversion of gas equipment) and does not comply with the rules of operation of the product (the gas equipment has not undergone mandatory technical inspection every 2 years or the numbers on the gas equipment differ from those indicated in the conversion certificate) will be liable administrative liability, and will pay a fine for gas equipment of 500 rubles.

Also, the owner of the car will be fined for untimely completion of the technical inspection.

Within 10 days, the owner is required to collect the necessary documentation to obtain permission to install or dismantle the gas equipment.

Attention! In case of repeated violation, an arrest for 15 days is possible, as well as a judicial ban on the use of vehicles.

HBO for cars. Registration with the traffic police 2021

Due to the constant rise in gasoline prices, many motorists are increasingly thinking about installing gas equipment (GBO). This can be done on any type of car. It is clear that this will require certain expenses, but given that gas is almost two times cheaper than gasoline, the costs will pay off very quickly. This is clearly visible if the vehicle (VV) is used in commerce.

A large number of car owners are interested in:

  • how to properly and legally modify your car;
  • whether changes need to be registered;
  • Is there any punishment for installing and operating gas equipment?

Conversion procedure

The fifth chapter of the Technical Regulations (TR), which was adopted in the Customs Union, provides for a preliminary technical examination (TE) on the possibility of reconstructing a car. After changes, a technical inspection is required to ensure safety.

During this work, it is checked whether the vehicle will comply with the technical regulations after reconstruction and whether its safety will deteriorate. Please note that the work consists of two stages, which are carried out before and after changes to the car.

Thus, before installing gas equipment, it is necessary to obtain “permission” and only then carry out the work. A referral for technical inspection is taken from the MREO of the State Traffic Safety Inspectorate and carried out in certified companies. The installation of gas equipment is also carried out by specialized structures that issue appropriate certificates. The safety audit is carried out by the same company that carried out the initial examination.

After completing all stages of work with the appropriate documents, you need to contact the traffic police again to make changes to the documents for the car.

At first glance, it may seem that the installation procedure for HBO is quite confusing and time-consuming. In life, this looks quite meaningful and does not take very long. But your car can now be used without any complaints and you don’t have to worry about fines.

Who is not required to undergo an examination?

The fourth section of the fifth chapter of TR answers this question. Vehicles may not pass inspection if:

  • Components are installed that are intended for this specific type of vehicle, as evidenced by the operating documentation. Components must have documents confirming that the relevant checks have been carried out.
  • Serial changes were made based on the developed and agreed design documents and a corresponding assessment was carried out.

In other words, if the plant where the car is produced also produces models with LPG, then there is no need to check the components and the equipment itself as a whole.

Required documents

To register a vehicle with new equipment at the State Traffic Safety Inspectorate, you need to obtain a technical documentation certificate and submit an application to change the technical documentation.

To obtain a technical documentation, the following documents must be presented::

  1. original and copy of the application to the traffic police;
  2. documents confirming the registration of the car;
  3. original and copy of PTS;
  4. documentation of car ownership;
  5. passport or other document confirming the registration of the owner.

To change technical documentation after conversion, you will need additional:

  1. application for testing at a testing laboratory;
  2. certified documentation for the new gas equipment;
  3. a photocopy of the certificate of the company that was involved in the installation of the civil defense.
  4. diagnostic card;
  5. list of work performed;
  6. photos of cars before and after reconstruction;
  7. receipt for payment of inspection after re-equipping the car.

Registration price

Despite the increased cost of obtaining the necessary paperwork, car owners continue to install LPG.
This is what the price for re-registration of a car looks like :

ServiceCost in rubles
Government duty:500
Making changes to technical documents:350
Technical examination, repeated technical inspection and possible dismantling of the previously installed gas equipment:up to 13000

Frequency of inspections

The presence of gas equipment provides for periodic monitoring of the serviceability of the components. This is primarily a check of gas cylinders. The frequency of inspection is specified in the passport and is carried out by authorized bodies. After such events, new certificates are issued to guarantee the safety of the equipment. They usually indicate the timing of a future inspection. As a rule, control is carried out once every two years and is carried out by the same structure that installed the gas equipment.

The use of “expired” cylinders is strictly prohibited. They must not be secured incorrectly. Gas leakage must be excluded. All components of gas equipment must have certificates and inspection reports.

Disadvantages of the new registration procedure

As already mentioned, according to the new procedure, when registering a converted car, it is required to provide photographs before reconstruction. This provision does not take into account that in our country there are already a large number of vehicles that have been using gas equipment for a long time. Now, in order to make its use legal, you need to dismantle the former gas equipment, take a photo, then undergo an initial examination, obtain permission and install the equipment again. Considering that dismantling costs about four thousand rubles, a new installation will cost the same amount, plus the cost of examination and safety checks, then registration with the traffic police will cost a pretty penny. Probably, not all motorists will want to return to gas fuel again. Thus, by putting things in order with the use of gas equipment, the traffic police reduces the use of gas equipment. Statistics also testify to this.

Existing fines

Punishment is provided not only for those who install and use HBO, but also for those who violate the operating rules. The latter include:

  • Inconsistency between the characteristics indicated on the cylinder and in the passport data;
  • The date of the last inspection is missing or expired;
  • Changes in the design of the car have not been approved by the relevant authorities.

The list of violations and the amount of the fine are stipulated in Article 12.5 of the Code of Administrative Offences. Typically this penalty is 500 rubles.

ViolationsFine, in rubles / other punishment
Installation of HBO without documents:500
Incorrect operation of gas equipment:500
Violation of the schedule of regular gas equipment inspections:500
Repeated recording of violations:5000/deprivation of the right to drive a vehicle and arrest of the owner for 15 days.

HBO testing was postponed until 2021: true or false?

Recently, information has been widely circulated that the inspection of gas equipment has been postponed until 2021. The Russian State Traffic Safety Inspectorate has not confirmed this information.

How to choose HBO

There are several generations of equipment:

  • The first generation is installed on carburetor and injection cars.
  • The second can only be installed on cars with an oxygen sensor.
  • The third requires many different sensors. But it is able to regulate the amount of fuel.
  • In the fourth generation, the equipment can individually dose gas for each cylinder.
  • Fifth and sixth generations have also appeared, which are not yet on our market due to the gas frequency being too high.

So, it is difficult to consider it rational to convert a car to gas if its engine is small in volume and the mileage per year is quite low. Even if cheap equipment is installed, it will be able to pay for itself no earlier than in 4-5 years.

During this time, the car owner may want to change the car to a newer one due to wear and tear or due to personal whim. But for powerful cars and drivers traveling long distances, the benefits will be obvious.
